But
there is another side to the question
thut must not be overlooked, namely,
the outlook Ufr the future.
This phase of the case Is ably dealt
with by an English writer, L. E. Neame,
who has made a special study of the
Asiatic question. Mr. Neame says we
are on the edge of a struggle between
tbe white men and the men of Asia for
the supremacy. It is not to be a flght
with warships and guns, but a conflict
In which personal and commercial pressure will play the directing part. Into
the lands now held by the whites, thu
Asiatics, unless they should be repelled,
will come, and, as they can underllvc
and undersell the whites, they will ultimately make the existence of the latter
Impossible ln these places, except under
conditions as poor as those which an
Asiatic can endure. In other words,
the overplus from China and Japan,
the millions from these empires who
can live on next to nothing, will,, if
permitted, gradually take possession of
the territories now occupied by the
whites, and will thus dominate and overpower the ruling race.
The danger lies, first ln the ability
of the Asiatics to "underllve and undersell" the whites, and, secondly. In the
absolute isolation of the Asiatic races.
That the flrst danger point exists there
can be little doubt. The standard of living in Asia is, and has been for years,
Take notice that John Rou, or Fernle, B. A man can exist, and
does exist, on tlie very lightest food,
and his clothing Is not a prime consideration. Housing, also, la not regarded
as Important. Too many Asiatics are
natlHlli.*il with shelter alone. Few take
the Interest In home making that characterizes the whites. Aa a matter of
fact, the conditions in Asia have produced a disregard of comfort, and even
of necessities, that makes tbe workman
from Asia an unfair competitor with the
man who is accustomed to our civilisation. Nor ls it likely that association
with the whites will alter the character
of the eastern people.
It ls pointed out by Mr. Neame that
all Asiatic races are bound to remain
separate from the whites. "The masses
of Southern and South-eastern Europeans who have entered the United
States," sayB the writer, "will in time
be absorbed In the populaticn. The
process may take a varying length of
time with different nationalities; but,
ln the end there will emerge the American people, even If their national character becomes modified by the infusion
of alien blood. But no white race can
absorb the Asiatic. The eastern people
always remain apart. You can never
get rid of what Meredith Townsend
called, 'the dull, unconquerable, un-
mitigable distaste of Asiatics for white
men.' The feeling is not unreciprocated.
Deep down beneath the strongest ideas
of theoretical justice and the desire to
admit no prejudice, there Is a similar
barrier." In a word, the Asiatic races
dislike the whites, or, at all events, are
antipathetic, and tbe sentiment is reciprocated.
Thus we have a race or races that
can "underllve" the whites, and that are
not liable to be brought up to the standard of living peculiar to the whites
through marriage, or through the adoption of the practices of the whites. "Inevitably then," says Mr. Neame, "the Asiatic crowds the white out of occupation, till the country ls the white man's
country no longer." "The Asiatic Increases and multiplies and swarms, and
finally there Is no room for the white
man or work for him to do." Here, then,
ls the coming problem. Here Is the
question with which Canada will have
to grapple. Are we going to permit the
Invasion of the country by other races,
that can undermine the present occupants, or are we going to declare that
the Dominion shall be the home of a
white population ? There can be little
doubt aa to the proper course to pursue.
ln the conflict that is Impending Canada must take care of her own future.
To the Dominion a number of Asiatics
large enough to Influence the condition
of the people, or to reduce the standard
of living, shoudld not be admitted. Upon
immigration there should be restrictions. It should be made plain that this
country ls not going to be turned into
another Asia, but that, on the contrary,
we propose to retain for Canada ' Ita
character as a home, not necessarily for
one European race, but for such races
as will become Canadianuniting with
Canadians, adopting the Canadian Idea,
and not reducing the tone of the people.
Exclusive, or uncharitable, it ls not
necessary to be.
