Some indication of the\nextent of recent developments can be gained from a comparison of the staff and appropriations for the last five years.\nYear\nBudget\nMan-Years\n1967-1968\n$2,035,000\n251\n1968-1969\n$2,267,000\n270\n1969-1970\n$2,267,000\n270\n1970-1971\n$3,581,000\n316\n1971-1972\n$3,724,000\n384\nThese figures show that the last five years has been a period of rapid expansion\nand development. They cannot reveal, however, the nature of development during\nthat period: the reappraisal of traditional functions and the adaptation of procedures,\nthe impact of a youthful and enthusiastic staff, the effect of changes in numbers and\ncomposition of clientele, the effects of technological change, the development of new\ngoals and the recognition of new horizons.\nThe greater part of the additional resources have been requbed in order to\nmaintain the existing level of services in the face of increasing demands in the form\nof mounting accessions of dormant records and archival material, the increased numbers of researchers and the escalation of demands for services by the pubUc and by\ngovernment departments. While to some extent increased demands have been met by\nunproved staff efficiency and more selectivity in regard to accessions and requisitions,\nultimately they must be met by increases in staff and resources or there will be a deterioration in the quality of services provided. WhUe service to the pubUc has been maintained at an acceptable level there has been a formidable increase hi cataloguing and\nconservation backlogs.\nOther increases in expenditure and staff have been the result of new initiatives\ntaken by the Public Archives hi order to carry out more effectively the goals of a\nnational archival institution with a very broad mandate. Examples of such initiatives\nare the national film collection, the national archives of sound, the national costume\nresearch coUection, the national portrait coUection, the Union List of Manuscripts, the\nNational Catalogue of Maps, the systematic acquisition programs, the sale of microfiche\ncopies of rare pamphlets, the co-operative archival projects represented by the architectural archives, the multicultural archives and many similar programs, the introduction of a COM (computer output microfilm) service for government departments, the\ndevelopment of ADP (automatic data process) programs for finding aids, and the\nextension of courses in records management, archives administration and microfibn\ntechnology. Perhaps the most remarkable aspect of these new archival initiatives is\nthe relatively modest additional cost. In fact, the technological developments have\neither recovered costs or produced savings in man-years and expenditure. PUBUC ARCHIVES REPORT 1971-1972\nDevelopments in the fiscal year 1971-1972 are covered in detail in the reports of the\nthree branches. However, at this time, it may prove useful to list several highlights\nwhich took place during this period.\nThe transfer of the War Services Division of the Department of Veterans Affairs\nto the Records Management Branch was completed. The transfer increased our staff\nby 48 and made a major reorganization necessary, but it made possible the achievement of a comprehensive, integrated Canadian Forces Records Centre, which had\nbeen a goal for more than a decade.\nThe Vancouver Regional Records Centre opened on 13 March 1972, under the\"\ndirection of Mr. Harry Chapin. In the meantime plans for regional centres to be\nlocated in Winnipeg and Halifax continue to develop.\nA departmental ADP committee was appointed. Studies and discussions with\nTreasury Board, with a view to integrating ADP records of the government into a regular records management system, also took place.\nMore tiberal access provisions for public records have been made with the adoption of accelerated access to records of the Second World War. The acquisition of\nrecords of the War Cabinet Committee from the Privy Council Office and extensive\nrecords from the Department of External Affabs were most important additions.\nFour French language units were designated in the Public Archives and Mr.\nJacques Gagnon was appointed Bilingual Adviser.\nMuch work was done by the departmental centennial committee in 1972 planning\nspecial pubUcations, exhibitions and other events to commemorate the centennial of\nthe founding of the Public Archives of Canada.\nMr. Hugh A. Taylor was appointed Dbector of the Historical Branch. He formerly\nheld the positions of Provincial Archivist in both Alberta and New Brunswick.\nThe revision of preliminary inventories of Manuscript Groups continued. Two\nvolumes of the revised General Inventory have been published.\nAn increased number of significant acquisitions include the C. J. Jefferys Collection, the R\u00C3\u00A9gor Costume Collection, the Julian Roffman Film Collection, important\ncollections in the fields of literature and the arts, business, associations and sports\n(including records of the Royal Canadian Academy of the Arts, Sir James Dunn,\nthe Yukon Consolidated Gold Corporation, the Canada Foundation and the Amateur\nAthletics Union of Canada), as well as significant coUections of political figures and\npublic servants.\nThe trend towards diversification of uses and users of archival material continues;\nthe increasing use of audio-visual materials by the media being of particular notice.\nThe establishment of a special unit for multicultural archival materials and the\nsigning of agreements with several national associations of ethnic groups were two\nnoteworthy developments.\nPlans for the creation of a national film archives for film and video tape as part\nof a national policy were continued.\nA compUation of archival sources relating to French Canada both in France and in\nCanada was initiated in co-operation with France and the Province of Quebec.\nThe Public Archives worked in co-operation with other departments, particularly\nthe Department of External Affairs, in regard to oral history projects.\nA program for the \"total utilization of archives\" with emphasis on the dissemination and popularization of archival material was developed.\nThe exhibitions program was expanded in connection with the centennial of the\nPubUc Archives. Exhibitions were decentralized by sending the British Columbia cen- INTRODUCTION\nten ni al exhibition to Victoria and Vancouver, and by arranging for the circulation of\nthe \"Image of Canada\" exhibition from coast to coast.\nThe returns of the 1971 census were processed by the Central Microfilm Unit,\nwhich involved the development of more than 3,000,000 feet of microfibn.\nIncreased problems caused by space shortage required major moves of staff and\nmaterials to other buildings.\nInternational co-operation in regard to archival uses of automation, in which the\nPubUc Archives plays a leading role, was extended and technical assistance was given to\ndeveloping countries.\nThe Publications Division was reorganized to provide a more efficient common\nservice to divisions and to reduce the research responsibilities of the Division.\nThese highlights indicate the increasing variety and complexity, the acceleration\nof change and adaptation to new conditions, and the broadening scope of the operations of the Public Archives. This condition is expected to continue. The following-\nare a few of the major objectives in the immediate future.\nThe value of regional records centres in promoting economy and efficiency in the\nhandling of dormant government records has been amply demonstrated in Toronto\nand Montreal. The Vancouver Centre may set a record for acquisitions in its first\nyear of operation. Studies in the Prairie and Atlantic regions have clearly identified\nthe need for the centres which are planned for Winnipeg and Halifax and it is hoped\nthat it will be possible to open those centres within the next year.\nCareful consideration has been given in the last two or three years to the development of a program for the dissemination of archival materials. Such a program would\nimplement the governments' cultural policy which is being applied to museums; but\nin the archival field it is a revolutionary concept. Instead of serving only adult historians and post-graduate students who can come to Ottawa it would aim at taking\narchives to the greatest possible number of interested Canadians by means of microfilm copies, exhibitions, facsimiles, slides, pubUcations and the mass media. Such a\nprogram will require\" additional funds but the increased benefits will amply justify the\nmodest budgetary increases which will be involved.\nThe extension of automatic data processes to the production of finding aids wUl\nbe continued. Already finding aids to Prime Ministers' papers have been produced by\nADP and the Recodex program has been applied to large quantities of departmental\nrecords. An immediate need is to apply ADP to finding aids for maps, photographs,\nfilm and other materials for which complete control and rapid retrieval are important\nfactors.\nPerhaps more important is the integration of machine-readable records into the\nnormal records management system and the development of procedures for identification, maintenance and conservation of active, dormant and archival records. Plans\nhave been prepared in consultation with ADP experts in Canada and the United\nStates and with the Treasury Board. It is hoped that procedures will be implemented\nin the next year to remedy the present unsatisfactory situation.\nThe development of a comprehensive national film archives wtil be one of the\nmost important tasks and chaUenges in the next fiscal year. A great deal of preliminary work has been done within existing resources, particularly the acquisition of early\ndocumentary film material, and a ten-year program for the conversion of nitrate film\nto safety stock has commenced. The mandate of the PubUc Archives as part of the\nnational film poticy wtil require additional staff and appropriations, and procedures for\nselection, copying, cataloguing and reference must be developed. PUBUC ARCHIVES REPORT 1971-1972\nConservation of archival materials is a fundamental responsibility which has been\nsomewhat neglected amid the immediate pressure of coping with increases in acquisitions, research demands and expanding functions. Studies in the last year have identified the alarming dimensions of the problem and it is hoped that a long-term program\ncan be commenced which will protect from deterioration the priceless materials in our\ncustody.\nSpecial projects wtil continue to reqube immediate attention. One such project\nwhich wtil be considered in the next fiscal year is the requbement for accelerated access,\ncatalogubig and copying of the records of the Indian Affabs Branch which are requbed for research in regard to Indian claims in which the Indian Claims Commission\nis involved.\nThe developments in the Public Archives in the last five years together with cor- 1\nresponding rapid expansion and development in the National Library have made it\nnecessary to have a new building. Although joint occupancy of the present building\nwas provided for when the building was designed, it was always assumed that separate\nbuildings would be necessary eventuaUy for the Public Archives and for the National 1\nLibrary. Unfortunately the erection of the buUding was delayed more than ten years\nafter the plans were approved in 1954. At that time the combined staff of both\ndepartments was 82. When the building was occupied in 1967 the combined staff had\nincreased to 462 and within a year it will reach 1,000. The accommodation for sometime has been completely inadequate to cope with the operations of both departments. 1\nA portion of the displays area and vital stock room areas have had to be converted\nto office space and many thousand square feet of space has been acqubed on a tempo- j\nrary basis in the West Memorial Building, the Trebla Building and contingency stock\nrooms in the Records Centre complex at Tunney's Pasture. Further fragmentation of\noperations to other locations would lead to a decUne in the operational efficiency of\nboth departments. It is essential to provide a companion building for the PubUc\nArchives, comparable in size to the present building which is required by the National 1\nLibrary, and with provision for special responsibilities of the Archives such as exhibi-1\ntions and accommodation for film archives. It is hoped that planning can commence\nin the very near future.\nAnother urgent requbement is for new legislation. The Public Archives Act of\n1912 has been remarkably workable, but after sixty years, during which time the\nfunctions of the Department have changed considerably, a major revision is necessary. |\nThis is particularly true m regard to public records, (provisions for which are now in 1\nthe PubUc Records Order of 1966), the establishment of a film archives and the promotion of a popular knowledge and appreciation of historical records. It is hoped that a\nrevised PubUc Records and Archives Act wtil be ready for the next session of Parlia-^|\nment.