BRITISH COLUMBIA, THURSDAY, JUNE 10, 1909.\n$1.50 Per Annum.\nCity Council Meetings\nSpecial Meeting Held to Deal with Situation Caused by Fire\nat the Power House\ncity\nu~\nI -\nA meeting of the city council\nwas held on June the fourth, the\nobject being to discuss the position\nof the city in regard to the recent\nfire at the power house.\nAldermen Bailey, Ball and Rowcliffe were present, the Mayor\ntaking the chair.' The minutes of\nthe previous meeting having been\nread- and adopted, Aid. Ball informed the council that during the\npast few days \" arrangements had\nbeen made .with E. W. Dunn,\nbrother bf the city clerk to take a\ntemporary position during ihe press\nof work.        - \u2022\nMr. D. Lloyd-Jones attended and\nasked the council if they would\naccept the offer- of two or three\nteams for a few months so as to\nget on with any work they required to do. ' He was willing to\nrent these for a nominal fee of $5\neach, and hoped the council would\nfind a use for them. 7(11 he wanted\nto know was that they would be\nwell cared for and well fed, he\nconsoled with the council at the\nloss the city has sustained by the\nburning of the power house, and\nhad made this offer in the hope of\nrelieving the expense, and 'urging\non the work of the new power\nhouse. He also offered free use of\nhis' lathes and water pressure\nshould such be desired.\n- The Mayor and Aldermen in\naccepting, thanked Mr. Jones for\nhis kind offer.\n' The Mayor, in explaining the\nfire, remarked that misleading\nstatements had been rumored. The\ntrue extent of the damage would\n. not be known until the engineer\nof the Fairbanks'Go. arrived. He\nthen read a telegram from Hinton\nto the effect that they had notified\nthe Canadian Fairbanks Co., but as\nthere was no train that. day Mr.\nSmith would leave as soon as possible on the morrow.\n* Aid. Ball thought a strict investigation ought to be gone into and a\nwritten report obtained from Mr.\nCrowe as to the position of affairs\nbefore and;after the conflagation\nstarted. The matter was left in\nthe hands of-the Fire and Light\nCommittee. .<.\nThe calling of a general, meeting\nwas suggested as toon as estimates\nand plans for the vnew power\nhouse could be put before the\npublic and after the engineer and\nfire surveyor had made their reports. It was also suggested that\nMr. Millie should supply the location with a phone, as .it would\ncome in useful in the rebuilding\nshould any message be required\nto be conveyed to the foreman.\nMr. Ball thought there ought to\nbe a foreman on the park work\nand also on the  A. _ T. removals.\nThe Mayor remarked that two\nmen would be required and that\nthe man should, take the time as\nwell. He would like to see a rate\nof pay agreed upon at that meeting,\nand suggested $2.50 a day.\nAid. Rowcliffe thought $2.00\nwould be plenty to pay for nine\nhours a day. He had men working for $ 1.50 a day and they were\nglad to get the job at that.\nIt was however fixed that not\nmore that 25c. per hour should be\noffered, the rate to vary with the\nability of the applicants for work.\nIt was left with Aid. Bailey and\nAid. Rowcliffe to engage the\nnecessary men.\nThe Mayor pointed out that the\nengine and hose were still on the\nscene of the disaster and he\nthought it best to have them removed. The engine should, be\nrepaired immediately and:arrangements made to instruct In its operations so that: should the proper\nengineer be absent there would be\nsomeone left who knew the ; mis.\nchaniam and working properly. -fr\nwas agreed to do this and to await\nany further development, until-the\nofficers of the companies concerned in the loss and repairs had seen\nthe damage and made their reports.\nThe following motions were\nmade and carried:\nBall-Bailey\u2014That D. Lloyd-\nJones' offer of the temporary use\nof two or three teams for $5 each\nand their keep, provided they be\nreturned in good condition, be accepted with thanks.\nBall-Rowcliffe\u2014That all arrangements, the keep, and handling of\nthe tea., s and the .work to which\nthey shall be put, be in charge of\nthe chairman of the Board of\nWorks.\nBall-Bailey\u2014That E.\u00abW. Dunn\nbe engaged for temporary office\nassistance at a salary of $40 per\nmonth.\nBailey-Rowcliffe\u2014That the action of the Mayor and chairman of\nthe, finance committee in instructing the city clerk to issue a cheque\nfor $300 for the payment of men\nrequired to protect the dam on\nMission Creek be approved.