With his usual pomposity\nand haughtiness the mayor charged\nspeaker with butting in finally saying that It was for the audience to\ndecide.\nMr. Le'e turning to the audience\nWonderful are the suggestions put afiRed the[r opMon which waa en.tire-\nforth to inveigle a candidate to dig1 ]y Jn h,fl fiinr> whereupon Mr. Keary\nHALLUCINATIONS.\nbeing elected mayor, should be to\nhave a thorough investigation made\ninto the city's true position financially; for every citizen has a prescriptive right to demand assurances from\nthe proper official as to the civic\nfunds. I\nEvery meeting held in support of\nthe reform candidate has been addressed by the mayor, and It is interesting to note his remarks briefly. At\nSapperton his principal talk was\nabout the Immorality which, he stat-!\ni\nc-d, existed in the city, which he has'\ncontrolled for eight years. He at-\nfill an office because he has not occupied a subordinate one, but we may\ngo further and ppint out that many\na man of success has only won it because he picked out a bright, willing\nand painstaking subordinate and placed him in a position of authority, he\ngave hiim a chance, and thereby\nshowed discretion and his own business acumen at the same time.\nSo with New Westminster, the\nbusiness men now say: Our manager\nhas overgrown himself, he has lost\ninterest in the old firm, and transfer*\ni red his allegiance practically ito an-\ntacked, not Mr. Lee, but a number other Jirm; they p&y him ,bettep, we\nof citizens occupying the finest build\ning in the city, and vilified their re\nputation publicly. Lee, outside the rail.\n.And yet the mayor claims to be a\ngentleman and courteous with all.\nThe meeting was an exact replica\na\u00C2\u00A3 what the aldermen of the. past\nhave had to put up with and we only\nwish that every citizen had been pre-\nso\u00C2\u00BBt at the meeting to see for themselves the style In which the mayor\nconducts meetings or rather dominates them according to his own\nsweet will.\nIf they had John A. Lee would have\nhad a larger majority than he will\nMr. Lee has put forth no construe- have\nand references\u00E2\u0080\u0094which he subsequently used as necessity arise.\nHe though'. Mr. Lee \"was green\"\nand wouid give way to his request to\nselect his own time for speaking, i.e.,\nafter the man who had hired the hall\n\u00E2\u0080\u0094but Jack was up to snuff.\nMr. Keary then said; \"I have never\nbought one lot at a city tax sale.\"\nThis was challenged at once by a\nlistener who asked\u00E2\u0080\u0094what about\nCameron's five acre lot? \"I never\nbought that, and never got a cent\nout of it,\"was the reply. N. B.\u00E2\u0080\u0094\nLater on Mr. Keary had to publicly\nretract\u00E2\u0080\u0094his memory was at .fault.\nEx-Alderman Garrett challenged\nthe mayor's action in leaving his\nchair to support his own railway corporation's claim for privileges. This\nhe denied, saying \"It is not true, I\nnever left my chair except in committee and then not for such a pur-\nrose, I would not do such a thing.\"\nYet he had to admit \"leaving the\nchair for the purpose of in committee.\"\nIs this not serving two masters?\nMayor Keary stated that the timber\nor, the city land at Coquitlam lake,\nwas almost valuless. Mr. Lee challenged this statement/by asking if it\nwas not true that the city had beeb\noffered. $20,000 for the timber thereon, bj Ironside, Rannie & Campbell?\nNo reply.\nThese two meetings Wiere called by\nMr. Lee and his opponents were also\npment In the audience, but nothing\n\u00E2\u0096\u00A0brought up was even criticised, in-\nfleu.J, the audiences were, .fully im-\n\" pr-.--,\"ed with th fact that:\nThere Is much room for improve*\ntions? For the city treasurer gives\nhim a statement of affaivs and then\n\u00E2\u0096\u00A0the mayor tells an -audience, from\nthe platform, that the city treasurer's\nfigures are incorrect. AArho ought to\nKnow best? Surely the man who attends ito the details of the city funds.\nIs the city treasurer another nonentity?\nIt i.-3 clear you must have a correct\nbasis for a constructive policy and\nwhen the financial basis is in conflict, it becomes necessary to wait\n\u00E2\u0080\u0094and watch.\nTRANSPORTATION QUESTION.\nMAYORAL DICTATION.\nAt the Opera House meeting on\nThursday Mayor Keary announced\nthat ho bad been requested, as it was\ngtll.nt. late, to call a public meeting\nat the City Hall on Saturday night to\ngi/o the 'Aldermanic candidates a\nchance to address the electors.