Geiser the Baker City contractor has got some alien laborers\nworking on the Josie that he has\nmanaged to run in here from the\nulher side but none of our own\nminers have offered to work\neither union or non-union and\nthe contractor is making little or\nno progress beyond getting out\nsome ore which was ready for shipping and sending some car loads\ndown to Trail from the big second\nclass ore dump of.the Le Boi.\nDown at Northport the situation\nlias not improved. Many of the men\nbrought to lhe smeller to work under direct misrepresentation of\nfuels, refuse to stay on, once tlie\nreal situation is explained to them.\nNo matle has been shipped and the\near load which was got all ready\nfor export lias been unloaded. It\nbeing ascertained that the values\nhad disappeared. The Le Koi\nmanager should publish his export certificates if he wants anyone to believe in his \"extremely rich\nmatte\". Tbe deputy also opened out\nand each exchanged four shots. Tbe\ndeputy was not wounded but (iilon\nhad the tips of three of his rigbt\nbind lingers shot off and was\nwounded between tho thumb and\nforefinger of tho left band. Giton\nescaped to tbe smeller grounds and\nan excited crowd followed up to\nthe dead line. Here they and the\ndeputy were met by Giton and another with Winchesters and held\noff.\nTlie deputy swore in some fifty\nspecials and surrounded the\ngrounds and again demanded that\nGiton be given up but Kadish refused. About midnight Sheriff\nLidgerwood arrived ou the scene\nbut it was not till about il a. in.\ntoday that Giton was captured and\ntaken lo court. He was subsequently liberated on a $.\",000 bail\nbond.\nThe town is quiet enough now,\nbut there was a great deal of excitement while the matter was\npending.\nManager Macdonald, William\nThompson and a Rossland bank\nmanager arrived here in a carriage\nabout eleven o'clock today. C\nA CHRONIC DECEIVER,\nIt affords us no gratification lo\nsay in all seriousness,that Mr. Bernard Macdonald is anxious to establish for himself the position of a distinguished Chronic Deceiver. What\nhas be done to promote the interests of Rossland, a camp that\nmight be one of the greatest mining districts in America. He has\nconspired to produce disruption,\nwhere conciliation might have resulted in harmony and progress.\nHe has used a newspaper that\nshould represent public interests,\nto defame honorable men. He has\nused a newspaper, purchased probably with the money of tbe British\nshareholders, to denounce those\nwhose object was to secure the investment of British capital. Many\ninstances might be quoted; but we\nselect one in particular, that of\ntbe flotation of the \"Giant\" mine,\na property promising to rank with\ntho Le Roi company, a property\nwhicb paid running expenses from\ntbe start, and has been reported upon by known expertsas only requiring capital to prove its ore values.\nCould Rernard Macdonald keep\nhis vandal hands off the enter-\nprize? By no means, lie deliberately went out of his way, to raise\nobstacles by insinuation, thus aiming a deadly blow at the interests\nof Rossland. Happily, that blow\nfell short of its mark; hut the object lesson will never be lost upon\nthe public, for it created a suspicion that the aim of Bernard Macdonald was to prevent any other\nmines being operated; that bis design was to retard, not promote\ndevelopment. Was it because h.s\nknew tbat a mine paying dividends\nwould be a standing menace to his\npolicy, and bis only salvation was\nto crush out rivalry, no not merely\nrivalry, but honest efforts? We\nregret to be obliged to come \"twixt\nthe wind and the nobility\" of this\nmining Czar, swelling like a pouter pigeon with a sense, of his own\nimportance; still, we are in duty\nbound to ask one potent question.\nWhat is the mining record of Bernard Macdonald? Ho was ihe\nexpert whose report induced thousands of people to invest in the\n\"Payne.\" What are the shares of\nthat company worth today? He\nput on record and staked his reputation, upon the Centre Star pay-\n$o00,000 per annum in dividends.