Nothing is known about the\nmatter nt the State Department, and it\nis said there that no complaint whatever\nhad been made against the Baron. An\nItalian philanthropist and agitator has\nbeeu making war on Fava, it is said, for\nseveral yoars and hns repeatedly preferred charges against him to the Italian\nGovernment. He says he has cable information from the Italian Government\nthat a notice of recall was sent to Fava\ntwo or three weeks ago.\nA Sail Affair.\nSalt Lake City, June 7.\u00E2\u0080\u0094Word was\nreceived lost night from Payson, Utah,\nthat a few evenings ago three children\nof Mr. Boron, living near there, found a\ncan of kerosene and one of them, a boy\naged 7, poured tho contents into the\nstove. The oil exploded setting the\nboy's clothes on fire and also setting\nfire to the clothes of a baby one year\nold, The burning boy ran out and hid\namong some grape vines where he was\nfound some time later burned to death.\nThe bnby was badly burned but will recover. \t\nA Great Demonstration.\nLondon, June 7.\u00E2\u0080\u0094To-day the biggest\ntemperance demonstration over organized, was held iu Hyde Park. Carroll bas hunted all over\nAmerica and once before made a trip to\nAfrica, but his last adventuro was expressly for big game. He went nway\nwith a most formidable equipment of\nsmooth-bores and rifled guns. He and\nhis party struck into the heart of\nequatorial Africa and spent several\nmonths slaughtering big game. Three\nhundred natives wero employed aa carriers and camp attendants. Tietjeu, of this city, has\na sample of the gold extracted from this\nproperty, and it is very rich, the Bank\nof British Columbia giving $01.00 per\nounce for it. It is reported that the\nriver from Lytton to Lillooet is navigable for river steamers, nnd this fact\nwill probably be taken advantage of by\nsome of those craft this summer. Tho following report of Mr.\nLawson will be read with interest by\nevery one:\nThe property of the Lillooet Hydraulic\nMining Company is situated on the\nwest bank of the Fraser river about one\nmile above tbe town of Lillooet. It\ncomprises two parcels of land, The first\nis which is known as the \"Old Dickey\nRanch\" and consists of three hundred\nand twenty acres of a bench of tbe\nFrnset lying about two hundred and\nfifty feet above tbo present level of the\nriver. The ranch is about one mile in\nlength and one half mile iu width. Tbe\neastern boundary of the upper half of\nthe ranch fronts on tho Fraser. Between the eastern boundary of the\nlower half of the ranch on the river's\nWe regret to mention that Mr, Harry\nMacGregor, the lacrosse player, ia confined to his bed through illness.\nMr. William Tietjen, of the Hydraulic\nMining Company came home this afternoon from Lillooet with some fine specimens of gold.\nSir Mathew Baillie Begbie will arrive .\nin the city on Monday morning and\nbefore him the Houston murder case\nwill be heard.\nMiss. This item, although involving a comparatively small expenditure,\nis perhaps entitled to be considered ns\nthe most important In the by-law- The\nimmediate necessity for the establishment of a proper ferry, service between\nthe north and south banks of the Fraser\nat thiB City ia patent to everyone. The\nneed is literally a crying one. The old\nderelict nt present doing duty (?)nsn\nferry is not only notoriously incommodious and inconvenient, but positively unsafe ns well, and our trade relations with\nthe large and important farming districts to the south nre riufferiug serious\ndamage evory day that the present\nscandalous state of things exists. It Ib\nnot necessary to go further into detail,\nthe whole subjectof \"Brldgeand Ferry\"\nlias been thoroughly thrashed out, and\nhas resolved itself in the minds of the vast\nmajority of the reasonable and unprejudiced ratepayers into the simple and\nwise solution of, Ferry, first nnd immediately, aud a carefully planned, properly constructed, unquestionably substantial, and first class bridge at as\nearly a date thereafter as practicable.\nThe very first stop towards the construction of a proper bridge is amply\nprovided for by sub-section (c) of the\nby-law, which appropriates tho sum of\n$1,500 to defray the cost of tho necessary\nthorough soundings nnd surveys of the\nriver. This work, as well us the construction of the ferry, will be proceeded\nwith immediately on the passing of the\nby-law. \u00E2\u0080\u00A2\nSub-sections (d), (o), (f) and (g)of the\nby-law havo beeu briefly mentioned,\n; and\" tbetr object* stated, already in:,this\nthe exception, perhaps, of the appropriation for a rock crushing machine,\nwhich will undoubtedly meet with the\ngeneral approval.\nSub-section (h), appropriating the\nsum of $20,000 to be applied to tho erection of a suitable building on the lot\nnow occupied by the old public library\nbuilding, provides for a necessary expenditure in a very important senso,\nAs many of our readers will remember,\nthis valuable lot was convoyed to the\nCity some time ago by tbo Dominion\nGovernment, on condition that a proper\nbuilding be erected and a free public\nlibrary maintained. Nothing has yet\nbeon done towards currying outthose conditions, nnd the civic authorities have\nreceived intimations thnt it will not lie\nsnfe to delay fulfilling their part of the\nbargain. To let this important and\nvaluable piece of proporty revert by do-\nfault to the Dominion Government is\nwhat no patriotic ratepayer would think\nfor a moment of permitting. Therefore,\nthe erection of a suitable building with\nas little delay as possible, becomes actually necessary. But tliis is not the\nonly way to look at the matter, Besides\nbeing an ornament to the city, nnd giving employment dining its construction\nto a considerable number of men, the\nbuilding, through the rent of the stores,\netc,, would in a very short time pay the\ninterest on Its cost and Income a source j\nof revenue to the Citv.