Two, decisions have lately\nbeen rendered by American judges\nupon applications for naturalization\nwhioh are worthy of note and, besides reflecting credit upon the\njudges thoniselvos, augur well for\nthe future standard of citizenship\nin the groat republic, with all tbe\nconnquent advantages implied.\nOne of theso decisions was rendered\nby Judge Daniels, of the New York\nsupreme court. Upon a close exami\nnation of an applicant for natural!\nnation, before him and tho usual\nwitnesses, the fact was brought out\nthat the applicant was in the habit\nof becoming intoxicated at no great\nrecurring interval! of time, and\nwhile in that condition of abusing\nhis wife and family, and that he had\non several occasions been arrested\nand punished therefor. Judge Dan-\niels refused the application on the\nground that the applicant was not\nproved to have behaved as a man of\ngood moral character, well disposed\nto the good order and happiness of\nthe United States, as required by\nthe United States revised statutes.\nHesaid: ''This privilege of eitizon-\nahip has been provided as a reward\nfor good behavior and demonstrated\nattachment to tbe principles of free\ngovernment. The design of the law\nis, in great part, certainly to induco\nand secure the co-operation of all the\npenons residing in the United States\nin supporting the laws and constitution of the oountry. But this\nfidelity to its interests and progress\nia not to be expected from and will\nnot be supplied by disorderly and\ndissipated persons. Reliance cannot be placed .upon them for the\nsupport of the principles of free\ngovernment or the enforcement of\ngood order or the laws enacted to\naecure and promote it. They cannot, therefore, be held to be persons\nwho have behaved themselves as\npersons of good moral character, and\nwithout that they are not permitted\nby the statutes to become citizens of\ntbe United States.\" In another\ncase, which came up in the Philadelphia court of common pleas, the\napplicant, a Hungarian, when asked\nto take the oath of allegiance, declared that he did not believe in a\ndeity of any kind, and that be\nneither swore nor affirmed. His\napplication was refused. Another\ngreat step in advance, and one which\nwe believe, from all indications, the\nUnited States will take before the\nCanadian Dominion, is to put the\nban of tbe, htw upon those great\ncrying, publio evils which tend mora\nthan any thing else to produce and per-\npetuate that lamentable large class\u00E2\u0080\u0094\nembracing both foreign immigrants\nand native) Americans\u00E2\u0080\u0094described\nabove as \"disorderly and dissipated\npersons.\" Such a step would be a\ndirect blow ,nt the root of bod citi-\nzuitship, and we hope to see it taken\nere long by Jt*l nations that aspire to\nwrite \"civilised\" before their names.\nThere never was a time peril\nin the history of the civilized world\nwhen so.muchattention was directed\nto the!o|u,estion of free .trade versus\nprotection. Our neighbors over the\nborder are fairly convulsed over this\nquestion in connection with their\npresidential election, one party affirming that protection is the life\nand hope, not only of the manufacturer, but the employee\u00E2\u0080\u0094the laborer;- whilst the other party, as stoutly and with us -much (we believe\nmore) reason, asserts that the protective sj stem benefits the capitalist\nonly, and is a tax on the consumer.\nAn article in the Nineteenth Century, contributed by Mr, Edward\nPulsford, exhibits a striking contrast\nbetween the two groat Australian\ncolonies of Victoria and Now South\nWales. Viotoria as far back as\n1S66 adopted a protective system,\nwhilst her sister colony of New\nSouth Walea adhered to free trade\nprinciples. The writer gives the\n. population of Viotoria in 1866 at\n688,982, and that of Now South\nW*lu at 431,412; but in 1886 the\npopulation of Victoria was 1,0!\nOB2, that of New South Wales 1,-\n030,702, the protected colony showing an increase of only 62 per cent,\ntt againit 139 per cent of the free\ntrade colony. In the decade between 1871 and 1881 the male population between the ages of 25 and\nit bad decreased in Viotoria from\n135,413 to 99,497, while New South\nWale* had inoreaaed from 83,275 to\n115,991, a change against Viotoria\nin the relative positions of no leu\ntban68,*32. The Victorians took the\nmoney in th. shape of imposts, but\nthey (ailed to furnish employment\nfor labor. In the matter of. manu-\nitttiti__lu_o, these two colonies show\na decided c\u00C2\u00ABtr-*t In 1886,-Aer\ntwenty years' protection, Victoria\nhad 2,813 manufacturing establishments, while in free trade New\nSouth Wales there were in the samo\nperiod 3,616 different establishments,\nand since 1877 the number of new\nestablishments in New. South Wales\nis 1,256, against only 510 in Victoria. Nor is this all. In Victoria\nthe value of plant and machinery is\nestimated at \u00C2\u00A34,643,893, while in\nNew South Wales, under her froo\ntrade regime, the value of plant and\nmachinery is estimated at .t*i,801,-\n757. Moreover in New South\nWales there are 8 masters to every\n100 employees, while the number is\nonly 6 in Viotoria. In other words,\ntbe prospect of a man becoming his\nown master is 33 per cent, greater\nin free trade New South Wales than\nin the protected colony of Victoria.\n\"The reason of this,\" says Mr. Pulsford, \"seems to bo obvious. It results from the greater cheapness of\nplant and machinery, and of course\nalso from the greater cheapness of\ntho materials for manufacturing.'\nFree traders always hold that protection promotes monopoly. As indicative of business activity, for instance, Victoria increased her post\nand telegraph correspondence in 20\nyears 318 per cent., while New\nSouth Wales increased ben 801 per\ncent, in the same time. In the\nmatter of insolvencies, too, the\nfigures are in favor of the free trade\ncolony. From 1868 to 1885 the\nnumber of insolvencies in Victoria\nwere 13,001 j in New Soulh Wales\nthe number was 11,522. In spending power tho free trudo colony\nshows a correspondingly increased\ncapacity per head.
