C, is basking\nin reflected glory, Nursing Sister\nMary Browne, to whom has just\nbeen awarded the first Military\nMedal ever given to a woman,\nhaving for several years prior\nto the war been mat'-on at the\nhospital there.\nThe information came in a dispatch from London, England,\nlast evening, which stated that\nthe London Gazette had just announced the award of military\nmedals to five women nurses for\nbiavery and devotion to duty\nduring enemy airraids on casualty stations and hrspitals. The\nfollowing is a brief account of\nthe incident:\n\"Nursing Sister Mary Browne\nand Mary Lutwick were with the\nmatron and another sister when\nthe former was severely injured\nand the latter killed. Nursing\nSister Browne attended them,\nand Nursing Sister Lutwick\ncrossed the open bomb-swept\nground and brought help. Both\nsubsequently returned to the\nclearing station and worked many\nhours in greatest danger,\"\nThis is just the kind of coolness which her friends would\nhave expected in Nursing Sister\nBrowne, who during her connection with Cumberland Hospital\nproved herself a wonderfully capable and efficient matron, absolutely absorbed in her work and\nendowed with considerable executive ability.\nA graduate of Freemantle Hospital, Australia, she came to Vancouver Island in 1908, being appointed to the Nursing staff at\nCumberland Hospital at that time\nand the following year being\nmade matron. This office she\nheld until the early summer of\n1915, when she volunteered with\nNo. 5 Base Hospital, which we.it\nfrom Victoria overseas under\nLieut.-Col. Hart. While this unit\nwas awaiting instructions to proceed to Salonica she worked for\na time in the Duchess of Con-\nnaught's Hospital, pioceeding\nthence to Cairo and finally joining No. 5 General Hospital at\nthe Greek port. At one time in\nthe following year her health\nbroke down and she was invalided to Malta, but before No. 5\nHospital left Salonica for England she returned to the unit for\na time, being one of the last of\nthe original body of nurses when\nthe hospital was finally sent home.\nWhen her Cumberland friends\nlast heard from her she was\nstationed at Liverpool with the\nhospital, but since that time she\nmust have been sent across to\nFrance, judging by yesterday's\ndispatch. One of her most intimate friends is Mrs. W. J.\nFraser, who is station mistress\non the E. & N. at Union Bay,\nVancouver Island. Dr. MacNaughton, who still lives at\nCumberland, was the doctor in\ncharge of the hospital there when\nNursing Sister Browne was matron, and occasionally he received\nnews of her movements.\nAlthough primarily devoted to\nher profession, Nursing Sister\nBrowne favored tennis as a recreation, and such tinie as she\nspared from her duties at the\nhospital she spent chiefly on the\ntennis court, Her skill in the\ngame was by no means small,\nand she actually won the Cumberland championship and silver\ncup one season.\nNursing Sister Lutwick, the\nsecond Canadian among the five\nnursing sisters who was awarded\nthe Military Cross, is attached to\nthe Queen Alexandria Nursing\nService. Her next-of-kin is given as C. E. Lutwick, Dartmouth,\nNova Scotia.\u00E2\u0080\u0094From the Colonist\nof Wednesday, June 5th.\nOF CITY COUNCIL\nThe City Council held their\nusual session on Tuesday evening.\nPresent, His Worship Mayor Harrison, Aldermen Braes, Carey\nand Tarbell.\nA communication was received\nfrom Thos. H. Richards complaining of an overflow sewerage in\nconnection with his residence on\nPenrith Avenue. The Board of\nWorks was instructed to investigate and report.\nThe Provincial Board of Health\ndirected the attention of the City\nCouncil to a circular on milk\nstandard for dairies and herds.\nThis was received and filed and\nthe City Constable was instructed to secure samples of milk from\nthe various farmers for testing\npurposes.\nThe communication from the\nCity Clerk of Toronto requesting\nthe Council to sign a petition\nasking for an amendment to the\nBritish North America Act to\nprovide for the abolition of the\nSenate of Canada, was received\nand filed. CUMBERLAND, 8.C.\nOF DISALLOWANCE\nOttawa, June 4,\u00E2\u0080\u0094The Dominion Government has disallowed\nthe act passed by the British Columbia Legislature in 1917 amending the Vancouver IslancpSett\nlers Rights Act, 1904. The principal ground of disallowance is\nthat this legislation interfered\nwith Dominion policy and affected the title to certain lands on\nVancouver Island conferred by\nthe Province on the Dominion,\nas v ell as the title granted by\nthe Dominion to the Esquimalt\nand Nanaimo Railway Company.\nPurthi r, it is claimed, the legislation so affected the present\nholders in regard to what had\nbeen conferred on them by the\nDominion that, for the protection of the Dominion interests involved, it was deemed necessary\nto exercise the power of disallowance.\nRailway belt lands on Vancouver Island and the mineral rights\n, to such lands are in question in\nthe disallowed legislation. The\ndisallowed act of 1917 amended\nthe 1904 statute in such a manner\nas to. extend the delay within\nwhich application could be made\nby persons who had been in occupation if the railway belt lands\nprior to 1883 for crown grants to\nwhich the 1904 act declared them\nto be entitled to.