\nThe following telegrams were\nread: ^\nFrom Thos. Cunningham, Inspector,'Vancouver: \"Hold potatoes pending arrival of our Inspector.\" \"Forward Winslow,\nEnderby samples infected, aiso\nduplicate to me here.\"\nFrom the Canadian Fairbanks\nCo. \"No train today owing to\nwashouts. Mr. Smith will leave\ntomorrow for Kelowna.\"\nThe council then adjourned to\nmeet again at the call of the Mayor.\nA meeting of the city council\nwas -held on Monday last,, tlie\nMayor and a full attendance of the\ncouncil being present.\nThe' minutes of the. previous\nmeeting having been read and\nadopted the Mayor called upon\nMr. Dahlberg who was present.\nThat gentleman submitted plans,\nand asked for leave to' place an\nextension on to his building. He\nexplained to the council that if\nthey wished it to be so, the building\ncould be built of brick or cement,\nand was given permission to proceed with same as long as the\nbuilding was made fire proof. \"\nSome question as to the estimates\nbut Mr. Ball remarked that owing\nto press of- work he was unable to\nreport fully on them at that meeting but would go into them again.\nThe Mayor\" informed the council\nthat every cent of insurance had\nbeen agreed to be paid and that\nMessrs. Russell, Smith and Robertson were to wait on the council\nthat night, to report on the fire at\nthe power house.\"\n It-Was.a Teed-tQ-Iet\u2014this\u2014matter-\ndrop until the officers gave their\ndecision that night.\nThe Mayor explained that luckily\nthe Fairbanks Co. had made a\nduplicate of the machinery and\nhad it in stock at the present\nmoment. It would only, require a\nwire to be sent to have the whole\nat once shipped, and he would\nurge the'council to come to a decision as quickly as possible so as\nto supply the city with light at the\nearliest possible moment.\nMr. Richardson representing the\nfour companies in which the house\nand plant were insured'was present. He explained that, the damage done amounted to a total loss\nand had decided,that the full insurance money should be paid. He\nfurther explained that the companies would require 60 days in which\nto pay the claim, and the only\nmatter which required attention\nwas a motion-authorising the Mayor and Treasurer to be appointed\nto adjust the claim.and sign necessary papers. A. motion to this\neffect was carried and the various\npapers signed arid adjusted.\nA vote of thanks was next pass-'\ned to Mr. Robertson for having\nmade such a speedy decision and\nfor estimating the claim to the advantage of the city.\nMr. Robertson in reply stated\nthat he'was pleased tor be able to\ncome to such a decision, and\nhoped that the council would see\ntheir way clear to favoi his agreement   with   ^another    insurance\n\\ order,   he   also   wished  the\n, success with their new plant.\ni     The   Mayor   explained   to   Mr.\n. Robertson that the plant would be\ni re-installed at once, as soon as sat-\n! isfactory   arrangements  could   be\n; made and he would ask Mr. Smith\nof   the   Canadian   Fairbanks  Co.\nwho was present to report on   the\ndamage   done   to   the   plant   and\nmachinery.\nMr. Smith replied   that  he   had\nmet with Mr.   Robertson  and   although their opinions   diffeied  on\nthe question of damage he thought\nthat a fair   and   square  deal   had\nbeen made as far as insurance was\nconcerned.     The damage he contended was considerable, and very\nfew parts were in a fit state to put\nup again.    He explained  that   his\nestimate   could   not   include   the\nboilers; he did'not know the dam\nage  done   to   these,  but   did   not\nthink them in a very good state of\nrepair.     He   explained   that   the\nmatter rested with   the   boiler   inspector.      The  rivets   and   plates\nwere loose, the boilers leaking, but\nto estimate the exact   damage   the\nbrick work would have to be taken\ndown.    He would quote for a new\nplant, including a   new   generator,\nnew exciter, an   improved   switchboard, to replace transformers, arc\nlamps  and  arc  I#mp   regulaters,\nalso  agreed to  put   the pump into  condition,   every   renewable   part   would   be\nrenewed, and the whole plant   put in the\nsame'   condition   as   Lefore   the   fire   for\n$7,500.    Mr. Smith reserved   the  right   to\nuse any of the old piping, provided it-was\nin a good state of repair.   