Recently the camp haa\nbeen confined to the work that has\nbeen done by the old atandbys, the\nLe Roi and the War Eagle, backed\nup by the Le Roi No. 2 and the\nCentre Star, But tne Kootenay is\nadded to the list of shippers, the\nWhite Bear is being taken seriously and the Spitzee people are confident while the Velvet is shipping\nvigorously and the Jumbo, after\na long spell of idleness is again\nputting men to work. It is only\nthe passage of a few weeks before\nthe Nickle Plate and the Great.\nWestern will be added to the list\nof shippers while workjhas already\nbeen started on the Gold Hill and\nthe Evening Star and the San\nFranoieoo are mooted aa the next\nto take the plunge. The California\nwill no longer remain idle and the\n0. K. is again looking forward to a\nperiod of activity. The Home-\nstake, the R. E. Lee and a host of\nothers are watching carefully the\nnew movement.^\nAnd that new movement ia all\ndue to the expenditure of some\n$30,000 by the Le Roi No. 2 in the\nerection of a concentrator which ia\nto be run by the Elmore process,\nThere are some doubterB, of course\nwho declare that seeing is believing but even these will be converted by the time that snow is falling\nand a great period of activity undoubtedly awaits the camp with\nthe melting of the snow early next\nyear.\nAt present the mill has its foundations barely completed and yet\nanother retaining wall has to be\nbuilt to make the foundation for the great Chilian\nmills. But the housing for the\nlower partB of the mill, the sepera-\ntors and the mixer is well under\nweigh and the unpacking of the\nmaohinery has already been begun.\nWithin a few weeks the Wilfley\ntables and the mills and ore crushers and the orebina will all have\nbeen installed and by Ootober\nconcentration will be well under\nweigh and its triumph assured.\nBat the directorate of the mine\nACCEPTING\nTHE OFFER\nC. Employes Are\nComing.\nMATTER IS DEFINITELY SETTLED\nProposal to Have a General Shut\nDown in All Nearby Districts \u00E2\u0080\u0094\nTerms Arranged-\nhaa already signified that its policy will be to erect mills for the\ntreating of the output of the mine,\nor 400 to 500 tone daily. Now\nwhile the erection of two units, or\nfifty tone daily, baa ooat some $30,-\n000 dollars, the ooat of the plant\ngrowa leas, from various reasons,\nwith the increase of ita size. A\n500 ton plant oan be erected for\nsomething less than quarter a million rather than $300,000 to which\nit would amount were it installed\npro rata with the expenditure of\nof the smaller plant.\nThere is the question of the disposal of the tailings which it has\nbeen declared will take up a very\nlarge epaoe of ground. Now let it\nbe supposed that the output of this\none mill was 150,000 tons yearly.\nThiB would be equivalent to about\n75,000 oubic yards and would occupy a spaoe of ground, if piled\nonly 10 feet deep, of not more than\nfive acrea. It will be seen at once\nthat the gully in whioh the plant\nstands is oapable of accomodating\nthe tailings of many a year and aa\nthe tailings can be flamed away to\nany point desired, the difficulty is\none more in the imagination than\nhaving any practical meaning.\nAnd there is another advantage\nto have the mill where it stands\nwhich is that the water qan afterwards be used all over again within a short distance by any mine\nereoting a concentrator across the\nvalley on the swamp facing the\nthe baseball ground while the\nswamp itBelf would be much improved by its filling up with tbe\ntailings. Or the water could be\nused in a concentrator ereoted in\nthe gully between the railway\ntrack and the forking of the Jumbo and the Northport roads.\nIn fact if the Le Roi build a concentrator at the point onoe selected\nby it, that is to say on the south\nslope of the baseball ground eminence, water could easily be passed\nto it and thence down the stream\nto the Spitzee or other mines desirous of negotiating for a plant.\nIn fact the possibilities before the\ncamp in view ol the Elmore process\nare enormous. There is but the\none difficulty in the way, which is\nthat the ownership of the water\nmust be oleared up. It remains for\nthe oity to make this right and the\nlonger it delays action the longer\nwill the city suffer by its ineptitude.\nThere would be no talk of the\nEverybody ia talking pionio and\ngetting enthused, ' The self abnegation of the Miners' Union in giving ap its pionio, and of the citizens\nin general in sacrificing the general\nholiday of Labor Day in order to\nmeet with the C. P. R. employes\nin the joint celebration of their outing, will work muoh towards the\nharmony of the city. The business\nmen will get some business, the\ncitizens in general will get a general\njolification, the visitors will be impressed with the camp and the\nlabor organizations will have their\nparade. And then the oamp will\nahake handa with itself all round.\nThe deputation to Nelaon did\nsplendid work, especially the mayor\nwho was in fine form and his eloquence touched the obdurate heart\nof J.S.Carter aa to railway rates and\nother important little particulars.\nTo understand the progress made\nreference mast be made to the fact\nthat the pionio, as far as concerns\nthe C, P. R., is being got up by the\nNelson lodge of the Brotherhood 0!\nRrailway Trainmen, No. 558, and\nall other organizations within the\noompany will join in its celebration\nby special invitation. Specially\nlow rates are to be granted whioh\nwill be something under a half fare\nin all probability but the exact\nfigure haa not as yet been determined upon although this will probably be announced within the\nnext few days. A special committee consisting of Messrs. Irvine,\nMolntyre and Halkett waa appointed by the local Nelson lodge to determine upon a point for their picnic and it was to this committee\nthat the Rossland delegation of\nMessrs. Dean, Villeneuve, McArthur and Molntosh represented\nthat if the C. P R. employee would\ngive their pionio in this city that it\nwould do its best to entertain them\nand make a joint oelebration upon\nthe day selected by tbem instead\nof the contemplated celebration on\nLabor Day or upon July IG. This\nwaa sufficient. The lodge instantly\nagreed to the Rossland proposals.