It\nhas been shown vory clearly, wo\nthink, that the park was originally\nlaid out as a recreation ground for the\noity, and under these circumstances\nno government has a moral right to\nalienate it for other purposes. It is\nmuch to be regretted that any part\nof it should have been appropriated\nby.the provincial or Dominion government. The asylum has been\nplanted right on tho front of the\npark, at a point where the best view\nis to be obtained, and the value of\nthe park as a pleasure resort has\nthereby been greatly lessened. But\nthe asylum, is there and can't be\nremoved, and there is nothing left\nbut for us to make the best of what\nremains. Several times promises\nhave been made which led to the\nbelief that this park would be handed over to tho city for tbe public\nme, but those promises have not yet\n.been iulfilled. We hope the government will give this matter its\nearly and earnest attention. It will\nrequire several years to improve this\npark ao as to moke it attractive as a\nplace of resort, and every year the\ngovernment delays handing it over\nto the oity postpones the period of\nits usefulness. Nothing can be\ndone nntil possession has been secured, and we see no reason why\nthat may not be now aa well as ut\nany future time,\nIn I speech delivered in the\nhouse of commons lately, Sir\nRichard Gartwright made some\nstatements which, if correct,\nshould afford food for reflection. He stated that in 1861 there\nwere in Canada 665,000 people born\nin other countries, whereas in 1881\nthe number was only 570,000. In\nthese 20 years we had imported\nover a million immigrants, and the\nquestion arose, where have they\ngone! It is believed that a very\nlarge percentage of them have drifted into the United States. Again,\nthe official immigration statistics\nshowed that between 1882 and 1885\nthat the number of settlers who\nwent to Manitoba and the north-west\nwoo over 100,000, but in 1886\nthe census of Manitoba and\nthe northwest showed thnt\nonly 43,000 of them could be found\nin the country. While this loss of\npopulation is going on, the public\ndebt has been rapidly increasing. It\nis estimated that there are a million\nCanadians in the United States, and\nit io known that the exodus is still\ngoing on. In his speech Sir Richard\nproposed four things which he believed would have a tendency to\nkeep many Canadians in their own\ncountry: A reform in the system of\ntaxation; a revision of the constitution so u to secure provincial legislatures In their rights; the abandonment of the Manitoba monopoly;\nand fine trade with the United\nStates. The, picture presented by\nthese figures is certainly not one\nthat eon be viewed with satisfaction.\nAccording to the value at which\nimmigrants are estimated by the\nUnitod State* government we have\nlost $500,000,000 during the post\ntwenty years on account of emigrants\nwho ought to hare been kopt in the\ncountry. The remedies suggested\nbr Sir Aiohaid may not meet the\nexigeodeoofthe situation, but it is\nmanifeft that some powerful remedy\nio needed. Mr. Davie\nanswered the criticisms of the opposition press on his conduct in retaining\nthe position of counsel for certain\nprisoners while acting as attorney-\ngeneral. He pointed out that the arrangements by which he undertook to\ndischarge the duties of the attorney-\ngeneral's office were only temporary,\nand that he received no salary. With\nrespect to the cases in which he had\nbeen retained for the defence, it had\nalready been stated that the crown\nwould be represented by the deputy\nattorney-general, or some persons competent to conduct the cases. He maintained that his position was not subversive of tho publte interests, and declared that no lawyer of any standing\ncould be found to assail it.
