It is understood that the
matters principally discussed were in
connection with the shipping of ore.
There are 2,000 tons on the dump and a
large body of good shipping ore blocked
out in the mine, which is now capable
of an output of 20,000 tons from work
already done. At present they are working in a crosscut from the 30(1 foot level.
The directors on Tuesday morning
drove up to Wellington camp to Inspect
the mine, and returned in the evening
highly pleased with their visit. They
left Wednesday afternoon for their respective homes.
In addition to tho Brandon & (iolden
Crown, there will be another shipping
mine in Wellington campas soon as shipping facilities are provided. Mr. Patrick said that there
were fourteen men employed in connection with the Poland China. He speaks highly of the
prospects of the camp.
No good can come to the individual,
or the mining camp, which he represents, from the exaggerated reports of
rich finds that are ao much in vogue at
this time. From the new districts and
the old ones now being revived, the
daily newspapers are bewildering with
statements of ores being found, which
run into the hundreds of dollars to the
ton. Experienced miners understand
that in a new property a very rich assay
usually represents a very small find,
both as to the assay test and the oro in
view, whereas the statements are so contrived as to convey the idea to the uninitiated that the ore is both rich and
abundant. For the good of the state,
and the industry as a whole, such reports should not he made. THE GREENWOOD MINER.
Friday, Jan. 26. 1900
A STORMY
To Debate on the Speech From
the Throne.
Cotton's Reply to MartinEberts
Makes a Ringing Speech- Speaker
Forster's Rulings,
Victobia, Jan. 20.(Special correspondence of the Mi.nkr.) Last night
witnessed the conclusion of the debate
arising out of the address, and Mr. Turner's amendment thereto. Certainly
the spectacle presented by the members
of the Government throughout that debate was anything but edifying. They
at dumb in their seats, while the speakers on the other side of the chamber
arraigned them for their pernicious legislation, and charged them with having
lost the confidence of the community.
True, on Wednesday night lion. Carter-
Cotton did vouchsafe a reply, but it was
only after being taunted with cowardice
and inability to meet his opponent's
statements' that he was drawn to bis
feet. The occasion furnished bini an
opportunity to score his late colleague
and political rival, Joe Martin, and lie
was not slow to take advantage of it.
It certainly was one of the ablest efforts
which the House has ever heard from
the member from Vancouver, and Joe
at scowling on the back benches of the
Opposition row, while Cotton retaliated
for his speech of a few days previous.
The Finance Minister caustically referred to the Manitoba politician as one
who would rather reign in hull than
serve in Heaven, adding that he bad
been rejected at Ottawa, ejected from
Manitoba, aud cast into outer darkness
in Victoria,,. The Government members, of course, applauded rapturously,
forgetting in admiration of their new
found champion, that he was assailing
the man, who, hist session, safely piloted them through the breakers.
The speech of the week was undoubtedly that delivered last night by ex-At-
tornoy-lieniiral Eberts, A certain indolence of manner often mars the deliverance! of that gentleman, but once this is
shaken off there arc few men in lirilish
Columbia who can speak with greater
logic or force. His contribution to tne
debate last night was a ringing challenge to the Government, and was a
fine assault upon them and their policy.
In a number of matters upon which the
Government plumed themselves, ho
demonstrated that they were but following the policy of the late Government. Referring to the arrangement
made by the cabinet to give the C. & VV.
a cash subsidy in exchange for the land
grant between Robson and Penticton,
he said the late Government had made
the same offer. The Turner administration Lad offered to give the railway
company f-1,000 a mile in exchange for
the land grant, and an agreement
had been signed between the company
and the Government when the latter
went out of power. Ho agreed that
Boundary country should bave a representative in the legislature, hut did not
intend to discuss the matter as, until
the hill was brought down, it was
impossible to say what the boundaries
of the constituency would be.
- Mr. Eberts also referred in scathing
terms to the action of the administration in dismissing Messrs. Dick, Tolmie,
McBeth, and Gosnell. The latter be
aid bad been dropped at a day's notice
lo make room for a henchman, who
could not be elected iu Dewdney, and
who was rejected in Cowichan.
It was at the conclusion ot Mr.
