Savage and K.Myers\nTwo recent Firsts of duly in the newly\nopened up parts of Canada have been heralded by the red tongues of lire, that ever\npresent danger to the sturdy hearts who\nface the frontier in dwellings of wood and\npaper. Two years ago occurred the Cobalt\nlire which destroyed half the town; this year\nthe burning of tho Hotel Northern at South\nFort George constituted an event almost\nproportionately as detrimental to the little\ncommunity settled 100 uiiles north of Quesnel, and 300 miles away from any railway.\nDawn, which hire comes soon after 2 a.\nin. found the male population of Soutii\nPort George, some 1100 strong, salving\nwhat it could from this, the only licensed\nhouse in the district, and holding the flames\nfrom further prey in hastily ordered bucket\nbrigades. The financial loss was estimated\nat 830,000, a large sum for a small population.\nIt was characteristic of the spirit which is\nbuilding up the west and the new lands of\nthe north, that before the last wall had\nbeen licked up,, plans were being formulated\nfor its rebuilding. Characteristic also was\nthe way in which all temporarily forgot\ntheir loss, and putting on cheery faces, proceeded with the celebration of Dominion\nDay.\nHere by the still smouldering ruins is a\ntall husky greybeard, who, in his capacity\nof starter, strides up and down jangling u\ndiscordant cow-bell. It is the first heat of\ntiie cowboy race; three Indians from the\nreservation half a mile upstream, and one\nwhite rider have entered. See! they're away\n\u00E2\u0080\u0094tiie buckskin gains, more yet, and leads as\nthe four are swallowed np in the crowd,\nwhich throngs the winning post some distance up the street.\nWe go there too. One longs for the pencil\nof a Phil May to depict the types, which\nform that good-humored gathering. Moc-\nassined Indians with hatchet faces, their\nbrightly attired women-folk gathered apart,\nbronzed lumber jacks, square and chunkey\nor tall and limber, sturdy pre-emptors, prospectors and surveyors, miners and storekeepers, in fact the whole race of frontier\nfolk, the men of the river, the woods and\nthe land. There is the factor of the \"com\npany\", so many of whose posts are now the\nthriving cities of Canudafc here are the bank\nmanagers, and in and out dart the little\nboys gleefully letting off crackers, between\ntheir elders' legs.\nBut we are missing the standing long-\njump. Great sportsmen are the Indians, and\nwith Antoinc and Henry Dick compete their\nwhite brothers. \"What! you here old-timer?\"\ncomes from the crowd, as a big Scotchman\ntows the mark. \"Hurrah for Ireland\", they\nyell as Bed Hike hinds on his heels. Here indeed are gathered many nationalities. The\nlittle German, who takes the commencement\nof the two mile race so calmly, finally wins\nover the Siwashcs and Canadians born, who\nleft him standing at the start. See on the\nrope there, us the whites drag over the Indian tug-of-war team; that fellow is a\nSwede, the next was born in Ohio, Harry\nthere is from London.\nRain threatened in the afternoon, but did\nno worse till later. On the level space near\nthe store, whieh tho score of children of\nschool age use as a temporary school, begins\nthe baseball game between the rival town\nships. A natural grand-stand is provided by\nthe slope of the first bench land, and below\ntho fight is waged to accompnying click of\nball on but, while banter is hurled from the\ncrowd alike at player, umpire, and opposing supporter. In the middle distance is the\ncollection of stores, houses, mills, und offices\nstrung along the brown Eraser here same\n300 yards wide. This in turn is backed by\nthe high scharp of the farther bank, tree-\nclothed in green or scarred brown with landslides Across the scene drifts smoke from\nthe hotel's still smouldering ice-house, and\nthe Union Jack above the schoolhouse, and\nthe Canadian ensigns flown over the town\ndroop lazily on their poles. South Fort\nGeorge ran out winners after a hardly contested game. Nineteen runs to seventeen was\nthe score.\nDown comes the rain, ns one waits for\nsupper, but it is worth u soaking to rush\nout und see the cunoe race. All the entrants\nare Indians. Two in each craft hewn from\na single cottonwood tree, they pole up the\nstream keeping close to the bank. First ure\nPaulette and Denis, in u red canoe, next\ncomes n blue one, nnd last are Maxine and\nLoui Sand in un Erin tinted bark. One of\nthe latter fell out ut the start, but climbed\naboard again. They are to go upstream,\nround a buoy on the far side, and return.\nI )h! Muxine, that was a wiley move. He is a\nhundred yurds behind, hut crossing tho\nstream poles up the other shore, and rounds\nthe flag as the rod canoe drops across just\nshort of the mark. She comes back, is round\nand now it is a race. For half the distance\nthe red canoe is behind, her yellow inside\ngleaming as she rolls. Erect stands the\nsteersman of the green canoe as they fly together, but the red is the better bout und\nsweeps in ahead.