Guilbault, another of the directors, in the\ncampaign to dispose of the stock, or\nat least a good portion of it, to local\npeople. Mr. Guilbault is expected\nto reach thc city on Thursday. Mr.\nMarsh is optimistic as to the future\nof the venture, and hopes by producing hard facts to overcome whatever\ndistrust may have arisen in tho district with regard to the proposition.\nIt is understood that there are prospects of outside capital becoming interested in the proposition, but according to the views of the promoters, it would be more desirable from\nthe local standpoint to have local capital interested in the company at\nleast to the extent of a majority of\nthe stock issued.\nSteps are to be taken right away\nto acquaint the public fully with all\naspects of the proposed oil refinery\nby means of the distribution of prospectuses and other literature, and a\nlittle later a public meeting may be\nheld in the city in connection with the\nproposal. The set is\na six tube super heterodyne, and has\na wide range. Concerts have been\nreceived from all parts of the country. The set was purchased through\nthe B.C. Spruce Mills store, and is\nthe second one to be put into use a',\nthe camps, the other set is in the\npossession of Mr. K. K. Lunn, at\ncamp two.\nMiss Emily Pietcher of Cranbrook,\nspent the week-end at the home of\nMr. and Mrs. L. T. Dwelley.\nMr. and Mrs, Gustafson, newly-\nweds, of Spokane, spent their honeymoon at the home oi Mr. and Mrs. T.\nGustafson, of this place. The new-\nlyweds returned to Spokane the latter part of last week.\nTbe Banff orchestra will play in\nl Lumberton next Tuesday evening.\nThis is the first dance for which the\nBanff orchestra has been engaged lo\nplay in this place and it is hoped\nthere will be a large turnout on this\noccasion. A good time is assured toi\nall who attend.\nThe new trimmer which is being\ninstalled in the sawmill, is gradually\nnearlng completion, under the supervision of Mr. 0. MACBETH, in the Vancouver Sun)\nEfforts are now being made to\nhave the Historical Sites Society of\nCanada take up the matter i>f restoring and preserving Fort Steele,, the\npioneer fort of the Mounted Police in\nthis province. So far as is known it\nis the only fort built by that famous\ncorps in this province. It is called\nafter one of the most distinguished\nofficers of tlie frontier force nnd it\nis beautifuly situated on the high\nbanks along the Kootenay not far\nfrom Windermere where a year or so\nago a fine monument to the memory\nof David Thompson, the noted explorer, was dedicated.\nFort Steele was built in 1887 by\nSuperintendent Samuel B. Steele\n(afterwards Major General Sir S. B,\nSteele), and his (D) division of the\nNorthwest Mounted Police. Besides\nbeing one of the most distinguished\nand best known of Mounted Police\nofficers, Superintendent Steele was\nperhaps more closely associated with\nthe early history of B.C. than any\nother officer of the force, for not\nonly did he build Fort Steele and restore order in the Kootenay, but he\nalso commanded the Mounted Police\nmaintaining the law on the line of\nconstruction of the C.P.R. in B.C,\nJ 884-85, and was in command in the\nYukon Territory during the great\ngold rush of 1898.\nWould Be Monument\nFort Steele was built as a direct\nresult of the trouble between the\nwhite settlers and the Indian Chief\nIsadora in 1887, and it was from this\nfort that Superintendent Steele restored order and good feeling. On\naccount of all these facts, and be\ncause it would stand as a monument\nto Superintendent Steele and the N\nW. M. P., and would give the'future\ngenerations some tangible idea of\npioneer conditions, it is thought that\nwhat remains of the fort might well\nbe taken over by some official organization for perpetual preservation.\nThe story of the settlement of the\nChief Isadore difficulty, an important\nchapter in B.C, history, is well told\nin detail in Steele's biography, \"Forty\nYears in Canada.\" Briefly, the trouble began when in 1886, Chief Isadore of the Kootenay tribe, with part\nho hoped that when they returned to\nthe Northwest Territories, they would\nlook back with kindly feelings towards them.