In the above table the Hems\ntor ear shops and machinery are largely-the results of a tire at Moncton which\ndestroyed the old building and plant.\nThe government does not insure and\nreplacement of losses by fire should\nbe among the current outlays of the\nrailway. Certainly the replacement of\nburnt capital is not proper capital\ncharge and wus never charged to capital under previous governments. It ls\nequally clear that when a bridge falls\nit should be replaced out of the earnings of the road. But all this outlay\nthe department takes away from cur\nnnt expenditure and charges to capital, allowing nothing for the old property wiped out of existence. The re-\nBtilt Is that the capital charge of the\nrailway includes the cost of Old buildings and new ones, old bridges and new,\nold machinery and that bought to re\nplace it. although only one outfit ia in\nexistence.\nIt is equally plain that the charge of\n$:',4::.tl7\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD for rolling stock, placed by the\ndepartment in capital account, ought to\nhe Included In working expenses, lt it*\nstated on page 20 of part 2 In 1he depart mental report that the railroad Is\nCharged with $17,227.(!58 for rolling\nstock. Therefore this value of rolling\nstock should be on the road, and every\nyear new engines und new cars should\nbe bought out of the Income of tho railway to keep the supply good, and the\nvalue tip to the amouni charged. The\ndeportment makes purchases yearly to\nreplace engines nnd cars that are destroyed, or have become obsolete. Hut\nthese are not paid for out of the earnings or charged to working expenses.\nThey are bought with money borrowed\nand charged to caplial as if they were\nadditions to the plant. F-von the engines and Oars that are condemned and\nthrown Into lhe scrap heap are not replaced out of working expenses.\nThe tabic on page 103 ol part 2 of\nthe railway report shows that there\nwere at the beginning of last year 347\nengines on the road. Of these 6 had\nbeqn condemned. Two others were\ncondemned during the year. The department bought 25 new locomotives,\nwhich may have been sufficient to make\nup for depreciation. Hut only two new\nlocomotives, and these designed for\nswitching, were charged to working expenses, whereas the whole should have\nbeen so charged. The other 23 were\nbought on capital account. Does any\nperson tjuppose that the purchase of\ntwo switching engines a year, will keep\ngood a supply of 347, when the deputy\nminister hiifi-eU stated that locomo-\niJves become obsolete in about ten\nyears? His own financial statement\nBuppoees a life of 173 years and no accidents. Again the railway had in 1806,\n95 Sleeper, parlor and dining cars. Not\none car of these classes was brought\nduring the year and no allowance was\nmade for depreciation. Yes, four of\nthese cars had been condemned and\nwere not replaced. The number of passenger cars on the road was 270, of\nwhich 13 were condemned. Not a car\nwas bought or rebuilt in the sh ops during the year to make up the depreciation in this stock. When it is considered that locomotives cost from $18,-\n000 to $22,000. one can understand how-\nlittle reliance should be placed on the\ngovernment's claim of a profit on last\nyear's business.\nIf we go fanner and take up the record of 1 relght cars the case is sti'. 1\nworse. When the year began the road\nhad 5,990 box cars, of which 55 had\nbeen condemned. During the year 48\nmore were rendered useless. It would\ntake at least 20 0 new cars to make the\nstock as good at the end of the year as\nit was al the beginning. This assumes\nthat :{0 years is the lifetime of a car.\nNow bow many box cars were bought\nor built in the shops in the year 1906-7\nout of working expenses? None were\nbought, and 9 were built. It would\ntake $100,000 more to pay for depreciation in box cars alone if we allow only\n$500 a car, and the government pays\n$900 to $1,100. In addition to ordinary\nbox cars 5 out of the 104 refrigerator\ncars were condemned and none were\nreplaced. There were 77 condemned\ncars out of 2.780 platform cars and only\n11 were replaced. Out of 999 hopper\ncars 80 were condemned at the start\nand 45 during lhe year. Not one was\nreplaced out of current expenses. Tlie\ndepartsMatt bought 115, and charged\nevery car to capital. Only 2 coal cars\nwere buiudi'.on current account to keep\ngood a supply of nearly 505. of which\n12 were condemned. Not a dollar was\nspent to replace biiow plows, flanges 01\nother machines of this kind numbering\n102.\nIt Is easy to see that the Intercolonial would be simply bankrupt if it had\nnot tbe borrowing power of the government behind it. It borrows money to\nput in new bridges in the place of old\nones. It has borrowed to replace old\nrails, lt borrows to pay for new buildings when old ones are burned and new\nshop machinery when old plant becomes useless. Engines, passenget\ncars, freight cars worn out by use or\nsmashed in collisions are replaced by\nborrowed money. Yet the department\ncalmly announce- a surplus of over\n$200,000, which amount would be insufficient even to buy the new locomotives\nrequired to keep up the stack. This\nhas been going on ever since the first\nyear Mr. Blair became minister of railways, and it Ib probably safe to say that\nwhile $17,000,000 worth oT rolling stock\nIs supitosed to be on the Intercolonial\nand stands as an asset in the accounts,\nthere is ot $10,000,000 worth In existence at the present moment. The $17,-\n000.000 represents old plant condemned\nand destroyed and new equipment\nbought to replace it. whereas only the\nnew plant is there.\nIt seems to be necessary in order to\nknow bow one department stands to\nread lhe reports of another. The post\nmaster general claims for this year a\nhandsome surplus. Hut the deputy minister of railways claims that Lhe Intercolonial has been supplying a special\ntrain service for European mail service\nwithout adequate compensation. He\nclaims that the department of railways\nhas spent $50,000 on this service for\nwhich the post olllce department ought\nto pay, and that another $50,000 should\nbe allowed aB a credit, for earnings.
