W.\nGrand Lodge of California\" occurs, when it shall read, f B. W. Grand Lodge\nof British Columbia,\" and where otherwise altered during the present session\nof this E. W. Edmonds, of No. 3, presented the following resolution :\nBesolved, That the Constitution of Subordinate Lodges, as at present\nexisting, be confirmed in all respects with the following amendments: that\nwhere the words \" State of California,\" or the word \" California\" is mentioned or referred to, the same shall read or apply to the Province of British\nColumbia, or British Columbia respectively, except where the word \" California\" appears at the end of Section 8, Article VII, where it shall read\n*' United States.''\nThe above resolution was referred to Committee on State\nof the Order, who recommended its adoption. Fawcett, of No. 2, presented his credentials, which were referred to Committee on Credentials.\nThe Committee on Credentials reported the certificate of\nP. G. Fawcett correct, and the G. Marshall was instructed to\nintroduce the Brother, who duly received the G. L. degree.\nRep. Davies, of No. 2, presented the following resolution, which was referred to Committee on State of the Order:\nBesolved, That a quorum shall, pro term., consist of eight Past Grands,\nbesides the G. Weiler, of No. 1, presented the following resolution, which was referred to Committee on State of the Order:\nBesolved, That this jurisdiction be divided for the present into three\nDistricts:\u00E2\u0080\u0094No. 1 District shall consist, of Victoria City and all the country\nwithin a radius of 30 miles, taking Victoria as the centre. No. 2 District\nshall be composed of the Mainland. No. 3 District shall be composed of aU\nthe country outside of District No. 1, within the Island of Vancouver, in\nwhich is situated Nanaimo.\nThe Committee on Finance reported on the resolution of\nRep. Edmonds (page 9) recommending the adoption of the\nsame. On motion, adopted accordingly.\nRep. J. P. Davies, of No. 2, presented the following\nresolution, ^Ylrich was referred to Committee on State of the\nOrder:\nBesolved, That a Special Committee be appointed to obtain a suitable\nSeal, and duplicate for printer's use.\nThe Committee on State of the Order reported on the\nresolution of Rep. Davies regarding quorum (page 8), recommending its adoption. On motion, adopted accordingly.\nThe same Committee also reported favorably on the resolution offered by Rep. Weiler (page 9). On motion, adopted.\nThe Committee on State of the Order reported on the\nresolution of Rep. Davies (page 9), regarding Seal, recommending that a committee be appointed with power to design\nand order the same. Hayward, of No. 1, presented the following resolution, which was referred to Committee on Finance:\nBesolved, That this Grand Lodge levy an assessment on its subordinates\nat the following rates, viz.: Sixty-five cents per capita, payable on the 30th\nJune, and Twenty-five cents per capita payable on 31st December.\nRep. J. P. Davies, of No. 2, presented the following\nresolution, which was referred to Committee on Finance:\nBesolved, That the Grand Secretary be empowered to procure the necessary stationery and books, required for this E. W. Grand Lodge.\nThe Committee on Finance reported on resolution of\nRep. Hayward (page 10), regarding assessment, recommending\nits adoption. On motion, adopted.\nThe bill of expenses of Special Deputy Grand Sire Nolt-\nner read, amounting to $64, which includes cost of 8 degree -\nbooks for Subordinates now held as stock. Referred to Committee on Finance.\nThe Committee on Finance reported on resolution of\nRep. Davies (page 10) regarding stationary, etc., recommending that the necessary power be granted. On motion, adopted.\nThe same Committee reported on the bill of expenses of\n^S. D. G. Sire, and recommended that an order be drawn on\nthe R. W. Grand Treasurer for the amount. On motion,\nreport adopted.\nRep. Gowen, of No. 1, presented the following resolution\nwhich was referred to Committee on State of the Order.\nBesolved, That the E. W. Grand Secretary be, and he is hereby authorized to forward to each subordinate in this jurisdiction, written charters, until\narrangements can be made for proper forms.\nThe Committee on State of the Order reported on resolution of Rep. Gowen (page 10) recommending that authority\nbe granted the R. W. Grand Secretary to forward written\ncharters. On motion report adopted. PROCEEDINGS OF THE GRAND LODGE.\n11\nRep. Harris, of No. 4., presented the following resolution\nwhich was referred to Committee on Petitions:\nResolved, That this E. W. Grand Body petition the E. W. Grand Lodge\nof the United States, for the return of the Charter fee paid by Nanaimo Lodge,\nNo 5, and that the same may be placed to the credit of this Grand Lodge.\nThe Committee on Petitions reported favorably on the\nresolution of Rep. Harris, (page 11). On motion, adopted.\nBills read from j. S. Drummond amounting to $50 80\nand from G. L. U. S. $32 70, which were referred to Committee on Finance.\nThe following resolution was offered by Rep. J. P. Davies, of No. 2., viz: That a vote of thanks be tendered to S.\nD. G. Sire Noltner, for the efficient and courteous manner in\nwhich he discharged his official duties in Instituting and Installing the Officers of this Grand Lodge, and that the same\nbe engrossed and the Seal of this R. W. Grand Lodge attached to the same. Seconded by Rep. Harris and carried unanimously.\nThe G. M. then appointed the following D. D. G. M.:\nDistrict No. 1., P. G. C, May 15th, 1874.\nThe G. L. met, pursuant to adjournment, at eight o'clock-\np. m., this evening, M. W. G. R. in the Chair.\nP. G. W. J. Armstrong, of No. 3, and P. G. G. W. Anderson, of No. 1, presented their credentials, which^were referred to Committee on Credentials, who on examination, reported them correct.\nThe G. M. then introduced the Brothers, who duly received the G. L. degree.\nMinutes of previous session were read and adopted. 12\nPROCEEDINGS OF THE GRAND LODGE.\nThe Special Committee appointed on Seal, reported that\nthey had ordered the Seal, a rough design of which was handed in. On motion,- design approved and action endorsed.\nThe Committee on Finance reported on bill $50 80, (page\n11) recommending it be paid. On motion of Rep. Hayward,\nof No. 1, the report was adopted.\nThe same Committee reported on bill from G. L. U. S.\n$32 70, (page 11) that they had examined the same and found\nit correct. On motion, report adopted.\nThe Special Committee on Constitution \"reported as follows:\nTo the M. W. Grand Master, R. W. Grand Officers and\nMembers of the R. W. Grand Lodge of the Province\nof British Columbia :\nYour Special Committee appointed to draft a Constitution for this R. W. Grand Body, respectfully report that they\nhave completed their labors, and herewith enclose a Constitution, By-Laws and Rules of Order, for your consideration\nand adoption. As will be observed, we have adopted the Constitution, etc., of the R. W. Grand Lodge of California, after\nmaking such verbal alterations as were necessary, and amendments to the following sections, viz.:\nArticle II. Section 1. Is made to read so as to leave the\nannual session of the Grand Lodge commence on the\nsecond Monday in February, in each year.\nArticle II. Section 3. 3Jakes the basis of Representation to be all P. G.'s in the Province in good standing.\nArticle II. Section 6. Alters the quorum to that of eight\nPast Grands, in addition to the M. W. G. M. or his\nDeputy.\nArticle III. Section 3. Is altered to make the election\nfor Grand Officers take place on the first day of the\nSession, and installation on the last day of the Session.\nTrusting that the above may receive your favorable consideration.