\nA meeting was held as announced,\nbu; In th morning paper appeared a\n-reci tst signed by half a dozen -or so\nof Mr. Keary's supporters asking for\nthe. meeting to be hold for the purpose of hearing the mayor and al-\nd'eimen of 1909.\nOne of the 1910 aldermanic candidates rose after the meeting was\ncalled to order and asked If the candidates .for the 1910 council were to\nb* given a chance to speak? Mr.\nKeary was disdainful and gave no\nsatisfactory reply.\nJohn A. Lee, the mayor's opponent\nthen rose and gave his view stating\nit was very important that the aldermanic candidates should be heard as\nThere Is scarcely a man in this\ntown that has not become incensed\nUgainat the street railway -sea-vice;\nand there is no reason why It should\nnot be improved; for facilities exist\nnow for frequent cars throughout the\ncity proper, whilst the traffic is sufficient to admit of at least a 15\nminute service to all parts.\nOn the Vancouver route, there\nshould be a service as far as the Orphanage every quarter also, for th*\npeople of Burnaby have as great a\nright to our consideration as our inside residents, they shop in town and\nit is to the Interest of the company to\ninduce th#m to travel In this direction.\nThe Citizen has frequently noticed\ncars going up the hill on Twelfth\nstreet packed Inside and out, even\nto the fenders, and this is not a casual occurrence, but actually repeated every afternoon and early evening.\nWhy not put on one or two special\ncars during busy hours? The working man is entitled to comfort and\nconsideration; and rates are high\nenough to warrant It.\nWhy has not the city council acted In this matter?\neasy in the opinions of many in submitting themselves to autocratic domination.\nIt Is to be regretted that Alderman\nHenley will be missing from the\nboard, for he earned the gratitude of\nthe citizens by a genial, courteous\nreadlnes? to consider matters brought\nto his notice and he has undoubtedly\nendeavored to fill an onerous position with credit to the city and himself, personally investigating and not\nshirking (the responsibilities of .his\ndepartment.\nThe other members are offering\nthemselves for re-election, and there\nIs every reason to believe that the Incoming mayor will be supported by\na board of aldermen who are experienced, and capable in the details of\ncivic government. It would be a\nthing to be deplored if several members, whom it would be Invidious to\nname, did not re-occupy their chairs,\nthough It is probable that a shuffling\nof the various duties would prove of\ngreat advantage.\nParticularly is it necessary to secure a good live up-to-date chairman\nfor the department of finance; and\nwe believe that there should be no\ndifficult tatk In selecting a suitable\nman for this very Important position\none who will be genial, careful of the\ncity funds and y.et realize that there\nare times when the purse s.rlngs\nshould be opened sufficiently to assist\nin the future prosperity of the citizens.\nThe board of works needs a man\nwho has time and knowledge at disposal; for particularly is I*, necessary\nthat our street paving material shall\nbe of the best quality and that a satisfactory proportion of the materials\nbe allowed by the contractors, If we\nare to avoid the trouble experienced\nin so many cities after brief trials\nof new cement sidewalks; we cannot\nafford by negllg/mee to risk any\nsimilar difficulties. The water and\nlighting of the city will, during the\ncoming year, he ever under discussion, and carefully watched by the\ncitizens; whilst the control of other\ndepartments require keen business\nmen at the helm If the citizens are\nto reap the fullest benefit now, and\nIn the future.\nLet every voter be alive to his own\ninterests and remember that the\nprogress of the city may rest upon his\nIndividual vote.\na?\nTHE CIVIC COUNCIL.\nNever has It been so necessary for\nthe voter to exercise care and judgment in selecting its aldermanic\nboard as it is this election, for, whilst\nthe out-going officials have done ef\nfeotlve (service in many directions, let go in private\nTHE LAST DITCH,\nThe suppirters of One Man government, autocratic domination of the\npeople; secret conclaves, and private\narrangements are at the last ditch.