\nThe number of persons and institutions to whom the PubUc Archives is indebted\nfor assistance and co-operation increases annually. It is impossible to name all the\npersons who contribute so much to the achievement of the abus of the Archives but I\nwould Uke to extend thanks to the staff for their active interest and sustained work, to\nthe many individuals and mstitutions, government departments and officials who have\nassisted the Archives in many different ways, and to the many donors of archival\nmaterial whose contributions to the preservation of our national heritage is of such\ngreat benefit to present and future generations of Canadians.\nWilfred I. Smith\n31 March 1972 Dominion Archivist RECORDS\nMANAGEMENT\nBRANCH\nThe fiscal year 1971-1972 was the 6th\nyear of Records Management operations, and the 16th completed year\nfor the headquarters (Ottawa) Records Centre. It was also the 7th year\nfor the Toronto Centre, the 6th year\nfor the Montreal Centre, and the\nopening year of the Vancouver\nCentre. But one of the events of greatest impact during the year was the transfer of the former War Service Records Division\nof Veterans Affairs to the Records Management Branch of the PubUc Archives. Under\nthe new name of the Canadian Forces Records Centre, headed by Mr. Henry Hrushowy,\nthe transferred unit brought 48 new employees to the Branch and raised the total records\nholdings of the Branch in Ottawa by an additional 94,500 cubic feet. An inevitable\nresult of the transfer was a far reaching revision of duties and realignment of positions\nin order to integrate the new unit within the Branch structure.\nAnother item of equally great impact was the appointment of Mr. E. T. Gam-\nman as Branch Administrative Officer. With the continued growth and expansion of\nthe Records Management Branch, his arrival in October filled a long-felt requirement\nfor an experienced officer to specialize in a multitude of administrative matters both\ngeneral and specific. Already Mr. Gamman's office has brought a more co-ordinated,\norderly and efficient approach to bear on the whole spectrum of Branch administration, and these benefits are of long term as well as immediate value.\nUnder the terms of the Public Records Order (P.C. 1966-1749, dated 9 September 1966) the Records Management Branch is authorized to provide a comprehensive service to government departments and agencies in Ottawa and the larger\nmetropoUtan centres across Canada. This service includes records centre storage and\nreference facilities, advice and assistance in records scheduling and disposal, the provision of training courses, printed standards and guides in records management, records\nsurveys, audit and evaluations, and assistance in other related aspects of records management.\nTable I gives a breakdown of the total records centres' holdings of the Records\nManagement Branch, exclusive of the infant Vancouver Centre.\nTABLE I\nTotal holdings as of 31 March 1972\nRecords Centre\nCubic Feet of Records\nShelving Occupied\n(approximate miles)\nOttawa\n499,035\n94\nToronto\n112,353\n21\nMontreal\n95,633\n18\nTotals\n707,021\n133\nDuring the year the Ottawa Records Centre accessioned 161,504 cubic feet,\nwhich includes the large volume of war service records transferred from Veterans PUBUC ARCHIVES REPORT 1971-19721\nAffabs. Reference on these records reached a high of 122,526 requests. In the personnel files area, the files of 142,906 persons of both the civilian and armed services 1\ncategories were processed. In the Regional Records Centres Division the production |\nand progress of the Toronto Records Centre was average, whUe the Montreal Centre\nsurpassed expectations in the main activities of accessions, reference and disposals.\nWith the Vancouver Centre already launched, plans and negotiations for proposed\nrecords centres to service the Winnipeg and Halifax metropolitan areas are proceeding.\nACCESSIONS AND\nREFERENCE DIVISION\nIn accordance with the Public Records Order,\nP.C. 1966-1749, the Accessions and Reference\nDivision has three major activity areas: General (Subject) Records, CivUian Personnel Records, and the Canadian Forces Records\nCentre.\nGeneral (Subject) Records\u00E2\u0080\u0094This area of activity carries out several important functions. It provides economical storage facilities to all federal government departments\nand agencies in the Ottawa-Hull area for all scheduled dormant records by evaluating\nthe records and co-ordinating their systematic transfer to low cost storage at the\nRecords Centre. It creates necessary finding aids and location lists for identification,\nreference and disposal purposes, and creates shelf vacancy master indexes to enable\nrecycling of usable space. It provides a complete reference service on these records\n(over 300,000 cubic feet) to departments, agencies and authorized researches. Finally\nthe General (Subject) Records area provides for the physical disposal of these records\nat the termination of the specified retention periods and determines methods or means\nof actual disposal in accordance with security classifications and remaining values\n(legal, administrative, historical).\nCivilian Personnel Records;\u00E2\u0080\u0094This area of activity arranges with all departments and\nagencies across Canada in accordance with MI-3-68 for the orderly transfer on an\nannual basis, of the files of employees struck off strength for more than one year. It\nalso creates reference and disposal indexes for more than one mitiion records, providing efficient reference service and orderly destruction at maturity. Lastly, it identifies\npersonnel files of possible historical value and transfers these at maturity to the Historical Branch of the Public Archives.\nCanadian Forces Records Centre\u00E2\u0080\u0094The Canadian Forces Records Centre was created\nas a result of the issuance of P.C. 1971-1989, to create a central depository for all\nmilitary records, eg., regular, wartime and reserve or military personnel.\nThe Centre provides complete reference service on these records, in accordance\nwith the rules of access, to departments concerned, foreign governments, other levels\nof government, i.e., provincial and municipal, qualified researchers, ex-servicemen,\ntheb dependants and the public generally. The Centre also creates and maintains an\nautomated master index for more than four million ex-servicemen to enable identification and ultimate disposal of records at maturity. Finally, the Centre maintains for\nreference and disposal purposes X-ray films received from hospitals and establishments\nof the Department of Veterans Affairs and the Department of National Defence regarding servicemen, ex-servicemen, the R.C.M.P., dependants and civilians.\nACCESSIONS SECTION\u00E2\u0080\u0094The fiscal year 1971-1972 was a busy year for this Section m\nthat the Head was personally involved in many departmental projects of immediate or\npotential benefit either to those departments or to the Public Archives. RECORDS MANAGEMENT BRANCH\nSpecial arrangements were made with the Department of Supply and Services in\naccessioning material which has enabled them to cancel theb lease and vacate the\npremises at 1404 Scott Street. For some years there have been serious problems\nbetween National Revenue (Taxation Division) and the Bureau of Statistics regarding\nT2's (Corporation Returns) which had been transferred to the Bureau by special\narrangement. Access was the main problem, and the Section was approached by\nNational Revenue (Taxation) for a solution. Staff employed, trained and supervised\nby Mr. Lee Langeland but paid by National Revenue (Taxation), checked, sorted,\nintegrated and put in order some 15,000 cubic feet of records stored in No. 5 Temporary BuUding, and then transferred them to the Records Centre. The transfer was\ncompleted by April 15th, 1972. Special arrangements were made with the Public\nRecords Section regarding the handling of records of Royal Commissions. There had\nbeen considerable difficulties encountered by the PubUc Records Section of the Manuscript Division in segregating housekeeping records and personnel files from historical\nmaterial, and similarly, difficulties encountered by the Records Centre in accessioning\npersonnel files included within the Royal Commission's records. AU accessions are now\nmade by the Records Centre initially and the Centre in turn transfers only the residue\nof historical material to the Public Records Section This is quite a new departure, but\none which is beneficial to all concerned. The accessioning of material held by the\nformer War Service Records Division of Veterans Affabs consisting of 56,361 cubic\nfeet of personnel and related general files and 38,162 cubic feet of X-ray films (total\n94,523 cubic feet) has brought accessions to an all-time high. The significant factor\nhere is that in the past it was estimated that there were 295,000 cubic feet of dormant\nrecords held by departments in the Ottawa area, and it was planned that the Section\naccession 10 per cent of this material per year. Thus, this year, in one fell swoop, one-\nthird of this backlog has been accessioned. The requirement that we vacate the\nData Centre basement storage area presented considerable problems for this Section\nin that planning and supervising this type of move plus having to work under difficult\nNational Defence security conditions regarding access to the building meant much night\nwork and long hours. The success of this orderly move reflects much credit on the\nSection.\nThe total number of accessions for the year was 165. This included 154,264 cubic\nfeet of general files, 6,337 feet of personnel files and 903 feet of Emergency Measures\nOrganization files for a total of 161,504 cubic feet. As a result of aU accessions 73,036\nsquare feet of floor space was released in departments. Equipment released (including\nEMO records) was impressive: shelving, 102,973 linear feet; transfer cases, 929;\nfiling cabinets, 2,933; index cabinets, 122; film cabinets, 38; microfibn cabinets, 3; and\nmap cabinets, 2. To date the number of departments and agencies served totals 69.\nAU new client-departments or agencies serviced during the year are due to the arrangements made between the Records Centre and the Public Records Section of the Manuscript Division: these were six Royal Commissions and the Task Force on Labour\nRelations.\nExtra duties undertaken included provision of a stake truck and driver to the\nAdministration Branch for a total of 16 man-days, and to the Advisory Services Division to service security sites and training courses for a total of 19 man-days. A further\n25 man-days were expended on integrating personnel files. In one month some 93 feet\nof boxed records were fumigated for the Historical Branch. Disposal of waste paper\nwas brought completely up-to-date (no backlog) during the year. 8 PUBUC ARCHIVES REPORT 1971-1972\nOn the matter of increased efficiency in disposals, arrangements were made once\nmore for the destruction of a large block of records (4,900 cubic feet) at a Joliette,\nQuebec paper plant, but unfortunately, for the last time. The mtil finds the trucking\nand handUng too costly for the ultimate returns. There is also the fact that the mtil\ncloses periodicaUy, requiring waste paper to be held and accumulated. Other means\nof secure and mass destruction of certain types of records are presently being sought,\nand the prospects appear favourable.\nREFERENCE SECTION\u00E2\u0080\u0094Procedural changes mentioned last year, plus a few added\nnew ones in the areas of special arrangements with departments regarding research and\nservice, have enabled greater achievements this year than in any other of the Division's\nhistory. Despite the many problems of reorganizing, with the addition of the Canadian\nForces Records Centre and its operational problems, we have ended the year considerably ahead statistically and we are bringing about some semblance of order in the\nprocessing and servicing of Armed Forces records. A magnetic tape room was buUt\nin the basement of the CFRC buUding and 23 staff members of the Records Centre\nproper were relocated there to facilitate the processing of armed forces files. Considerable movement of staff within the CFRC building was also made to accommodate\npersonnel, equipment and finding aids related to the armed forces records previously\nhoused in the main Records Centre.\nTransfers and Relocations\u00E2\u0080\u0094A total of 2,600 cubic feet were transferred in part to the\nPubUc Archives of Canada for historical purposes and to owner departments for review or reactivation. Also a total of 19,000 cubic feet were relocated to accommodate\narmed forces records in the Records Centre Annex necessitated by establishment of\nthe Canadian Armed Forces Records Centre. This does not take into account the\nIncome Tax Data Centre move by private contractors (under Records Management\nBranch supervision) of more than 13,000 cubic feet of tapes and documents.\nCivUian personnel files activity is completely up-to-date inasmuch as 1969 releases\nwere completely processed, and the physical disposal of non-historical files of persons\nborn in 1901 has been completed. Twenty-seven feet of files of potential historical\nvalue were transferred to the Public Records Section of the Manuscript Division.\nThere has been a decrease in activity on these records. Requests are down 2,593\n(11,512 to 8,919); interfiles are up 5,068 (40,384 to 45,452); research is down 204\nhours (2,260 to 2,056); persons documented are down 38,634 (84,616 to 45,982).