\nHe it was who congratulated the\ncompany with which he was then\nconnected upon the flotation of the\nRepublic at kJ8,000,00Q. What are\nthe shares of these properties worth\ntoday? lu short, going back to\nthe period of the Dufferln in Nova\nSootia, when it was under Jiis\ncharge, what has the deplorable result been? Mr. Bernard Macdonald was somewhat circumscribed\nin bis influence for good or evil,\nuntil he revived the old days when\nhe worked for Whitaker Wright,\nand became the general manager\nof tbe Le Roi. Ho brought with\nhim into the Rossland camp the\nvendetta of California, Colorado,\nIdaho and Molilalia. He saw his\nopportunity and look advantage of\nit. Not willing to depend upon\nbis brains and supposed knowledge,\nbe purchased a newspaper, surrounding himself by a cordon of\n\"pals\" and oilier requisite inllii-\nences. The palmy days of William\nThompson and Bela Kadish were\nushered in. Mr. Albert Goisor\nsubsequently c:inie lo the front.\nNew men controlled the Northport\nsmelter, and new men, so far as\npossible, the Rossland mini's.\nWhat followed, he who runs may\nread. Tho situation became acute.\nWere thc directors in London told\nthe truth? Were those who had\ninvested their money considered\nand protected? The trail of dtipli- i\ncity may bo traced across the continent, thence to London. A far\noff board of directors were prompted to believe that mining unions\nwere a standing menace to law and\norder, and miners above and below ground, were savages perched\nupon dynamite and sleeping over\nvast stores of giant powder an arsenal, to he used to the detriment\nand ruin of investors. We ask,\nwas Ibis honest? We ask,was this\nthis manly? We ask, was this\nhuman? Mr. Bernard Macdonald\ncan sii on cither born of the dilemma, uncomfortable though it\nmay prove, and proceed to answer\nthese questions.\nCOLONIAL HOUSE, MONTREAL.\nNOTES AND COMMENTS.\nWe quoted recently from tbe\nLondon British Columbia Review\nas follows: \"It is quite obvious tbat\ntho only legitimate profits made by\nthe B. A. C. were from mining\nundertakings initiated and carried\nthrough by HonC.H. Mackintosh,\"\nand the Rossland Miner seeks to\nminimize the work accomplished\nby Mr. Mackintosh! That gentleman proved be was no oflice seeker,\nby twice tendering his resignation\nin London when his suggestions\nwere not acted upon, finally insisting upon that resignation being accepted in May 1899; yet this is the\nman wdio Bernard Macdonald, in\nhis newspaper, endeavors to make\ntho public believe, is anxious to\nassume the responsibility of managing director of the Le Roi companies! Since the agreement between the\nbig corporations of Rossland and Rossland Miners' Union in April, 1900, this city has apparently enjoyed industrial peace ; yet all who are conversant with the industrial affairs of\nRossland for the past fifteen months know there has been a secret warfare waged against\nthis Miners' Union, which has been nearly as destructive to the business interests of the\ncommunity as an open struggle between thi- lwo industrial forces, and worse in that there is\nno apparent end to be seen.\nWe have given long and careful consideration to this matter and have reached the\nconclusion that the foundation of the trouble rests on the fact that nearly one-half of the\nemployees in the mines ol this community receive about 20 per cent less wages than the\nsame class of labor in surrounding camps, many of which camps have a lower grade of ore\nand are less favorably situated than Kossland. We believe that it is to continue to enforce\nthis unjust scale of wages that so many annoying practices have been introduced to undermine the prestige of this i..'i Ji n ol Rossland.\nFirst.\u00E2\u0080\u0094An annoying system of espionage and blacklisting by which many of our\nablest members have been compelled to seek employment in other localities, although of\nunquestioned ability in their trade.\nSecond.\u00E2\u0080\u0094By revoking a time honored privilege of the Secretary being allowed to\nsolicit members among the non-union employees of the companies who might be off duty on\nthe premises of the companies, a privilege guaranteed us by the last half of Article 15 of\nthe agreement of April, 1900; thus preventing us from refilling our ranks depleted by loss\nof members compelled to seek employment in other fields.\nThird.\u00E2\u0080\u0094By connection with bogus employment agencies seeking to Hood the over-\nVICTORIA j crowded labor market with cheap foreign labor.\nSEATTLE I Finally.\u00E2\u0080\u0094By the largest corporation in this vicinity openly seeking and striving to\nPORTLAND'crush a sister union at Northport, Wash.\nSAN FRANCISCO; We believe all these efforts are mainly to enforce this unjust scale of wages and to\nprevent all efforts towards an increase.
