They offer in proof the\nestimates for the year beginning next\nApril, as compared with those for the\ncurrent year, which began last April.\nThere is an increase, even on their\nown showing, of $2,3^5,795 on capital,\nwhich appears to them to be a trifling\nmatter.\nBut when wo examine their comparison we find the government writers\ncomparing the first or main estimates\nfor next year, with the sum total of\nthe main estimates and all the supplementary estimates of last session. Wo\nshall have supplementary estimates and\nplenty of them of expenditure for next\nyear. There Is only one fair basis of\ncomparison available, that is the difference between the main estimates for\nthis year and the main estimates for\nnext year. They are as follows:\nFor this year $105,689,519\nFor next year 119.237,091\nIncrease 13,547,572\nThe increase will really be larger\nthan this, for the supplementartes will\nundoubtedly exceed those of last session.\nThe main estimates of last year called for $9,376,386 toward the redemption\nof debt falling cjue. Mr. Fielding did\nnot have the money, and could not borrow It except on hard terms, and so renewed the notes at four per cent, interest, and met his floating liabilities at\ninterest rates up to 7 per cent.\nIn next year's estimates the sum of\n$29,200,900 is required to meet debts\nfalling due. The prospects for borrowing this money at even 4 per cent, are\nuot very bright. Charles Dick of Ohio called to\norder the tenth annual convention of\nthe National Guard Association of the\nUnited States. The business of the opening session was chiefly of a routine\ncharacter, including the exchange of\ngreetings and the appointment of committees.\nThe convention, which will remain in\nsession three days, will discuss the most\nimportant legislation since the enactment of the Dick law five years a&o. A\nmeeting of the executive committee of\nthe association was held in Washington\nrecently with Acting Secretary of War\nOliver and members of the general staff,\nat which the provisions of a bill were\nagreed upon which will take the place\nof the Dick act. It Is a very comprehensive measure and is believed by its\nauthors to obviate many of the difficulties which have heretofore prevented\nthe militia from complying with the requirements of tbe Dick act as to conformation.\nAmong the important modifications\nsuggested is one allowing each organized division of the militia one inspector of small arms practice with the rank\nof lieutenant-colonel; each brigade, one\nwith rank of major; each regiment of\ninfantry or cavalry, one with ihe rank\nof captain, and each separate battalion\nor squadron, one with the rank of first\nlieutenant.\nThe president is to be empowered to\nSpecify In his call the period of service.\nwhen the organized militia is called into service to repel invasion or suppress\ninsurrection, anil the mill-S shall be so\ncalled into service in advance of auy\nvolunteer lorce which il may be determined to raise.\nAnother important changed section is\nin section 'I, which now directs that\n1 uurt-s-niartial for the trial of officers\nand men of the militia, when in service\nOf the I'nited Stales shall be composed\nuf militia officers only.