\nMilitary personnel files activity increased tremendously. Requests are up 9,608\n(4,286 to 13,894); interfiles down 11,356 (52,168 to 40,812); research down 752\nhours (3,285 to 2,533); persons documented up 74,474 (22,450 to 96,924).\nThe total volume of personnel files documented this year increased by 35,840\n(107,066 to 142,906). The benefits of processing personnel files is clearly indicated\nin the foUowing comparison of reference activities on those files listed below. The\nfigures indicate that the better the records are organized the better they can be serviced,\nthereby reducing research time and requests (due to less places to search) and increasing efficiency.\nRequests on general files this year have again decreased by 7,008 over last year.\nInterfiles would normally have decreased with unproved procedures, including continuing benefits of the superior bay system of storage and reference, but this was\ncompletely offset by Central Mortgage and Housing Corporation interfiles. Changes m\nthe procedures of that agency flooded us with 31,474 interfiles compared to 7,093 last\nyear\u00E2\u0080\u0094an overall increase of 24,381 for that agency alone. By the year's end research RECORDS MANAGEMENT BRANCH\n*1970-71\n\u00E2\u0099\u00A61971-72\nDifference\nRequests\n120,583\n114,007\n-6,576\nInterfiles\n117,099\n125,577\n+8,478\nResearch (hours)\n6,955\n5,141\n-1,814\nFUes integrated (cu. ft.)\n8,790\n1,069\n-7,721\nPersons documented\n107,066\n142,906\n+35,840\n\u00E2\u0099\u00A6Fiscal year.\nhours dropped 281 hours due to refinements in procedures adopted last year whereby\ndepartments send their own staff to the Records Centre for large withdrawals rather\nthan recalling material via telephone.\nThe Head of the Reference Section had an extremely onerous year in that over\nand above assuming many of the day-to-day duties of the Chief of the Division, who\nwas involved elsewhere (with reorganization of the new Canadian Forces Records\nCentre), was also directly involved in assisting in the reorganization of the Division\nand assessing equipment for a new automated system, as weU as contributing to the\npractical application of this system.\nSimilarly the Chief of the Division was primarily occupied with a number of\npressing activities in this year of great change: making the necessary changes in staff,\nsystems, and procedures to make the Canadian Forces Records Centre a functional\nreatity; reorganizing the Division as a whole, in line with the proposed new organization, this meant maintaining services and accepting the responsibility of making the\nnecessary changes while the actual authorities for doing so (the Privy Council Order,\netc.) were delayed; planning and developing the automated system, and assessing and\nselecting the necessary equipment and supplies to maintain this system; and making\nexcessive demands of the Heads of the Accessions and Reference Sections, as well as\nfrom most of the older Accessions and Reference Division staff at the intermediate\nand senior clerk levels to assume greater and new responsibUities beyond theb statements of duties and without adequate remuneration.\nThe chief satisfactions throughout this year were the results achieved and the way\nin which the senior staff has responded to the chaUenge. Otherwise, in the staffing and\ntraining areas, very little could be done due to the planned reorganization, the move\nto automation and the drop in staff requirements. Vacancies were not filled unless\nabsolutely requbed, enabUng the Accessions and Reference Division to reduce the\nestablishment without the necessity of discharging staff. Training was thus limited to\na few senior people attending short courses on staffing and classification conducted by\nthe Personnel Division.\nREGIONAL RECORDS\nCENTRES DIVISION\nThe Regional Records Centres Division has three\nmain activities, all of which correspond roughly\nto those activities described hi the foregoing sections dealing with the Accessions and Reference\nDivision at the Ottawa (Headquarters) Records Centre. Indeed the differences in\nactivities arise only from geographical location and differing types of records held and\nserviced. Thus, activities include: the provision of economical storage facilities for\ndepartmental dormant records of the general or subject category (no personnel records)\nm the regions where the federal government has its r\nletropolitan areas of activity 10\nPUBUC ARCHIVES REPORT 1971-1972\nsuch as Toronto, Montreal and Vancouver; the provision to the departments of a\ncomplete reference service on the local records (no headquarters records) stored in the\nregional records centres; and the provision of a service for the physical destruction of\nobsolete or useless records by theb shredding, bating, incinerating, or despatch to\nwaste paper contractors in order to vacate Centre space for further storage use.\nAlthough during the year plans continued for the opening of the Vancouver\nRegional Records Centre, a number of circumstances including building trades strikes\nheld up actual completion of the building. It only opened in mid-March when the\nbuUding was considered sufficiently satisfactory for occupation. In the meantime,\ndepartments had packed records in accordance with instructions received, and provisions were made for storing the records on the floor of the new Centre in orderly\nfashion pending the installation of shelving later in the new fiscal year. Until a motor\nvehicle for the transport of records to the Centre can be delivered, a vehicle has been\nrented to facUitate the movement of over 20,000 cubic feet of records expected in the\nbuilding within the new year.\nOtherwise, plans proceeded on proposed records centres in the Winnipeg and\nHalifax areas. In both areas the questions of suitable sites and desirable accommodation (whether Crown construction or build-lease) remains and awaits agreement with\nPublic Works. It is expected that following tentative approval by Treasury Board,\nfunds for both of these centres will be approved in the 1973-1974 estimates.\nTORONTO REGIONAL RECORDS CENTRE\u00E2\u0080\u0094The Toronto Centre experienced a\nslight slow-down during the year, partly due to the loss of senior staff (the Head of\nthe Centre and the Clerical Supervisor having been transferred to Vancouver and\nOttawa respectively) and due to the fact that much of the junior staff are newly-\nappointed and inexperienced. Nevertheless, the Centre accessioned 20,605 cubic feet\nof records and destroyed 13,680 feet. Reference requests actioned totalled 91,696 and\ninterfiles numbered 18,486. The volume of records held at year's end stood at 112,353\ncubic feet, with a full-time staff of 11 employees, headed by Mr. W. J. Hardy, servicing\n17 departments or autonomous agencies.\nMONTREAL REGIONAL RECORDS CENTRE\u00E2\u0080\u0094This Centre under its Head, Mr.\nR. Grandma\u00C3\u00AEtre, maintained good progress throughout the year. A particular feature\nwas extensive Uaison between the Head and several departments and agencies involving\nfield trips to negotiate significant new accessions. This included consultation with the\nDepartment of Health and Welfare regarding some 20,000 cubic feet of FamUy AUow-\nance and Old Age Security records which may conceivably be transferred to the\nMontreal Centre dependent on Federal-Provincial talks respecting operation of the\nwhole social security system in Quebec; field trips to Sherbrooke, Three Rivers, Quebec\nCity and Rouyn-Noranda to discuss the transfer of Unemployment Insurance Commission records (employer-employee payment files), theb incorporation with Department of National Revenue records in accordance with provisions of the recent White\nPaper on Taxation, and the Montreal Centre's role in the incorporation with stored\nrecords; the reincorporation with records of the creator agency (the Department of\nVeterans Affairs) of the medical files formerly transferred to the custody of Laval\nUniversity, and presently held at the Ste-Foy Hospital; and the examination at Ancienne\nLorette of records of the Ministry of Transport (Meteorological Services) with a\nview of accessioning directly those records which could be retained according to estabUshed schedules. On March 31, 1972, the authorized estabUshment of the\nDivision was thirteen- people.\nRecords Scheduling and Microfibn Submissions\u00E2\u0080\u0094Table V indicates the number of\nsubmissions concerning records schedules, records destruction proposals and microfilm\nsubmissions from 1961, when the PubUc Archives took over the responsibitity for the\nexamination of these submissions, to March 31, 1972.\nThe sUght increase in the number of submissions over the previous year partly\nreflects one interesting aspect of the scheduling task\u00E2\u0080\u0094revising, consotidating and\nimproving previous submissions to meet changing conditions.\nRecords Disposal, Ottawa Records Centre\u00E2\u0080\u0094The Advisory Services Division is responsible for the records scheduUng activities for the PubUc Archives holdings of dormant\ndepartmental records. Table VI illustrates the total volume of records disposed of at\nthe Ottawa Records Centre (both general and personnel files) for the years indicated.\nFor the first ten years the figures are listed in five-year blocks. For subsequent years\neach individual year is shown for purposes of comparison. In the twelve-month period\nfrom April 1, 1971 to March 31, 1972, a total of 37,466 cubic feet of records were\ndisposed of, comprising 465 cubic feet of personnel files and 37,001 cubic feet of\ngeneral files. RECORDS MANAGEMENT BRANCH\n15\nPublications and Directives on Records Management\u00E2\u0080\u0094During the year the Advisory\nServices Division produced the annual amendment to the work entitled Government\nof Canada Disposal Arrangements for Business Records, 1968, and worked on the first\nmajor amendment to the 1968 edition of the General Records Disposal Schedules of\nthe Government of Canada. By the end of the 1971-1972 fiscal year the fbst proofs\nof the latter publication had been received from the printer. The revision, basicaUy\ninvolving the Financial Schedule, Number 2, should be issued early in the 1972-1973\nfiscal year. Also during the year the Records Management Branch's own Organization\nand Operations Manual was completely revised and re-issued. The Records Scheduling\nand Disposal booklet was also revised and re-issued. In addition, the Division prepared\na draft revision of a booklet entitled Essential Records for Industry for the Emergency\nSupply Planning Branch of the Department of Supply and Services to issue, when\nappropriate.\nTraining\u00E2\u0080\u0094In the period from April 1, 1971, to March 31, 1972, the Advisory Services\nDivision conducted two Ml four-week Records Management Courses, numbers 16 and\n17, with an enrollment of over sixty students from headquarters and field estabUshments\nof the government, plus the usual sprinkling of students from outside the federal government. Both courses were given in locations new to the staff\u00E2\u0080\u0094Smiths FaUs and\nBrockviUe. There were marked improvements in training equipment, visual aids, etc.,\nm use. In addition, the Division contributed resource people for other courses sponsored by various departments and took part in other Public Archives courses and training sessions.\nEssential Records\u00E2\u0080\u0094The total holdings of records essential to the continuity of government in the event of a nuclear or natural disaster have risen to approximately 10,400\ncubic feet. These are maintained at a storage site outside Ottawa. In the 1972-1973\nfiscal year there will be an addition to the building to provide proper environmental\nconditions for the storage of computer-generated records and microfilm.\nDepartmental and Other Projects\u00E2\u0080\u0094The Advisory Services Division was deeply involved\nwith departments and agencies in various areas of records management during the\nfiscal year. The Division's staff made twelve comprehensive surveys and reports for\ndepartments on some or aU of their records management problems. The Division also\nprepared and installed classification systems, converted existing systems to new ones,\nand amended others. The total number of such classification exercises was nine. Two\nmati management surveys and reports were completed, with assistance also given hi\nimplementing recommendations. In addition to scrutinizing all newly submitted records\nschedules, the staff prepared or assisted departments in the preparation of eight other\noperational records schedules before they were submitted for the approval of the\nDominion Archivist. The Division also prepared three procedural manuals for departments. There were nine cases of organizational assistance to departments in the fields\nof staffing, equipment and space. In addition, the Division conducted a survey and\nprepared a report for the Government of Prince Edward Island concerning the records\nmanagement operations of that Province. The Division also provided a staff member\nto work on the problems associated with the take-over of the former War Service\nRecords Division of Veterans Affairs as the new Canadian Forces Records Centre.