There is little\nprospect of any serious oonflict in\nthis quarter within the next six\nweeks.\nNew York, Maroh 14.\u00E2\u0080\u0094Tbe En*\nropean edition of the Herald prints\nthe following despatch from Seoul:\nT.he Japanese will bave an army\nof 150,000 men-in Korea within\nthree weeks, including the 35,000\nalready landed in Chemulpo. The\nscene there daily is one of disorder\nand chaos. The harbor's edge is\npiled witb 200,000 tons of stores,\npacks of equipment, light guns,\ncarriages and bullet proof shields,\nand there 5,000 cavalry and pack\nhorses there.\nThe country north of Seoul is\nthiok with parties oonverging into\nthe Pingyang neighborhood. Pingyang will be the northern Japanese bate, under Major Kigoahi.\nmura, who aoted as signal officer\non the Mikasa, Admiral Togo's\nflagship, during the first attaok on\nPort Arthur, of February 9tb, gives\na graphio story of the fight in Jiji\nShimpo, Japan's'most widely circulated newspaper. The account\nby Captain Matsumura is tbe first\nby an eye witness. The captain\nwas wounded in the foot aB he\nstood on the bridge, by a shell from\none of tbe Port Arthur batteries.\nHIb story reveals the fact that the\nJapanese battleship Fuji was badly\ndamaged, but not disabled, by\nRussian shells, while two of its\nolHoers were killed by a single shell\nwhile standing on the bridge. Capt.\nMutsumura's description of the\nnaval battle and the events leading up to it is as follows:\nAdmiral Togo oalled tbe captains\nof the allied fleet to bis flagship in\nSasebo harbor on February 6th.\nPlane were disoussed but of course\nwere not revealed. At 2 o'olook\ntbat afternoon the fleet left the\nharbor. At 8 a. m. February 7th\nsmoke was noticed on the horri-.on.\nTbe Tsukushi was despatched to\ninvestigate and discovered the Russian steamer Rossia, which was\noaptured. With the already announced estimates for the army and\nnavy totaling upwards of f 325,000,-\n000 it appears that the full estimates will show an expenditure for\nthe year of about $710,000,000.\nRetail Prices in Rossland\nStores.\nAN ALTERNATIVE\nThe Miner Btates that there is no\nalternative proposal if the water on\nTrail Creek is not sufficient tor\nrunning a lighting plant. It will\nprobably felicitate EWorld (?) on\nhaving pointed out recently tbat\nthere were several alternative pro\nposals to that mad soheme, apparently mooted ao as to draw a red\nhatting aortas tho trail. The\nWorld now wishes to Bhow that\nthere is another possible alternative\nit one ol the mining companies in\nthe city is agreeable, and it is the\nbusiness of the City Council to\nascertain the state of the case.\nAnd that iB to acquire the 40-drill\ncompressor on Centre Star gulcb.\nIt might be rented or it might be\nsold. The cost of erecting the plant\nwaa $30,000, the cost of altering it\nand putting in a steam driving\nplant would be about $15,000 as an\noutside figure. The plant will generate 660 kilowatt*, enough to supply the town with 8,000 lights;\nmote if the maohinery be driven\nquicker. Tbe cost of the water\nand light plants five years ago was\nsomething short of $90,000, about\nhalf of whioh was paid for the\nwater, The cost' of the lighting\nplant, inoluding the ramshackle\nmaohinery at the foot of Spokane\nstreet, part of which, however,\nmight be used for a steam driving\nplant, should not be more than\n$45,000. That is to say tbat the\nwhole scheme should not cost more\nthan $90,000. Taking interest and\nsinking fund at $8000 per annum,\nand maintenance at as much more\n(the real figures will presently be\nforthcoming) the lighting will have\nto clear $16,000 per annum in\norder to dear expenses and provide for the repayment oi debentures. If there are 4,000 lights in\nthe oity, and there are more, (the\nreal figures will have to be forthcoming shortly) and their rental\nvalue at 50 cents per month (some\nare oharged at $1) the income per\nmonth would be $2,000 and for a\nyeas $24,000. This would net the\noity at least $8,000 per annum,\nwhioh would help out in paying\naldermatic salaries.\nAs to the raising of the money, a\nfirm has recently written to the\noity, asking about some of its de\nbenturos. If written to they might\nbe inclined to take up the lighting\ndebentures were they secured on\nthe revenues arising. $90,000\nseems a big price, but it is purely a\nquestion of income. Moreover it is\njust possible that the Power company themselves, knowing how\nprofitable a thing was the light,\nmight take some debentures themselves, under certain conditions of\nreverting. Again it is not at all\nunlikely that the owners of the\nlighting plant, the compressor alluded to, might bo willing to tsl.o\nnp the debentures themselves ns\nfar aa the cost of the plant was\noonoerned as long as a certain\namount was taken up every year.\nIt is a nice point for the Finance\ncoin mi Uee lo elucidate, aud, like\nRod and Gun Olub.\nHeretofore the closed trout fish\nin\u00C2\u00BBr season ended on Maroh 15th,\nbut the time haB been extended by\nthe act of last session until Maroh\n25th inclusive.
