It\nwas supported by Mr. liorden and the\nwhole Conservative party as well as\nthree Independent Liberals. On the personal appeal of Sir Wilfrid Laurler the\nmotion was rejected by a vote of 10S* to\n53. The division was on straight party\nlines, except for the three Liberals\nabove mentioned.\nSome days later Mr. Ilourassa proposed another resolution calling upon\nMr. Fowler to make good his \"wine,\nwomen and graft\" charges or withdraw\nthem. Supported hy Sir Wilfrid Laurler\nthe Speaker ruled this motion out of\norder on the ground that the subject\nhad been dealt with before. Mr. Borden,\nMr. Foster sad several other Conaer-\nvatives protested against this ruling as\ntoo strict and technical and all the Conservatives except three or four supported Mr. Ilourassa when he appealed to\nthe House against the Speaker's ruling.\nApril 2nd on the third reading of the\nTariff Bill Mr. Horden moved an amendment setting forth that legislation with\nrespect to tariff belong to parliament\nand declaring that the clauses of the\nTariff Bill giving the governor-ln-council\npower to bring the Intermediate tariff\ninto operation be struck out. It was rejected by a straight party vote of 84 to\n;t6.\nMr. Monk moved on April 4th that\nthe names of the persons representing\nthe North Atlantic Trading company,\nwho had received over $300,000 from\nthe government for alleged immigration\nservices, should be made known by the\naccountant of the interior department,\nand also that he should give further\ndetails as to printing bills connected\nwith the corporation. The government,\nwhich has persisted in keeping secret\nthe names of the persons with whom\nMr. W. T. R, Preston made his astonishing deal, opposed this motion which was\nrejected by a vole of 89 to 60, three Independent Liberals voting for the motion and condemning the suspicious\npolicy of secrecy and misrepresentation.\nApril 12th Mr. Lake of Qu'Appelle\nmoved a resolution condemning the\ncourse of the interior department In\ngiving to a party supporter, who was\nalso a government candidate for the\nhouse of commons, the townslte of Blair-\nmore, which at the.time It wus granted*\nwas granted was worth $100,000 or more\nand two years afterward about $200,000,\nand for which the government received\n$480 or $1,700 less than was paid from\nthe treasury for expenaes In the transaction. This grant was made to the\nbeneficiary a*t an assignee of the squatter's rights of an Italian railway man\nwhose claim had been shown before\nthe Exchequer court to be based on\nfraud and perjury. Mr. Lake's motion\nwas rejected by a party majority of\nD6 to 27.\nMr. Borden on April 15th brought to\nthe attention of the House a resolution\nwhich had been adopted two years before, nnd was then supported by the\npremier himself, declaring that no official should he permitted to engage In\npartlzan work of any description tn\nfederal or provincial elections. The opposition leader showed that this rule\nhad been violated In subsequent by-\nelections, and especially In the election\nof Mr. Fielding In Shelbourne and\nQueens, whero fishery officers, custom\nhouse officers, postmasters and other\nofficials acted openly as campaigners,\nthree or four of thetn serving as agents\nof Mr. Fielding at the polls at his own\nrequest, and some of them exercising\ncorrupt or coercive Influence. In view\nof these and similar instances In other\nparts of the country Mr. Borden moved\na resolution expressing regret that tho\nrule adopted iu 1905 had been violated.\nThis resolution was rejected by a\nstraight party vote of 70 to 40.\nApril 16th Mr. Borden Introduced a\nresolution In reference to fraudulent\npractices at elections and asking that\nprovision he made for the more effective suppression of bftbery ; for the\nprevention of fraudulent marking,\ncounting or substituting of ballots; for\nthe better regulation oi tlie conduct of\nelections on the part of both officials\nand candidates; for preventing the accumulation of ftuge campaign funds;\nfor prohibiting contribution thereto by\ncorporations, contractors and promoters; and also to expedite the heating\nof election petitions, to prevent arrangements for their discontinuance and to\nprovide for the thoroueh investigation\nof corrupt practices. This resolution\nalso called attention to the fact that a\nmeasure for the amendment of the election laws In these respects had been\npromised In the Bpeech from the throne\nand expressed regret that no such\nmeasure had been introduced. This\nmotion was rejected by a straight party\nvote of 78 to 44.\nOn the 26th of April ftlr. Borden moved a resolution setting forth that the\nrapidly Increasing pUtlic expenditure\nwas a matter of grave Concern ,that the\nexpenditure authorized, during the session then just closing amounted to $121,-\n428,299, exclusive of rnilwav subsidies\nof $5,000,000 and loams of $?.t;78,200.\nmaking a total of 9136,106,429. or about\n$22 for every inhabitant of Canada and\n$110 for every family of five.