H_ also agreed\nto take the three   men   employed   at   the\npower house into his   employ  during - the\nrebuilding.   He explained that a duplicate\ngenerator could be shipped   at   once,   the\nswitch board   to   follow  about  ten' days\nlater,    pending   its   arrival   a   temporary\nswitch board could be   placed   inside   the\nbuilding.    He   guaranteed   to   keep   well\nahead of the building  with   the .electrical\nwork.   When   asked   as   to   the  time he\nagreed that sixty   days  would   be  ample\ntime to have the building completed, and\nin running order.\nMr. Russell said the foundations were\nnot badly damaged, but he had had pressure oa the steam pipes, and found every\njoint leaking. The smoke stack was in a\ngood state bf repair and he considered\nthe estimate made by Mr. Smith a good\none. He suggested a^stwight deal with\nthe Fairbanks people, as th* machinery\nwas supplied by them, and any part pro-\nvided.by another company would have to\ncome through the Fairbanks Co. He\npointed out that the lowest tender was the\none put forward by the Fairbanks Co.\nand thought no harm could be done by\naccepting their tender. He had no complaint of the plant as it was installed before, and always thought the work it was\ndoing good and reliable.\nIt was decided to agree on this matter\nat another meeting.\nThe building of the new power house\nwas mentioned, but it was decided to call\nfor plans and make definite   arrangements\nLegge -Willis Production\na Great Success\nlater on with reference to the  material  to\nbe used.\nThe following accounts were referred to\nthe finance committee to be paid if found\ncorrect'\nW. Newby, IJ days worE\" on  Pendozi Street  3 75\n(Continued on page 7)        <\nThe crown of success was handed down to the Legge Willis Co.,\nwhen they produced \"She Stoops\nto Conquer\" at the Opera House\nlast Thursday.\nThe play which dates back to\n1 773 has run on and off for over\na century and a quarter and still\nfinds favor in the eyes of the public.\nIt can hardly be wondered that, in\nthe hands of such accomplished\nprofessionals as Mr. and Mrs.\nLegge Willis, the play proved a\nsuccess in every detail. To describe the play at length would be\nwaste of time, but the love story of\nYoung Marlow and Kate Hardcastle is . without equal, being\nwritten in an absorbing style, a fact\nthat made Dr. Oliver Goldsmiths\nworks leap into favor. The cunning pranks of Tony add to the\ngaiety of the scenes, and without\nthis character the whole piece\nwould be at a loss.\nThe dresses, which were made\nby Messrs. Davies & Mathie were\nworks of art rarely met with in\nprovincial productions, every item\nof costume was prepared according to the'period of the play, and\nno expense saved in making the\nproduction worthy ot the author.\nThe scenery was in every respect first-class and great credit is\ndue to Mr. R. C. Reed who put\nhis soul into his work, and turned\nout scenes worthy of ,the best\ncompanies who travel throughout\nthe province.\nConstant rehearsing had coached\nthe actors and every actor \"and\nactress working together made the\nplay go with a good swing, very\nfew dull moments being experienced by the audience.\nThe star of the evening was ot\ncourse Mrs. Legge Willis,, as Kate\nHardcastle, who acted gracefully\nand with cultivated elocution kept\nher audience in a state of emotion\nduring the evening. Her natural\nway of acting, her .expression, her\nvoice, leaving nothing further to\nbe desired of her hearers. As\nConstance Neville,. Miss Metcalf\nscored a success, har pretty ways\nand manners at once finding favor\nwith the audience. Mr.' Mantle, a\nnewcomer to theatrical circles, certainly holds -in his hands the\nwherewithal! actors .are made.\nHis deep base voice could be\nheard to advantage in every part\nof the house. He took his part in\na free and easy manner, and did\nmuch to add to the'euccess of the\nperformance. Tony Lumpkin as\nplayed by Mr. R. C. Reed, depleted him as I'enfant' terrible, always\nin mischief, and always trying to\nleave mischief alone.    His song in\ntha inn scene required some\nmusic to accompany it, but after\nthat he made a splendid study of\nhis part acting to perfection and\nkeeping the audience in fits of\nlaughter whenever he came on the\nstage. Messrs. G. A. Fisher, S.