It does not cover the work of the Commission under the \" Motor Carrier Act,\" a\nseparate report of which is being made pursuant to section 36 of that Act.\nREGULATIONS MADE DURING 1947 UNDER THE\n\" PUBLIC UTILITIES ACT.\"\nThe regulations were amended during the year to permit refunds of fees when\napplications are withdrawn or refused.\nOPERATIONS OF PUBLIC UTILITY SYSTEMS.\nNew Construction and Operation, and Expansion by\nPublic Utility Systems.\nNew construction or operation, or expansion, of a public utility system requires the\napproval or consent of the Commission under section 12 or 12a of tha \" Public Utilities\nAct.\" A summary of applications for certificates of public convenience and necessity\nreceived or decided during the year is set out in Table 1. Each of the certificates\ngranted by the Commission and referred to in the table was subsequently approved by\nthe Lieutenant-Governor in Council.\nIn the case of extensions of a more or less routine nature, such as extensions of\ndistribution systems to serve new customers, the Commission, pursuant to the powers\nset out in section 12a, relieves the public utility from the requirement of obtaining\na certificate of public convenience and necessity. A summary of extensions permitted\nunder section 12a is set out in Table 2. It will be noted that the majority are extensions\nmade by the British Columbia Electric Railway Company, Limited. Of the 199 extensions of electric power systems permitted to this company under section 12a, 198 were\nextensions of electric distribution-lines, particulars of which are set out in Table 3.\nThe other extension comprises a programme of general improvement and enlargement\nof sub-station, sub-transmission, and distribution facilities in the Greater Vancouver\narea.\nThe extensions of transportation systems referred to in Table 2 comprise route\nrevisions and extensions and new routes in New Westminster, Oak Bay, Saanich, North\nVancouver, Burnaby, and Vancouver, arising partly from the substitution of buses for\nstreet-cars and more notably from public demands for new routes and extensions. The\nextension by Okanagan Telephone Company referred to in Table 2 comprises the\ninstallation of new exchanges at Westbank and Peachland and the laying of an\nadditional cable between Westbank and Kelowna, these improvements being part of\na general development programme which is to extend over a period of years. The H 8 BRITISH COLUMBIA.\nextension by Lytton Water Supply Company, Limited, comprises a general rehabilitation\nof the system. The other extensions referred to in Table 2 are of a more routine nature.\nA number of letters were received by the Commission from persons desiring\nextensions of public utility systems to serve their premises. Many of these called for\nmerely an explanation of the principles and terms on which the extensions should be\nmade. Those which were more in the nature of complaints are summarized in Table 4.\nNew Supplies op Electric Power for the Lower Mainland Area.\nThe report of the Commission for 1946 outlined the development of the Bridge\nRiver hydro-electric project up to the end of that year. During 1947 certificates of\npublic convenience and necessity were granted to British Columbia Electric Railway\nCompany, Limited, and associated companies to proceed with the second and third\nstages of the development. The particulars are summarized in Table 1. Each of the\nthree stages now authorized provides for a capacity of 62,000 horse-power, making\na total of 186,000 horse-power. It is expected that the first stage will be completed\nby October 1st, 1948; the second by January 15th, 1949; and the third by October\n1st, 1949.\nTransportation Franchises in Greater Victoria Area.\nDuring the year, as indicated in Table 1, the Commission approved transportation\nfranchises granted to British Columbia Electric Railway Company, Limited, by the\nCity of Victoria and the Municipalities of Oak Bay and Esquimalt. A transportation\nfranchise granted by the Municipality of Saanich to Vancouver Island Coach Lines,\nLimited, was approved at the same time under the \" Motor Carrier Act.\" In the recent\npast the Victoria area was served by an old street-railway system, supplemented to a\nsmall extent by buses, and by two separate bus systems, each system being operated\nindependently of the others. The new franchises provide for the abandonment of the\nstreet-railway system at an early date and the operation by two companies of an\nintegrated modern bus system with full transfer privileges.\nDiscontinuance and Suspension of Service.\nParticulars of applications by public utilities to discontinue or suspend service are\nset forth in Table 5.\nComplaints as to Service by Public Utilities.\nParticulars of complaints as to service provided by public utilities are set forth in\nTable 6.\nRATES.\nInvestigation of British Columbia Electric Railway Company, Limited,\nand Associated and Subsidiary Companies.\nA review of the investigation by the Commission of British Columbia Electric\nRailway Company, Limited, and associated and subsidiary companies, is set out in the\nAnnual Report of the Commission for 1946. During 1947 it was necessary to permit\nthe filing, on an interim basis, of substantial general increases in transportation fares\nin Vancouver and of gas rates in Vancouver and district to offset increasingly large\noperating losses in these services. Definite preparations were made, however, for a\nreview of all rates of the companies at public hearings to be held as soon as possible\nduring 1948. The companies have been instructed to file information necessary for\nsuch a review, and this information will be furnished by the Commission to the\ninterested municipalities to enable them to prepare for the hearings. H 9\nRate Changes consented to pursuant to Sections 16 and 18\nof \" Public Utilities Act.\"\nA complete statement of all rate changes authorized during 1947 appears in\nTable 7. This table shows that in general, except in respect of transportation and gas\nservice, public utilities have not required substantial general increases in rates. In the\ncase of transportation and gas services, however, increased wages and increased costs\nof materials have been quickly reflected in the cost of service and have made necessary\nsubstantial general rate increases.\nRate Complaints.\nThe rate complaints dealt with during the year are summarized in Table 8.\nSECURITY ISSUES, MORTGAGES, AND SALES.\nSecurity Issues and Mortgages.\nApplications during 1947 under section 21 of the \" Public Utilities Act \" for\napproval of security issues and mortgages are summarized in Table 9. This table\nindicates that several public utility companies took advantage of the comparatively low\ninterest rates which prevailed through most of the year to make security issues in\nsubstantial amounts for refunding or to obtain funds for new construction.\nSales of Assets of Public Utility Systems.\nTransfers of property dealt with during 1947 under section 23 of the \" Public\nUtilities Act\" are summarized in Table 10.\nREVENUE AND EXPENSES, 1940-47.\nA statement of revenue and expenses of the Public Utilities Commission under\nthe \" Public Utilities Act\" and the \" Motor Carrier Act \" is set out in Table 11. The\nfigures shown are for the calendar year and not the fiscal year, and figures for previous\nyears have been included for comparative purposes. Revenue under the \" Motor Carrier\nAct \" has been compiled from monthly reports made by the Superintendent of Motor\nCarriers. Revenue under the \" Public Utilities Act \" represents fees on applications\ngranted during the year, even though the fees may not have been transferred from\nSuspense Account to Revenue Account until the following year.\nMISCELLANEOUS.\nPortland Canal Telephone and Telegraph Company, Limited, discontinued operation\nof its small telephone system at Stewart during the war. On June 5th, 1947, a\nrepresentative of the company appeared before the Commission to request permission\nto reinstall the system. An informal conditional approval was granted, but no certificate\nof public convenience and necessity was issued.\nComplaints were received from K. Blacklock at Cloverdale and from C. W. Johnson\nat Thrums regarding the use of their land for electric power transmission-lines.\nA complaint was received from R. Malone disputing the title of H. B. Canning to\ncertain water-mains used by him in the operation of his waterworks system at Youbou.\nThe Commission is of the opinion that complaints such as the three mentioned above\nshould be settled by arbitration or in the Courts, and the complainants were so advised.