\nThe Division as usual provided the secretariat for the activities of the Advisory Council on Public Records. At the end of the fiscal year Divisional staff were working with\nother members of the Department on a working committee concerned with the role of\nthe PubUc Archives in the area of automated records. 16 PUBUC ARCHIVES REPORT 1971-1972\nGeneral Comments;\u00E2\u0080\u0094Demands are increasing for the Division's services for assistance,\nas required by the PubUc Records Order, for ensuring proper documentation of policies\nand programs of the departments and agencies. There have been several extensive\nreorganizations of the responsibilities of the departments, and many new, or radically\nrevised departments have emerged. The requests wtil continue to increase as these\nchanges occur and as we successfully perform our role. These reorganizations have\nimposed heavier demands for the development of new classification systems, records\nsystems and procedures, new procedural and operational manuals tailored to the new\norganizations and the production of new, or revised, schedules for operational records.\nAlso, a new type of customer is being added, not the usual department but agencies of a\nmore specialized nature, e.g., the Law Reform Commission, Information Canada, the\nPrices and Incomes Commission.\nThe impact of automated techniques on the Division's activities is beginning to\nbe felt. Preliminary studies are under way to determine what the role of the PubUc\nArchives should be in relation to these automated records systems, and hopefuUy the\nextent of our involvement should become more precise within the coming year. HISTORICAL\nBRANCH\nThis has been a very active year for the\nHistorical Branch as reflected by all round\nincreases in acquisitions, new finding aids,\nand the use of the services and facilities\nof the Branch by the pubUc. The range of\nacquisitions is particularly notable including the papers of Sb James Dunn, presented\nby Lady Beaverbrook; the R\u00C3\u00A9gor history of costume coUection; the photo coUections of\nthe Toronto Daily Star and the Globe and Mail; the C. W. Jefferys CoUection of historical illustrations presented by Imperial Oil; and the total production file of Cy BeU's\nWorld War II Canadian Comic books, with original drawings and correspondence.\nOther items from the Divisional reports help to illumine several trends over and\nabove the classic archival role of \"care, custody and control\" as set down in the\nArchives Act. Most of these trends are not new but they are becoming a great deal\nmore prominent and wtil have a profound effect on the Branch in years to come. They\ncan be summarized as foUows:\n1. The recognition of photography in aU its forms as a vaUd record of the past.\nThe actual and potential growth of the National Photographic Collection which\nhas multiplied five times in the last eight years bears this out. The National\nFilm CoUection abeady runs to over 6,000,000 feet.\n2. The importance of recorded sound as historical evidence. Despite a very\nsmall staff, accessions and services in this field are growing fast.\n3. A sharpened audio-visual awareness of the past complementing and reinforcing literary history, which is beginning to make heavy demands on audiovisual records, witness the increased use of the Picture Division and National\nMap Collection by the pubUc and especially by the \"media\".\n4. The decline of an elitism which restricted the appreciation of history to those\nwho lived close to the evidence or were sufficiently privUeged to be able to\nreach it This limited public use was largely unavoidable before the new reproduction and duplication processes.\n5. A demand for the riches of the Archives to be \"projected\" in other provinces\nand other cities, towns, and villages of the nation. Ways are being explored,\nthrough microfibn and facsimile publishing, to meet this new chaUenge; the\n\"touring\" of Public Archives exhibitions is a start. The Library's fine pamphlet collection, now being copied on microfibn, may become very useful in\nthis area.\n6. The decline of national and purely political history, written with a centralist\nperspective, in favour of regional, urban, and local studies which often\ninvolve a mosaic envbonmental approach and several related disciplines. The\nManuscript Division in particular notes the exposure of its resources to many\nsocial sciences. An increased use of maps and an even closer relationship\nwith provincial and other archives is bound to result from the new regionalism in approach to research.\n7. The growing enjoyment and appreciation of history and a sense of historical\nenvbonment by the general public through exposure to the archival image. The 1\nPUBUC ARCHIVES REPORT 1971-1972 j\nrealization that history does not have to be read to be enjoyed, and that it\nis much too important a matter to be left entirely to the historians.\n8. The need for the Public Archives to continue its initiative in securing archival\ncoUections of national importance in a range of subjects some of which have\nhitherto remained largely unexplored. The recently created Systematic\nNational Acquisition Programme has abeady been remarkably successful\nand has secured coUections for the Archives this year.\n9. The need to devise finding aids, including the use of EDP, which wtil retrieve\nsource data information rapidly and selectively. Successful projects with the I\nPrime Minister's Papers will be improved upon and extended into other\nfields.\n10. Within the Branch itself the organization wtil become less structured in the\nold sense, as individual skills, initiatives, and managerial capability are deployed in a more fluid way to meet the new problems and challenges of the\nArchives as a vast multi-media resource centre.\nMANUSCRIPT The Manuscript Division has continued to expand throughout\nthe 1971-1972 year. Archival functions, research faculties,\nDIVISION\nand pubUc services have grown in response to increasing de\nmands made by the pubUc. The demands were particularly urgent in four areas:\n1. A broader and more comprehensive acquisition program for primary research I\nmaterials.\n2. A more liberal access policy to pubtic records and private papers.\n3. Expanded research f acuities and services.\n4. Expanded research in response to growing inquiries for historical and\ngenealogical data.\nThe Systematic National Acquisition Programme was expanded to ensure the\npreservation and availability for research of the Ml scope of primary research materials I\nin Canada. Structural changes were made in the Division organization to reflect\ngreater emphasis on acquisition of manuscripts and other textual documents, and the\nDivision estabUshed eight separate Units to co-ordinate the programs.\nWhtie the Usts of acquisitions of the various Sections already reflect the increased\"\ndiversity of the programs, a much greater flow of research materials to the Manuscript\nDivision is expected in the years to come.\nIn May, 1969, the Prime Minister announced a new policy of liberalized access to\npubUc records that are more than thirty years old. This decision opened to the pubUc\nlarge and important new bodies of research materials, among them the Minutes of\nMeetings of the Cabinet, records of the Department of External Affabs and the Department of National Defence, to name the more sensitive sources. Massive transfers of\npublic records to the custody of the Manuscript Division required the extension of the\nElectronic Data Processing to control the access to, and information retrieval from, the\ngovernment files. In addition, large segments of pubUc records have been microfilmed\nto protect the originals, and to make them avaUable on loan to mstitutions throughout\nthe country. The major exhibitions were: BRITISH COLUMBIA *71:\nCANADA ON THE PACIFIC, a display honouring the centennial of the entry\nof British Columbia into Confederation; TEN CONTEMPORARY CANADIAN\nMEDALLISTS, the fbst exhibition to be prepared for the National Medal CoUectionM'\nIMMIGRATION TO THE CANADIAN PRAIRIES: 1870-1914, a display reflecting ADMINISTRATION AND TECHNICAL SERVICES BRANCH\n93\nthe great contribution to the history of western Canada made by the immigrants of the\nera; and IMAGE OF CANADA, an exhibition displaying Canadian topography, events,\nand personalities seen via a selection of water-colours from the Public Archives'\npermanent collection. The two photographic exhibitions were both one-man shows in\nrecognition of the gifts of coUections to the Historical Photograph Section. These were\nthe KEN BELL exhibition and the CAVOUK exhibition.\nBRITISH COLUMBIA 11: CANADA ON THE PACIFIC\u00E2\u0080\u0094This display which documented the Confederation Era in British Columbia was officially opened by the\nLt-Governor of British Columbia in April, 1971. The materials used for exhibit were\nchosen by Carman Carroll who also prepared the catalogue which was distributed\nwithout charge to exhibit patrons. After the display closed at the PubUc Archives in the\nlatter part of June it was shipped to British Columbia and shown in Victoria from mid-\nJuly until early November, and in Vancouver from mid-November until March, 1972.\nDuring each of its three venues the display enjoyed great pubUc attention with a minimum of 30,000 visitors at each of its B.C. locations.\nTEN CONTEMPORARY CANADIAN MEDALLISTS\u00E2\u0080\u0094This first exhibition prepared\nby the National Medal CoUection was compiled for the PubUc Archives by Dora de\nP\u00C3\u00A9dery Hunt, Canadian medallic sculptor. The exhibition was opened by His Excellency\nthe Governor General of Canada, Roland Michener, in June. The display dealt with the\nworks of 10 living Canadian sculptors whose field is primarily medallic art and was\nmounted to bring public attention to the role of medals as historical documents. A catalogue with biographies of the sculptors was prepared for distribution during the exhibit\nwhich closed in September, 1971.\nIMMIGRATION TO THE CANADIAN PRAIRIES: 1870-1914\u00E2\u0080\u0094This display was\nopened m August, 1971 by the Minister of State, Martin P. O'ConneU. The exhibition\nwas prepared by the Public Archives Library and was mounted to show the innumerable\ncontributions made to this country by the many groups of immigrants who came during\nthe era depicted. The documentation and materials for the exhibition were chosen by\nThomas A. Hillman who also prepared the catalogue. Much interest was shown in this\ndisplay, particularly by the ethnic communities and the Department of Manpower and\nImmigration. The latter plans to show the display on an exhibit circuit across the\ncountry over a period of two to three years so that it can be seen by a maximum number of Canadians.\nIMAGE OF CANADA\u00E2\u0080\u0094The selection of 99 water-colours for this exhibition was made\nby Michael BeU who also wrote the illustrated catalogue for the display. The water-\ncolours depict early Canadian topography, events, and personalities in the years preceding the widespread use of photography. This exhibition was opened in January, 1972\nby the Hon. Jean Marchand, and was the first display prepared for presentation during\nthe centenary of the PubUc Archives. Response to this display has been so enthusiastic\nthat it is scheduled for showing in 12 other locations and will be travelling across\nCanada for over two years.\nKEN BELL PHOTOGRAPHIC EXHIBITION\u00E2\u0080\u0094Ken BeU, an internationaUy recognized\nCanadian photographer, has turned his extensive negative coUection over to the Historical Photograph Section of the PubUc Archives. In recognition of this gift an exhibition\ndepicting his varied career was mounted. The display was officially opened by Charles\nLynch on October 4, 1971. 94\nPUBUC ARCHIVES REPORT 1971-1972\nCAVOUK PHOTOGRAPHIC EXHD3ITION\u00E2\u0080\u0094This exhibition was opened in Marc\u00C2\u00BB\n1972 by Her ExceUency, Nora Michener. Artin Cavoukian has donated many of his\ncolour portraits to the Historical Photograph Section of the PubUc Archives. Cavouk\nworks exclusively in colour and does portraits only. The addition of his material to the\nCoUection wtil be a great asset to historical researchers who are concerned with the\npersonalities of our times.\nIn addition to the six exhibitions prepared, constructed and opened for the Public\nArchives, the Displays and Publicity Division mounted five major exhibitions for the\nNational Library and assisted with the preparation and facilities for a number of 'guest'\ndisplays held in the buUding. These include the National Museum of Man's Ukrainian\ndisplay, 'We Have Always Lived In Our Art', which was shown in the main lobby of the\nPublic Archives BuUding, and various foyer displays and smaU exhibits for other\ndivisions.\nOn numerous occasions the Division planned press receptions for the Public\nArchives and assisted other government departments, such as the National Capital Commission and the National Museum of Man, in the planning and execution of theb\nreceptions. This included the presentation of the photographs of press journalist Raymond Munro and World War I photographer Wm. Rider-Rider to the Public Archives,\nthe official opening of 'We Have Always Lived In Our Art' and the NCC's 'Paolo\nSoleri' exhibit which was held at the Government Conference Centre.