Mr. Curtis saw his opportunity. Mr. Martin was in\ndesperate political circumstances,\nand ready to accept that or anything else that would give him a\ncolleague with a seat, That is the\nentire explanation of the Government's railway policy, and Mr. Cur-\ntis's \"theories \" have nothing to do\nwith it. He advocates that policy,\nnot because he believes in it, but because he thinks it is necessary to\nhis election, lie knows as well as\nany man that the Kettle River tramway will never be built, and that\nGovernment ownership of railways\nin British Columbia is utterly impracticable. Mr. Curtis, it says, is a\ntheorist, with strong socialistic\nleanings. He conceived this policy\nof Government ownership of railways in pursuit of the light through\nhis theories and socialism, and induced Mr. Martin to accept it.\nThose who know Mr. Curtis better\nthan The Rossland Miner does will\nagree with it in ascribing to him\nthe authorship of the policy, but\nwill decline to attribute it to his\ndisinterested devotion to the public\ninterest.\nIt is not so long ago that Mr,\nMartin was outspoken in his opposition to the principle of Government railways, and there is no\nreason to suppose he has since\nexperienced that change of heart\nwhich results in genuine conversion.\nNo doubt Mr. Curtis is the person\nwho suggested that it be adopted\nas a leading feature of the policy\nof the Government, but not because\nhe was persuaded of the soundness\nof it. We can assure the people of\nthe Kossland Riding that Mr.\nSmith Curtis is no better than he\nOUghl lo he. He is very far indeed\nfrom being the honest, guileless\npolitician he professes to be.
