FORREST,\nCommissioner of Teachers' Pensions.\nNovember 29, 1967.\n TEACHERS' PENSIONS ACT\nANNUAL REPORT\nReport of the Business Done in Pursuance of the Teachers'\nPensions Act during the Period January 1, 1966,\nto December 31, 1966\nSections 6 and 7.\u00E2\u0080\u0094Contributions received from teachers totalled $6,093,196,\nconsisting of basic contributions of $5,655,552, extra and voluntary contributions\nof $405,477, individual repayment of refunds for reinstatement of $17,110, and\nindividual contributions for approved periods of leave of absence of $15,058.\nAs at December 31, 1966, there were 17,462 teachers making current contributions, of whom 74 were employed by other than school districts. In addition\nthere were open accounts in the following categories:\u00E2\u0080\u0094\nTeachers out of service less than two years 1,978\nTeachers with deferred vested pension rights 140\n2,118\nTeachers out of service more than two years 1,696\nSection 8 (1).\u00E2\u0080\u0094Employer basic contributions received from the Minister of\nFinance based on 16,077 teachers contributing in December, 1965, amounted to\n$4,521,831.\nSection 8 (3).\u00E2\u0080\u0094Employer contributions received from the British Columbia\nTeachers' Federation and employers other than school districts for teachers on\nloan, etc., amounted to $34,194. As at December 31, 1966, there were 74 teachers\nin this category.\nSection 8 (5) and (6).\u00E2\u0080\u0094The net rate of interest earned during 1966 after\ncharging administration expenses was 5.1767 per cent. After distributing interest\nfor 1966 to the Basic Account at the guaranteed rate of 4 per cent, amounting to\n$3,437,742, and to the Retirement Annuity Account at the net earned rate of\n5.1767 per cent, amounting to $1,386,646, the excess net interest earned during\n1966, amounting to $1,089,182, was transferred to the Interest Reserve Account.\nA statement of the Interest Reserve Account is shown below:\u00E2\u0080\u0094\nBalance at credit, January 1, 1966 $2,185,765\nExcess interest earned during 1966.... 1,089,182\n$3,274,947\nCharges during year under section 8 (6):\u00E2\u0080\u0094\nPortion of monthly medical premiums in\nrespect of eligible pensioners from\nSeptember, 1966, amounting to $2.25\nin the case of a single member or $4 in\nthe case of a member with dependents $10,363\nReimbursement to employers of Canada\nPension Plan employer contributions\npaid by them in respect of employees\nto whom the Teachers' Pensions Act\napplies 1,353,096\n 1,363,459\nBalance at credit, December 31, 1966 $1,911,488\n5\n2\n K 6 BRITISH COLUMBIA\nSection 11.\u00E2\u0080\u0094Superannuation allowances were granted to 191 teachers who\nattained retirement age. For analysis see statements of comparative statistics\nappended.\nSection 14.\u00E2\u0080\u0094Superannuation allowances were granted to six teachers who had\nbecome totally and permanently disabled.\nSection 15.\u00E2\u0080\u0094Superannuation allowances were granted to the dependent in the\ncase of six teachers who died while still in service, and refunds totalling $66,634\nwere made in the case of 20 teachers who died while still in service.\nSection 16.\u00E2\u0080\u0094Refunds totalling $1,091,879 were made to 1,102 teachers who\nleft the service of their employers.\nSection 20.\u00E2\u0080\u0094Actuarial and administration expenses paid from the Fund\namounted to $79,040.\nSection 25.\u00E2\u0080\u0094The securities held by the trustees on December 31, 1966, are\nset out in Schedule No. 1 of this Report. During the year $14,253,000 par value\nbonds were purchased, the average yield being 6.12 per cent, and $3,122,600 par\nvalue bonds were redeemed, resulting in a net increase of $11,130,400 par value\nbonds held by the trustees between December 31, 1965, and December 31, 1966.\nPrices paid for securities bought or sold are determined by market conditions at\nthe time of transfer. Every effort is made to invest the funds as soon as they\nbecome available and at the maximum yield possible at the time of purchase.\nSection 37.\u00E2\u0080\u0094During the year the Teachers' Pensions Board held two meetings,\nduring which 114 cases were dealt with, in accord with adopted Board policy,\ninvolving applications for disability pensions, reinstatements, and permission to\nmake contributions during or following a justifiable leave of absence so as to avoid\nloss of service credit for pension purposes.\nW.
