It-wns stated tliat the interview Wus generally satisfactory because Mr. Abbott jjtvo the mayor\n' to understand that tlio rond and the\nterminal buildings and wharves\nwould be completed without delay,\nthat regular traffic would be commenced ,by :1st November, and\nthat the several grievances complained of would be remedied. Immediately after this interview an\nimprovement was noticed. The\nwork of ballasting proceeded more\nsatisfactorily, and tho cattlo trains,\nwhich had hitherto gone down to\nPort Moody, were brought into this\ncity. But there the improvement\nended. Tlie engineers reported that\ntliere would be no difficulty in running a temporary track round Mag-\nnone's property; but it is found that\nthis would require an expenditure of\ntwo or'three hundred dollars, and\nthero the matter stops. Nothing\nhas been done towanis improving\nthe approaches to the wharves,\nwhich had lieen promised, and as\nyet there i.i no ii|ipeariince pf station\nhouse, freight, shad, engine house,\nturn table or wharves. No freight\nis brought over tlio branch, except\neattle and sheep ;md lumber, and today there is really no movement\nvisible to indicate tliat the road will\nbo open for traffic as promised by\nthe 1st prox. Not long ago permission wis asked hy the company\nco erect it temporary platform and\no.Tice on Lytton Square. This was\npromptly granted, and the platform\nhas been partly erected. Yesterday\nwork was stopped and the men were\nallowed to go. Applications was\nmade to |the council at its meeting\nlast night for permission to run the\ntrack down Richard street, instead\nof running rouir\" Magnone's by the\nway previously agreed upon. Now,\nKichard street is the street along\nwhich it was originally proposed to\ncarry the line; but Mr. Vnn Horne\npositively refused to go that way,and\nhis refusal forced the city to spend\nthousands of dollars that otherwise\nwould have been saved. Moreover,\nthere are difficulties now in the wny\nof occupying Richard Street, and\nafter providing a right-of-way at\ngreat cost elsewhere lo accommodate\nMr.r' VanHorne, the oouncil very\nnaturally does not feel inclined to\nface these new obstacles. Tlie officers of the syndicate have several\ntimes intimated to the council that\nif satisfactory arrangements could\nnot be made with property holders\nfor right-of-way, they should be\nhanded over to the company, and it\nwould deal with them under its\ncharter. Now, no reasonable arrangement seems possible with Mngnone. He haB spurned the price\nHxed by the valuators; lie lias refused to take the award found by an\narbitration to which he voluntarily\nbecame a party: let him, therefore,\nlie handed over tothe syndicate,and\nlet it exercise the powers contained\nin itacharter and force a way through\nthe property. The city has done\nall that could be done towards an\namicable settlement: let the law\ntake its course. But the letter received from Mr. 'Abbott (a copy of\nwhioh will be found elsewhere) seems\nto intimate that tlie turn-table ahd\nengine house cannot be undertaken\nuntil the extension goes through the\nItalian's lot. Ono would think that\nif the company is at all anxious to\nget the road in operation, thjwi'i'ec-\ntion of the terminal buildings could\nhe proceeding while the rightof Way\nwas being arranged. If it is the intention of the company to delay the\nopening of the branch until the extension to Vancouvor is also completed, those delays can lie very well\nundentood; but then the company'*\nintention and professions are very\nwidely different, for it hits always\nprofessed anxiety to hasten the completion of the branch line. It must\nnot be forgotten either that this city\nhas expended thousands of dollars to\nsecure u right-of-way expeditiously\non the distinct understanding that\nthe rood would lie pushed forward\nwith reasonable energy. Nor can\nwe lose sight of the fact that for\nover three Months this city has beon\npaying interest at the rate of 8250\nper month on its bonus, for which\nit has yet recoived practically no\nvalue.