\nThe Reform Candidate, John A. Lee,\nhas not shirked any subject which he\nand his supporters considered It wa9\nwise to bring before the public at\nthe present time, for there are many\nother subjects which ought to be Investigated, but It is not always sound\npolicy to wash your dirty linen in\npublic.\nThe mayor has failed miserably, to\nclear himself of the charges openly\nmade by his opponent, and there Is\nample evidence that he Is not only\ndiscourteous, but actually insulting.\nThe suave, would-be-dlgnlifled dictator, as seen In public Is a very different man when riled, and able t\u00C2\u00AB\nI\n'Vy\"\ #w Monday, Dec. 1&, 1900.\nTHE CITIZEN.\nTHE BOARD OF TRADE.\n\"I\nFor some strange reason the mayor\nhas long been at odds with the business m.en of the city, as shown by his\nopposition to, and his neglect In supporting any suggestions emanating\nfrom the Board of Trade.\nHe and Alderman Jardine, have\nparticularly distinguished themselves\nby insisting that the members of the\nboard were \"Interfering in what did\nnot concern them\" and that the council would (when the fit took It) take\nInto consideration the matters discussed by the Board, In the Interests\nof the city, and recommended to the\ncouncil.\nThe Board of Trade has taken action amongst other things on the following subjects during the last yenr\nand it Is for the electorate to determine whether they have exceeded\ntheir rights or inter fer red unduly:\nAdvertising the city abroad and in\nthe Pi-alrlk provinces.\nCement sidewalks for Columbia\nstreet and gradually everywhere else.\nReduction of fares betwen this city\nand Vancouver, via B. C. IE. R.\nCleaning up back streets and open\nspaces.\nLighting the approaches to the G.\nN. R. depot at Westminster bridge.\nReduction of freight rates on C.\nP. R.\nImproved advice /to Westminster\nJunction.\nRe-establishment of Agassiz local.\nAbolition of tolls on Westminster\nbridge.\nDangerous crossings at city boundary.\nCondition of Brunette street and\nDistillery hill.\nNecessity of new depot and improved service on G. N. R.\nSteamship service dally to AMctoria.\nImprovements in the Fraser River\nchannel.\nMore public spaces to be made out\nof government owned lands.\nObjection has even been made to\nthe Board of Trade Inviting prominent\nvisitors and entertaining them as\nguests without previously consulting\nHis Worship.\nIn this campaign Mayor Keary has\npublicly expressed his willingness at\nall times to receive advice on matters\naffecting the interests of the city\nand citizens, but his failure to act,\nor support the above specified subjects of vital Importance, show that\nMayor Keary has failed to realize the\nfact, that the Board of Trade is the\nmouthpiece of the entire commercial\nsection of the community, which be\ninsulted by charging, and allowing It\nto be charged, in the council that\nthe Board of Trade was always \"butting in.\" Yet the- mayor claims that\nhe is neither dictatorial, Insulting, or\ndiscourteous.\nADVERTISING.\nThe citizens have spoken with no\nuncertain voice regarding the need\nof Publicity, but nothing has been\ndone, apparently because the mayor\nlias no desire ifor this most desirable\nresult being carried out. If he initiates a plan it Is good, but nothing\ninitiated by the Board of Trade appears to be worthy of receiving his\nsupport. It is immaterial that the\ncity is thrown backward, or that the\nmercantile and industrial pursuits are\nhampered, so long as his despotic will\nis obeyed. No literature has been\navailable for use at the A. Y. P. Exposition, nor at the exhibition at\nQueen's Park; nothing even for distribution to enquirers, except a\nsingle artiole (sandwiched amidst a\npamphlet entitled \"Cities of Puget\nSound) for which the city council expended several hundred dollars\u00E2\u0080\u0094\nwasted money.\nThis, notwithstanding repeated efforts by the Board of Trade to induce\nimmediate action.\npast; it Is clailm.ed that wonderful\nprogress has marked the city during\nthe last year or two, but will any person believe It, when he looks on the\nroadbeds of Twelfth street and other\nsimilarly situated streets? He at-\ntacked, not Mr. Lee, but a number j\nof citizens occupying the finest build-\ning in the city, and vilified their re-|\nputation publicly. For the city treasurer gives\nMm a statement of affaivs and then\nthe mayor tells an audience, from\nthe platform, that the city treasurer's\nfigures are incorrect. Surely the man who attends to the details of the city funds.