Up till yesterday four furnaces were In blast\nbut the management has decided\nto close down the entire plant.\nThe direct cause of the blowing\nout of the smelter is a shortage\nof cars and a scarcity of coke. It\nIs also stated that the mines in\nPhoenix camp will stop working.\nThe smelter may resume operations again tn a few days or it may\nbe some time.\nBUBONIC IN CALIFORNIA\nThree Cases of Plague Reported From\nSan Francisco\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BDMeasures to\nEradicate Begun.\nWashington, Aug. 17.\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BDBubonic plague\nhas broken out in San Francisco, and\nalready deaths have resulted from it.\nThe first intimation of the plague was\nreceived Thursday from San Francisco\nby the marine hospital service. The\ntt Ugrain read: \"Three cases and death,\nplague, San Francisco. Diagnosis\nmade clinically and by stained smears\nfrom spleen and glands. No reasonable\ndoubt as to certainty of diagnosis of\ncases seen and verified by Long in con-\nJunction with health officials. Caaee\nwere found within two blocks of old\nChinatown.\" On receipt of this information, Instructions were sent to Surgeon Austin to confer with the state\nand local authorities and make a full\nreport on the measures adopted for the\neradication of the plague. Surgeon\nAustin telegraphed that two cases had\nbeen discovered, that the local board\nhad disinfected the building and proposed to Institute a campaign against\nrats. He said that the deaths in the\ncity had been verified and that a general disinfection of suspected districts\nwould begin. Via ocean\nports the number was 195,520 as\nagainst 131.2CS for the previous year,\na gain of 64.232 or nearly 49 per cent.\nFrom the United Slates the number was\n56.518 as compared with 57,786 for the\nprevious year, a loss of 1,276, about 2\nper cent. The resolution alao asks that Australia should\nwithhold her application of the new\ntariff against Canadian goods already\nin transit at the time the tariff was announced.\nDissatisfaction was expressed at the\nmethod adopted by Canadian railways\nof weighing cars. The preaent method\nls said to be inaccurate owing to the\nhurried attention given and to the fact\nthat the car on the scales Ib affected\nby other cars in the train of which it is\na part. To remedy this it was recommended thut government officers be appointed to look after the work. As these are the conditions generally considered desirable,\nit might naturally be expected that\neveryone would be pleased and full of\nconfidence, and any ills in the body\npolitic would be Forgotten for a time\nPeople who are making money very fast\nare rarely critical.\nBut this period or material development, the most amazingly rapid in the\nhistory of Canada, is accompanied by\nseveral disquieting phenomena, which\nare not only not reassuring for the\nfuture,but even at the present tend to\nmake the lot of the earners of wages\nor small salaries harder than they arc\nIn what are called hard times. A vie\nlous circle seems to have been created\nThe manufacturers and employers nre\nproducing more but the cost of labor.\nmaterial and equipment have Increased\nenormously, expense of transportation\nhas not diminished, and there is a general complaint that profits are reduced\nalmost to the vanishing point. At the\nsame time the laborers, although their\nwages have been raised repeatedly protest that the cost of the necessaries of\nlife have increased at an even faster\nrate and that their condition is no\nbetter but rather worse than before\nthe beginning of the period of expansion. At the same time a scarcity of\nlabor Is experienced in nearly every industry. Even at the high wages paid\n^the supply is unequal to tlie demand.\nand in consequence industries are crip\npled and production prevented from Increasing as fast as it might.. The laboring class looks with suspicion on any\nattempt tu meet the deficiency. They\nfear, not unreasonably, that any considerable intlux of labor, by altering the\npresent relations between supply and\ndemand, would lead to a decrease of\ntheir wages without any corresponding\ndecrease in the cost of living. The situation may be briefly expressed thus:\nemployers justify the high prices of\ntheir products by the high wages they\nhave to pay, and the employees justify\nthe high wages they demand by the\nhigh prices they have to pay for food\nand clothing.\nli may be seen readily that the purchasing power of any given sum of\nmoney has materially declined. It re-\nquiies more money now than formerly\nto meet the requirements ol ordinary\ncommerce, and we have the phenomenon of an almost unexampled scarcity\nof ready money at a time when the national revenue is greater than ever before, and the product uf the nation's industries at top figures and tup prices.\nThe banks of the country with one accord are refusing tu advance money for\nnew enterprises. They declare that all\nthe money now available In the country-\nis required for financing of legitimate\nenterprises ut ready established. So,\nwhile normal values are high, Ofedit\nhas declined and the country although\nringing with reports of prosperity and\nprogress, is experiencing a period of financial stringency as severe as any that\nhave accompanied or followed periods\nof panic and depression.\nIn the United .States the secretary of\nthe treasury is making extraordinary\nprovision for affording financial assistance to the farmers of the west to enable them to move their crops, ft is\nuncertain yet whether the farmers of\nthe Canadian west will need such assistance or not, but there seems to be\nno machinery in Canada by which it can\nbe extended even if required.\nThere Is no apparent remedy. The\nlaborers are masters of the situation\non the one hand and will not tolerate\nany extraordinary measures to Increase\nthe supply from any quarter. On the\nother hand the people who have property and would engage in a new Industries or expand their own, cannot secure advances for that purpose. The\nmanagers of the hanks have constituted\nthemselves the judges of what enter-\nThe provincial department of education has beeu forced by the dearth of\nteachers in the province to take the\nextraordinary step of throwing down\nthe barriers so elaborately created and\ncarefully guarded, and inviting qualified\nteachers from other provinces to enter\nwithout other test than the presentation of their certificates. Only necessity could justify such a course. The\nteachers who hold certificates from the\nBritish Columbia department have passed through a severe ordeal. Their\ncurricula ure exacting and examinations\nsometimes vexatious. The chief inducement to do so has been the fact\nthat having complied with all requirements they were hedged in from outside\ncompetition, in a province where teachers' salaries are higher than elsewhere\nin Canada.. Moreover, it has been the\nsteady policy of our education department, under successive heads, to Ignore\ncertificates won in other provinces.\nA few years ago such au invitation\nwould probably have met with an instant response. But now, conditions\nand cost of living iu British Calumbia\nare better known, and salaries in the\neast, except in Quebec, have been substantially advanced. It is not likely that\nthere will be any great influx of Eastern\nteachers to supply British Columbia's\nnecessities.\nThe reasons for the scarcity of teachers are not far to seek. The economic\nreason comes first. As compared with\nother occupations the monetary rewards\nare outrageously disproportionate to\nthe learning and ability required. But\nthere are other factors. In a few\nplaces, notably in Nelson, teachers are\nt.eated with cunsideration by their\ntrustees and with respect by the public,\nlt is not so everywhere. None others\nare reminded so ulten as teachers, especially iu rural districts, that they are\npublic servants. Every one is the teacher's critic, from the inspector to the\nmost ignorant parent of the district. At\nthe time of the publication of the last\nannual report un the public schools we\ndrew atteution to the character of the\ncriticisms published by some of the inspectors aud predicted that they would\nnot tend to make the profession popular.