\nWhen they arrived, Isadore continued, tho whites and Indians of the\ndistrict had mutual distiust, but that\nhad disappeared, never to return,\nchiefly owing to the good advice given to the Indians by the olllcers of\nthe force and tho kindly and honorable behavior of tiie men. lie added\nthat if, in future, there was any\ncause for complaint, instead of taking the law in their own hands, they\nwould visit Fori Macleod to obtain\nadvice from the \"Great Mother's Redcoats.\"\nPromise Wai Kept\nThis promise was faithfully kept;\nthere has never been any trouble witli\nthe Indians of Kootenay since. The\ngreat alarm of the settlers was allayed thenceforward,\nThere are now only two of the original buildings of the old fort standing. The others were torn down\nfrom time to time, the material be\ning used for the construction of an\nIndian school at St. Eugene Mission\nIt is entirely due to tho late Mr. Galbralth that all have not been dismantled, and he, alone, was entirely responsible for their preservation in\ngood order up to the present time.\nAt present, the two buildings are\nin an excellent state of preservation,\nas Mr. Galbraith kept them in good\nrepair and they are entirely habitable, and if looked after will stand\nfor a number of years. Though only\ntwo in number, the buildings are tbe\nmost important of the original barracks, i.e. the commandant's quarters\nand the jail, to which is attached the\norderly room.\nIt is now suggested that the buildings might be taken over by an official organization, thus assuring their\npreservation for many years. When\nnecessary, they might be reconstructed in concrete as was the David\nThompson memorial at Windermere,\nrecently opened, but that time is still\ndistant. It will cost next to nothing\nto preserve them for another decade\n f or more, in their present state. There was no\norganized power in B.C. capable of\nenforcing Colonel Baker's wishes\nand, when Isadore broke open the\njail at Wild Horse Creek, matters\ncame to a head and the white settlers\nappealed to the Dominion govern-j\nment for help. As a result Superintendent Steele and -liis division were\nsent from the prairies to the scene of\nthe trouble. They came by train via\nGolden, where they camped for some\ntime and then marched, mounted, the\nrest of the way, establishing themselves on a site near Galbraith's Ferry, on August 1st, 1C87. Mr. R. L.\nT. Galbraith rented the ground to\nSupt. Steele for thc modest sum of\n$1.00.\nDiplomacy Needed\nSupt, Steele investigated thc\ncharge against Kapla but had to release him on account of insufficient\nevidence. It took 12 months of patient diplomacy to induce Isadore to\nstay on the land allotted him, but this\nwas eventually accomplished without\nserious trouble or any bloodshed. In\nJuly, 1888, all difficulties having I\nbeen smoothed out, Supt. Steele was\nordered to withdraw from B.C. He\nleft on August 7th by the Crow's\nNest Pass, thnt being the first time\nthat route hud been used by a military force.\nBefore his departure, Isadore came\n[to him and, at a sports meeting attended by all the whites and Indians\nof the district, informed him that ho\nwns thorounhly satisfied. Ile spoke\niu the highest terms of the manly I\nand moral behavior of the Mounted\nPolice, adding that when they caine!\ninto the district the Indians did not\nknow them and very naturally were is going to sue him for alienation of\nin doubt, but all had changed and affection--he loves himself so much.\"\netc., and the buildings might be used\nas a museum for the housing of historical objects connected with the\nold N.W.M.P. and with the Kootenay.,\nInterest To Tourist\nFort Steele lies in one of the finest\nscenic districts of British Columbia,\nou good roads, as well as in an important mining district. Thus there\nis considerable traffic in the district\nat all times and especially in the tourist season, Advantage might be taken of this to make the restored fort\npay for its own upkeep by means of\nn voluntary subscription box placed\nin a conspicuous position in one of\nthe buildings, as many hundred toui-\nists from the United States and Canada would undoubtedly take the\nbeautiful serine run to the fort in\norder to see it, especially if it were a\nmuseum.