\nFor each of the Public Archives' official openings the Displays and Publicity\nDivision comptied invitation lists, and supervised distribution of invitations and catering\nfor the receptions. A publicity program was instituted for each exhibition and each major\ndepartmental event.\nIn the latter months of the 1971-1972 fiscal year the Displays and PubUcity Division was expanded by two positions, one CR 3 and one GT 3. This brought the Divisional man-years to six permanent positions, retaining under the Division's supervision\nthe Curator of Laurier House and the Extensions Officer and Curator of the National\nMedal CoUection.\nPublicity\u00E2\u0080\u0094PubUcity for the activities of the PubUc Archives of Canada has been\ngarnered for each exhibition during the 1971-1972 fiscal year, for major appointments\nto staff and for important events. A program which includes the distribution of press\nreleases, materials for special features, and television and radio interviews is planned\nand carried out by the PubUcity Section. Support of all local media has been constant\nand some pubUcity has been secured on a national basis for the more important activities of the Department. The PubUcity Section prepares a monthly quarter-hour television show for local cablevision which consists of interviews and films for current\nexhibitions. In this latter exercise the Section has been fuUy supported by the Public\nArchives' Audio-Visual Section. A minimum of three thousand dollars worth of \"free\"\npublicity has been produced for each of the major activities of the Public Archives\nduring this fiscal year. Similar services have been performed by this Section for the\nNational Library.\nAs part of a continuing program of the Ethnic Archives, the Displays and PubUcity\nDivision has participated by organizing and officiating at tri-departmental, multicultural\nmeetings for the National Museum of Man, the National Library and the Public\nArchives of Canada. The concrete results of these meetings have been three new agreements within the last year with ethnic communities in Canada that will serve to broaden\nthe understanding of the multicultural policies of the Minister and to improve the collec- ADMINISTRATION AND TECHNICAL SERVICES BRANCH 95\ntions within the Ethnic Archives. At aU these meetings the Displays and PubUcity\nDivision's role is that of support to the Manuscript Division which controls the Ethnic\nArchives.\nLaurier House\u00E2\u0080\u0094During 1971-1972 there were 14,560 visitors to Laurier House. The\nCurator, Helen M. Brown, has supervised the installation of a new electrical system,\nexterior repairs to the residence and major interior improvements including extensive\nrepainting, and new curtains for nine rooms.\nA new promotional brochure has been designed and prepared for Laurier House\nby Canadian artist, Wm. C. KettleweU. This brochure consists of original drawings of\nKing and Laurier and of the various highUghts of Laurier House. During this period,\nLaurier House was presented with furniture that had been used by Mackenzie King\nduring his tenure as Minister of Labour.\nNational Medal CoUection and Tours\u00E2\u0080\u0094The total number of visitors to the Public-\nArchives of Canada during 1971-1972 was 118,047. Of this total, almost 7,000 visited\nthe Building on formally arranged tours of over 160 separate groups. A number of\nthese groups were visitors travelling in Ottawa with the Federal Government's VISIT\nCANADA student travel groups.\nOver 200 important medals have been added to the National Medal CoUection.\nThe Curator, A. E. H. P\u00C3\u00A9trie, reports that this brings the total number of medals in the\nCollection to nearly 6,000, including medals that have been recently sculpted by Canadian artists and medals of historical prominence.\nPUBLICATIONS\nDIVISION\nDuring the past 12 months the PubUcations Division\nhas been directly involved in many programs and activities\ninitiated outside the Division as well as continuing with\nprojects originally assigned to it. The latter includes The\nI Papers of the Prime Ministers series of which another volume, Les Lettres de sir John\nI A. Macdonald 1836-1857 appeared early in 1972.\nThe area of most intense involvement for the Division has been that dealing with\nI the preparation of exhibition catalogues and brochures. These pubUcations, often of an\nI illustrated nature, complement the many displays and exhibits prepared by the PubUc\nI Archives. Publications faffing within this category include Ten Contemporary Canadian\nI Medallists, Immigration to the Canadian Prairies: 1870-1914, and most recently, Image\nI of Canada. The latter is a detailed, fuUy Ulustrated catalogue of documentary water-\nI colours and drawings taken from the PubUc Archives' permanent collection, the exhibi-\nI tion of which marks the beginning of the Department's centennial celebrations. In\nI addition two brochures, Ken Bell: 40 years of Photography and With a Painter's Eye:\nI Portraits by Cavouk, were prepared to accompany photo exhibits arranged by the\nI Picture Division.\nOther brochures and booklets on various aspects of the Archives have also been\nI published. Among these are The Public Archives of Canada, a general introduction to\nI the organization, services and faculties offered by the Department; Laurier House, a\nI revised, attractively Ulustrated folder describing the former residence of two Canadian\nI Prime Ministers, Sir Wilfrid Laurier and the Rt. Hon. W. L. Mackenzie King; The\nI Records Management Branch, first in a series of brochures explaining bidividual archival\nI services and functions; Canadian Labour Congress Records, an bitroduction to the 96\nPUBUC ARCHIVES REPORT 1971-1972\nNational Labour Archives of the PubUc Archives of Canada; Are Your Photographs\nDestined for Oblivion?; and a revised edition (1972) of Tracing Your Ancestors inf\nCanada.\nThe collation and editing of the PubUc Archives Annual Reports remains the\nresponsibility of the Division. A cumulative Report for the years 1959-1969 was pubUshed in December. A fifteen-month Report: 1970-1971 is now at the printers. On a envoy\u00C3\u00A9 l'exposition du centenaire de la\nColombie-Britannique \u00C3\u00A0 Victoria et \u00C3\u00A0 Vancouver, et fait circuler l'exposition \u00C2\u00ABVisage du\nCanada\u00C2\u00BB dans tout le pays.\nPour le recensement de 1971, le Service central du microfilm a d\u00C3\u00A9velopp\u00C3\u00A9 plus\nde 3,000,000 de pieds de microfibn.\nEn raison du manque d'espace, une partie du personnel et des documents a d\u00C3\u00BB\n\u00C3\u00AAtre install\u00C3\u00A9e dans d'autres \u00C3\u00A9difices.\nLes Archives pubUques, qui jouent un r\u00C3\u00B4le d'avant-garde dans le domaine de la\ncoop\u00C3\u00A9ration internationale en mati\u00C3\u00A8re d'automatisation des archives, apportent une aide\ntechnique aux pays en voie de d\u00C3\u00A9veloppement\nI On a r\u00C3\u00A9organis\u00C3\u00A9 la Division des publications pour am\u00C3\u00A9liorer l'efficacit\u00C3\u00A9 des services\nfournis aux autres divisions et pour diminuer les responsabilit\u00C3\u00A9s de cette Division en\nmati\u00C3\u00A8re de recherche.\nCet aper\u00C3\u00A7u du travail accompli illustre bien \u00C3\u00A0 quel point les activit\u00C3\u00A9s des Archives\npubUques s'accroissent, se multiplient et se diversifient, et comment cette institution\nparvient \u00C3\u00A0 s'adapter aux conditions nouveUes ainsi qu'\u00C3\u00A0 l'\u00C3\u00A9largissement de ses propres\nfonctions. Cette \u00C3\u00A9volution devrait se poursuivre, et les projets suivants ne repr\u00C3\u00A9sentent\nque quelques-uns des objectifs les plus importants que les Archives se sont fix\u00C3\u00A9s pour\nl'avenir imm\u00C3\u00A9diat.\nLes d\u00C3\u00A9p\u00C3\u00B4ts d'archives r\u00C3\u00A9gionaux de Toronto et de Montr\u00C3\u00A9al ont clairement d\u00C3\u00A9montr\u00C3\u00A9\nque ce genre d'\u00C3\u00A9tablissement permettait de traiter les dossiers inactifs du gouvernement\nplus \u00C3\u00A9conomiquement et plus efficacement. Au lieu de ne servir que les \u00C3\u00A9tu-\ndiants dipl\u00C3\u00B4m\u00C3\u00A9s et les historiens qui peuvent se rendre \u00C3\u00A0 Ottawa, on chercherait \u00C3\u00A0\nmettre les archives \u00C3\u00A0 la disposition du plus grand nombre possible de Canadiens qui\ny sont int\u00C3\u00A9ress\u00C3\u00A9s, et ce au moyen de copies de microfibns, de fac-simil\u00C3\u00A9s, de diapositives, de pubUcations, et par l'interm\u00C3\u00A9diaire des moyens de communication de masse.\nUn tel programme demande des fonds suppl\u00C3\u00A9mentaires, mais les b\u00C3\u00A9n\u00C3\u00A9fices qu'on en\nretirera justifient la modeste augmentation budg\u00C3\u00A9taire qu'U implique.\n\u00E2\u0096\u00A0 U automatisation des instruments de recherche se poursuivra. Ce syst\u00C3\u00A8me est\nd\u00C3\u00A9j\u00C3\u00A0 en vigueur pour les papiers du premier ministre et on a appUqu\u00C3\u00A9 le programme\nRecodex \u00C3\u00A0 d'importantes quantit\u00C3\u00A9s de dossiers minist\u00C3\u00A9riels, n est maintenant urgent RAPPORT DES ARCHIVES PUBLIQUES 1971-1972\nd'automatiser les instruments de recherche pour les cartes, les photographies, les films\net autres documents qu'il est important de pouvoir trouver rapidement et sur lesquels\nil faut garder un contr\u00C3\u00B4le absolu.\nMais U est sans doute encore plus important d'int\u00C3\u00A9grer les documents lisibles \u00C3\u00A0 la\nmachine mi syst\u00C3\u00A8me normal de gestion des documents et de mettre au point des m\u00C3\u00A9thodes\nd'identification, de tenue et de conservation des dossiers actifs, inactifs et des pi\u00C3\u00A8ces\nd'archives. On a fait des plans en collaboration avec des experts en informatique au\nCanada et aux \u00C3\u0089tats-Unis et avec le Conseil du Tr\u00C3\u00A9sor. On esp\u00C3\u00A8re que ces m\u00C3\u00A9thodes\nseront mises en apptication l'ann\u00C3\u00A9e prochaine et rem\u00C3\u00A9dieront \u00C3\u00A0 la situation actuelle.\nLa constitution d'Archives nationales du film sera l'une des t\u00C3\u00A2ches les plus int\u00C3\u00A9ressantes et les plus ardues parmi celles de l'ann\u00C3\u00A9e financi\u00C3\u00A8re \u00C3\u00A0 venb. On a d\u00C3\u00A9j\u00C3\u00A0 fait\nune grande partie des travaux pr\u00C3\u00A9liminaires avec les ressources existantes; on a, en par-\nticulier, commenc\u00C3\u00A9 \u00C3\u00A0 acheter de vieux documentaires et on a entrepris un programme\n\u00C3\u00A9chelonn\u00C3\u00A9 sur dix ans en vue de convertir les films au nitrate en peUicules stables. Le\nmandat des Archives pubUques dans le cadre de la politique nationale du film exigera un\npersonnel et des cr\u00C3\u00A9dita suppl\u00C3\u00A9mentaires et il faudra mettre au point des m\u00C3\u00A9thodes de\ns\u00C3\u00A9lection, de copie, de catalogage et de r\u00C3\u00A9f\u00C3\u00A9rence.\nLa conservation des documents est une responsabilit\u00C3\u00A9 fondamentale des Archives\nqui a \u00C3\u00A9t\u00C3\u00A9 quelque peu n\u00C3\u00A9glig\u00C3\u00A9e ces derniers temps en vue de subvenir \u00C3\u00A0 la multiplication des acquisitions et des demandes de recherche, et d'assumer l'expansion du r\u00C3\u00B4le\ndes Archives. Une \u00C3\u00A9tude men\u00C3\u00A9e l'an dernier a d\u00C3\u00A9termin\u00C3\u00A9 les dimensions alarmantes du\nprobl\u00C3\u00A8me de la conservation et on esp\u00C3\u00A8re pouvob entreprendre un programme \u00C3\u00A0 long\nterme qui pr\u00C3\u00A9viendra la d\u00C3\u00A9t\u00C3\u00A9rioration des pr\u00C3\u00A9cieux documents dont nous avons la\ngarde. On continuera \u00C3\u00A0 accorder une attention toute particuU\u00C3\u00A8re aux projets sp\u00C3\u00A9ciaux;\nl'un de ceux qui retiendra notre attention au cours de la prochaine ann\u00C3\u00A9e financi\u00C3\u00A8re sera\nl'acc\u00C3\u00A9l\u00C3\u00A9ration du catalogage, de la copie et de l'accessibilit\u00C3\u00A9 des dossiers de la Dbection\ndes affabes indiennes. Ces documents seront utiles \u00C3\u00A0 la Commission d'\u00C3\u00A9tude des revendications des Indiens dans l'examen des r\u00C3\u00A9clamations qui lui sont soumises.