\nThe \" Street Widening By-Law,\"\nupon which the electors will, also, have\nan opportunity to pass, on Monday, Is\nentitled to a brief separate notice. In\nthe first place, it should be stated that\nthis by-law is in no way connected with\nthe \" Railway Loan Appropriation By-\n\"law,\"-although both are voted on in\nthe same day, for economy and convenience's sake. Each stands upon its merits,\nand the passage or defeat of either will\nnot in tbe slightest affect the other.\nAs this by-law haB not been published\nas an advertisement in this paper, we\nprint the essential clauses among our\nreading matter on another page. A\nperusal of those clauses will show that\nthe object of the by-law is to appropriate\nthe remaining $16,000, of the $155,000\nrailway bomiB refund, for widening McKenzie and Lome streets, between Columbia and Carnarvon streets, and between Columbia nnd Clarkson streets.\nA careful reading of the essential portion\nof the preamble printed will discover\ntho very good and sufficient reasons why\nit is desirnblo that these streets should\nbe widened. The proposed street widening will not only add greatly to the\npractical utility of the streets designed\nto be thus improved, and to the public\nconvenience and comfort, but will largely enhance the uniformity and appearance of that portion of the City, as well\nas the value of the adjacent property.\nOne thing is certain, assuming it is\ndesirable that the streets iu question\nBhould be brought to a uniform and\nproper width, this result can never\nbe accomplished so cheaply again as\nat the present time, when real property\nis lower in price than it will be in either\nthe near or remote future, and when\nthe lots, a strip of which would have to\nbe expropriated for tho streets, are\ncovered now with old rainshakle wooden buildings, that must give place shortly to costly brick and stone structures.\nIt is practically, in other words, a case\nof now or never with respect to widening nud improving the streets in question.\nMisrepresentations ure being freely\ncirculated, if is understood, about this\nby-law, with the view of affecting not\nonly the vote on the two by-laws, but\nthe Provincial City election as well. Im\nterested parties are endeavoring to\ncreate the impression that the \"Street-\n\" Widening By-Law\"Ib inseparably con\nnected with the \"Railway Loan Appro-\n\" printion By-Law,\" with the object of\ndefeating both, whereas the two bylaws are entirely separate and the vote on\none will not in the least affect the other.\nThe false story is also current that the\nCouncil, or rather the Mayor, has bargained with certain property owners to\ngive them a certain exorbitant sum for\na strip of land to be expropriated from\ntheir lots for widening the streets in\nquestion. It is doubtful if there nre\nany people Blmple enough to believe\nsuch a story, although thero appear to\nbe individuals unscrupulous enough to\ninvent und circulate it.\nThe facts of the case, of course, are\nthut the Council, in naming the sum of\n$10,000 in tbe by-law, merely take the\nhighest figure, as a necessary precaution, which it is estimated the street\nwidening in question could possibly cost,\nand plnce the by-law before the ratepayer so that they may pronounce\nupon the policy of widening the streets\ndenoted at this time. Mr.\nMoresby was Baying that the village of\nSechelt is worth a long journey to see.\nThe improvements which the Indians\nhave made thero Binco last October aro\nastonishing. There aro now two streets\nin the village and about 300 houses, ail\nof Indian work and beautifully finished.\nNot a particle of the work was done by\nwhite carpenters, the only white\nman in the settlement besides the\npriests being Mr. Brandon, the\nmusical instructor. Some of the residences aro two stories high and are finished in a manner that would do credit lo\nany of tbe cities in the Province. Tlie\nIndian Catholic cathedral which has\nbeen lately built, is a splendid specimen\nof architecture. It is iu the form of a\ncross, and is surmounted by two large\nspires after the Oriental style, with a\nkind of cupola or swell about the middle,\nnot unlike the Kremlin spires at Moscow.\nTho cathedral is richly inlaid with\nwood mosaics, displaying au amount of\nartistic, u.sthctic taste not at all lo bc\nlooked for in the supposed wild Indians.\nThe windows ure of stained glass, giving\nthe interior a rich and appropriate appearance. C, JUNE 7, 1890.\nNUMBER 107.\nTO THE ELECTORS\nNew Westminster District,\nGENTLEMEN:\u00E2\u0080\u0094In view of the near\napproach of the election to fill the va<\ncancy caused by the death of our late\nrepresentative (the much-respected 1).\nChiaholm) and as I have stated in my\ncard to you that I am a candidate for\nthat honor, I will now lay before you\nsome of my views on the leading questions which I consider will arise in the\nnear future for consideration.