NEILSON AT OOLDEH.
Probably the largest political gathering erer held in Golden was that
which responded to the invitation
"The Opposition are cordially invited
to attend " at the Alexander Hull, on
Monday night. Mr. Weils was the
rirat oi the candidates to arrive, and
as he entered tlie hull he whs greeted
with aheers which showed in no unmistakable manner the feeling of the
..lectors ot Golden, especially as an attempt to raise a counter cheer for Mr,
Neilson ended in [nilnro. Ou Mr. Neil-
sou's arrival the audience, howevor,
extended him a heartv welcome. He
was acconipaniid by Mr. Gordon Hun
ter, the well-known barrister of Vic-
oris, who hud come to-ipiak on bo
half of tho Turner Government and its
policy. Mr. Devlin was ,-ote.i to the
chair, ami called on Mr. Neilson to ad.
dress thn meeting. He is not a apeak,
er and this had the effect of his address
falling very flat. He said he hope,
the address which he had issued would
meet with their approval und support.
Mr. Wells and he had always been
personal ami good friends and be hop.
oii they would continue to remain so.
.Mr. Wells's statements ahout him on
the platform were not gentlemanly.
They had a conversation some time
ago in which Mr. Wells asked him
about his (Mr. Wells's) candidature
and it was then decided thnt he (Mr.
Wells) would run as an Independent
candidate or supporter of tbe Gouern-
ment(Mr. Wells: Never?). When
he (Mr. Neilson) went to the convention at Golden he still honored that
was Mr. Wells's position. Therefore
he was entitled to hold his own views
as a supporter of the Government. The
policy of the Government he would
leave in tho hands of Mr. Hunter to
deal with. It was a policy of progress,
and very much better than anything
tho Opposition had put forward. The
Idea of using Dominion lines in party
politics was out of the question. He
had been accused of being a "Mann
man". Mr. Mann had nothing lo dt-
with liini iu this election whatever
(a voice: What about McKenzie?)
He denied that, and was willing totals, j
his oath ou it. He had more numej
in mines than Mr, Wells, and these
were mostly in Kast Kootenay, The
present policy of the Government was
a very progressive one nnd in favor ol
roads and trails. He condemned the
prospect of the affairs of the Province
getting into the hands of Cotton and
Martin. If they thought he was not
the best man, then let them elect Mr.
Wells. East Kootenay had a great
future before it. He would ut'se the
work of ronds and trails, and concluded expressing ihe hope that on the llth
of July they would givo him their
votes. (Cheers and laughter).
Mr. Wells then mounted tho platform amid ringing cheers, and a shout
" Wo all I elieve iu Wolls ". He su.d
he was very ranch pleased to meet the
electors of Golden for the first tiino in
his canvas, and was exceptionally
pleased to have the opportunity of
meeting Mr. Neilson for the first time
in this contest. He had had occasion
to hold five meetings, at three of which
he hnd extended to Sir. Neilson n cordial welcome. At the other two meetings he had not the opportunity, as
Mr. Nmlson was not in the vicinity.
Mr. Neilson hnal not found it convenient to attend the first three meetings,
which he (Mr. Wolls)thouglit be should
havo put himself out of ihe way to
attend. He did not consider thnt Mr.
Neilson bad shown him that respect
for himself to which he was entitled.
So far as showing any particular spite
to Mr. Neilson, with whioh that gentleman had charged him. they would
agree with him that there whs no
ground for it when he had travelled lit
miles on a hand-car to attend that
meeting. (Cheers). It was also a satisfaction to them to find that Mr. Neilson had at lust issued an address to
the electors. They would also be
aware that for some time Mr, Noilson
had been in opposition to the Government, He had not only been opposed to
the government, in accord with the
Liberal party, but had n'so urged his
(Mr. Wells's) candidature (cheers).
Mr. Noilson had referred to a private
conversation between there and the
railway station. He had no recollection of that conversation, which he
would venture to assert had never occurred. I: was not necessary for Mr.
Nelson to depend on a private conversation, for his position in opposition
to the government had been before
the public for the past two years
(cheers). Ho would take them back |
to a meeting on the 27th of February j
a year ago. He (Mr. Wells) was called to attend a meeting in the interest
of the Liberal party. He attended and
addressed that meeting, nt tho conclusion of which ho was appointed
145tc Hon. Chairman of a Committee form
ed for the purpose of directing the action of tho Liberal party in this constituency. Among those who attended
that meeting wns Mr. Neilson himself,
and at the conclusion of the meeting
the following document was drawn up
"We, the undersigned olectors of
Golden agree to support the nominee
of the Lioeral party in tbo coming
Provincial elections:" In qualification
of thai heading ho (Mr. Wells) addressed the electors iu very unmeasured terms against tbe present goroi-n
ment. and denounced them in the
Strongest language he had ut his disposal (cheers). He warned the meeting thin if they did not freo themselves
from tbe rule of Dunsmnlrlsm, they
would soon arrive at a condition of
things from which there could bo uo
release (loud choers). At tho conclusion or the meeting they were called to
sign that document, and among the
HiirnaiurosHttacliod was that of W. Mr. Wells again
road tho heading of the document em
phosising the words "Provincial Elections." A lively scorn, here followed
smid cheers at tho way in which Mr.
Wells had scored agaiust Mr. Neilson;
jeers at Mr. Neilson for the invidious
position iii which he was placed, and
calls of "go up and look ut your signature."
Mr Neilson : That wns if tbe elections wore run on party lines.