\nThere are the old field sports, putting the\nshot, u Mlb chunk of rock, high jump, sack\nrace, nnd llie like. The long twilight comes\nwith no cessation of rain, and folk go to\nsee the opening cinematograph performance\nut the newly erected theatre, and to make\nmerry in the long room over a store, where\nthey dance the old dances and the new.\nGroups gather in the houses and restaurants\nand we drink to the King and all his Dominions, and, stowing away our programmes\nprinted locally on silk as mementoes, roll\noff to bed, telling ourselves that this Dominion Day was the \"best ever.\"\nLocal and Provincial\nThe Fort George Theatre is now equipped\nwith chairs, providing better, and more\ncomfortable seating accommodation than\ntemporary benches. The attendance grows\nwith every performance, proving that the\nshow is firmly establishing itself as the popular amusement here.\nDan Brewestr, a local contractor, has\ncommenced, the construction of a stuble and\nwurchous for the government at the corner\nof Hamilton Avenue and First Street. The\npresent warehouse, on Second Street, has\nproved too small for the needs of the road\nL'angs' supplies. It will be turned intb offices\nfor the roud superintendent. Mr. Brewster\nthe contractor, hns just completed the construction of the government offices on the\nHudson's Bay property.\nOpposition is the life of trade. Since the\nsteamer Chilcotin has taken up the river\nrun Iietween here nnd Soda Creek, in spite\nof the lack of power, the \"B. Mrs. Fraser hns always\ntaken an active interest in Church and chaiv\nPROVINCE WILL POLICE G.T.P. RAILWAY CONSTRUCTION\nWhen Bill miner held up a C. P. R. train\nat Ducks some seven yeurs ugo und made\na getaway with a lot of coin nnd a bunch\nof C. P. R. bonds, the enormous rewards\noffered for his capture by the C. P. R. and\nthe government led every detective agency\nin the country to detail men to the chase.\nA party of the North West Mounted Police\nobtained perniission from the Federal authorities to join in the manhunt, and they\nparticipated in his capture. A wrangle then\narose between the R. N. W. Mounted Police\nand the other authorities connected with the\ncapture, as to the dispensation of the re\nward, which terminated in the relations\nbetween the provincial police and the\nmounted constables of the territories becoming strained for nil time. From Tete Juane\nCache a report has recently reached us to\nthe effect that assistance to a man with a\nbroken leg was refused by the mounted\npolice until he was brought to their side of\nthe provincial boundary. We hardly credit\nthis, yet we know that in the Yellowhead\npass today the -mounted police are keeping\nstrictly on the Albertan side. The provincial authorities are now organizing the district round the Yellowhead puss, where the\nconstruction gangs, with their inevitable\nlawless element are commencing to invade j\nthe interior, and are bringing it under the\ncontrol of the provincial police, by the appointment of Mr. John Kirkup, formerly\ngovernment agent at Rosslnnd, as administrator for the great unorgunized district\nround Tete Juane Cache. Mr. Kirkup was in\nthe service of the Provincial government\nat Farwell, now Revelstoke, when the C. P.\nR. was building through the mountains,\nyears ago. He has been chosen for the present position owing to his wide experience in\nfrontier life, and in the matter of enforcing\nthe law he has a free hand. At the Cache\nhis jurisdiction is absolute. He has also been\nappointed stipendiary magistrate, and has\nbeen instructed to choose his own assistants. Mr. Kirkup is going into the Cache\nby way of Edmonton. We fail to see why\nthe government should use the round-about\nroute to the Cache, when they have a waggon road costing some millions of their\nmoney leading to the foot of n system of\nwaterways terminating al the objective\npoint of their official representative. If the\nprovince wishes to establish a route of travel from Vancouver to the Pence River or\nthe Yellowhead pass country by way of Edmonton, thus sowing the seed of a diverted\ntrade, they are starting in right.\nitable work in Quesnel, nnd in spite of her\ndelicate health was often seen assisting Mr.\nFraser in practical worl in his large mercantile business at Quesnel. The keenest regret is felt at the district's loss, and we\nhasten to extend our sympathy, in the name\nof the populace of Fort George, to Mr.\nFraser and his children in the hour of their\nbereavement.\nNow In Working Order\nAfter a lot of spasmodic alurm-clock effects the local telephone system of the Fort\nGeorge and Alberta Telephone Company is\nin running order. The company have inst tilled 15 'phones in South Fort George\nnnd ten in the Nechnco river townsite. The\nlines give n very clenr transmission, nnd the\nsystem, though un extravagance to anyone\nwishing to practice business economy, is a\ngreat convenience owing to the distances\nbetween the business houses,' owing to the\nnon-sale of the government blocks.