\nJames Irvine has gone aoross to\nthe Boundary and while there will\nconfer with the superintendent the\nGranby mines asking him to close\ndown his mineB for a oouple of\ndays during the picnic, urging the\nrequest the more because it had\nalready been stated that these\nmines intended to close down for a\noouple of days some time during\nthe summer. This request will be\nbacked, it is understood, by the\nMiners Union of Phoenix, whose\nmen are desirous of attending the\nRossland celebration. If this measure is passed it\nwill again entitle Sir Wilfred\nLaurier to the thanks of the country. Just now there is practically\nno cable service except that which\ncomes through New York. Were\neven the interests of the two countries identical it would even then\nbe better for Canada to have its\nown servioe. Had Canada news of\nthe state of the markets in Australia, New Zealand, the Cape, India,\nit would know how best to suit the\nmarkets of those places. Ab it is\nthere is no news except that which\nappears in the London papers coming to hand some weeks later. It\nis a movement whioh. on the other\nhand, it will advantage Great\nBritain to forward, inasmuch as it\ncuts both ways. Greater Britain\nwill also be benefitted in coming in.\nBut the real point of the matter is\nthat if the government would take\nover the telegraphs it would probably find that with the doing away\nof discrimination in favor of the\nAssociated Press there would be no\nbounty necessary. It olaims that true independence to be found in Liberalism.\nThe World may believe that when\nthe Oriental is expelled from British Columbia. Good is to be found\nin all parties and bad also. The\nohief evil of partyism is the cult of\nthat party. Just as soon as the\nrank and file will examine into the\npretensions and qualifications of\nthe men whom the party ie nominating aa candidates for their suf\nfrages will oome a reform of partisanship. Good men will have to\nbe put up. At the present wo are\ntold that the Conservatives strongly believe in the retention of the\nOriental. Judging from the recent\nutterance of some of their chief men\nthis is probably enough true. We\nare told that the Liberals are of the\nopposite epinion. Judging from\nthe difficulty that this provinoe has\nbo far encountered in getting rid of\nthe Jap this is probably not true.\nThen what is the difference between\nthe two parties? But will the Independent, if their exists such a\npolitician in reality, do any better?\nThe Miner is recruiting its Independents from the Conservative\nranks. That ia to say that they\nare a description of Conservative\nIndependents. Formerly these\nIn a recent issue the Pernio Free\nPress, says the Phoenix Pioneer, in\nan article a column and a half\nlong, made an attempt to reply to\nseveral criticisms that have recently been made by a number of jour\nnals in the Kootenays and Boundary, that the Crow's Nest Pass\nCoal oompany is not doing all in\nits power to furnish the necessary\ncoke to keep British Columbia\nsmelters running at full capacity.\nThe Free PreBB says that it interviewed John H. Tonkin, the manager of the company, before the\narticle was printed; therefore the\nstory, to all intents and purposes,\nis official.\nThe burden of the song iB that\nthe present coke shortage is Jthe\nfault of the C. P. R.\u00E2\u0080\u0094pure and\nsimple; that James J. Hill does\nnot own a control in the ooal company, and that no coke whatever\nhas been shipped to the American\nside. Then in the same issue of\nthe Free Press we are told how\nmany thousands of tons of coal\nhave been mined at the three collieries the previous month,a credit\nable record, by the way.\nBut it is quite noticeable that\nthe figures of the coke production\nand shipment are not published in\nthe Free Press or anywhere else\nthat we know of. TheBe interest'\ning statistics are studiously withheld. If a million tons of coal are\nmined monthly it does not matter\nto the quartz districts if tbe coal\nis not maufactured into coke, and\ndelivered to our smelters. ThiB is\nthe point upon which it would be\nmore than interesting to throw\nlittle light, once in a whiie. Coke\nis what is wanted most, and coke\nis what our smelters must have\nand will have, sooner or later. Mackenzie, when he found himself opposed by the situation created by\nthe Gooderham syndicate.\nFor, as the World has already\ndemonstrated, water could be\nbrought in here at the expenditure\nof some li cents per ton of ore\ntreated, whereas it will probably\ncost 15 to 20 times that to take the\nton of ore to the water, whether\nthat water be at Trail or at Sheep\nCreek Falls.\nIt is true that the bringing in of\nthat supply will necessitate the expenditure of some $500,000 or more\nbut at the same time it must be remembered that the water thus procurable would be sufficient to treat\n10,000 tons of ore daily, if used\ntwioe over, and the necessary expenditure to install plants capable\nof treating 10,000 tons of ore daily\nwill run into four million dollars\nor more, The water expenditure\nis a fleabite in comparison, the\nmore especially as there does not\nexist the slightest doubt but that\nthe mines and the Elmore people\nthemselves will take up some of the\nnecessary debentures.\nFor the experiment now being\noonducted in Rossland is creating\nan interest whioh ia not merely\nlocal but whioh extends to the\nwhole of the mining world whether\nwithin or without the Empire.\nIt is between Rossland and such\na splendid future that the War\nEagle, with its capaoity for grasping and its intolerance of criticism,\nis standing.
