C\nBREACH OF PRIVILEGE.\nMayor Clute complained on tbe\nnight of the last Counoil meeting\nof a breaob of privilege on the part\nof the looal press in publishing tbe\naocounts and estimates for the year\n\u00E2\u0080\u00A2nd further remarked that the acoounts had been deliberately withheld at the previous week's meeting, that the estimates were not tbe\noorreot ones and that the typewritten sheets were in the form of\nmemoranda. The World before\nexpressing oontrition for any breach\nof privilege would like to know\nwhat the breach is. Is it the privilege of the Counoil to consider publio acoounts privately? If so, when\nMas that privilege granted to tbe\nCouncil by the people? What pos\nsible reason oan the Counoil have\nfor considering such things in caucus?\nFurther, It is claimed that tbe\nestimates published by the Would\nwere those prepared by the City\nClerk at the beginning of the year\n\u00E2\u0080\u00A2nd that the right estimate would\nbe founded upon tbe experience of\nthe past five months. Granted.\nThen why was not the estimate\nthus made up prepared? It was\n\u00E2\u0096\u00A0aid in Council on Tuesday night\nthat the aldermen could make that\nup for themselves. This if they\noould do it then tbey could also do\nit at the beginning of tbe year, having the previous year's expendi\ntnre and receipts to guide them.\nUnder such ciroustances why was an\nestimate made at tbe beginning of\nthe year and a copy given to eaoh\nmember ? If it was wise to do so\nthen it was wise to do bo now. But\nsuoh a oourse was not adopted.\nWhy? Because it was a breach of\nprivilege? Beoause it would have\nbeen business like? Tbe Council\noould not frame an estimate upon\nthe aocountB for the previous five\nmonths. Some oharges bave to be\nmet at one time of the year and not\nat others. Some revenues come in\n\u00E2\u0080\u00A2t slated times, some irregularly.\nThe dog tax produces nothing at\nthe first part of thiB year and yet\nis expected to give up $300 for a\nwhole twelvemonth. The acoounts\noi the first five months are no guide\n\u00E2\u0080\u00A2s to this.\nIt really seems peouliar that an\n\u00E2\u0096\u00A0n honest endeavor to let the town\nknow exactly how it ie standing\nshould provoke suoh hostilities on\nthe part of some of the Counoil.\nSurely Mayor Clute has nothing to\noonoeal that he had need fear publicity in publio accounting.\nlegacies to Mayor Clnte. One was\n$1,150 to pay for his right of way\nfor the Rock Creek flume and another was an overdraft at tbe bank\nof $3,500, which was set cffby a\ncash balance of $500. He received\nfrom Mayor Clute a cash balance\nof $2,500 of which there was an\noverdraft of $4,200. That is to say\nthat he left the oity $1,300 worse\nthan he found it. The two accountB\ntogether make a difference of just\ntwo mills in the taxation for which\nRossland must not blame Mayor\nClute, but rather his predecessor.\nAccording to the receipts and\nexpenditures of the first five months\nof the year, the water department\ntook $340 a month to run it or at\nthe rate of $4000 a year. The fixed\nexpenses are $8500. The reoeipts\nwere over $1300 per month or at\nthe rate ol $15,500 for the year\ngiving a return to the City of $3,-\n000. Over and above this the Ciy\nhaB saved all the water it used to\nhave to pay to the water oompany\nfor fire and street purposes as well\nas the water used at the oity hall,\nfire hall, goal and other public\nplaoes, amounting to over $1200\nper year. The citizens of RoBsland\nare thus making about three and\none half mills of taxation out of\nthis department..\nAlderman Rolt said he would\nlike to save the people ten mills on\nthe taxation. He can do so next\nyear. By placing the water department in proper condition financially he will save the people three\nand one half mills. By purchasing\nthe light he ought at least to save\nanother four and a hall mills, and\nby leaving the year free of debt he\ncan save the two mills handed\nby his predecessors. This makes\nten.