\nFollowing are the regulations issued by\nthe company in regnrd to the use of their\nservice;\n\"No abusive, profane, or obscene language\nshall be permitted to pass over the lines.\nThe phones of the company are in your\ncare, allow no one to tamper with them\noutside of the authorized agent of the company.\n\"First ring, then remove receiver.\n\"Do not talk loud \u00E2\u0080\u0094 it is unnecessary \u00E2\u0080\u0094\nbut talk clearly and not too fast. Ramem-\nber that all voices ure not alike; some are\nparticulary well adapted to telephone conversation, while others are very unsatisfactory.\n\"Do not forget to ring off when through\ntalking.\n\"Do not forget to hung your receiver up\nwhen through tulking.\n\"Do not drop the receiver. The shell is\nmade of hard rubber and is brittle.\n\"Do not place on top of mnchine articles\nof metal. If you do, your telephone may\nshort circuit and you cannot cull out to\nline.\n\"Do not tup on the diaphragm of the\ntransmitter or receiver with a pencil or\nother article. You mny injuro the apparatus.\n\"Do not short-circuit the instrument by\njamming a lead pencil between the lightning\narrester points.\n\"Do not stand too far from the transmitter while talking. LAND ACT AND ITS ELASTIC INTERPRETATION\nEvidently we are to have an election this\nfall. The Victoria Daily Tilnes hus lately\nbeen delving into the way the land policy\nof the government has been worked by a\nbunch of land operators in Victoria to\ntheir own particular ends. The Times must\nhave a very dead intelligence department if\nhas only just got \"next\" to the fact that\nthere exists a ring in Victoria thnt can\njuggle with the B. C, Lnnd Act pretty much\nns they pleuse. We could nume a great number of them. We have long noted the way\nof things, and have seen so much funny\nwork that we have grown calloused and indifferent to the crude operations of the \"inside\" gang. We know of npplications-to-\npurchase thnt have gone through the Lands\nDepartment as though they had nothing\nelse to attend to, whilst others would hang\naround in their filing baskets for months\nand months. The questionable classification\nof lnnds by provincial land surveyors has\nbeen an every day occurrence, and evidences\nof favoritism exist on every side, the relative standing of pre-emptions ans purchases\nhas been a matter which has caused many a\ndisgruntled would-be-settler to leave the\ncountry by the back door. We know of instances of pre;emptors who have been told\nto vacate their lands months after they\nhave received their records. The excuse offered by the Department was that the land\napplied for was already alienated by purchasers. A pre-emptor tnkes an affidavit to\nthe effect that he is applying for unoccupied\nand unalienated Crown Lnnd when he sends\nin his pupers to the districl Commissioner.\nIf the district Commissioner hus reuson to\nbelieve thut his lnnd is. covered by other\nprior applications he issues a provisional\nrecord. This hns been done ever since it wus\nfound thnt pre-emptors often jumped the\nprior claims of purchasers, whether with intent, or inadvertently. The lund had to be\ndescribed roughly, by metes nnd bounds,\nowing to their being no systematic survey\nof the country, although we commend (he\nfuct thut this work bus been curried out as\nfast and as thoroughly as circumstances\nwould permit. In many cases the pre-emptor\nhas the worst of tho deal, and a howl has\nbeen raised which echoed along the mosaic-\nfloored corridors of the capitol, causing the\nmen in the Lands Department some uneasiness. Their policy has been to recognise\npriority in every case, which, considering\nthat they were administrating n district\nthnt bus only come into existence ns u\nsought-after field for settlement during the\npust two or three years, was a sensible rule\nfor the settlement of every claim. Tbe bona\nfide pre-emptor is a man who should receive every atom of protection that the government can possibly afford him. The tinhorn pre-emptor is another class of individual altogether. We coined the phrase to provide u suitable sobriquet for the pre-emptor in name only, who is nothing more or\nless than a moneyless speculator, endeavoring to lay claim to lunds near possible or\nactual sub-divided areas, irrespective of\ntheir agricultural fitness, and by inducing\nsome of their friends to perjure themselves\nre., their bona fides, to ultilmutely obtain a\nCrown grunt. On October 29, of last year,\nwe printed an expose of these gentry's methods, prompted by the fact that certain\nof them were trying to railroad their claims\nover the heads of prior applicants under the\npurchase clause, who hnd staked months\nbefore. To put it bluntly, they were claim\njumpers. Now let us look further into the\nresult of the mix-up which we suw coming\nlast fall, and expose also its ultimate outcome. Taking the case of one of the tin-horn\npre-emptors, whose application took precedence over another man's bona fide prior\nright, bearing in mind the rulings adverse\nto the pre-emptors who had previously conflicted with purchases. This is the exact\nstatus of the case from the information before us: About Murch 30, of last year, a\nn draughtsman, who thoroughly understood\nthe staking of land, went into the field to\nstake certain' quarter sections for the purchasers, who were all old residents of the\ndistrict, and whose knowledge of the situation and of the land's advantages wus\ngained thereby. On Ausust 23rd of the same\nyear, five months afterwards, a pre-emptor,\nwho wus mnnnger of a townsite company\nhere, was issued u record from the Barkerville government office, having walked onto\nthe lund some short thne before the dute of\nthe record und stnked it us a pre-emption,\nmaking nn affidavit to the effect that it\nwas unoccupied, unalienated Crown land.