\nIs the city treasurer another nonentity?\nIt is clear you must ha,ve a correct\nbasis for a constructive policy and\nwhen the financial basis is in conflict, it becomes necessary to\n\u00E2\u0080\u0094and watch.\nwish that every citizen had been pre-\nseit at the meeting to see for them-\n\"Tlvies the style In which the mayor\nconducts meetings or rather dominates them according to his own\nsweet will.\nIf they had John A. Lee would have\nhad a larger majority than he will\ni have.\nwait\nMAYORAL DICTATION.\nAt the Opera House meeting on\nThursday Mayor Keary announced\nthat ho- had been requested, as it was\ngttt.n-. late, to call a public meeting\nat the City Hall on Saturday night to\ngi/e the 'Aldermanic candidates a\nchance to address the electors.\nA meeting was held as announced,\nbu; In th morning paper appeared a\nrcci'.-'-t signed by half a dozen or so\nof Mr. Keary's supporters asking for\nthe meeting to be held for the pur-\npise of hearing the mayor and al-\ndreimen of 1909.\nOne of the 1910 aldermanic candidates rose after the meeting was\ncalled to order and asked If the candidates for the 1910 council were to\nhi given a chance to speak? Mr.\nKeary was disdainful and gave no\nsatisfactory reply.\nJohn A. Lee, the mayor's opponent\nthen rose and gave his view stating\nit was very important that the aldermanic candidates should be heard as\nTRANSPORTATION QUESTION.\nThere Is scarcely a man in this\ntown that has not become Incensed\nfcigainst the street railway -service;\nand there is no reason why It should\nnot be improved; for facilities exist\nnow for frequent cars throughout the\ncity proper, whilst the traffic is sufficient to admit of at lea3t a 15\nminute service to all parts.\nOn the Vancouver route, there\nshould be a service as far as the Orphanage every quarter also, for tin\npeople of Burnaby have as great a\nright to our consideration as our inside residents, they shop in town and\nit is to the interest of the company to\nInduce them to travel In this direction.\nThe Citizen has frequently noticed\ncars going up the hill on Twelfth\nstreet packed Inside and out, even\nto the fenders, and this Is not a casual occurrence, but actually repeated every afternoon and early evening.\nWhy not put on one or two special\ncars during busy hours? The working man is entitled to comfort and\nconsideration; and rates are high\nenough to warrant it.\nAVhy has not the city council acted In this matter?\nTHE CIVIC COUNCIL.\nNever has It been so necessary for\nthe voter to exercise care and judgment in selecting its aldermanic\nboard as It is this election, for, whilst\nthe out-going officials have done effective service In many directions,\nthey have as a body, been a little too\nprone to rely upon the directions, or\nsuggestions of the supreme head; too\neasy in the opinions of many in submitting themselves to autocratic domination.\nIt is to be regretted that Alderman\nHenley will be missing from the\nboard, for he earned the gratitude of\nthe citizens by a .genial, courteous\nreadiness* to consider matters brought\nto his notice and ho has undoubtedly\nendeavored to All an onerous position with credit to the city and himself, personally investigating and not\nshirking (the responsibilities of .his\ndepartment.\nThe other members are offering\nthemselves for re-election, and there\nIs every reason to believe that the Incoming mayor will be supported by\na board of aldermen who are experienced, and capable in the details of\ncivic government. It would be a\nthing to be deplored if several members, whom it would be Invidious to\nname, did not re-occupy their chairs,\nthough It Is probable that a shuffling\nof the various duties would prove of\ngreat advantage.\nParticularly is it necessary to secure a good live up-to-date chairman\nfor the department of finance; and\nwe believe that there should be no\ndifficult tark in selecting a suitable\nman for this very Important position\none who will be genial, careful of the\njity funds and y.et realize that there\nare times when the purse s'-rings\nshould be opened sufficiently to assist\nin the future prosperity of the citizens.