\nMr. Borden showed that the taxation\nhad increased from less than $28,000,-\n000 in 1896 to more than $60,000,000 in\n1906 and that the taxation per head had\ngrown from $5.46 ten years ago to $10\nnow.\nThe resolution also stated that the\npublic assets had been depleted by\ngrants and concessions which designing\npartisan intriguers had become enriched\nat the expense of tbe people, that the\npublic committee had during the last\ntwo sessions disclosed the operations of\nmiddlemen who had made enormous\nprofit and rake-off In public business,\nand also that election frauds exposed\nhad ben carried out by the expenditure\nof large sums of money and the aid of\nsuch middlemen.\nMr. Borden's motion usked the House\nto condemn this mal-admlnistratlon and\ncorruption. Many settlers interviewed the\nministers and instanced tbe various reasons which led to the present agitation.\nDr. Rethune, a prominent figure in the\nsecession movement, was heard and the\nmost important questions discussed\nwere roads; larger road grants, and the\nwork to be done by contract; a macadam road from Fort Frances to Rainy\nRiver; $1,000,000 for roads in the unorganized districts, $200,000 of which\nbe expended yearly in the Rainy River\nsouth; education school grants to be\ndoubled; free school books, government\nto pay one-half the cost of district\nschool construction; veteran grants to\nbe deeded at once, no more to .be placed\nin district, lands to be sold when taxes\nare one year in arrears; homesteads,\nno reservation whatever In patent more\npower to local land agents to locate,\ncancel and relocate, residential clause\nto be cut out providing; homesteader\nUvea in the vicinity, timber permit to\nbe continued as heretofore,Indian reserves\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BDthose on the river\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BDto oe acquired and thrown open to bonanae settlers; railroads, action to be taken to\nprevent discrimination in freight rates\non the C. That it accomplished this purpose there is little dout\nas numerous delegates have interviewed\nboth ministers. A noticeable feature\nof the grievances, however, Is that many\ncome under the control of the federal\ngovernment. Mr. Cochrane drew the attention of those to the party held partially responsible for the drafting of\nthem for endeavoring to stir up a secession movement before presenting their\ngrievances to the proper authorities. On\nthlB point the ministers severely criticised those responsible, as to their legitimate grievances of which both ministers did not contradict, the existence.\nThey promised relief as Boon as circumstances would permit. That the\ncountry needed more money spent on\nmads was not denied. They were anxious that the settlers should get together\nand come to a definite understanding\nwhere the trunk roads should he built\nso the government would settle It for\nthe benefit of the greater number concerned. In regard also to many ot the\ngrievances expressed many have already been remedied to a certain extent, among them being the Increase In\nthe school grants, the abolition of the\nseparate Algnma land tax; the veteran\nland grants may now be patented on application and with freedom from settlement duties. Timber permits nre also\nbeing issued as usual. The Indian reserve and railway matters must be\ntaken up with the Dominion government.\nAt tho mass meeting held In the evening the hall was packed to Its capacity,\nunquestionably It wns the most enthusiastic meeting yet held. Settlers came\nwith tho determination to air their\ngrievances from the platform, which\nthey did lu such a manner as not only\nto commund respect, but force upon the\ngovernment that they have grievances\nwhich they want remedied. Chairman\nCharles Fisher, reeve of the municipality, tn his first remaks, called the attention of the audience that although\nthe government did not want to hear\nthe word secession, the people of the\ndistrict would keep agitating till some\ndefinite action was taken.\nW. K. Frestlon, member for the riding, addressed the meeting, as did also\nDr. Smellie and Mr. Aubln. F. K. Armstrong, n settler Trom Mather, stated\nhe had come hh a kicker. The settlers\nhad. a grievance, and. for one, he would\nlike io see a remedy applied. Tho\ngreatest grievance was for the betterment of roads. All acknowledged the\nroads were in a deplorable condition.\nHe believed the government recognized\nthis and would apply the remedy.\nCharles Hughes, of Boxalder, spoke\non the condition of the mads and\nschools. He had been here 16 years and\nhad seen little change. It was true that\nmoney had been spent, but had been\ndone so foolishly and squandered. It\nwas time that the expenditure was put\nto more advantage and more of it. J.\nRice, of Chappae, though not a believer\nin secession .thought something should\nbe done, and he now had confidence it\nwould be done. Mr. Strachan, of Box-\naider, was not In favor of the way the\ndistrict had been treated, more was expected. Thomas Lundy, Of Carpenter,\nstated that he had been a long resident\nof the district and thought he should\nknow its needs. He was firmly of the\nopinion that the agitation had been of\ngreat benefit. Not only had there been\na lack of proper attention, but the district had not been properly advertised.