" JailB Iritiuh Cotantbian\nTaeedar Bvcalai. Dee* ST* KSST.\nAccording to tho St. Pail Pioneer-\nPress the yield of wheat in Minns-\niota and Dakota this year has beon\n10,000,000 in excess ofthe estimate,\nhaving reached about 95,000,000\nbushels. With suoh a tremendous\nsurplus as this there seems no immediate danger of starvation in\nthese states at least. In quality tho\nWheat ranks very high, being about\nequal to Manitoba wheat.\nMr. Joseph Chamberlain is said to\nhsve stated the other day that Great\nBritain would not lift a finger to\nprevent Canada proclaiming her independence, or even annexing hor.\nself to the United States, if such\nwas her wish. Mr. Chamberlain\ncannot be taken as authorized to represent the feeling of the Britisli\npeople in such a matter as this, although it is altogether probable that\nhis statement is perfectly true. If\nCanada should wish to secure absolute independence or annexation,\nshe would be almost certain to receive aid from the United States. It\nhas been America's policy to make\nthis continent truly American in\nsentiment and in fact. It was with\na \u00C2\u00ABew to this thst the Monroe doctrine was adopted as a part of the\nnational policy. The United States\nhas never been a beligerent nation.\nIts aim has been to live in peace and\nexpend its emergies in the development of its own wonderful resources. Having adopted this principle,\nit has viewed with misgiving all\nefforts of European nations to establish a footing on the continent.\nGreat Britain was here already, and\nso were Mexico and Russia and Central America; but Russia's title has\nbeen extinguished by purchase, and\na veiy sharp look-out is constantly\nkept on the rest. In polioy and\nnational sentiment as well as in\nlanguage, Oanada is so like the\nUnited States that annexation\nwould scarcely be perceptible beyond\ncertain official circles. We believe\nif a vote were taken in Canada today, there would be a vary large\nmajority against annexation, We\nare aot without national sentiment,\nand there is a widespread feeling of\nallegiance to the mother country;\nbut if Great Britain means to let\nOanada paddle her own canoe and\nfight her own battles unaided, we\nshould not be surprised to find annexation become so popular as to\ncarry with it a majority of the\nvotes.\nlta two vacancies created by tho\nresignation of Mr. Shakespeare, M.\nP., and Major Prior, M. P. P., will\nmake things quite lively for island\npoliticians. Mr. Shakespeare retires\nfrom the commons to accept the\nmuch more lucrative position of\npostmaster at Viotoria, while Major\nPrior resigns his seat in the local\nhouse to become a candidate for the\nseat vacated by Mr. Shakespeare.\nMayor Fell is also said to be after\nthe aame seat, and we shall not be\nsurprised if half a dosen more aspirants, will put themselves forward\nas willing victims before the day\nof nomination. There are on hand,\ntherefore, a federal and provincial\ndeqtion iu Victoria, besides the\nmunicipal contest, which is likely to\nattract more than ordinary interest.\nThe results of these elections will be\nlooked for with a good deal of curiosity. Mr. Shakespeare's successor\nwill, of course, be a thoroughbred\ntory. No other need apply, and if\nMayor Fell, ns reported, thinks of\nposing as a liberal, his defeat may\nbe announoed beforehand. There\nmaybe another chance for Oapt.\nMoOallutn, who was defeated on a\nformer occasion; and who knows but\nMr. Humphreys may also contest\none of the vacant seats if he happens\nto loss the race in Oomox! Among\nall the smoke of battle we shall be\nrto discern signs of improvement.\nShakespeare has made a fairly\ngoodrepresentativejbutasaruleitwill\nbe found that members of parliament\nwho resign to take an appointment\nin the oivil service have been seeking for tbe plaoe, and have not,\ntherefore, been in a position to aot\nindependently in the interest of\ntheir constituents. We do not\nknow whether this has been true of\nM*. Shakepearo or not. Major\nPrior, we believe, has made a very\nmod member ofthe legislature. He\nhas sometimes uttered sentiments\nwhich were not in the interest of\ngoods morals, as, for example, his\nadvocacy of an amendment in favor\nctflMday shooting, but he is a pretty dear headed business man, and\nseems to hsve the interests of. his\nconstituents in business affairs\nclearly at heart. He is naturally\nmoro indenpedent, we believe, than\nhis predecessor has been. There is certain to be a big scramble for * the\nseat made vacant by Mr. Prior's\nresignation. Mr. F. S. Barnard ia\nalready announced as a candidate\ntoy it Tbo opposition will surely\nmoke a vigorous effort to fill it with\none of themselves. If they succeed;\ntbe government will still have a\nUrge majority, bnt such a victory\nfor tbe *tats\" would be extremely\ngratafal to them at the present\ntiif****'-'.\n\" 1L-U!S-aa_S^.__\nUsm./IlM ta snake a present^ a\ntmi Dim Msstsehaom pipe for Christ\nmas- an* Maw Year's call and examine\nGeo.