\nThe board of works needs a man\nwho has time and knowledge at disposal; for particularly is It necessary\nthat our street paving materia) shall\nbe of the best quality and that a satisfactory proportion of '.he materials\nbe allowed by the contractors, If we\nare to avoid the trouble experienced\nin so many cities after brief trials\nof new cement sidewalks; we cannot\nafford by negligence to risk any\nsimilar difficulties. R.\nImproved service |to Westminster\nJunction.\nRe-establishment of Agassiz local.\nAbolition of tolls on Westminster\nbridge.\nDangerous crossings at city boundary.\nCondition of Brunette street and\nDistillery hill.\nNecessity of new depot and Improved service on G. N. R.\nSteamship service daily to Victoria.\nImprovements in the Fraser River\nchannel.\nMore public spaces to be made out\nof government owned lands.\nObjection has even been made to\nthe Board of Trade Inviting prominent\nvisitors and entertaining them as\nguests without previously consulting\nHis Worship.\nIn this campaign Mayor Keary has\npublicly expressed his willingness at\nall times to receive advice on matters\naffecting the interests of the city\nand citizens, but his failure to act,\nor support the above specified subjects of vital importance, show that\nMayor Keary has failed to realize the\nfact, that the Board of Trade is th\u00C2\u00AB\nmouthpiece of the entire commercial\nsection of the community, which be\ninsulted by charging, and allowing It\nto be charged, in the council that\nthe Board of Trade was always \"butting in.\" Yet the mayor claims that\nhe is neither dictatorial, insulting, or\ndiscourteous.\nADVERTISING.\npast; it Is clalmied that wonderful\nprogress has marked the city during\nthe last year or two, but will any .person believe it, when he looks on the\nroadbeds of Twelfth street and other\nsimilarly situated streets? Save a\ncent\" and spend a dollar (when you\nare compelled to, by force of circumstances) this seems to have been the\ncivic policy\u00E2\u0080\u0094No foresight; no enter-\nprize.\ngagas -i \u00E2\u0080\u0094\nCI1Y ORDINANCES.\nPURE WATER.\nThe citizens have spoken with no\nuncertain voice regarding the need\nof Publicity, but nothing has been\ndone, apparently because the mayor\nlias no desire 'for this most desirable\nresult being carried out. If he initiates a plan it is good, but nothing\ninitiated by the Board of Trade appears to be worthy of receiving his\nsupport. It is immaterial that the\ncity is thrown backward, or that the\nmercantile and Industrial pursuits are\nhampered, so long as his despotic will\nis obeyed. No literature has been\navailable for use at the A. Y. P. H. Keary; who again transferred It to an employee in the City Hall,\nwho said it for $3500 to one Padmore\n\u00E2\u0080\u0094according to the evidence of the\nRegistry Office! ,\nStreet improvements, throughout\nthe city.\nAdvertising the city and district,\n'far and wide.\nSearching for and introducing new\nindustries,\ni Clearing up all debris, and deleterious refuse.\nGuarding, by every possible means,\nour water supply.\nControl of civic affairs by the elected representatives.\nMaking aldermen responsible for\ndepartments,,\nPublic advertising of lands for sale.\nNo favoritism in distributing civic\npatronage.\nFree and open discussion on civic\nmatters.\nAbolition of the municipal Star\nChamber procedure.\nA progressive policy on strict business lines.\nNo more private arrangements, or\nagreements.\nNo outside control, but the city\nutilities for the people.\nAbolition of one man government.\nMaking city officials responsible for\nwork done.\nJudicious, but agressive policy of\nadvancement.\nTo make the financial condition\nsound enough to reduce taxation.\nVOTE FOR JOHN A. R.\nMr. Lee at Sapperton emphatically\nstated that he was not in opposition\nto this company, but would lend it\n\u00E2\u0080\u00A2very assistance in his power so far\nas its interests were intended to\nstrengthen those of the city and district.\nHe would consistently and strenuously oppose any company or corporation\u00E2\u0080\u0094not merely the B. C. E. R.\n\u00E2\u0080\u0094which attempted to obtain powers,\neither openly or by undue Influence,\nwhich In his opinion were prejudicial\nto the citizen's prosperity;\nONE WHO KNOWS.