\nR. R. Gamey followed with a stirring\naddress, setting forth the policy of the\ngovernment and their endeavor to properly protect the Interests of the settlers. Dr. Bethime. of Emo. regretted\nthe lack of time to properly express his\nviews, but called attention to the matter of the construction of roads; not\nonly were the roads badly needed, but\nIt would prove a source of help to settlers In many ways. Hon. Dr. Reaume\nstated his endeavor to readjust their\ndifference, and Mr. Cochrane explained\nthat though all their demands could\nnot be aeted on as It was out of his\npower, but It was In his power to say\nthat they would be remedied; and that\nas soon as possible. Mr. Scott was seen at his\nhome in Regina on Friday night by W.\nA. McLeod, of the Phoenix, who was appointed by the Bagle Lake settlers to\nsee If they could get the brnettt this\ncoming fall and winter of the discovery,\nmade ao providentially by one of the\nnumber. Mr.' Scott said that he was\nagainst the policy of the government\nundertaking the operation or ownership\nof coal mines, but In view of the exceptional circumstances of the case, and\nthe hardships and Buffering that might\nensue if the settlers In that important\ndistrict faced another winter with an\ninsufficient fuel supply, he had decided\nto have the mine, should the seam discovered prove a good one, developed for\nthe use of settlers by the provincial\ngovernment, and with that purpose entered at once into communication with\nthe department of tbe Interior at Ottawa.\nCrude tests already made by the set-\ntelrs show a 50-foot seam of lignite coal\nof good quality, said to be of the same\nquality as the coal mined at Estevan\nand Medicine Hat, has been discovered\nabout six miles east of Bagle Lake.\nThe seam is only a few feet from the\nsurface, and while only partially uncovered, enough has been disclosed to show\nthat the find is of great value, more especially as fuel Is very scarce in the\ndistrict and nearly all wood within 50\nmiles of ISagle Lake has been taken by\nsettlers for building purposes and fuel.\nThe coal was discovered purely by accident. There is a spring close to the\ntrail on Stony Creek, in township 32,\nrange 21, west of 3rd meridian. Last\nyear a section of cribbing was sunk\nover the spring by Councilman Fred\nDowd, who had a horse bogged and\ndrowned at the place. Archibald Campbell, one of the new settlers In 32-21,\nsent his boys to clean out the spring\nFriday, July 28lh. They brought back\na pailful of coal, which they had found\nwhile digging. Mr. Campbell accompanied the boys on the next trip, and\nthey dug a little deeper nnd found more\ncoal. Mr. Cumiibell then reported the\nfind at a meeting of settlers on Monday.\nJuly 1st, and on Tuesday morning a'\nparty of 28 settlers, armed with pick*,\nshovels, palls for balling out water and\nmud, and a testing auger, gathered\naround the spring. The locality 1* almost surrounded by steep hills, a\ntongue or spur of the Bad Hills on the\nsouth curving around to meet a corresponding spur from the Bear HtlU on\nthe north.\nThe existence of coal In large quantities somewhere 1n the district Is\nshown by the finding of coal in nearly\nevery well dug In the district. Hags\nand pallfuls of coal were taken home\nby the settlers who helped to expose\nthe surface of tho seam. The Kootenay is\ntoo far wcHt to be included In Calgary's\nor Winnipeg's district, so it is assigned\nto Vancouver.\nSpokane is in exactly the same case,\nbeing sacrlflcd between St. Paul and\nSeattle. The Spokane hoard of trade\nlias been fighting the question before\ncommissions and courts for several\nyears and no decision has been reached\nyet.\nThrt>e years ago the C. P. R. company\nattempted to give Nelson preferential\ntreatment as against other towns In\nKootenay and to make it a wholfrs^le\ncentre subordinate to Vancouver. The\nSlocan towns, led by Kaslo, entered a\nprotest; and the complaint was beard\nby the late A. G. Blair and Commissioner Mills.\nAt that hearing Mr. iWalr made the\nsignificant statement that the commission had the power, if it saw fit, lo prevent preferential treatment of any\nkind, and lo insist on absolutely equal\nfreight rates to all cities, according to\nthe distances from the shipping point.\nA Her several months of deliberation\nthe commissioners found in favor of\nKaslo and against Nelson's claim to\npreferential freight rates as a wholesale\ncentre.\nThat finding merely opened tlie door\nlor discussion of a bigger Issue. If the\ncompany may not discriminate against\nKaslo in favor of Nelson, why should\nIt be allowed to discriminate against\nNelson In favor of Vancouver, Calgary\nor Winnipeg? Thut is the issue that\ncalls for settlement.\nThe question is of vital importance\nio Nelson's future.