\nL'expansion des Archives publiques au cours des cinq derni\u00C3\u00A8res ann\u00C3\u00A9es et le\nrapide d\u00C3\u00A9veloppement de la Biblioth\u00C3\u00A8que nationale pendant la m\u00C3\u00AAme p\u00C3\u00A9riode rendent\nla construction d'un nouvel \u00C3\u00A9difice de plus en plus urgente. Bien qu'\u00C3\u00A0 l'origine U ait\n\u00C3\u00A9t\u00C3\u00A9 pr\u00C3\u00A9vu que les Archives et la Biblioth\u00C3\u00A8que logeraient dans le m\u00C3\u00AAme \u00C3\u00A9difice, on pr\u00C3\u00A9sageait qu'un jour chacun de ces deux \u00C3\u00A9tablissements aurait besoin de son propre immeuble. Malheureusement, la construction de l'\u00C3\u00A9difice fut retard\u00C3\u00A9e de plus de dix ans\napr\u00C3\u00A8s que les plans en eurent \u00C3\u00A9t\u00C3\u00A9 approuv\u00C3\u00A9s en 1954. \u00C3\u0080 cette \u00C3\u00A9poque, les Archives et\nla BibUoth\u00C3\u00A8que avaient ensemble 82 employ\u00C3\u00A9s. En 1967, l'ann\u00C3\u00A9e ob l'\u00C3\u00A9difice nouvellement construit fut inaugur\u00C3\u00A9, le total des employ\u00C3\u00A9s \u00C3\u00A9tait pass\u00C3\u00A9 \u00C3\u00A0 462 et U atteindra\nle millier d'ici un an. Depuis quelque temps, les locaux ne suffisent plus \u00C3\u00A0 abriter les\ndeux \u00C3\u00A9tablissements. On a d\u00C3\u00BB convertir en bureaux une partie des saUes d'exposition et\ndes magasins, et on a lou\u00C3\u00A9 provisoirement des milliers de pieds carr\u00C3\u00A9s dans les \u00C3\u00A9difices\nWest Memorial et Trebla ainsi que des locaux provisoires au D\u00C3\u00A9p\u00C3\u00B4t des dossiers \u00C3\u00A0\nTunney's Pasture. Toute nouveUe fragmentation g\u00C3\u00A9ographique des op\u00C3\u00A9rations entra\u00C3\u00AEnerait une perte d'efficacit\u00C3\u00A9 tant aux Archives qu'\u00C3\u00A0 la BibUoth\u00C3\u00A8que. Il est indispensable de trouver un autre \u00C3\u00A9difice pour les Archives publiques, de dimensions semblables\n\u00C3\u00A0 celles de l'\u00C3\u00A9difice actuel, qui correspond aux besoins de la Biblioth\u00C3\u00A8que nationale. Ce\nnouvel \u00C3\u00A9difice devrait tenb compte des responsabUit\u00C3\u00A9s particuU\u00C3\u00A8res des Archives, teUes\nque les expositions et le logement de la cin\u00C3\u00A9math\u00C3\u00A8que. On esp\u00C3\u00A8re que les pr\u00C3\u00A9paratifs\ncommenceront tr\u00C3\u00A8s prochainement. INTRODUCTION\nIl est \u00C3\u00A9galement urgent d'adopter une nouveUe loi. La Loi sur les archives publiques\nfoe 1912 s'est av\u00C3\u00A9r\u00C3\u00A9e remarquablement souple, mais en soixante ann\u00C3\u00A9es les fonctions\nde cet \u00C3\u00A9tablissement ont tellement \u00C3\u00A9volu\u00C3\u00A9 qu'une r\u00C3\u00A9vision importante s'impose, surtout\nen ce qui concerne les documents publics (qui sont r\u00C3\u00A9gis par le d\u00C3\u00A9cret sur les documents publics de 1966), la cr\u00C3\u00A9ation d'une cin\u00C3\u00A9math\u00C3\u00A8que et la promotion de la vulgarisation des archives historiques. On esp\u00C3\u00A8re qu'une loi r\u00C3\u00A9vis\u00C3\u00A9e sur les archives et les documents publics sera pr\u00C3\u00AAte pour la prochaine session parlementaire.\n\u00C2\u00A3\u00E2\u0080\u00A2 Le nombre de personnes et d'\u00C3\u00A9tablissements qui pr\u00C3\u00AAtent leur concours aux Archives\npubliques s'accro\u00C3\u00AEt d'ann\u00C3\u00A9e en ann\u00C3\u00A9e. Smith\nArchiviste f\u00C3\u00A9d\u00C3\u00A9ral L'ann\u00C3\u00A9e financi\u00C3\u00A8re 1971-\n1972 marquait le sixi\u00C3\u00A8me\nanniversaire de la Dbection de la gestion des\ndocuments et le seizi\u00C3\u00A8me\ndu D\u00C3\u00A9p\u00C3\u00B4t principal des\narchives (Ottawa). L'inauguration du d\u00C3\u00A9p\u00C3\u00B4t de\nDIRECTION DE\nLA GESTION\nDES DOCUMENTS\nVancouver co\u00C3\u00AFncidait avec\nle septi\u00C3\u00A8me anniversaire de celui de Toronto et le sixi\u00C3\u00A8me de celui de Montr\u00C3\u00A9al. Cependant, l'un des \u00C3\u00A9v\u00C3\u00A9nements majeurs de l'ann\u00C3\u00A9e fut le transfert de l'ancienne Division des\narchives des services de guerre, du minist\u00C3\u00A8re des Affaires des anciens combattants \u00C3\u00A0 la\nDirection de la gestion des documents des Archives publiques. D\u00C3\u00A9sormais nomm\u00C3\u00A9 D\u00C3\u00A9p\u00C3\u00B4t\nd'archives des Forces canadiennes, ce service, sous la dbection de M. Henry Hrushowy,\nrenforce les effectifs de la Direction de 48 nouveaux employ\u00C3\u00A9s. Du m\u00C3\u00AAme coup, la\nDirection ajoutait \u00C3\u00A0 son actif quelque 94,500 pi. cu. de documents. L'int\u00C3\u00A9gration du\nnouveau service dans les structures de la Dbection devait in\u00C3\u00A9vitablement entra\u00C3\u00AEner une\nr\u00C3\u00A9vision d\u00C3\u00A9taill\u00C3\u00A9e des t\u00C3\u00A2ches ainsi qu'un rajustement des postes.\nfe.-La nomination, en octobre, d'un agent administratif de la Dbection, M. ET.\nGamman, constitue un autre facteur important. La Dbection poss\u00C3\u00A8de enfin un agent\nhabitu\u00C3\u00A9 \u00C3\u00A0 faire face \u00C3\u00A0 une multitude de probl\u00C3\u00A8mes d'ordre administratif de caract\u00C3\u00A8re\nsp\u00C3\u00A9cifique ou g\u00C3\u00A9n\u00C3\u00A9ral. Pour ce qui est des dossiers personnels, on a trait\u00C3\u00A9 142,906 cas individuels, tant de civils que de militaires. Le service doit aussi \u00C3\u00A9laborer les instruments\nde recherche et les listes de localisation n\u00C3\u00A9cessaires aux fins d'identification, de consultation et d'\u00C3\u00A9limination, et \u00C3\u00A9tablir les index centraux des rayonnages vides pom\npermettre la reconversion de l'espace utilisable. On proc\u00C3\u00A8de en outre\n\u00C3\u00A0 la s\u00C3\u00A9lection de dossiers personnels pr\u00C3\u00A9sentant un int\u00C3\u00A9r\u00C3\u00AAt historique possible et on\nles transf\u00C3\u00A8re, \u00C3\u00A0 \u00C3\u00A9ch\u00C3\u00A9ance, \u00C3\u00A0 la Direction des archives historiques des Archives pubUques. DIRECTION PE LA GESTION DES DOCUMENTS 9\nD\u00C3\u00A9p\u00C3\u00B4t des archives des Forces canadiennes\u00E2\u0080\u0094Le d\u00C3\u00A9p\u00C3\u00B4t des archives des Forces canadiennes a \u00C3\u00A9t\u00C3\u00A9 cr\u00C3\u00A9\u00C3\u00A9 \u00C3\u00A0 la suite de l'adoption du d\u00C3\u00A9cret c.p. 1971-1989 visant \u00C3\u00A0 constituer\nun d\u00C3\u00A9p\u00C3\u00B4t central de tous les dossiers militaires relatifs au personnel des services\nmtiitabes en temps de guerre, des forces r\u00C3\u00A9guli\u00C3\u00A8res ou de r\u00C3\u00A9serve.\nLes minist\u00C3\u00A8res int\u00C3\u00A9ress\u00C3\u00A9s, les gouvernements provinciaux et municipaux, les\ngouvernements \u00C3\u00A9trangers, les chercheurs qualifi\u00C3\u00A9s, les anciens militaires et leurs proches\nainsi que le grand pubUc peuvent consulter, s'Us se conforment aux r\u00C3\u00A8glements, les\ndossiers du service. Le D\u00C3\u00A9p\u00C3\u00B4t dresse et tient \u00C3\u00A0 jour un r\u00C3\u00A9pertoire central automatis\u00C3\u00A9\nqui concerne plus de quatre millions d'ex-militaires, destin\u00C3\u00A9 \u00C3\u00A0 permettre la s\u00C3\u00A9lection\net l'\u00C3\u00A9limination finale de dossiers arriv\u00C3\u00A9s \u00C3\u00A0 \u00C3\u00A9ch\u00C3\u00A9ance. Le D\u00C3\u00A9p\u00C3\u00B4t assure \u00C3\u00A9galement la\ntenue, \u00C3\u00A0 des fins de consultation et de destruction, des radiographies envoy\u00C3\u00A9es par les\nh\u00C3\u00B4pitaux et les institutions qui rel\u00C3\u00A8vent des minist\u00C3\u00A8res des Affaires des anciens combattants et de la D\u00C3\u00A9fense nationale concernant des mtiitabes, des anciens combattants,\ndes membres de la Gendarmerie royale du Canada, leurs proches, ainsi que des civils.\nSECTION DES ACQUISITIONS\u00E2\u0080\u0094L'ann\u00C3\u00A9e financi\u00C3\u00A8re 1971-1972 a \u00C3\u00A9t\u00C3\u00A9 tr\u00C3\u00A8s charg\u00C3\u00A9e\npour la Section du fait de la contribution personnelle de son chef \u00C3\u00A0 divers projets\nminist\u00C3\u00A9riels d'int\u00C3\u00A9r\u00C3\u00AAt imm\u00C3\u00A9diat ou diff\u00C3\u00A9r\u00C3\u00A9 pour ces minist\u00C3\u00A8res ou les Archives publiques.\nNous avons pris certaines dispositions avec le minist\u00C3\u00A8re des Approvisionnements\net Services pour obtenir les documents qui lui ont permis de casser son b\u00C3\u00A2ti et de\nquitter les locaux du 1404, rue Scott. Depuis quelques ann\u00C3\u00A9es, de s\u00C3\u00A9rieux probl\u00C3\u00A8mes\navaient surgi entre le Revenu national (Imp\u00C3\u00B4t) et le minist\u00C3\u00A8re de la Statistique au\nsujet des T2 (recettes des soci\u00C3\u00A9t\u00C3\u00A9s) qui avaient \u00C3\u00A9t\u00C3\u00A9 transf\u00C3\u00A9r\u00C3\u00A9s \u00C3\u00A0 la Statistique en vertu\nd'un arrangement sp\u00C3\u00A9cial. La grosse question \u00C3\u00A9tait la consultation de ces documents\net le minist\u00C3\u00A8re du Revenu national (Imp\u00C3\u00B4t) a demand\u00C3\u00A9 \u00C3\u00A0 la Section d'en trouver la\nsolution. Un groupe de fonctionnaires embauch\u00C3\u00A9s, form\u00C3\u00A9s et dirig\u00C3\u00A9s par M. Lee\nLangeland, mais r\u00C3\u00A9mun\u00C3\u00A9r\u00C3\u00A9s par le Revenu national (Imp\u00C3\u00B4t), ont v\u00C3\u00A9rifi\u00C3\u00A9, class\u00C3\u00A9, rassembl\u00C3\u00A9 et mis en ordre quelque 15,000 pi. cu. de dossiers entrepos\u00C3\u00A9s dans l'\u00C3\u00A9difice temporaire n\u00C2\u00B0 5. Ils les ont ensuite transf\u00C3\u00A9r\u00C3\u00A9s au d\u00C3\u00A9p\u00C3\u00B4t d'archives, op\u00C3\u00A9ration qui s'est termin\u00C3\u00A9e vers la fin de l'ann\u00C3\u00A9e financi\u00C3\u00A8re. On a arr\u00C3\u00AAt\u00C3\u00A9 des mesures sp\u00C3\u00A9ciales, en collaboration avec la Section des archives officielles, quant au traitement \u00C3\u00A0 r\u00C3\u00A9server aux archives\ndes commissions royales d'enqu\u00C3\u00AAte. La Section des archives officielles de la Division\ndes manuscrits a \u00C3\u00A9prouv\u00C3\u00A9 de grandes difficult\u00C3\u00A9s \u00C3\u00A0 s\u00C3\u00A9parer les dossiers de routine interne\net les dossiers personnels, des documents pr\u00C3\u00A9sentant un int\u00C3\u00A9r\u00C3\u00AAt historique. De son\nc\u00C3\u00B4t\u00C3\u00A9, le D\u00C3\u00A9p\u00C3\u00B4t d'archives a eu les m\u00C3\u00AAmes probl\u00C3\u00A8mes pour obtenu les dossiers personnels inclus dans les archives des commissions royales d'enqu\u00C3\u00AAte. Maintenant, c'est le\nD\u00C3\u00A9p\u00C3\u00B4t d'archives qui proc\u00C3\u00A8de \u00C3\u00A0 l'acquisition initiale et qui, \u00C3\u00A0 son tour, transf\u00C3\u00A8re uniquement le solde des documents d'int\u00C3\u00A9r\u00C3\u00AAt historique \u00C3\u00A0 la Section des archives officielles.\nCette mani\u00C3\u00A8re de proc\u00C3\u00A9der est assez r\u00C3\u00A9volutionnaire, mais elle profite \u00C3\u00A0 tous les\nint\u00C3\u00A9ress\u00C3\u00A9s. L'acquisition des documents de l'ancienne Division des archives des services\nde guerre du minist\u00C3\u00A8re des Affaires des anciens combattants, comportant 56,361\npi. cu. de dossiers personnels et g\u00C3\u00A9n\u00C3\u00A9raux d'int\u00C3\u00A9r\u00C3\u00AAt connexe et 38,162 pi. cu. de\nradiographies (soit au total 94,523 pi. eu.), a constitu\u00C3\u00A9 une mani\u00C3\u00A8re de record absolu.\nIl importe de noter ici que, dans le pass\u00C3\u00A9, on a calcul\u00C3\u00A9 que les minist\u00C3\u00A8res de la r\u00C3\u00A9gion\nd'Ottawa d\u00C3\u00A9tenaient 295,000 pi. cu. d'archives inactives et que la Section devait en\nacqu\u00C3\u00A9rir 10 p.c. par an. Or cette ann\u00C3\u00A9e, nous avons acquis, d'un seul coup un tiers\nde cet arr\u00C3\u00A9rage. La demande qui nous a \u00C3\u00A9t\u00C3\u00A9 faite de lib\u00C3\u00A9rer les locaux d'entreposage\ndu sous-sol du Centre des donn\u00C3\u00A9es a engendr\u00C3\u00A9 des probl\u00C3\u00A8mes consid\u00C3\u00A9rables. Il a fallu 10 RAPPORT DES ARCHIVES PUBUQUES 1971-1972\nde nombreuses heures suppl\u00C3\u00A9mentaires et du travaU de nuit pom mener \u00C3\u00A0 bien l'organisation et la surveillance d'un tel d\u00C3\u00A9m\u00C3\u00A9nagement, en raison de la n\u00C3\u00A9cessit\u00C3\u00A9 de se\nconformer aux normes de s\u00C3\u00A9curit\u00C3\u00A9 tr\u00C3\u00A8s s\u00C3\u00A9v\u00C3\u00A8res de la D\u00C3\u00A9fense nationale quant \u00C3\u00A0 l'acc\u00C3\u00A8s\nde l'\u00C3\u00A9difice. La r\u00C3\u00A9ussite de ce d\u00C3\u00A9m\u00C3\u00A9nagement bien ordonn\u00C3\u00A9 est tout \u00C3\u00A0 l'honneur de\nla Section.\nLe total des acquisitions pour cette ann\u00C3\u00A9e s'est chiffr\u00C3\u00A9 \u00C3\u00A0 165. Ceci comprend\n154,264 pi.cu. de dossiers g\u00C3\u00A9n\u00C3\u00A9raux, 6,337 pi. de dossiers personnels et 903 pi. de\ndossiers de l'Organisation des mesures d'urgence, soit en tout 161,504 pieu. \u00C3\u0080 la suite\nde toutes ces acquisitions, on a lib\u00C3\u00A9r\u00C3\u00A9 73,036 pica, d'espace dans les minist\u00C3\u00A8res. Il est\nimpressionnant de consid\u00C3\u00A9rer tout l'\u00C3\u00A9quipement lib\u00C3\u00A9r\u00C3\u00A9 (y compris les archives de\nPO.M.U): 102,973 pieds Un\u00C3\u00A9aires de rayonnage; 929 classeurs de transfert; 2,933\nclasseurs; 122 fichiers, 38 armoires \u00C3\u00A0 films; 3 armoires \u00C3\u00A0 microfilms: et 2 armoires \u00C3\u00A0\ncartes. \u00C3\u0080 ce jour, la Section dessert 69 minist\u00C3\u00A8res et agences du gouvernement. C'est gr\u00C3\u00A2ce\n\u00C3\u00A0 des accords intervenus entre le D\u00C3\u00A9p\u00C3\u00B4t d'archives et la Section des archives officielles\nde la Division des manuscrits que de nouveaux minist\u00C3\u00A8res et organismes ont pu b\u00C3\u00A9n\u00C3\u00A9ficier des services de la Section; ces nouveaux cUents \u00C3\u00A9taient les suivants: six Commissions royales d'enqu\u00C3\u00AAte et le Groupe d'\u00C3\u00A9tude sur les relations de travaU.\nDes fonctions suppl\u00C3\u00A9mentaires ont n\u00C3\u00A9cessit\u00C3\u00A9 l'emploi d'un chauffeur et d'un camion\npour la Dbection de l'administration (Total: 16 jours-hommes) et pour le Conseil\nconsultatif afin d'assurer le service des d\u00C3\u00A9p\u00C3\u00B4ts de s\u00C3\u00A9curit\u00C3\u00A9 et la tenue de corns de formation (Total: 19 jours-hommes). On a en outre d\u00C3\u00A9pens\u00C3\u00A9 25 jours-hommes pour int\u00C3\u00A9grer\nles dossiers personnels. En un mois, on a d\u00C3\u00A9sinfect\u00C3\u00A9 quelque 93 pieds de bo\u00C3\u00AEtes d'archives\npour le compte de la Dbection des archives historiques. Au cours de l'ann\u00C3\u00A9e, nous nous\nsommes mis enti\u00C3\u00A8rement \u00C3\u00A0 jour en mati\u00C3\u00A8re de destruction des vieux papiers; donc, aucun\nretard de ce c\u00C3\u00B4t\u00C3\u00A9.