It will\nbe noticed that a firo protection\nruio of \ of 1 per cent, on the assessment roll ii mentioned as one of\ntho sources of revenue from tbo\nwater works. In Victoria this rate\nis levied us a tivx on flro insurance\ncompanies, and tbo companies, of\ncourse, tnko it out of tho insurers\nby tho imposition of higher insurance rutes. Tbo proposal to levy\ntho tax in this city directly upon\nthe ratepayers is more equitable, and\nthe result will bo fully as satisfactory, if not more so. Tho almost\npurfeot (ire protontion that will bo\naffoidetl by lho water works for\novery pnrt of the city will bring insurance rates down to a figure that\nwill more than compensate for tho\nlire protection tax, whilo, in the caso\nof thoso who do not make a practice\nof insuring against fire, the comparative safety guaranteed their homes\nand property is surely a consideration of valuo equal to tho small tax\nfor that purposo, ..Moreover, tho\ntax itself would ho reduced, or even\nremoved, in timo, us tlio rcvonuo\nfrom the works increased, as it is\ncertain to do steadily and rapidly,\nwith tbo growth of tho city and tho\nappreciation of tho conveniences and\nadvantages of the works, which\nmust lead nearly everyone to seok\nSome people that know little or\nnothing of tho cost of constructing\nwater works, and are utterly incompetent to form nu estimate, for tho\nvery good reason that that sort of\nthing isn't in their line, render\nthemselves absurd by scoffing at tbo\nestimate which the water works\ncompany have figured out as necessary to complete tho works, and\nupon which tho city proposes\nto borrow $200,000 for that\npurposo and to meet the \u00C2\u00A720,-\n000 purchase money required,\nand declare that a much larger sum\nwill be necessary. Last year, when\ntho Coquitlam Water Works Oompany were negotiating with the\nBank of Montreal for a loan to complete tho works to this city as a\nprivate enterprise, tho Bank employed nn independent engineer and\nexpert, Mr. H, P. Bell, M.I.O.K,\nito, to report on the schemo and as\nto the advisability of loaning the\nmoney asked. This total included an item of \u00C2\u00A79,900 interest,\nbeing ono year's interest on tho\namount expended for construction,\nbefore any revenue could be received from the works. As tho expenditure for construction would bo\nexpended over the entire period of\nconstruction, and the whole nmounfc\nwould not be paid out at tbe commencement, the item of interest\nnoted above would not cost the city\nprobably moro limn \u00C2\u00A75,000. Mr.\nBell's estimate in the various items\nprovides for a population of 10,000,\nand in some particulars certain\nexpenditures would not obviously\nbu mado until our population approximates that figure.
