They hoped that something genuine and substantial might be accomplished in the way of arrangements for\nco-operation in defence of the Empire\nThey hoped that in spite of the attitude\nof the present home guvemnlent on the\ntrade question, there would have been\nsuch unanimity among the colonial\nstatesmen as would have compelled an\nearly reconsideration by the people of\nBritain. All other matters are of secondary importance.\nIt Is claimed by some that the conference has actually accomplished soiue-\nthing. and the instances given are the\narrangement for meeting once every\nfour years, and for an all-British\nrout*1 to Australia via Canada.\nAs to the flrst. quadrennial conferences were agreed upon in 19U2. and the\nagreement was modified by the home\ngovernment; as to the second, while all\ncredit will be given to Sir Wilfrid Laurier for the motion, all that has really\nresulted is the appointment of a committee to consider the matter and report, presumably in 1911.\nIt would be Idle to pretend any gratification at such paltry results.\nThe whole Empire is now divided into\ntwo parties, and. in Britain and Canada\nat least, the dividing lines are identical\nwith the party lines of Consevatism and\nLiberalism.
