We would\nsuggest his writing to the Elmore\npeople and asking them for some\nfigures on work actually accomplished in Rossland. Still, roughly it may be stated that the oost of\nconcentration, including the two\nper cent tax, duty on maohinery,\nduty on oil, depreciation of plant,\nroyalty, present heavy cost of oil\nwhioh is likely to be considerably\nreduoed will figure for a small\nplant something less than $1.50\nper ton of ore concentrated. The\narger the plant the cheaper\nthe operation. With reduotion in\noost of oil, tbe abolition of the duty\nof the duty upon it, the readjustment of the mine taxation, which\nis promised, it is hoped to bring\ndown tbe oost to one dollar or less.\nWith regard to the kind of ore\u00E2\u0080\u0094\nany ore whioh does not contain too\nmuch iron,- whioh would reduce\nthe percentage of concentration\nwithout any commercial value being added to tht concentrates, will\nserve for the process. The attitude of the Would\nwith regard to Mayor Dean and\nhis methods is well known. It opposed him in the previous election,\nit has opposed him throughout the\nyear, and it has opposed him till\nhis teeth are drawn. Every word\ntbat the World said of him has\nbeen proven by Mayor Dean him-\n- self to be absolutely true. Farther\nremoved from the strife, that regrettable strife of 1901, the electo\nrate has been able to see more\nclearly now that the dust of the\ntight haB vanished. That the\npeople, especially the working peo\npie, have reversed their last year's\nverdict is an omen of peace to the\ncamp. Rosslaud can look forward\nto a brighter day. There will be\nno more Star Chamber. There will\nbe no more pragmatical interference. There will be no more Pooh\nBah. There will be an endeavor\nto conserve to the city its franchises\nThere will be an endeavor to help\nthe mines and the working people\nwithont browbeating either. So\nmay it be.\nWhen the olouds arising from\nthe present contest have disappeared from the arena, the composition\nof the counoil will be seen to be\nfull of promise. For the first time\na secretary of the Miners Union,\nwho is also the president of the\nWestern Federation of Miners in\nBritish Columbia, is found within\nwithin the city council. It remains\nfor him to show the public that he\nis just as practical and capable a\nman aB others, who perhaps would\nbe commonly thought to have better qualifications, He has been\nhonored by his fellow workmen.\nHe is now honored by the oity.\nPlaced in the full blaze of publio\nopinion, and criticism, upon Alderman P. R. McDonald rests much\nresponsibility. For upon his career as alderman will the Miners\nUnion be judged by their fellow\ncitizens. Choek by jowl with him\nis one of the most respected of the\nibw remaining pioneers of the\ncamp, F. W. Rolt, a man who has\nmuch to do with the Klmore process, a man who is identified rather\nwith the mine owning than the\nmine working interests. That two\nsuch men should be fellow aldermen, is much for the camp, Then\nthere comes ThomaB Stout, a business man and next him a working\nengineer, Jobn Martin and then\nagain a baker, Alderman Petch,\nand a working man. W. C. Preston.\nEvery class is there. No oouncil\nwas ever more representative. This\nyear is the. turning point in\nRossland's career, and it ought to\ncongratulate itself upon ita mayor\nand council,\nThere was an opposition between\ncandidates Clute and Hulme, but\nboth men, as the Would has pointed out, represented the same plat\nform. In that competition the\nknowledge of Mayor Clute's past\nservices has weighed against his\nmisdeeds, and the weight of popular opinions has been with him\nrather than with his plucky but\nuntried antagonist, friendly antagonist at that. But tbe Hulme party\nparty can still congratulate themselves, for five out of the seven\nmen put by them before the electors have been oarried to viotory.\nSent down to defeat deservedly\nwas Mayor Dean. It was chance\ntbat made him mayor, and he\nmost supremely proved his utter\nincompetency. Alderman Dunlop\nand Alderman Embleton, the only\ntwo of the old council that again\nsought tbe suffrages of the electors,\nfell with the man tbey had loyally\nbut mistakenly supporedj during\nthe whole of last year, and without\nwhose support the mayor could not\nhave been the public bore which\nhe proved. Alderman Embleton\nhas hitherto always headed the\npoll and that such a stalwart\nshould have been defeated, can\nonly shown the utter abhorence\nwith which the electorate regarded\nthe late administration. Alder\nman Embleton has been a good\nservant of the public, and the\nWould hopes again to again to see\nhim on the councils of the camp.\nTHE FRANCHISE.\nThe Would congratulates those\npublic spirited citizens who yester\nday formally tendered their votes\nto the Returning Officer and his\ndeputies, afler having been ilie\ngaily stricken off the lists.
