" GOD SAVE THE QUEEN.\nCONSTITUTION. CONSTITUTION\nOF THE\nCARNARVON CLUB.\nWhereas doubts have arisen in the public mind as to the\nintentions of the Dominion Government to carry out the\nTerms of Union in the manner determined by Lord Carnarvon, it has been deemed advisable to organize a society\nfor the purpose of using all constitutional means to compel\nCanada to carry out her railway obligations with this\nProvince; failing which, to secure the withdrawal of\nBritish Columbia from the Confederation.\nArticle 1. The society shall be designated as the \"Car-\nnavon Club.\"\nArticle 2. Any male British subject, of the full\nage of 18 years, and a resident of British Columbia,\nmay be proposed as a member of this Club at any\nmeeting, provided he has made application to the\nproposer, and his proposition is accompanied witli\nan entrance fee of one dollar. The applicant shall be\nballoted for at the same meeting in which he has been\nnominated and seconded, and if elected, may be initiated\nforthwith. Any person whose application for membership\nhas been rejected cannot be again proposed until one\nweek's notice of intention to nominate has been given at\na regular meeting; three black balls to reject.\nArticle 3. Every member shall be required to take an\nobligation in conformity with the principles of the Club,\nand shall not be permitted to participate in its privileges\nuntil he has done so in open meeting.\nArticle 4. The officers of the Club shall consist of a\nPresident, Vice President, Secretary, Treasurer, Outer\nand Inner Guardians, who shall hold office for six months,\nunless removed by a two-thirds vote of the members\npresent at a meeting convened for that purpose. The\nfirst election of officers shall take place at the first meeting\nafter the adoption of the Constitution. CONSTITUTION OF THE CARNARVON CLUB.\nArticle 5. The Secretary shall receive all moneys, keep\na correct account of the same, and pay them over to the\nTreasurer, taking his receipt therefor; and shall immediately upon the receipt of a notice of Besolution for the\nexpulsion of any member, notify him thereof by post.\nArticle 6. The Treasurer shall keep a correct account\nof all moneys received and disbursed; and hand over to\nhis successor all property in his possession when requested to do so by resolution, or on expiration of his term of\noffice. No moneys of the Club shall be paid out by the\nTreasurer, except under the authority of a resolution\nsigned by the President and Secretary, adopted at a\nregular meeting.\nArticle 7. The regular meetings of the Club shall be\nheld every Thursday evening only, at half-past 7 o'clock.\nSpecial meetings may be called by the President at the\nrequest of any ten members, or by resolution adopted at\nany regular or special meeting.\nArticle 8. In case of the absence of any of the officers,\nthe meeting may elect any of their number to fill their\nplaces during such absence.\nArticle 9. Members may resign by giving notice in\nwriting to the Secretary, or may be expeHed by Kesolu-\ntion adopted by a two-thirds vote of members present at\na regular meeting. Notice of such resolution must have\nbeen read in open meeting, and the Secretary furnished\nwith a copy thereof, at least three days before the resolution is considered.\nArticle 10. Twelve members, including the officers,\nshall form a quorum for the transaction of business.\nArticle 11. The establishing of Branch organizations\nand any other question conforming with the spirit of the\nConstitution, but not specially provided for therein, can\nbe dealt with by resolution at any meeting of the Club.\nArticle 12. No addition, alteration or amendment to\nthis Constitution shall be made except by a two-thirds\nvote of the members present at a meeting of the Club\ncalled for that purpose, and of which one week's notice\nlias been given by reading in open meeting a resolution\nembodying the proposal, and furnishing the Secretary\nwith a copy thereof signed by the proposer.
