Bonner, Q.C.,\nA ttorney-General,\nVictoria, B.C.\nSir,\u00E2\u0080\u0094I beg to submit herewith the Thirty-third Annual Report of the Fire Marshal\nfor the year ended December 31st, 1954.\nAs in former years the work of the Office has been kept up during 1954. Two\nthousand four hundred and seventy persons registered for classes with our travelling\ninstructional unit and classes were held in 160 communities throughout the Province.\nA third pumper placed in service permitted an increase in attendance and places covered,\nand this addition and the need of replacement in staff have necessitated engaging five\nnew instructors.\nOur film library has proved to be an asset as a training aid and as fire-prevention\ninstruction to the general public. We have forty-four films on file and there have been\nover 300 film showings throughout the Province during the year.\nDuring the period under review there were sixteen prosecutions for arson, thirteen\nconvictions and three acquittals. Four of those concerned were found to be delinquents\nby the Judge of the Juvenile Court. There was one prosecution for mischief with one\nconviction, and eleven prosecutions under the \" Fire Marshal Act \" and regulations and\neleven convictions.\nOur hose-thread programme is up to the schedule we planned and we are well\nwithin the estimated cost of the work.\nThe fire loss for 1954, I am sorry to say, took a sharp increase from last year, the\ntotal loss being $10,177,702, as compared with $8,080,490 for 1953. There was an\nincrease of 665 fires, due in part to the continued growth in building construction and\npopulation in the Province. The increase in loss was due to some large fires, one in\nparticular in the Municipality of Richmond which was responsible for raising the municipal fire loss from $224,260 in 1953 to $1,392,221 in 1954.\nThe loss of life through fire totalled seventy-two\u00E2\u0080\u0094twenty-nine men, thirteen women,\nand thirty children. A study of Table VII will show that many of the fires were the result\nof carelessness.\nBy the time this Report is presented I expect to be retired from the Service, so I\nwill take this opportunity of most sincerely thanking the members of the staff of the Fire\nMarshal's Office, some of whom have been with me through the years of my tenure, for\ntheir whole-hearted co-operation and support during my term of office.
