This draft\nlorm was as stated an exact\ncopy of the New Westminster\ngas act.\nThc first question which came\nup wa.s as to what position the\nuly was in with the Thomas\nGas Co., which was before the\ncouncil some months ago on a\nsimilar errand. Tha expression\nol opinion seemed to bc that the\ncouncil was in no manner bound\ndown to Mr. Thomas and that\nhis rights, if any, had long expired. Aid. Smith pointed out\nthat according tu the Inlaw\npassed on the Nth Aprw last,the\ncompany agreed to commence\nconstruction within six months\nand as nothing tangible had\nbeen forthcoming to date, the\nto bra was consequently of no\neiicct.
