In his issue of the 30th August the Colonist attempts \" calmly\nand dispassionately1' to examine the\ncircumstances and principles involved in the measure. Our cotemporary states the case substantially\nas follows: The government found\nthat the increasing cost of maintaining the present system of free\nschools was more than the present\nsystem of taxation would bear, and\ntherefore conoluded that the four\nabove namod rich cities should be\ncalled upon to help the government\nout of the difficulty. This wo believe to be the essence of the Colonist's plea for tho action of tho legislature in amending the school act\nlast session. Well, if this be true\npolitical economy, then the so-called\n\"socialists\" are not so far wrong, after all; for they hold the same plea\nas the foundation of their social and\npolitical system. Taxing Peter to\npay Paul, in ease of need, would be\nall very well, if feter would pony\nup voluntarily, and as an act of\ncharity; this would be real Christianlike. But the case is altered very\nmaterially when Peter is told by the\nsheriff to potlatch, or stand the consequences. Speaking ns free and\nuntrammelled, having neither love\nnor hatred towards the present government, we must say that such n\nmode of taxation, if carried to its\nlogical sequence, would be, as Mr.\nMoKenzie would have said, \" most\nabominable;\" it would be history repeating itself, when kings acknowledged no law other than their own\nnecessities, and levied imposts at\npleasure. Our humble opinion is\nthat such a mode of taxation is so\nevidently discriminating, and uo\ncontrary to the spirit of modern\njurisprudence that it would bring\ngrief to any government attempting\nto enforce it. To assume that the\nthree or four cities are better able\nto bear an extra tax than rural\nmunicipalities, is not correct. Time\nwas, perhaps, when this was the\ncase, but time has brought a ohnnge\nin this respect Lands have changed\nin many instances from poor pioneer\nsettlers to rich farmers, who have\nbeen able to pay from $20 to $75\nand $100 per acre for their large estates. These men are ns well able\nto pay ah extra tax for school purposes as even the rich merchants in\nthe cities aforesaid, and better able\nthan a large majority of other classes\nin these cities. The lax will not\nwork. The government will have\nto devise some more just means of\nmaintaining the public schools.\nThe policy of decentralization nnd\ncounty government, which has been\nadvocated by Tnr. Columbian, would\ngo far toward solving .in a legitimate\nand proper way this vexed school\nquestion.\nMuch has been spoken and written on the millenium. Christian\nstudents very generally entertain\nthe idea of a coming millenium,\nalthough they may and do differ\nin their ideas as to the time of its be-\nginning.as to its nature,nnd as to the\nmeans by which it is to be brought\nabout. Rev. Dr. Wild, of Toronto,\nspeaking on this subject recently,\nsaid: \"Some anticipate that Christ\nwill return, and by His own great,\nyet natural power, will establish His\nthrone in Jerusalem, cut off the\nwicked from the earth, and so in\naugurote a millenial reign, My own\nconviction is,\" says the Dr,, \" that\nthe present gospel agencies will work\nout in their final result to what we\ncall the millenium without any\nspecial interference of a miraculous\nkind from Heaven.\" One thing,\nthe speaker said, was very needful\nto be remembered in studying this\nsubject, and that was that ihe millenial period would be a progressive\none. Not one out of every ten\nwriters could see this scientific\nidea. The difference between the\nstate of the world on the last day\nof the millenium and the first day\nwould bo perhaps as great as between the present day and the first\nday of the millenium, Some of the\nscriptures referred to one period of\nthis age, and some to another. For\ninstance, in the first period births\nand deaths wonld be as they now\nare, but in the last period the deaths\nwould be very few and births would\nhave censed altogether. At the\nend of the millenial period there\nwould be no children on the earth,\nand many then living would be\nhundred, of years old. A man\nwould be able to uy: \"Thii tree\nia 800 yean old, and I am here\nita cotemporary.