Mr. Wells ; You said a few mo
monts ago you did not want to intro
duce Dominion politics in Provincial
affairs (renewed cheers). A conven
tion was called at Golden last mouth
to iiomiiiate an Opposition candidate
in accordance wilh the platform of the
New Westminster convention. At the
convention ho (the speaker) made it
his business to attend. He went to
see Mr. Neilson at the Columbia House,
and they walked toge'lier io tho convention. If Mr, Neilson did not Intend lo endorse that" meeting in support of nn Opposition candidate he
had no business there (renewed cheers)
The chairman refused to allow .Mr
aVeilson to vote on account of his not
having his credentials from Beaver,
and Mr. Neilson expressed lo him his
regret lhat ho wus consequently unable
to support his candidature in the convention.
Mr. Wells then read amidst cheers
an atlidavit by J. C. Greene, tho main
portion of which read :
3. That W. O. Neilson came to at
tend the convention.
4, That I asked W. 0. Neilson for
his credentials as a delegate.
6 That ihe said W. G. My intention
was tnsupport him in this convention."
6 Tliat I told Mr, Neilsou that as be
had no credentials I could nut lot him
vote; my reason for requiring credentials beiug that tho other delegates had
their credentials."
An affidavit was also read by M.
Dainard stating he heard Mr. Neilsou
say he hnd come lo the convention to
support Mr. Wells, tiiat Mr. Neilson
suid, "I am a Weils Man, he is it friend
of mine and I will support him through
thick and thin at the coming election."
Mr. Neilson:I understoo.l you
would be a Government Candidate or a
jjuppcrtor of the Government (Dissent).
Mr. Wells: if Mr. Neilson did not
know what that meeting was for,
which he wished to attend, I ask yuu
gentleman whether he is a fit man to
represent this constituency in Parli-
inont? (Crios of "no" end cheers) The
reason of Mr Neilson being placed iu
his present position was this. The
Government hud domanded from Mr.
McKenssie ihe constituency of East
Kootenay in return for theirservices to
them (cheers). Ho (Mr. Wells) looked
on this as a piece of consummate gall.
Would - Mr. Neilson be allowed to
absent himself from his duties for four
months in the your unless he had; seme
axes to grind?
Mr, Wells concluded bis remarks
amid prolonged cheers,
Mr. Neilson:-*! do ij' tho truth of Mr.
Wells's remarks with roferauce to Mr.
McKent-ie,
Mr. Wells: Circumstances are the
strongest evidence of a man's sonduct.
Many a man has boen hanged on cir-
tuinstantial evidence, ond when I refer you to the fact lhat air. In the presont contest lam glad to say,
we are not so divided on party lines, as tc debar us from taking
our choice of men throughout the Province for the ensuing Parliamentary term, and it ia to be hoped that an independent effort
will be made in this direction. Holding tho opinion, as I do, that
the record of the present Government, in tho disposal of Public
Lands, and their administration of the Provincial finances, not
having been such as to command my support, it is my plain duty
for tho present, te claim your suffrages as an Oppcsition Candidate. This does not necessarily mean that I must place myself
in such antagonism to any administration, as to defeat what
should be my primary object as a Representative, namely, the interests of my own Constituency.
Kor does it mean that I am iu full alliance wiih the Opposition party as it has stood before the Legislature during the past
four years. For this reason, if no other, I would ask ut the
hands of my Constituents, if elected, a freo indulgence of my own
judgment as to the course I should adopt in ihis particular respect.
I look for at least a reconstruction as tbe result of the General
Election, and that we may have an Administration fully meeting
the demands of our rising Province.
The large appropriation of to.COO,COO under the recent Public
Works Loan Amendment Act, while indicating a generous tendency in the disposal of public funds, cannot meet the approval of
intorior Cons'ituoncies. V.'e aro interested in something more
than building up our terminal cities, nnd the exclusive welfare of
dietricts immediately tributary to them. It will therefore, be my
first contention that, substantial jusiice should be given to the
Eastern portion of this Province, as compensation for tho enormous appropriation made directly, I consider, iu tiie interest of
Coast Constituencies, for which we too have to bear our share of
the burthen. In this connection, I may say that the terms subsidizing the Teslin Lake Railway have my approval as a legitimate business transaction, apart from other considerations, and
which are, first; whether there is an urgent necessity to build, at
present, tho southern portion of this lino, and secondly, whether
wo have not been too precipitate in snatching from the Dominion
Government, a responsibility which rightly belongs to it, iu the
interest of Eastern Provinces, more than to British Columbia.
We have, within ourselves, sufficiently attractive features in our
vast mineral resources, to Full v- warrant the investment of capital
and influx of population, or in other words, we have our own
affairs, to which it might ho better, at present, that we give our
undivided consideration. I mean by this that, being so wholly
dependent, as we are upou the opening up and en.rgotic development of our mines, the further construction of roads, and increased facilities of interior transportation, becomes an imperative
necessity. To this I will urge the consineration of the Government, and trust that in justice to this, the Extreme Eastern Constituency of tho Province, further appropriation will be now made,
and tbat wo may have, at least, what fairly belongs to us,
My electiou at your hands, I would accept as a mark of confidence and trust, sufficient to determine ine inguardingfaithfully
the position in whioh you shall have placed ine as your Representative. In my appreciation of this trust, and an earnest
ondcavour to serve your interests, I sincerely hope that it will not
be expected tbat I am to defeat, or risk the opportunity given me,
by such a thankless allegiance to party measures as might thwart
what I consider my imperative duty towards developing the
material resources of the North Riding of East Kootenay,
-Anticipating and thanking you for your support,
I am at your service,
\V C.