\nHis record, a photograph of which we have\nin our possession, bears the following provision on its face; \"This record is issued\nwith the distinct understanding that should\nit be found at any time subsequent to the\ndate of same that the land hereby granted\nwas not open for pre-emption at the date\nof the application, then this record shall be\nabsolutely void and of no effect whatsoever,\nand shall be 'ipso facto' cancelled.\" On the\n19th, of January, of the present year, nine\nmonths after the prior staker had located\nthe land, he received a notification from the\ngovernment to the effect that he would be\nallowed to purchase the land provided no\nencroachment was made on lands covered\nby the tin-horn pre-emptor whose perjured\napplication was made about five months\nafter that of the purchaser. For an example of perverted administrative ruling\nthat is a einch winner. Now to the explanation of tlie Department, for we wish to\nshow the mutter in nil its aspects. Tbe\nLands Department, on receipt of the letters\nfrom the prior applicant, protesting aguinst\nthe unfairness of the ruling, and pointing\nout that the record issued to thc pre-emptor\nwas provisionnry, writes, stating that, according to the fixed rule of the Department\nrecords issued to pre-emptors prior to the\nreceipt of upplications-to-purchase the same\nlnnds, should not be disturbed even in cases\nwhere it was shown that the applicant to\npurchnse was prior in staking. That was\nentirely a new ruling, und in this section of\nthe country hud never been heard of before.\nSo it would seem that the government had\ntaken action to eliminate connections in this\nCzar-like manner at a time when future con-\nflictions bad been automatically eliminated\nwith the blanket reserve covering the whole\ndistrict from future alienation by purchase.\nAnd this after the pre-emptor had been\nside-trucked, in many instances, during the\nyears that staking by agent had been in its\nhey-day. Had we published the ruling at\nthe time we heard it, and thus noised it\nabroad, any person who had not already\nutilised his right to pre-empt land could\nwalk into the woods and place his stake on\nany of the applications-to-purchase that\nwere then being advertised close round here,\nantl, as these advertisements must run for\nsixty days before the would-be purchaser's\napplication can be considered, his application to pre-empt the other fellow's land must\nof necessity reach tbe Government Agent\nand the department lirst, and according to\nthe ruling, the application of the staker\nwould be invalid. Then, unless the purchaser paid $500 or so, to the tinhorn to abandon his 82 record, ns the purchaser in\nLhis instance was obliged to do, he must\nstep down, und the government have his\n87 for advertising land he apparently has\nno right to if some irresponsible party puts\na pre-emption stake on it. There are scores\nof pre-emptions abandoned in this section,\nthat are never recorded as abandoned unless their record holders wish to apply for\nanother piece of land. Now supposing that\nu purchaser, who has spent good money\nin taking the preliminary steps towards\nbuying, and one of these niuy-be-quitters\nrending his udvertisment, sees the lnnd und\njumps it, und is according to the ruling\ngiven an interim title, which be afterwards\nkeeps, or perhaps tbrows up, the government are losers, for they would have sold\nthe lund, antl the intending purchaser, having bull his right usurped in this mnnner is\na Liberal, perhaps. In the instance of the\nfive-month-prior-purchaser the hardship wus\nparticulary felt. The pre-emptor was instructed by his employees, a gang of get-\nrich-quick townsite promoters, that he was\nwanted elsewhere on their come-on game.\nHe held the record however, nnd ulthough\nhe had never lived on the land or done any\nwork on it himself, all hell would never\ncancel that record against his will, even\nthough he never intended to set foot on his\nstolen land again, in time to permit tho\npurchaser to fulfil his obligations to tho\ngovernment, so the purchaser had to ante\nup $500 for the pre-emptor's provisional^\nrecord, covering his own land, obtained under false pretences by the tinhorn pre-emptor \u00E2\u0080\u0094 who held the best band.\nThe Nechaco townsite:\nBlair & Co., 2, Bank\n| F.