\nEn ce qui concerne l'efficacit\u00C3\u00A9 accrue du syst\u00C3\u00A8me d'\u00C3\u00A9limination, on a pu prendre\nencore des dispositions avec une papeterie de Joliette (Qu\u00C3\u00A9bec) pour la destruction\nd'une masse importante d'archives soit 4,900 pi.cu., malheureusement pour la derni\u00C3\u00A8re\nfois. En effet, la papeterie estime que les frais de camionnage et de manutention sont\ntrop \u00C3\u00A9lev\u00C3\u00A9s par rapport au profit retir\u00C3\u00A9. U faut aussi tenb compte du fait que l'usine\nferme p\u00C3\u00A9riodiquement ses portes, ce qui n\u00C3\u00A9cessite l'entreposage et la conservation de ces\nvieux papiers. Nous \u00C3\u00A9tudions actuellement d'autres proc\u00C3\u00A9d\u00C3\u00A9s s\u00C3\u00A9curitaires de destruction\nmassive pour certains types d'archives et nous sommes sur la bonne voie.\nSECTION DE LA R\u00C3\u0089F\u00C3\u0089RENCE\u00E2\u0080\u0094L'application des changements de m\u00C3\u00A9thodes\nmentionn\u00C3\u00A9s l'an dernier ainsi que l'intervention de quelques autres, dans le domaine des\naccords particuliers avec les minist\u00C3\u00A8res au sujet de la recherche et du service, ont permis\n\u00C3\u00A0 cette Division, d'obtenir les meilleurs r\u00C3\u00A9sultats de son histobe. En d\u00C3\u00A9pit des probl\u00C3\u00A8mes\nde r\u00C3\u00A9organisation caus\u00C3\u00A9s par l'adjonction du D\u00C3\u00A9p\u00C3\u00B4t d'archives des Forces canadiennes,\n\u00C3\u00A9tant donn\u00C3\u00A9 les caract\u00C3\u00A9ristiques de son fonctionnement nous avons termin\u00C3\u00A9 l'ann\u00C3\u00A9e en\nd\u00C3\u00A9passant toutes les pr\u00C3\u00A9visions. En outre, nous avons mis un peu d'ordre dans le traitement des archives des Forces arm\u00C3\u00A9es. Nous avons am\u00C3\u00A9nag\u00C3\u00A9 une salle d'enregistrement\nsur bandes magn\u00C3\u00A9tiques dans le sous-sol du d\u00C3\u00A9p\u00C3\u00B4t d'archives des Forces canadiennes;\non y a d\u00C3\u00A9l\u00C3\u00A9gu\u00C3\u00A9 vingt-trois employ\u00C3\u00A9s du D\u00C3\u00A9p\u00C3\u00B4t central afin de faciliter le trahement de ces\narchives. On a \u00C3\u00A9galement proc\u00C3\u00A9d\u00C3\u00A9 \u00C3\u00A0 de nombreux transferts de personnel au sein de\nl'\u00C3\u00A9difice afin de loger les employ\u00C3\u00A9s, le mat\u00C3\u00A9riel et les instruments de travail int\u00C3\u00A9ressant\nles archives des Forces canadiennes, auparavant entrepos\u00C3\u00A9es au d\u00C3\u00A9p\u00C3\u00B4t central d'archives.\nTransferts et d\u00C3\u00A9placements\u00E2\u0080\u0094On a transf\u00C3\u00A9r\u00C3\u00A9 au total 2,600 pieds cubes de documents;\nceux qui pr\u00C3\u00A9sentaient un int\u00C3\u00A9r\u00C3\u00AAt historique sont aU\u00C3\u00A9s aux Archives pubUques du Canada, DIRECTION DE LA GESTION DES DOCUMENTS 11\nle reste revenant aux minist\u00C3\u00A8re d'origine afin d'y \u00C3\u00AAtre r\u00C3\u00A9examin\u00C3\u00A9 ou remis en activit\u00C3\u00A9.\nOn a \u00C3\u00A9galement proc\u00C3\u00A9d\u00C3\u00A9 au transfert de 19,000 pi.cu. de papiers pour faire place aux\ndossiers des Forces arm\u00C3\u00A9es dans l'annexe du d\u00C3\u00A9p\u00C3\u00B4t qui abrite le nouveau fonds d'archives\ndes Forces arm\u00C3\u00A9es. \u00C3\u0080 cela s'ajoute le d\u00C3\u00A9m\u00C3\u00A9nagement par des concessionnaires priv\u00C3\u00A9s\nde plus de 13,000 pi.cu. de bandes magn\u00C3\u00A9tiques et de documents du Centre des donn\u00C3\u00A9es\nfiscales, op\u00C3\u00A9ration dont la surveillance a \u00C3\u00A9t\u00C3\u00A9 confi\u00C3\u00A9e \u00C3\u00A0 la Dbection de la gestion des\narchives.\nLe traitement des dossiers du personnel civil est parfaitement \u00C3\u00A0 jour: l'int\u00C3\u00A9gration\ndes documents acquis en 1969 est termin\u00C3\u00A9e et l'on a achev\u00C3\u00A9 de d\u00C3\u00A9truire les pi\u00C3\u00A8ces\ninutiles se rapportant aux personnes n\u00C3\u00A9es en 1901. Ving-sept pieds de dossiers susceptibles de pr\u00C3\u00A9senter un jour une valeur historique ont \u00C3\u00A9t\u00C3\u00A9 envoy\u00C3\u00A9s \u00C3\u00A0 la Section\ndes archives officielles de la Division des manuscrits. On a observ\u00C3\u00A9 une baisse d'activit\u00C3\u00A9 dans ce service. Le chiffre des demandes a fl\u00C3\u00A9chi de 2,593 (passant de 11,512 \u00C3\u00A0\n8,919); celui des insertions a augment\u00C3\u00A9 de 5,068 (45,452 contre 40,384); les heures\nde recherche sont pass\u00C3\u00A9es de 2,260 \u00C3\u00A0 2,056, pour une diff\u00C3\u00A9rence de 204 heures et\nme nombre de dossiers recens\u00C3\u00A9s a diminu\u00C3\u00A9 de 38,634 (84,616 \u00C3\u00A0 45,982).\nEn revanche l'activit\u00C3\u00A9 touchant les dossiers du personnel militaire s'est consid\u00C3\u00A9rablement accrue. Les demandes ont connu une hausse de 9,608 (passant du 4,286\n\u00C3\u00A0 13,894), les insertions une baisse de 11,356 (52,168 en comparaison de 40,812),\nles heures de recherche une diminution de 752 (3,285 \u00C3\u00A0 2,533) cependant que le\nnombre de dossiers recens\u00C3\u00A9s passait de 22,450 \u00C3\u00A0 96,924, soit une augmentation de\n74,474.\nLe nombre total des dossiers du personnel recens\u00C3\u00A9s cette ann\u00C3\u00A9e a grimp\u00C3\u00A9 de\n35,840 (de 107,066 \u00C3\u00A0 142,906). Les avantages de cette op\u00C3\u00A9ration apparaissent clairement dans le tableau comparatif suivant, ob figurent les diff\u00C3\u00A9rentes activit\u00C3\u00A9s dont Us\nfont l'objet au service de r\u00C3\u00A9f\u00C3\u00A9rence. Celui des\ninsertions aurait d\u00C3\u00BB accuser une baisse \u00C3\u00A0 la suite des am\u00C3\u00A9liorations r\u00C3\u00A9alis\u00C3\u00A9es, en particulier, depuis l'installation des nouveaux blocs de rangement; mais cette avance a \u00C3\u00A9t\u00C3\u00A9\ncompl\u00C3\u00A8tement annul\u00C3\u00A9e par la masse des 24,381 inscriptions suppl\u00C3\u00A9mentaires (31,474\ncontre 7,093) qu'ont n\u00C3\u00A9cessit\u00C3\u00A9es les modifications techniques adopt\u00C3\u00A9es par la Soci\u00C3\u00A9t\u00C3\u00A9\ncentrale d'hypoth\u00C3\u00A8ques et de logement \u00C3\u0080 la fin de l'ann\u00C3\u00A9e, on avait pass\u00C3\u00A9 281 heures\nde moins \u00C3\u00A0 la recherche \u00C3\u00A0 la suite des changements apport\u00C3\u00A9s en 1970 au mode de 12 RAPPORT DES ARCHIVES PUBLIQUES 1971-1972\nretrait des documents; quand le volume de mat\u00C3\u00A9riel le justifie, l'op\u00C3\u00A9ration ne se fait\nplus par appel t\u00C3\u00A9l\u00C3\u00A9phonique, mais est confi\u00C3\u00A9e \u00C3\u00A0 une \u00C3\u00A9quipe d\u00C3\u00A9l\u00C3\u00A9gu\u00C3\u00A9e par le minist\u00C3\u00A8re\nint\u00C3\u00A9ress\u00C3\u00A9.\nLe chef de la Section des r\u00C3\u00A9f\u00C3\u00A9rences a eu la t\u00C3\u00A2che tr\u00C3\u00A8s lourde: non seulement\na-t-U d\u00C3\u00BB assumer nombre des responsabilit\u00C3\u00A9s quotidiennes incombant normalement\nau chef de division, (celui-ci \u00C3\u00A9tait occup\u00C3\u00A9 au r\u00C3\u00A9am\u00C3\u00A9nagement du nouveau d\u00C3\u00A9p\u00C3\u00B4t\nd'archives des Forces canadiennes) mais il a \u00C3\u00A9galement particip\u00C3\u00A9 de fa\u00C3\u00A7on dbecte \u00C3\u00A0\nla r\u00C3\u00A9organisation de la Division ainsi qu'\u00C3\u00A0 l'\u00C3\u00A9valuation et \u00C3\u00A0 la mise en \u00C5\u0093uvre pratique\nd'un nouvel \u00C3\u00A9quipement automatis\u00C3\u00A9.\nLa Division a connu une ann\u00C3\u00A9e de grandes transformations. Le chef s'est adonn\u00C3\u00A9\n\u00C3\u00A0 des travaux pressants: remanier le personnel, les syst\u00C3\u00A8mes et les m\u00C3\u00A9thodes de gestion\ndu d\u00C3\u00A9p\u00C3\u00B4t d'archives des Forces canadiennes afin d'en assurer l'exploitation efficace,\nr\u00C3\u00A9organiser toute la Division conform\u00C3\u00A9ment au nouveau plan propos\u00C3\u00A9 tout en maintenant les services et en assumant la responsabilit\u00C3\u00A9 des remaniements sans disposer\nencore d'une autorisation officielle \u00C3\u00A0 cet effet (ordonnance du ConseU Priv\u00C3\u00A9 ou autre);\nconcevoir et mettre sur pied le syst\u00C3\u00A8me automatis\u00C3\u00A9, \u00C3\u00A9valuer et choisir l'\u00C3\u00A9quipement\net les fournitures requis pour son exploitation; enfin, exiger un \u00C3\u00A9norme surplus de\ntravaU de la part des chefs des Sections des acquisitions des r\u00C3\u00A9f\u00C3\u00A9rences; il en fut ainsi\nde la plupart des commis les plus exp\u00C3\u00A9riment\u00C3\u00A9s de la Division, de niveau interm\u00C3\u00A9diaire ou sup\u00C3\u00A9rieur, qui furent appel\u00C3\u00A9s par la force des choses \u00C3\u00A0 assumer sans r\u00C3\u00A9mun\u00C3\u00A9ration appropri\u00C3\u00A9e, des responsabUit\u00C3\u00A9s d\u00C3\u00A9passant de beaucoup ceUes de leurs fonctions.\nNos plus grandes satisfactions nous sont venues cette ann\u00C3\u00A9e des r\u00C3\u00A9sultats obtenus\net de l'ardeur qu'ont mis les cadres sup\u00C3\u00A9rieurs \u00C3\u00A0 relever le d\u00C3\u00A9fi. La r\u00C3\u00A9vision a port\u00C3\u00A9 essentiellement sur le rapport finan-\n|cier (num\u00C3\u00A9ro 2), et l'ouvrage devrait \u00C3\u00AAtre pubU\u00C3\u00A9 au d\u00C3\u00A9but de l'exercice 1972-1973. 18 RAPPORT DES ARCHIVES PUBUQUES 1971-1972\nOn a \u00C3\u00A9galement proc\u00C3\u00A9d\u00C3\u00A9 au cours de l'ann\u00C3\u00A9e, \u00C3\u00A0 une r\u00C3\u00A9vision compl\u00C3\u00A8te et \u00C3\u00A0 la r\u00C3\u00A9\u00C3\u00A9dition\ndu manuel d'organisation et d'exploitation (Organization and Operations Manual) de la\nDbection de la gestion des documents ainsi que du calendrier de conservation et de\ndestruction des dossiers (Records Scheduling and Disposai). De plus, la Division a\npr\u00C3\u00A9par\u00C3\u00A9 un projet de r\u00C3\u00A9vision, d'un opuscule intitul\u00C3\u00A9 Essential Records for Industry que\nla Dbection de l'approvisionnement d'urgence du minist\u00C3\u00A8re des Approvisionnements\net Services \u00C3\u00A9ditera en temps voulu.\nFormation\u00E2\u0080\u0094Du 1\" avril 1971 au 31 mars 1972, la Division des services consultatifs\na dirig\u00C3\u00A9 deux cours complets de quatre semaines (n0\" 16 et 17), auxquels se sont inscrits\nplus de soixante membres du personnel des administrations centrales et r\u00C3\u00A9gionales du\ngouvernement et comme de coutume, un certain nombre de personnes non employ\u00C3\u00A9es\ndans la fonction publique. Les localit\u00C3\u00A9s choisies, Smiths Falls et Brockville, \u00C3\u00A9taient\nnouvelles. Au corns de l'ann\u00C3\u00A9e financi\u00C3\u00A8re\n1972-1973, on adjoindra une nouveUe aile \u00C3\u00A0 l'\u00C3\u00A9difice, sp\u00C3\u00A9cialement am\u00C3\u00A9nag\u00C3\u00A9e pour les\ndocuments informatiques et les microfibns.\nProgrammes des minist\u00C3\u00A8res et autres travaux\u00E2\u0080\u0094Certains aspects de la gestion des documents ont fait l'objet cette ann\u00C3\u00A9e, d'une collaboration \u00C3\u00A9troite entre la Division\ndes services consultatifs, et les minist\u00C3\u00A8res et organismes du gouvernement. La Division\na effectu\u00C3\u00A9 douze \u00C3\u00A9tudes syst\u00C3\u00A9matiques partielles ou g\u00C3\u00A9n\u00C3\u00A9rales, des probl\u00C3\u00A8mes auxquels\nfont face les minist\u00C3\u00A8res, et a r\u00C3\u00A9dig\u00C3\u00A9 des rapports \u00C3\u00A0 leur intention. EUe a \u00C3\u00A9galement\nproc\u00C3\u00A9d\u00C3\u00A9 \u00C3\u00A0 l'\u00C3\u00A9laboration et \u00C3\u00A0 la mise en place, \u00C3\u00A0 la conversion ou \u00C3\u00A0 la r\u00C3\u00A9novation de\nsyst\u00C3\u00A8mes de classement (neuf au total). Le personnel a termin\u00C3\u00A9 deux rapports faisant\nsuite \u00C3\u00A0 des \u00C3\u00A9tudes de gestion du courrier, tout en aidant \u00C3\u00A0 la mise en \u00C5\u0093uvre des\nrecommandations qu'Us contenaient. Il a non seulement examin\u00C3\u00A9 de pr\u00C3\u00A8s toutes les\nnouveUes propositions touchant les calendriers de conservation des documents, mais\nil a aussi contribu\u00C3\u00A9 \u00C3\u00A0 l'\u00C3\u00A9laboration, dans les minist\u00C3\u00A8res, de huit programmes de cette\nnature devant \u00C3\u00AAtre soumis par la suite \u00C3\u00A0 l'approbation de l'Archiviste f\u00C3\u00A9d\u00C3\u00A9ral. La Division a en outre pr\u00C3\u00A9par\u00C3\u00A9 trois manuels de proc\u00C3\u00A9dure \u00C3\u00A0 l'intention des minist\u00C3\u00A8res.\n\u00C3\u0080 neuf reprises eUe a fourni de l'aide en mati\u00C3\u00A8re de dotation en personnel, d'\u00C3\u00A9quipement, et d'allocation d'espace. De plus, eUe a men\u00C3\u00A9 une enqu\u00C3\u00AAte et r\u00C3\u00A9dig\u00C3\u00A9 un rapport,\npour le compte du gouvernement de P\u00C3\u008Ele-du-Prince-\u00C3\u0089douard, sur la question des documents dans cette province. L'un de ses employ\u00C3\u00A9s s'est vu confier la t\u00C3\u00A2che de tenter\nde r\u00C3\u00A9soudre les probl\u00C3\u00A8mes li\u00C3\u00A9s \u00C3\u00A0 la conversion de l'ancienne Division des archives\ndes services de guerre, devenue le D\u00C3\u00A9p\u00C3\u00B4t d'archives des forces arm\u00C3\u00A9es. Comme d'habitude, c'est eUe qui a fourni les services de secr\u00C3\u00A9tariat requis pour les travaux du\nConseil consultatif des archives publiques. \u00C3\u0080 la fin de l'ann\u00C3\u00A9e, le personnel de la\ndivision a coUabor\u00C3\u00A9, au sein d'un comit\u00C3\u00A9 d'\u00C3\u00A9tude interminist\u00C3\u00A9riel, \u00C3\u00A0 l'examen du r\u00C3\u00B4le\ndes Archives publiques dans le domaine des syst\u00C3\u00A8mes automatis\u00C3\u00A9s de documentation.