Ebert's address that something happened, which shows unmistakably the
precarious condition in which the Government finds itself. A simple motion
for adjournment was made by Mr. Hel-
uicken, and was opposed by the premier, who said thai they would have to
go into night sittings, and have the debate finished as soon as possible. Mr.
Cotton said he had been in the House
ten years and had never seen the House
kept back by so much useless obstruction. The Opposition opposed the adjournment, Mr. Prentfce concuring in
their view, and the vote being taken
the motion was defeated by two of a majority, Mr. Prentice voting with the Opposition. Neither Mr. Martin nor Mr.
Higgins were in their places, Had they
been present the Government would
again have been defeated. It is quite
evdient that the Government depends
for it's life on the Speaker's vote, as Mr.
Prentice can no longer be relied upon.
And this brings up a matter which is
being widely discussed just now, namely, the extraordinary conduct of Thos.
Fnisler as speaker of the legislature.
Last session his rulings, and bis general attitude to the members were sulli-
ciently irksome to make him the least,
popular of the list of those who have occupied that dignified post. This year,
however, be seems to he going a step
further, and scolds aud lectures the
members continually. Not the least of
bis offences is bis persistence in taking
points of order on his own initiative,
and without having his attention drawn
to them from the Moor of the House.
Without wishing to speak disrespectfully of one who holds such an honorable post, it must be said he acts like a
buy with a new whip, which he never
tires of exercising on whosoever happens
to cross his path.
This disposition to meddle unnecessarily with the machinery of legislation
caused a scene in the House last night.
Speaker Forsler insisted on the speech
from the Throne being adopted or rejected as a whole, instead of clause by
clause. This did not meet with the
views of the Opposition, who claimed
that il was contrary to all precedent, A
noisy scene followed, dining which Mr.
Pooley, ex-president of ihe Council,
Stated that if the Speaker persisted in
bis resolve tin- Opposition would withdraw in a body as a protest against bis
unfairness. Mr. Eberts did not concur
in this suggestion, and ii was not carried out, lull Ihe occasion was not allowed to pass without Mr. Turner staling that though tbe Opposition was
compelled to submit to this tyranny,
they would cause their protest to go
abroad so thai it might be known that
for the first time in a legislature of the
Empire, a Speaker bad refused to accord protection to the minority.
To-night Martin speaks ir. The government road is
now three miles above West Fork, and
in his opinion is well constructed, but ia
severely criticized by the prospectors
and others as unnecessarily expensive.
The bridge over the West Fork ia still
unbuilt, and the river is crossed by fording or ferrying. It appears that construction has been delayed on account of
bridge stringers, which are coming from
the Coast. This is considered a piece of
folly from the fact that there is plenty of
line timber all about. The location of
the bridge is also objected to as not
being in the best place, and as being too
expensive. By its location the prospectors for the West Fork district have to
go a mile further than is necessary. If
tbe whole appropriation were properly
and economically expended the district
would bave been much better served.
This, Mr. McLeod says, is the feeling of
the people up there.
At this place there is a hotel kept by
John McKenzie, a blacksmith shop, a
store, and several prospectors' cabins.
There is considerable travel on the road.
A pack train jjoes from Rock Creek to
Beaverton. Mr. McLeod says there is a
fine strip of level country and a beautiful townsite ; and he thinks Beaverton
has a good prospect of becoming a centre.
Mr. McLeod visited the district for
the purpose of looking at some mining
properties, and saw the Empire and others, lie had excellent reports from the
Idaho, Washington, King Solomon, and
Carmi, all of which are working. About
forty-live men are engaged in developing those properties. Had the
wagon road been completed, machinery
would have been in operation on the
Idaho, Washington and Carmi. lie
said be saw as line galena ore there as
he ever saw in the Slocan district. The
ore deposits are large and give indications of being permanent. It was a
question of values as to how important
the district would become. The reports
he received were very favorable in this
respect.
Tbe lead furnace at the Trail smelter
has been put in blast, and will run
steadily from this time forward. It has
a stock of ore sufficient to keep it in operation for two or tbiee months independent of any new purchases. The
lead ores have been purchased from the
Slocan, Slocan Lake and East. Kootenay
districts. The furnace will add 51) to 75
to the number of men employed at the
plant.
B. C.