\" Many of\nthe present customs and defects\nwould characterize the first period\nand not the last. The millenium\nwould open up with thousands of\nsoldiers, thousands of ministers and\nthousands of policemen, but ns the\nages advanced, these would gradually disappear, their work having been\naccomplished, and would finally\ncease to exist altogether. Religion\nwould be relegated back to the individual and. to th. family,. for then\nall would know the Lord. Medical\nscience would advance in the several\ndepartments, conquering disenso,\nand destroying the very source of\nthe same, leaving men freer und\nhealthier as each period passed by,\nuntil the time would como as spoken\nof in his text, Isaiah Jxv. 20-22,\nand declared particularly iu the last\ntwo versos. Ihe time of the beginning of tho millenium, the speaker\nsaid, was very hard to state precisely, but he believed it would begin\nabout the year 1935, whioh was a\nvery different thing altogether from\nthe ending of the world. It would\ncome, he believed, as noiselessly and\nas undefinedly as the morning dawns\nupon the earth. Although its first\nappearance might be hardly distinguishable, it would not be long\nbefore nil the world would know\nthat this was the blessed age fore-\nto*d. The preacher wns astonished\nthat people could entertuin the idea\nof Christ's coming to establish the\nmillenium in the present state of the\nworld. That would simply be to\nsay that the gospel instituted 1800\nyears ago had proved a failure. It\nwould be a reflection upon Providence. Then again the Jews certainly must be restored before the\nmillenium could come, and the new\ntemple planned and laid out in the\nlast eight chapters of Ezekiel would\nbe built ere the millenium could\ndawn upon the earth. It would be\non the other side, too, of wars and\nrumors of wars, and the gospel will\nhave been universally preached; not\nthat all would be converted, but\nthere would not be whole tribes, or\nwhole races, or whole nations in\ndarkness and in ignorance of the\nlaw and of the gospel, as was the\ncase at present. Referring to the\nage of the earth, Dr. Wild said that\na scientific friend of his had been offended because he maintained that\nthe Adamic earth was not above\n6,000 years old. \"He thought I\ndisplayed great weakness in the\nstatement,\" said the Dr. \"I wrote,\nasking him to send me half a dozen\nstatements from different authors as\nto how long the earth had been in\nexistence. He wrote in reply, stating that I had set him a task that\nrevealed his weakness, that he found\nthe lowest estimate about 20,000\nyears, and the highest a little over\n2,000,000. If I could not guess\nnearer than that I would stop calling\nmyself a scientist or theologian, I\nreplied, giving him this simple rule:\nWc have hud thirty-three generations from Adam till now. You\ntake five for a family increase, and\ndouble those up for these thousands\nof years, and how many people\nwould there be living in the world\nnow, allowing the same laws to be\noperative in the past that are active\nnt present! H. was amaced at the\ncalculation, so much so, he tells me,\nthat he gave his calculations to\nprofessor at a London university to\nsee if he was correct, and; tbe professor stated that he was quite correct, but he got more people than\nthe world would hold. Now, in\n6,000 years, by any common rule,\nthere will be more people than are\nexisting; and supposing you extend\nyour calculation back 2,000,000\nyears, how many would you have I\nIt is beyond comprehension. There\nis nothing more ridiculous, or so\nmuch at variance with common\nsense, than for man to reject the\nBible estimate of man's age in the\nearth. Subscriptions\nto tlio amount of $250 have already\nbeen subscribed by citizens and this\ninrj of this sta ement occupied about\nan hour, but it was listened to with\npatient attention by the deputy minister. It was pointed out that for\nmany months fruitless efforts had been\nmade by the board, and by tho managers of the Royal City Planing Mills\nto induce ships to come up the river\nfor lumber. There was no reliable\nofficial chart in existence showing the\ncourse of the channel over the sand\nheads and the actual depth of water,\nand both Capt. Lewis and the marine\ndepartment at Ottawa had persistently\ndeclined to furnish any reliable statement on this point. Capt. Jjewis\nstated in his official report to (he department that there waa only 8 feet of\nwater on the bar at low water springs,\nand he further stated to the president\nthat the depth was only 7 feet. After\nmuch delay the board succeeded in\ngetting, accurate soundings, taken by\nMr. Hill, C. E., and Capt. Robinson,\nin conjunction with Capt. Lewis. Mr.\nHill reported 11$ feet at low water\nsprings, but Capt. Lewis still maintained that it was necessary to make allowances that would reduce the actual\ndepth to at least 9 feet. The board\nexpressed the opinion that Capt. Lewis\nwas proceeding upon a wrong and misleading calculation, inasmuch as he\nmade no allowance for the increased\nheight uf water produced at the bar by\nthe river current, and this opinion was\nborne out by Mr. Hill's report It\nappears also that Capt Lewis did not\nreport precisely what ho believed to be\nthe actual depth of water, but some*\nthing less, excusing himself on the\nplea that it was better to be under\nthan over the mark! The board claim\ned that it wss his duty to report exactly the depth of water, and leave it to\namount will bo increased to $1000 by\ntbe end of next week.
