SUPERANNUATION REPORT, 1954-55\nREPORT OF THE BUSINESS DONE IN PURSUANCE OF THE \" CIVIL SERVICE\nSUPERANNUATION ACT\" DURING THE FISCAL YEAR 1954-55\nPart I.\u00E2\u0080\u0094Civil Service Superannuation Fund\nSections 4, 7, 8, and 9.\u00E2\u0080\u0094Regular contributions received from employees amounted\nto $1,518,782.93. Employer contributions received amounted to $1,518,894.66, consisting of $1,517,947.74 provided by the Minister of Finance and $946.92 provided by\nthe Inspector of Dykes and Commissioner of the dyking districts. As at March 31st,\n1955, there were 7,748 active contributors to the Fund.\nSection 11.\u00E2\u0080\u0094Special voluntary contributions received from employees amounted to\n$246,312.18. As at March 31st, 1955, there were 1,179 active employees making special\nvoluntary contributions.\nSection 13.\u00E2\u0080\u0094As at March 31st, 1955, deposits with the Treasury at credit of the\nCivil Service Superannuation Fund amounted to $35,833,073.72.\nSection 14.\u00E2\u0080\u0094Interest in the amount of $1,640,251.67 was received from the Minister\nof Finance, calculated at the rate of 5 per cent per annum, based on the credit balances\nin the Fund.on April 1st, 1954, and October 1st, 1954, and credited as at September\n30th, 1954, and March 31st, 1955, respectively.\nSection 15.\u00E2\u0080\u0094(1) (a) A net total of $446,456.83 was transferred from the Employer's\nAccount to the Special Reserve Account pursuant to various sections of the Act.\nPrior-service pension payments chargeable to the Special Reserve Account amounted\nto $89,188.57.\nSection 16.\u00E2\u0080\u0094Former employees who were reinstated in the service of the Government made payments toward the reinstatement of their superannuation accounts amounting to $9,761.20.\nSection 17.\u00E2\u0080\u0094A statement of all moneys received and paid out under the provisions\nof this Act and the assets and liabilities appertaining to the granting of superannuation\nallowances under its provisions is given in the statement of revenue and expenditure and\nthe balance-sheet appended hereto.\nSection 18.\u00E2\u0080\u0094(1) Superannuation allowances were granted to eighty-eight contributors pursuant to this subsection. For analysis see statements of comparative statistics\nappended hereto.\n(5) A superannuation allowance was granted during the year to one former contributor employed on the New Westminster Bridge pursuant to this subsection. Pursuant\nto this subsection and agreement entered into between the Governments of Canada and\nthe Province of British Columbia, as authorized by the \" Police and Prisons Regulation\nAct Amendment Act, 1950,\" a total of $291.18 was received from the Royal Canadian\nMounted Police Pension Account and credited to Special Reserve, being return of\nemployer contributions not required for pension purposes in respect of three former\nmembers of the British Columbia Provincial Police who were subsequently discharged\nafter transfer to the Royal Canadian Mounted Police.\n(6) and (7) Regular contributions received from employees of a Board of School\nTrustees to whom these subsections apply amounted to $1,622.79. An equal amount\nwas received from the appropriation provided by \" Special Assistance in the Cost of\nEducation Act\" as a contribution from the employer to the Fund. V 6 BRITISH COLUMBIA\nSection 19.\u00E2\u0080\u0094(2) The Minister of Finance provided an amount of $3,040.02 in\naccordance with the provisions of this subsection as an employer contribution in respect\nof contributors whose superannuation classifications have been changed by reason of the\nreduction of their retirement age under the \" Civil Service Act.\"\nSection 21.\u00E2\u0080\u0094(1) Superannuation allowances were granted to dependents of four\nemployees who died while in service.\nSection 23.\u00E2\u0080\u0094Refunds totalling $25,128.60 were made to the widow or estate in the\ncase of eighteen contributors who died while in service.\nSection 24.\u00E2\u0080\u0094(1) Refunds totalling $497,313.26 were made to 1,136 contributors\nwho left the service of the Government.\n(2) Superannuation allowances were granted to three employees pursuant to this\nsubsection.\n(3) An amount of $17,387.75 was transferred to the contributors' credit in\nEmployees' Suspense Account in respect of thirty-five former employees who were out\nof the service of the Government for more than three years.\nSection 28.\u00E2\u0080\u0094Administration expenses amounting to $41,749.18 were paid from\nSpecial Reserve pursuant to this section and apportioned as follows: Civil Service\nSuperannuation Fund, $33,128.81, and Retirement Fund, $8,620.37.\nSection 29.\u00E2\u0080\u0094(2) The provisions of this subsection utilized to provide funds for\nsmall additional allowances granted pursuant to subsections (7), (8), and (9) of section\n19 before said subsections were deleted by the \" Civil Service Superannuation Act\nAmendment Act, 1951.\"\nSection 36.\u00E2\u0080\u0094An amount of $1,207.61 was paid over to the Minister of Finance\nfrom the account of one former contributor in accordance with the provisions of this\nsection.\nSchedule B.\u00E2\u0080\u0094An amount of $51,497.26 was paid out in supplementing allowances\ngranted prior to April 1st, 1953, pursuant to Schedule B. The Minister of Finance\nreimbursed the Fund for this amount out of Consolidated Revenue.\nPart II.\u00E2\u0080\u0094Retirement Fund\nSection 42.\u00E2\u0080\u0094Regular contributions received from employees amounted to\n$485,961.61. Employer contributions received amounted to $486,043.57, consisting of\n$485,843.65 provided by the Minister of Finance and $199.92 provided by the Inspector\nof Dykes and Commissioner of the dyking districts. Special voluntary contributions\nreceived from employees amounted to $11,251.95. As at March 31st, 1955, there were\n2,356 active contributors to the Fund.\nSection 43.\u00E2\u0080\u0094Interest in the amount of $221,232.31 was received from the Minister\nof Finance, calculated at the rate of 5 per cent per annum, in the same manner as under\nPart I of the Act.\nSection 46.\u00E2\u0080\u0094(2) Superannuation allowances were granted to fifteen contributors\npursuant to this subsection. For analysis see statements of comparative statistics\nappended hereto.\n(3) A superannuation allowance was granted pursuant to this subsection to the\ndependent of an employee who died in service.\nSection 48.\u00E2\u0080\u0094(1) Refunds totalling $150,296.23 were made to 266 contributors\nwho left the service of the Government.\nSchedule C.\u00E2\u0080\u0094An amount of $18,378.98 was paid out in supplementing allowances\ngranted prior to April 1st, 1953, pursuant to Schedule C.