\nTo those vho knew something at\nfirst hand of \"Sam\" Steele's great\nwork for Canada and the empire\nthrough forty strenuous years, it\nseems highly fitt'ng that the present\noccasion be used to preserve a special\nlandmark, as a tribute to the services\nof this remarkable man. He was\nknown to most people perhaps, as a\nfighter on majiy fields and no man\ncould more swiftly become the embodiment of irresistible energy when\noccasion demanded. lint u> those\nwho know the h;story of this country\nmore intimately, Steele was a diplomat and an administrator whose extraordinary ability saved the frontier\nfrom many an expensive and dangerous complication.\nIt is breaking no confidence to say\nthat after all his opportunities on ibe\nfrontiers, ho had kept so close to his\nduty that he hnd made nothing fur\nhimself and died in comparative poverty. It may be thnt people will see\nin th:s proposal \u00E2\u0096\u00A0 lo preserve Fort\nSteele an opportunity not only to\ncommemmorate un important historical event but an occasion to honor\nthe memory of an illustrious and singular ly devoted Canadian.\nI l\ni COMMUNICATION |\nCHANGE IN BULL RIVER MAIL\nCONTRACT\nTo the Editor,\nCranbrook Herald.\nDear Sir:\nAfter 13 or 14 years of strict attention to business, in which period\nno serious complaints have been lodged, William Scbad of Bull River has\nlost the contract for the mail service\nbetween Bull River and Wardner.\nIn the letter from the Calgary office notifying him of the fact, no\ncomplaint is made, lie is informed\nthat \"the department has advised\nthat you he given throe months notice\nof the termination of your contract,\nThe contract will terminate the 81st\nOctober.\"\nNaturally Mr. Scbad writes for the\nreason and gets no -satisfaction, consequently he wrote to the member fur\nthe district at Ottawa, Dr. King, and\nasked him kindly to find out the reason and let him know. This letter\nwas written on Sept. 12, aud was\nanswered on Sept. 17 by Dr, King's\nsecretary, who stated that the minister was in B.C., but Mr. Schad's\nletter would be placed before him on\nhis return, Mr. Schad had to write\na second time before getting an answer.\nOn the 18th of December last, over\nthree months after sending his first\nletter, Mr. Schad received Dr. Kind's\nanswer as follows:\nOttawa,\n18th Dec. 24\nDenr Sir:\nAcknowledging receipt of your\nletter which was received during\nmy absence in B.C., and that of\n10th December with reference to\nthe mail contract between Wardner and Bull River, I would state\nthat seemingly Mr. Jostad received\nthe contract on account of running\na jitney between these two points\nnnd his being willing to give the\nsame service at the same remuneration. I regret that owing to my\nabsence from the city your correspondence has remained so long\nunanswered.\nYours truly\nJ. II. Power is\nto be generated at Surprise Raplda\nin the Columbia River north of Golden, and about IS miles from the\nmain lino of the C.P.R.\nThe first piece of work will be the\nconstruction of the 18 mien of railway to the site of the proposed power plant. This road will be used\nfor the transportation of materials\nto the site and for the removal of the\nsplendid stand of t'mher which\nwould otherwise be destroyed by submersion in the great storage basin to\nbe created by the erection of a gigantic dam across the rapids. This\nbasin is expected to be nbout twenty\nmiles long and the power development is expected to reach a capacity\nof 37,000 horse power.\nRemoval of the timber and con-\nstruct'on of the dam and power plant\nwill probably proceed simultaneously\nthe company then erecting its transmission line from the power plant to\nthe main line of the railway and its\ndistribution lines east and west from\nGolden as far as electrification policy is to be employed.\nSub-stations will also have to be\nerected at intervals of about thirty\nmiles along the line.\nIt is expected that when this section of the road has been completely\nelectrified the work will be extended\nwestward to the coast.
