C\nNEW ZEALAND PROSPEROUS.\nIn discussing compulsory arbitration and its effect in New Zealand we are gravely told that while\nthe scheme may work advantageously so far as ordinary industrial problems are concerned it\nworks disastrously when applied to\nthe mining of precious metals, that\nindustry being on an entirely different footing, the values obtained\nhaving a fixed price in the markets\nof the world and not being open to\ncompetition like other productions.\nIn this respect, it is repeatedly\nasserted that New Zealand, so far\nas her mines are concerned, is in a\ndeplorable condition and capitalists are depicted as giving the\ncolony a very wide berth.\nThe statement is all moonshine.\nNew Zealand is prosperous and her\ngold mines are increasing their\noutput. In May 1900 the total\noutput for the month was 29.095\nozs., valued at .\u00C2\u00A3111,860. The output for May 1901 according to a\nReuter cable was 3(5,457 ozs., valued at \u00C2\u00A3143,893; The output itself and the increase in one month\nof \u00C2\u00A331,533 gives an emphatic denial to the story of reported failure\nin New Zealand.\nWere British Columbia today\nlike New Zealand \"A land where\nthere are no strikes\" we would not\nlack capital to develop the mining\nindustry.\nAny country in tho world which\ncan hold out the promise, to labor\nand capital alike, that no strikes\nor lock-outs need be feared, can\ndiscount all other advantages that\nmay he offered by communities\nliable to such disastrous troubles.\nCONCILIATION.\nPeople who talk pleasantly and\nvaguely about conciliation as tbe\nbest means of settling industrial\ndisputes have their attention drawn\nto the Dominion conciliation act,\nwhich it is now desired to use in\nsettling tbe C. P. R. trackmen's\ncase.\nThere is no provision, however,\nto bring either or both of the contending parties before the tribunal\ncreated by the act and it is practically useless for the purpose for\nwhich it was passed. The same-\nobjection of course applies to tbe\ntrouble at Northport, although in\ntbat case, the smelter being in the\nUnited States, a Canadian court of\narbitration would have no jurisdiction, but as the smelter is practically controlled from this side of\nthe line there would be little or no\ndifficulty in Bottling the ease if a\ncompulsory arbitration act was in\nforce here, as the men have already\ndeclared themselves only too glad\nto arbitrate tbe whole question.\nThere is nothing in the New\nZealand system which prevents\n\"conciliation\" playing a large part\nin the settlement of labor disputes,\nand as a matter of fact it always\ndoes. Nothing could better demonstrate tbe utter uselessless and\nimpracticability of oUr own act\nthan the railway strike in progress\nat the present time.\nEDITORIAL NOTES.\nGradually the truth is coming\nout about the relative merits of\nBritish and American locomotives.\nThe Midland railway saved \u00C2\u00A3-100\napiece on the market price of Un-\nAmerican engines ordered about\nthe time of the engineering strike\nat home; but these locomotives\ncost 20 per cent, mctc for fuel, 50\nper cent, more for oil, and 60 per\ncent, moro for repairs than similar\nengines built in England. That\nseems pretty well to settle the\nquestion.\nIt would appear that Whitaker\nWright kept on the petty cash of\nthe B. A. C. in London, viz: \u00C2\u00A3157,\nthe main account, \u00C2\u00A323.000, being\nat Vancouver, B. C, far from the\nbusy haunts of the London stock\nbroker. Certainly a far-sighted\nmove.\nThe population of Paris is 2,-\n606,000, an increase of 249,000\nsince 1896.\nGovernment ownership of the\nCanadian telegraph system is mooted at Ottawa. They were Herman Becker and Laurence Trimmer. In\nJanuary, 180.5, Becker and Trimmer found that some money could\nbe made by gathering oak wootl for\nfuel in the mountains of Calaveras\ncounty. They set out, expecting to\nmake possibly $30 or $-40 each by\na month's word. They lived in an\nabandoned miner's cabin. Snow\nwas on the ground two feet deep all\nabout.\nOne day they built a great bonfire of brush, which melted the\nsnow and left an area of hot earth\nBecker got a haunch of doer meat,\nand prepared to bake it in the hot\nearth. He dug two feet down, and\ncame upon a bed of rock. With\nthe prospector's instinct he broke\noff a bit of the rock and examined\nit.