\nI have been asked what 1 mean when\nI announce myself as a Liberal-Conservative; 1 reply, \"That by nature and\neducation I am a Conservative, but a\nresidence of over 30 years in this Province and much intercourse witli our\nAmerican cousins has bad tbe effect of\nchanging many of my views, and given\nme liberal ideas, therefore I claim I am\na Libural-Conservative.\" Owing to the\nfact that party lines are not defined iu\nBritish Columbia as thoy are in the older\nprovinces, 1 consider that our representatives are hot iu duty bound to give a\nthrough-thick-and-lhin support to any\nparty, but tbey should go to Ottawa prepared to give ii generous support to all\ngood measures which may be brought\nbofore them, and to consider the prosperity of the Dominion as a whole, but\nour own Province in particular, and\nshould a mensure come before them\nwhich tbey consider- in any way detrimental to the interests of this Province\nthey should take their stand like true\nmen and vote against it.\nI am opposed to a certain extent, to\nthe Turin, or National Policy as applied\nto British Columbia. We are a long\nway from the centres of manufacture in\nthe East, and many articles of every-day\nuse to our Farmers and others, and\nwhich we cannot produce at home can\nbc obtained more readily and at shorter\nnotice from our near neighbors over the\nline, aud in many cases tlie articles are\nbetter adapted to our needs than those\nbrought from the Eastern Provinces; in\nfact, much of our Farming and Mining\nMachinery, Wooden Ware aud other articles are brought from the States, although the duties are so heavy. Again\nregarding our food supply; we do not\nraise enough to supply our wants, and\nare obliged to cross the border for it,\nand are met with such heavy duties\nthat heads of families in this Province\npay more than ten to one compared to\ntheir compeers in Eastern Provinces.\nWe have had example to tlie point during the last three months. If we had\nnot received a good supply from California there would have been a meat\nfamine; as it is we are now and have\nbeen payinjj 25 cents per pound for mutton, which is more than ordinary mortals like to pay, aud the same state of\naffairs is likely to obtain again after any\nlong and severe winter, for in spite of\n\"Protection\" for the last eleven years\nour stock raisers are little better prepared to meet hard winters than they\nwere before, and to my mind the only\nones who have reaped the benefit of the\nN. P. are the manufacturers. As a true\nBritisher I should like to see \"Free\nTrade,\" but as that seems out of the\nquestion, I would udvoeate \" Reciprocity\"\nin many articles which are at present in the Tariff lists, as I think\nit would be beneficial to both\ncountries, and tbe working man would\nnot have to go down so deep into bis\npockets to buy what he needs to eat and\nwear. I am aware the Government must\nhave a revenue to carry on the affairs of\nthe country, but I would have \"luxuries\"\npay more aud get at the pockets of the\nricher classes who can better afford to\npay taxes.\nOwing to tbe long continued sickness\nof the late Mr. Chisholm, he was unable\nto be in his place this session, and very\nlittle during the previous one, so we of\nthis District have been practically unrepresented, and our local wants have\nnot been brought before the notice of\nthe House. Had he (Mr. Chisholm)\nbeen in his seat, I do not think the Postmaster-General would have been left so\nmuch in the dark concerning the necessity of regular mail facilities on the\nLower Fraser as he seems to have been\nwhen he proposed to cut off the mail\nsubsidy from tbat important route, und\nthere ure other places in the District\nwhich need better postal facilities, which\nI consider Bhould receive that gentleman's earliest attention.\nI hope thut iu tbe near future our\nDistrict will reach that noint that we\nmay look for it to be divided and receive another representative. At present I think it is the largest constituency\nin the Dominion, extending over 1500\nmiles of territory, and when the census\nreturns are in I think the necessary\nnumber of population will be found to\ndemand such additional representation.\nThe protection of the river banks at\nChilliwack, Sumas, Burton's Prairie and\nother places should receive my earnest\nattention, also the works for improving\ntbe channel at the Sandheads, in view\nof the expected increase in our shipping\ninterests.\nI consider the Province should have\ncontrol over all railway charters aud\nprivileges within our borders.\nOur Fishing interests, being of such\ngreat importance to this District in particular, I feel should receive more than\nordinary attention.\nI would urge thu cutting of a canal\nthrough the Delta lands from the mouth\nof tho Serpentine to Fraser Kiver, also\nto enquire into the question of cutting\none from the Fraser Kiver to Pert\nMoody, which has often beeu suggested\nto ine.\nImmigration, I consider, should be\nfostered, and encouraged judiciously.\nJust at present it is coming here fast\nenough; 1 would not like to see a large\ninflux pour in at once, as many would\nbe disappointed and go away disgusted\nand probably give our glorious Province\na bad name.\nThere are many other matters I should\nlike to touch upon, but it would mako\nthis address too long. I hope to see as\nmany as possible before the election,\nwhen I shall be prepared to lay my views\nmore fully before them and answer any\nquestions.
