S\nTIIK ONE ISSUE.\nIt is well to have the views of a\ncandidate on such questions of legislation or administration as are\nlikely to present themselves, but it\nis not always or even often that he\ncan give effect lo them of his own\nwill or motion. Without disclosing his mind, however, we should\nbe asked to vote for a candidate\nwhom we did not know. Political\naddresses, therefore, have come to\nbe regarded as a necessity. We require to know in advance from our\nlepresenlative if he will vote for\ncompulsory inspection of hencoops,\nalthough it is possible the question\nitself may not arise. On the other\nhand the candidate may have his\nhead full of theories, hobbies, and\npolicies, which ho desires to expose\nto the electorate in the full confidence of commanding their admiration. It is proper and customary\nto give him the opportunity,\nThere are candidates and addresses in abundance. And the addresses as a rule take a very wide range.\nThey embrace all the living subjects\nof the day, and many that are so\nextremely cmbryotic as scarcely yet\nto have assumed shape. Anything\nis made to serve that will strike the\nfancy and catch a vote. Of the\npractical issues, a great deal of ingenuity is employed to present\nthem in the most attractive light\npossible. It can hardly be said that\nin the present election there is a\ndearth of practical issues. The\nProvince needs many things, some\nof minor and some of very great Importance, before il can be regarded\nas properly equipped for the grc.il\nwork of development in which it is\nnow engaged. No one will feel dis-\nmous. Tho factions are at it yet,\nand many of us may think that\nthere is no end to the turmoil. But\nthe electors are stronger than the\npoliticians, if they only have the\nsense and determination to act.\nShould the Martin Government be\nsustained this Province would not\nknow a moment's peace in tbe next\nfour years. Here in Nelson, however, where there is no Martin candidate, we have not the opportunity\nto vote directly for it even if disposed. How much better off would\n| the Province be with Houstons\nenough in the Legislature to influence tho Government? A riding\ncan but elect its own member, but\nthe riding should be careful as to\nhis character. Do the business men\nof Nelson think that it would be a\nstep towards public tranquility to\nelect Mr. John Houston? Would\nhis election inspire that confidence\nwhich is so necessary to an industrial revival that will set us once\nmore on the road to prosperity?\nA majority ol Dr. Halls would perhaps be satisfactory, but Dr. Hull,\nif elected, would find himself alone\nand helpless, a man crying in the\nwilderness. There is no Independent Liberal party in this campaign,\nand it can have nothing to represent in the Legislature. Here is\nthe vital issue of the election. Before we can expect a flow of capital,\nwc must cease this turmoil and regain something like stability in the\nconduct of public affairs. Let each\nelector for himself debate in his\nown mind whether, of the three\ncandidates, the return of Mr.\nFletcher would not do most to restore confidence and thus bring\nabout a revival of business activity.\nThe people in Manitoba and the\nTerritorities must regret that tbe\nCanadian Pacific did not pick up the\nstray railways long ago. That corporation has recently taken over the\nManitoba & Northwestern and\nthe Greal Northwest Central, and\nthe first thing it did was to reduce\ntho passenger tariff from four to\nthree cents a mile over both lines.\nSeveral months ago a Pretoria\nfinancier said, \"When it comes to\nthe last alternative of war, Kruger\nwon't climb down, he'll jump\ndown.\" It looks as it were about\ntime the old man was spitting on\nbis hands.\nMISCELLANEOUS\nAdvert IrtomctitH lnnortod under this hoad at\ntbe rata of one cent a word per limerlion.
