This article says that\nsince the Vienna congress, whioh guaranteed the neutrality of Swiss territory, Switzerland has altered her internal constitution and infringed on\nthe stipulations of their congress. In\n1848 Prussia, Austria and Franco\njointly notified Switzerland that they\nwould refuse to fufil the obligations\nassumed at the Vienna congress, unless she ceased to infringe upon tho\nconditions upon whioh these obliga*\nti'-ns were based. The neutrality\nclauses incorporated in the Vienna\ntreaty were not intended to merely\nestablish the rights of Switzerland;\nthey impose duties on her as well;\nnor are the international obligations\nof Switzerland restricted to sueh u\naro defined in these clauses.\nIntor-stato law is very clear. The\nstate should not tolerate acts within\nher own territory directed against\nthe well-being of other states, and\nthis principle ahould apply with especial force in the ease of a country\nwhoso neutrality, inviolability and integrity are guaranteed. If such a -\ncountry within hor borders tolerates\nor promotes hostile acts directed\nagainst neighboring states, sho infringes\non the privileges conceded her.