\nThe paid organ of the \"corporation\ncandidate\" publishes a letter purporting to come from a lady contributor,\nsigning herself as above, but the\nwriter should be more careful in exercising the wellknown characteristic\nof his style of writing.\nThe Citizen suggests, in future, that\na Bister or female cousin, be confidentially asked to \"edit\" any similar\ncontribution before it is posted to the\npublication which it is intended to\nadorn, though possibly it was\nthought unnecessary to take that precaution even.\nHowever, the \u00E2\u0096\u00A0'scurrilous sheet\"\nreferred to, has not gone as far as\nthe writer of the letter, signed \"One\nWho Knows,\" in betraying the secrets\nof the iadles' meeting, and had It\nbeen known that secrecy was desired\nthe \"Citizen\" would have guarded the\nsubject with all due discretion, but\nwhat is talked about freely is usually\nconsidered 'good copy\" and \"the man\non the street\" must not be censured\nfor fulfilling the duty Imposed upon\nhim.\nThe Citizen honestly believes, that\nit has opened the eyes of some ratepayers; that it has voiced the opinions of a large majority;, and that It\nhas done so without any intentional\ndiscourtesy, which justifies the epithet\napplied by this masculine-lady, no\none regrets It more than the editor,\nand he trusts that Its imperfections\nwill not prevent him asking your vote\nand interest for the Reform Candidate\nJOHN A. LEE.\nMAYOR'S BOASTED DIGNITY\nGOES DP IN WRATH\nSaturday evening's meeting In the\ncity hall was a sad blow, a sad, sad\nblow to the glowing platitudes which\nhave been uttered during the past\nweek with Mayor Keary and his dignified cordiality for their subjects.\nThat His Worship was In earnest,\nvindictively so, in his treatment of\nMr. John A. Lee, the People's Candidate, was plain to all, but the urbanity, the smooth, polished manner,\nth\u00C2\u00AB gentlemanly bearing had given\nplace to unseemly Ire and a boorlst\nI tongue.\n\"There you are, butting In again,\"\nwas this Chesterfield's drawing room\nreception of Mr. Lee, when the latter\nclaimed the right to address the rate\npayers, if His Worship Intended to do\nso.\nAgain Mr. Lee put h'la civil query\nto the chair, and again came from the\narbiter of \"company manners,\" \"there\nyou are again. Who's chairman of\nthis moeting?\"\nKeary Parrot's Voice\u00E2\u0080\u0094\"Sit down.\nWho's chairman here?\"\nA third time the people's candidate\ntunned to Chairman Mayor Keary.\n\"Mr. Chairman, ladles and (gentlemen, I would like to get an expression\nof opinion from this meeting as to\nwhether I am to be allowed to speak\nIf His Worship chooses to address\nyou.\"\n\"Addrcra the chair, who's chairman\nhere?\" came again from His gentlemanly Worship.\n\"I have addressed the chair twice,\"\nanswered Mr. Lee, \"and I did this\ntime as well, but I have not been able\nto get a civil answer to a civil question.\"\nAt this sta.j/-, one ratepayer moved\nand another seconded a motion that\nMr. Lee be given an opportunity to\ni-peak. In the general uproar that\nfollowed the motion carried.\nNOT A WORD WAS SAID.\nIn spite of the fact that the question of the erection of the Vancouver\nPower Company's dam at Coquitlam\nlake and its possible effect on the purity of the city's water supply has\nproven one of the most Important\nthat has arisen since the founding of\nNew Westminster; in spite of this,\nAid. jardine baa stated In public,\nthe Mayor being present, that never\nhas this matter been discussed In the\nCity Council, either in committee or\nIn open session*\nA CHAMPION KNOCKER.\nMr. Keary at the Dominion Exhibition held in this city is reported In\nthe press to have stated the hotels of\nthe city were not fit to stay In.\nHe recently stated, publicly, that\nhe had \"never knocked any one at\nany time.\" Perhaps not any one,\nhut h6 distinctly knocked the city.\nDON'T YOU THINK.\nDon t you think that the contention of John A. Leo Is a correct one,\nwhen he says, that a man who is\nholding an official position in a corporation whose interests are specially Identified with this city should not\noccupy the posllon of mayor?\nDon't you think that a city situated\nas New Westminster Is, should have\na mayor who Is subject to no control\nbeyond that of the citizens?\nDon't you think that the mayor\nhas stood up for his own individuality and endeavored to force his opinion unduly?\nDon't- you think that eight years\nof office as mayor Is too long for any\nman?
