Sir Charles' principal
arguments were that the Mackenzie
government prohibited competition,
and that gratitude should lead the
Manitoba™ to submit to the disa
bility under which they labor. Their
answer to the first is that in the
0. P. 11. under Mackenzie there was
somo sort of an excuse for disallowance, though in the case ot an eastern line, viz: the Intercolonial, the
government, instead of preventing
competition, encourages it by means
of subsidies to shorter lines, As
for the gratitude argument, it Is
hard indeed on the western settler
that he should be compelled to show
his appreciation of the government's
railway policy by submitting to the
deprivation of his constitutional
rights, and to freight and passenger
rates which he cannot pay and live.
Moreover, the Manitoba settler pays
every whit as much as the eastern
taxpayer for the use of one hundred
millions borrowed to construct the
Canadian Pacific; that money forming part of the publio debt. Sir
John's arguments were not any more
forcible than thoso of Sir Charles;
in fact it is said the case'against
disallowance was unanswerable. Tho
large majority obtained, by the government was due, no doubt, to the
earnest but mistaken belief of the
"Bolters" and several Liberals that
disallowance is necessary to the
preservation of eastern interests, and
to the indisposition on the part of
the opposition to exert itself on be
half of a province which has given'
them such small encouragement to
fight its battles.—TWoiito Mail.
Every month tho hydrographic
office in Washington publishes a
chart of the North Atlantic for the
guidance of pilots, which shows the
main direction of the currents and
of the prevailing winds during the
month, and also the position of wandering wrecks which are carried
about the ocean by wind and current. The chart for May shows that
no fewer than sixteen of these
"derelicts" are now Boating about
tho ocean lines which are traversed
by the great transatlantic steamships. These abandoned wrecks are
a cause of considerable danger to
all ocean vessels, as the waterlogged hulls -are well down in the
water, and their presence is not very
noticeable at night, in many instances, until a ship is almost on
top of them. With the multiplication of ocean-going vessels the number of these derelicts also multiply,
as they do not quickly break up, in
many oases. During ten months of
1886 and I486, one wreck, that ot
tho schooner "Twenty-One Friends,"
abandoned oft" the coast of Virginia,
floated to within three hundred
miles of the coast of Ireland, then
to a point one hundred miles north
ot Gape Finisterre, and when last
seen was drifting at right angles in
the direction ot the prevailing current, having already wandered 3,000
miles. This feature ot the drift of
derelicts makes it difficult if not
impossible to calculate their prob
abb whereabouts at any time, und
ot course render pilot charts showing their positions the month pre
vious almost useless. These derelicts are sometimes picked up by
British men-of-war which are tho
ocean world's only policemen; their
services are, of course, wholly casual.
Tlio hydrographic officer nt Washington declares that the time has
come for the nations of the world to
apportion out the high seas for surveillance. Every.reasonable
measure to prevent fraud, here as
elsewhere, ought to be welcomed.
But the attempt to curtail or suppress tbe, production of a cheap and
useful food material by law, lest the
profits which a class—tho producers
of butter—havo enjoyed from the
manufacture of a costlier article
may "lie diminished, is, opposed to
the interests of a large body of people, to the spirit of our institutions,
and to the plainest dictates of justice."
Fighting by Strategr.
The "plan of campaign," as laid
down by the Manitoba government
in its controversy with the federal
authorities over the disallowance
question, is this: The offending road
is to be built under the provincial
charter; ihe provincial act granting
a charter will not be submitted to
the federal cabinet for approval until after the railway has been completed, to that if it is disallowed,
disallowance will; come too late to
hinder the construction ot the road.
It remains to be seen whether this
stratagem Will be met by the federal
authorities, or allowed to work out
its own ends. There is such a unanimous public sentiment against
disallowance in Manitoba, and this
sentisnenthas been nursed into suoh
a pitch of intensity, that any overt
act on the part of the Dominion
government may produce serious
results. .This, agitation has long
ago outgrown party lines. The
most pronounced Conservatives of
Manitoba are among, the foremost
leaders in the agitation. Although
it is held by some that this it a
case tor the application of the principle that the will of the majority
mutt prevail, there is to be said on
the other hand that the majority
whioh voted for diullowanco in the
house of commons was a party majority. The vote was strictly a
party vote, although two or three
members on both sides voted against
the party with whom they usually
vote. "If Sir John had left every
member bee to vote as he pleased,
the result would doubtless have been
very different
Some Strange Doctrines.
Our very good and uncommonly
prolix cotemporary of the Vancouver Herald continues to complain
because the Colombian is unable to
perceive the similarity between the
Ohinese agitation in Vancouver and
the disallowance agitation in Manitoba. But we are afraid our co-
temporary's teal to establish a parallelism has led him into conflict with
faots which stood in his way. He
declares explicitly, for example, that
it is not true tbe Chinamen were
cruelly treated by the people of
Vancouverl Now, it is beyond dispute, we suppose, that through intimidation these defenceless foreigners were, forced to leave Vancouver,
some of their shanties wero burned,
and spine of them took refuge in the
water to escape persona) violence.
Our cotemporary need not say that
no one committed an act of. violence
on these people, and, therefore, there
was no cruelty practised. It is an
old saying that one might as well be
killed f us soared, to death. These
Chinamen believed their lives to he
in imminent danger, and our cotem
porary will find it difficult to prove
that they hod not good ground for
the belief. But our cotemporary
declares that "the liberty which the
Ohinese, have in this country is not
civil liberty." It he supposes that
Vanoouver embraces the whole of
"this country," the observation is
probably correct.. Until the government',stepped in and insisted upon
the enforcement of the law, they
had neither civil nor any other kind
of liberty within the boundaries of
thardty. "The liberty they hare,"
says onr learned and consistent co-
temporary, "is accorded to them by
law, and just how it is purchased at
150 a head." Did any of our read-
en aret before listen to such sublime nonsenMl If the liberty enjoyed- hy I Chinamen in British Co
luinUa is acoorded by law, what sort
of IWrt*. is it If not civilt And
if these people pay . apeoial tax of
|50 for their liberty, and onr cotom-
porary p»y> t leu sum, how comes
It that a Chinaman it leu entitled
thnsksssr l ottemporary to the protection # tUS* If our ootsmporary's
pje»4;a« intended to establish any
priuUMW Jfi *"*' Chinamen ere
i^mmtAJet *t uuwlegal pro-
h>iB,Uit#-*l"^and property
U* rh(,Hf'*fed.;betorewecan
'any suoh doctrine we must
of him some more substantial Mtkority then the ill-digested
theories which he enunciates.