\nTravaux divers\u00E2\u0080\u0094Conform\u00C3\u00A9ment aux dbectives du D\u00C3\u00A9cret sur les archives publiques,\nles minist\u00C3\u00A8res et organismes sollicitent de plus en plus l'aide de la Division dans la\ngestion du mat\u00C3\u00A9riel ayant trait \u00C3\u00A0 leurs Ugnes d'action et \u00C3\u00A0 leurs programmes. Divers DIRECTION DE LA GESTION DES DOCUMENTS\n19\nminist\u00C3\u00A8res ont subi de profondes transformations de leurs attributions; d'autres organismes ont \u00C3\u00A9t\u00C3\u00A9 cr\u00C3\u00A9es ou compl\u00C3\u00A8tement remani\u00C3\u00A9s. Les demandes d'aide bont croissant\nau fur et \u00C3\u00A0 mesure de ces changements et de l'extension de nos services. Nous devons\nen effet faire face \u00C3\u00A0 un accroissement des requ\u00C3\u00AAtes touchant l'instauration de nouveaux\nsyst\u00C3\u00A8mes et techniques de classement et de gestion, la pr\u00C3\u00A9paration de nouveaux manuels\ntechniques adapt\u00C3\u00A9s aux besoms particuliers de chaque organisme et l'\u00C3\u00A9laboration ou la\nr\u00C3\u00A9novation des calendriers de conservation des documents actifs. Mentionnons enfin\nqu'\u00C3\u00A0 la client\u00C3\u00A8le habituelle des minist\u00C3\u00A8res s'est ajout\u00C3\u00A9e celle de groupes plus sp\u00C3\u00A9cialis\u00C3\u00A9s\ntels que la Commission de r\u00C3\u00A9forme du droit, Information Canada et la Commission des\nprix et revenus.\nH L'automatisation du travail commence \u00C3\u00A0 influer sur le rendement de la Division.\nEt c'est avec l'espob de nous faire, au cours de l'ann\u00C3\u00A9e qui vient, une id\u00C3\u00A9e plus claire\ndes possibilit\u00C3\u00A9s qu'elle nous offre, que l'on a entrepris des \u00C3\u00A9tudes pr\u00C3\u00A9liminaires concernant le r\u00C3\u00B4le \u00C3\u00A9ventuel des Archives publiques dans l'apptication de ces nouveaux syst\u00C3\u00A8mes\nautomatis\u00C3\u00A9s. DIRECTION\nDES ARCHIVES\nHISTORIQUES\nLa Dbection des archives historiques a connu une ann\u00C3\u00A9e de pleine activit\u00C3\u00A9, comme en t\u00C3\u00A9moigne\nl'augmentation qui s'est manifest\u00C3\u00A9e\ndans tous les domaines: acquisitions, nouveaux instruments de\nrecherche et utilisation par le pubUc\ndes services et installations. La\ngamme des acquisitions est particuU\u00C3\u00A8rement remarquable et comprend les papiers de\nsb James Dunn offerts par Lady Beaverbrook, la coUection d'histoire du costume de\nR\u00C3\u00A9gor, les collections de photographies du Toronto Daily Star et du Globe and Mail,\nla collection d'tilustrations historiques de C. W. Jefferys offerte par l'Imp\u00C3\u00A9rial OU; et le\ndossier complet des bandes dessin\u00C3\u00A9es publi\u00C3\u00A9es au Canada par Cy Bell pendant la Seconde\nGuerre mondiale, avec dessins originaux et correspondance.\nI D'autres points soulev\u00C3\u00A9s dans les rapports des Divisions Ulustrent diverses tendances\ndes Archives qui d\u00C3\u00A9passent le r\u00C3\u00B4le traditionnel de \u00C2\u00ABsoin, de garde et de r\u00C3\u00A9gie\u00C2\u00BB \u00C3\u00A9nonc\u00C3\u00A9\ndans la Loi sur les archives publiques. La plupart de ces courants ne sont pas nouveaux,\nmais ils prennent de l'importance et influenceront consid\u00C3\u00A9rablement l'orientation de la\nDirection dans les ann\u00C3\u00A9es \u00C3\u00A0 venir. On peut les r\u00C3\u00A9sumer comme suit:\n1. La reconnaissance de la photographie sous toutes ses formes en tant que\ndossier valable du pass\u00C3\u00A9. La croissance r\u00C3\u00A9elle et virtuelle de la Collection\nnationale de photographies qui a vu son volume quintupler au cours des huit\nderni\u00C3\u00A8res ann\u00C3\u00A9es confirme cette affirmation. La Collection nationale de films\ncomprend actueUement plus de six millions de pieds de film.\n2. L'importance des enregistrements sonores en tant que t\u00C3\u00A9moignage historique.\nBien que le personnel de la section soit restreint, les acquisitions et services\ndans ce domaine s'accroissent rapidement.\n3. Un int\u00C3\u00A9r\u00C3\u00AAt accru pour les documents audio-visuels du pass\u00C3\u00A9 qui compl\u00C3\u00A8tent\net appuient l'histobe \u00C3\u00A9crite; il en r\u00C3\u00A9sulte une tr\u00C3\u00A8s forte demande dans ce\ndomaine, \u00C3\u00A0 preuve l'utilisation accrue, par le grand public et surtout par les\norganes d'information, de la Division des gravures et photos et de la Collection\nnationale de cartes et plans.\n4. Le d\u00C3\u00A9clin de cet \u00C2\u00AB\u00C3\u00A9litisme\u00C2\u00BB qui restreignait l'appr\u00C3\u00A9ciation de l'histoire \u00C3\u00A0 ceux\nqui vivaient en contact avec les sources ou aux privil\u00C3\u00A9gi\u00C3\u00A9s qui pouvaient y\nacc\u00C3\u00A9der. L'acc\u00C3\u00A8s limit\u00C3\u00A9 aux sources de l'histoire \u00C3\u00A9tait in\u00C3\u00A9vitable avant l'apparition des m\u00C3\u00A9thodes de reproduction.\n5. La demande de \u00C2\u00ABprojeter\u00C2\u00BB les richesses des Archives publiques dans les autres\nprovinces, vtiles et villages du pays. On tente actueUement de relever ce nouveau d\u00C3\u00A9fi en tirant des \u00C3\u00A9ditions sur microfilms et en fac-simil\u00C3\u00A9s; un premier\npas a \u00C3\u00A9t\u00C3\u00A9 accompU par la \u00C2\u00ABtourn\u00C3\u00A9e\u00C2\u00BB des expositions des Archives pubUques.\nLa remarquable coUection de brochures de la BibUoth\u00C3\u00A8que qu'on est \u00C3\u00A0\nmicrofilmer pourrait apporter une contribution utile \u00C3\u00A0 ce projet.\nI 6. Le d\u00C3\u00A9sint\u00C3\u00A9r\u00C3\u00AAt pour l'histobe nationale et essentieUement politique, \u00C3\u00A9crite dans\nune optique centralisatrice, en faveur d'\u00C3\u00A9tudes sur le plan r\u00C3\u00A9gional, urbain ou\nlocal qui font souvent appel \u00C3\u00A0 plusieurs disciplines connexes et \u00C3\u00A0 une perspective multicultureUe. La Division des manuscrits en particulier constate l'utilisation de ses ressources par diverses branches des sciences sociales. La nouveUe\n21 RAPPORT DES ARCHIVES PUBUQUES 1971-1972 I\noptique r\u00C3\u00A9gionaUste de la recherche aura sans doute pour cons\u00C3\u00A9quence l*utili-1\nsation accrue des cartes et des relations plus \u00C3\u00A9troites avec les archives provinciales et autres.\n. La revalorisation de l'histoire et l'int\u00C3\u00A9r\u00C3\u00AAt que le public lui accorde, ainsi\nque le sens de l'envbonnement historique qui se manifeste par suite du contact\navec des images historiques. La constatation du fait qu'U n'est pas n\u00C3\u00A9cessaire\nde Ure l'histoire pour l'appr\u00C3\u00A9cier et que l'histoire est beaucoup trop importante pom qu'on la laisse enti\u00C3\u00A8rement aux historiens.\n. La n\u00C3\u00A9cessit\u00C3\u00A9 pour les Archives pubUques de poursuivre l'initiative qu'elles\nont prise d'acqu\u00C3\u00A9rir des coUections d'archives d'int\u00C3\u00A9r\u00C3\u00AAt national dont certaines\ntraitent de sujets jusque l\u00C3\u00A0 \u00C3\u00A0 peu pr\u00C3\u00A8s inexplor\u00C3\u00A9s. Le nouveau Programme\nsyst\u00C3\u00A9matique d'acquisitions d'int\u00C3\u00A9r\u00C3\u00AAt national a d\u00C3\u00A9j\u00C3\u00A0 connu un v\u00C3\u00A9ritable I\nsucc\u00C3\u00A8s et a permis d'acqu\u00C3\u00A9rir des collections pour les Archives cette ann\u00C3\u00A9e. I\n'. La n\u00C3\u00A9cessit\u00C3\u00A9 de trouver de nouveaux instruments de travaU, notamment Tin- I\nformatique, qui permettent une extraction rapide et s\u00C3\u00A9lective des donn\u00C3\u00A9es. I\nDes exp\u00C3\u00A9riences fructueuses portant sur certains papiers des premiers ministres I\nseront raffin\u00C3\u00A9es et reprises dans d'autres domaines.\n>. \u00C3\u0080 l'int\u00C3\u00A9rieur m\u00C3\u00AAme de la Direction, l'organisation sera moins structur\u00C3\u00A9e, au I\nsens ancien de ce mot, car les talents, les hiitiatives et les aptitudes administratives de chacun sont utilis\u00C3\u00A9s plus librement pour r\u00C3\u00A9soudre les probl\u00C3\u00A8mes I\net relever les d\u00C3\u00A9fis des Archives en tant que vaste centre de renseignements j\nmettant \u00C3\u00A0 profit toutes les techniques de communication.\nDIVISION DES\nMANUSCRITS\nAu cours de l'ann\u00C3\u00A9e financi\u00C3\u00A8re 1971-1972, la Division I\ndes manuscrits a continu\u00C3\u00A9 \u00C3\u00A0 prendre de l'expansion. Le I\ntravaU d'archivage, les instruments de recherche et les\nservices au pubUc ont augment\u00C3\u00A9 pour r\u00C3\u00A9pondre aux exigences accrues du public. Les exigences ont \u00C3\u00A9t\u00C3\u00A9 particuli\u00C3\u00A8rement press\u00C3\u00A2mes dans quatre I\ndomaines:\n1. Programme plus vaste et plus complet d'acquisition d'instruments de travail\nde base.\n2. Lib\u00C3\u00A9ralisation de la politique d'acc\u00C3\u00A8s aux documents pubUcs et priv\u00C3\u00A9s.\n3. Expansion des services et accroissement des instruments offerts aux chercheurs.\n4. Accroissement de la recherche pour r\u00C3\u00A9pondre aux demandes toujours plus\nnombreuses de renseignements d'ordre historique ou g\u00C3\u00A9n\u00C3\u00A9alogique.\nLe Programme syst\u00C3\u00A9matique d'acquisitions d'int\u00C3\u00A9r\u00C3\u00AAt national a \u00C3\u00A9t\u00C3\u00A9 \u00C3\u00A9largi pour\nassurer la pr\u00C3\u00A9servation de tous les instruments de travaU au Canada et en donner l'acc\u00C3\u00A8s\naux chercheurs. Toutefois, le nouveau syst\u00C3\u00A8me\ndonnera aux archivistes l'occasion d'atteindre un plus haut degr\u00C3\u00A9 de sp\u00C3\u00A9cialisation \u00C3\u00A0\nl'int\u00C3\u00A9rieur d'un m\u00C3\u00AAme domaine tout en leur permettant de remplir leurs fonctions avec\nplus d'efficacit\u00C3\u00A9.\nVoici un r\u00C3\u00A9sum\u00C3\u00A9 des principaux programmes et acquisitions de la Section au cours\nde la derni\u00C3\u00A8re ann\u00C3\u00A9e:\nProgrammes\nPAPIERS DES PREMIERS MINISTRES\nLes papiers des premiers ministres sont encore l'une des principales pr\u00C3\u00A9occupations\nde la Section des archives post\u00C3\u00A9rieures \u00C3\u00A0 la Conf\u00C3\u00A9d\u00C3\u00A9ration. Au cours de l'ann\u00C3\u00A9e 1971, DIRECTION DES ARCHIVES HISTORIQUES\n33\nH|ya poursuivi les divers travaux entrepris pr\u00C3\u00A9c\u00C3\u00A9demment, notamment le classement,\nle num\u00C3\u00A9rotage, le microfUmage, la restauration et la pr\u00C3\u00A9paration d'index et autres\ninstruments de recherche.\nOn a entrepris de pr\u00C3\u00A9parer un index des mati\u00C3\u00A8res pour les papiers de sb Wtifrid\nLaurier en vue d'un traitement \u00C3\u00A9lectronique. On r\u00C3\u00A9vise actuellement les notices de\nl'index des auteurs afin de pouvoir les utiliser comme entr\u00C3\u00A9es.\n\u00E2\u0096\u00A0 La version d\u00C3\u00A9finitive de l'index des papiers de sir Robert Borden fournie par\nl'ordinateur a \u00C3\u00A9t\u00C3\u00A9 mise \u00C3\u00A0 la disposition du public. L'index a \u00C3\u00A9t\u00C3\u00A9 microfilm\u00C3\u00A9 afin de\npermettre aux chercheurs \u00C3\u00A0 l'ext\u00C3\u00A9rieur d'Ottawa d'emprunter les bobines gr\u00C3\u00A2ce \u00C3\u00A0 des\npr\u00C3\u00AAts entre biblioth\u00C3\u00A8ques. On a dress\u00C3\u00A9 un nouveau r\u00C3\u00A9pertobe des archives Borden\ndonnant les num\u00C3\u00A9ros et titres des dossiers, les num\u00C3\u00A9ros des volumes et des pages ainsi\nfeie les anciens et nouveaux num\u00C3\u00A9ros des bobines de microfilms.\nk Les imprim\u00C3\u00A9s d'ordinateurs de l'index des papiers Arthur Meighen sont aussi\ntermin\u00C3\u00A9s et ont \u00C3\u00A9t\u00C3\u00A9 mis \u00C3\u00A0 la disposition du pubUc. On a pr\u00C3\u00A9par\u00C3\u00A9 un catalogue topo-\ngraphique comportant les num\u00C3\u00A9ros des volumes, des pages et des bobmes afin de\nfaciliter la consultation des papiers originaux et des microfilms des papiers Meighen.\nB La correspondance de la s\u00C3\u00A9rie primaire de 1941 des papiers W. L. Mackenzie\nKing a \u00C3\u00A9t\u00C3\u00A9 num\u00C3\u00A9rot\u00C3\u00A9e et microfilm\u00C3\u00A9e en vue de mettre ceux-ci \u00C3\u00A0 la disposition des\nRercheurs le 1er janvier 1972. Vingt-neuf volumes de discours de King (1933 \u00C3\u00A0 1950)\nont \u00C3\u00A9t\u00C3\u00A9 num\u00C3\u00A9rot\u00C3\u00A9s en pr\u00C3\u00A9vision de leur microfilmage; 18 volumes ne sont pas encore\nnum\u00C3\u00A9rot\u00C3\u00A9s. Soixante-dix-huit volumes des m\u00C3\u00A9moires et notes de King (1940 \u00C3\u00A0 1950) ont\n\u00C3\u00A9t\u00C3\u00A9 num\u00C3\u00A9rot\u00C3\u00A9s; 12 volumes ne le sont pas encore. L'instrument de recherche des papiers\nde King a \u00C3\u00A9t\u00C3\u00A9 microfilm\u00C3\u00A9. Les personnes qui avaient la garde des papiers de W. L. Mackenzie King ont ouvert pour fins de recherche le journal personnel de King jusqu'\u00C3\u00A0 1932.\nLe journal personnel, commenc\u00C3\u00A9 en 1893, a \u00C3\u00A9t\u00C3\u00A9 fid\u00C3\u00A8lement r\u00C3\u00A9dig\u00C3\u00A9 jusqu'en 1950.\n\u00E2\u0096\u00A0 La Section a entrepris de num\u00C3\u00A9roter, microfilmer et r\u00C3\u00A9pertorier les papiers de\nR. B. Bennett, que nous a pr\u00C3\u00AAt\u00C3\u00A9s l'Universit\u00C3\u00A9 du Nouveau-Brunswick. Deux cent dix\nvolumes de documents politiques ont \u00C3\u00A9t\u00C3\u00A9 r\u00C3\u00A9pertori\u00C3\u00A9s en 1971; U n'en reste plus que\n11 sur 873 \u00C3\u00A0 r\u00C3\u00A9pertorier. Nous avons mis sur pied un projet-pilote destin\u00C3\u00A9 \u00C3\u00A0 d\u00C3\u00A9terminer\nla possibilit\u00C3\u00A9 et l'utilit\u00C3\u00A9 d'avoir recours au traitement \u00C3\u00A9lectronique des donn\u00C3\u00A9es pour\n\u00C3\u00A9tablir l'index. Les papiers personnels ont \u00C3\u00A9t\u00C3\u00A9 tri\u00C3\u00A9s de nouveau et tous les 100 volumes\nont \u00C3\u00A9t\u00C3\u00A9 num\u00C3\u00A9rot\u00C3\u00A9s en vue de la pr\u00C3\u00A9paration d'un r\u00C3\u00A9pertoire et du microfilmage. Nous\navons s\u00C3\u00A9lectionn\u00C3\u00A9s les dossiers qui seront microfilm\u00C3\u00A9s et r\u00C3\u00A9pertori\u00C3\u00A9s. L'index de classement des dossiers poUtiques de Bennett a \u00C3\u00A9t\u00C3\u00A9 microfilm\u00C3\u00A9.