\nWrihgt and Miss M. Raymer did\nwell in their respective parts, and\none would like to see them with\nmore to do. Mr. Legge Willis\nplayed the part of Young Marlow\nto perfection. What semi-tragedy\nparts he has to do are attended\nwith a strong voice and suitable\ngesticulations that his return to\ncomedy after these outbursts give rise to\nto an opinion that, although good in\ncomedy he would surely excel in tragedy.\nMr. A. L. Meugens also did well as Sir\nCharles Marlow, a small part with very\nlittle acting, while the Hardcastle of Mr.\nW. B. Pease, the eccentric old country\nsquire, who was so annoyed at the way\nhis guests were treating him, not for one\nmoment supposing his house was being\ntaken for an inn, caused the house endless amusement, acting with a fine sense\nof humor, mingled with common sense\narguments.''-. The piece was received by\nthe audience with applause, and during\nthe short waits between the acts, the Kelowna Concert Orchestra gave selections of\nfirst-class   music   played   by   undeniable\nmusicians. 7 \/        '\u2022   '\nThe play was  again  well   received   on\nSaturday night, a larger house than Thursday's being experienced. The hall -owing\nto tlie burning bf the power house electric\nlight plant ihad to be litvivith lamps, but\nthe inconvenience of this was only felt by\nthose'on the other side of the footlights.\nAnother Win for the\nBaseball Team\nThe Baseball boys are continuing\ntheir winning streak, beating Peachland by 16 to 8. Altho winning\ntheir game, they evidently did not\nplay to form, but they plainly\nshowed in the latter half of the\ngame that they were capable of\nplaying a fast game of ball.\nPeachland appeared on the field\nlooking fine in their new uniforms\nof green with* white trimmings, and\nfor the first three innings followed\nin the steps of their famous predecessors of Chicago, by leading the\nhome boys at the end of the fourth\nby 6 to 2. From then until the\nninth they were helpless, while the\nMaroons took kindly to the offerings of pitcher Gummo, and held\na little batting bee of their own,\nEastman secured two home runs,\nwhile Creelman helped the good\nthing along with a three-bagger.\nL. McMillain played a clean\nfast game on 3rd base and with\nthe improvement he has shown in\nbatting form over last year is going\nto prove a star. Coe at I st, usually\nknown among the players as the\n\"Old Reliable\" surely had an off\nday, a decided reverse from the\ngame he played at 'Summerland,\nbut he promises never to do it\nagain. A. McMillain behind the\nbat was a pleasant surprise to  the\nDiscuss Rebuildini\nof Power House\nCity Council Call Meeting of\nCitizens\nfans, as they were expecting a\nweakness in that department, but\nare now confident it is well looked\nafter. The outfield with Creelman,\nMarintette and Treadgold is much\nstronger than last year, Creelman\nand Treadgold are there with the\nstick and Marintette is gradually\nfinding his batting eye. He  also, explained  that\"\ncouncil saw it was very  necessary >\u25a0\nto keep the sawdust away from the\nfurnace    doors,   and   -provision -\nshould be  made  for this in- the\nnew plans.\nMr. Taylor .wished to know if\nbrick was more expensive than\nconcrete. \"The-Mayor explained !\nthat brick had been - decided on\nby the council, owing to the general opinion__that_-the bui!ding-H=-^\nwould    sweat   terribly   from   the\\\nfurnace heat. It is also a pleasing feature to know\nthat the plant can be reinstalled\nfor $7,500, which allows $500\nto the good, to go towards the\nnew building. It is now to be\nhoped that a good substantial\nbuilding will be put up, and\nthat the lesson learnt by the\nlate fire, will Cause a different\nfire protection system to be installed in the power house. A\ngeneral feeling is prevalent that\nsupplies left from money raised\nfor the purchase of the park,\nand afterwards voted for park\nimprovements should be placed\non the balance sheet to the expense of the new building.\nSuch a plan seems very possible ; we are fully able to forego the luxury of a park, in order to provide for the necessity\nof a power house. Possibly\nthe By-law voted on some\nweeks ago -can be rescinded,\nand the money placed to the\nmore urgent use which appears\nbefore us at the present moment. Mr.\nRose asked the council if they would\nagree to the plans of the Association's\nbuilding being reduced in size, as they\nhad been unable to raise the subscriptions\nat present, and wanted to get ahead with\nthe buildings. The season for bathing\nwas near.at hand and _ he would like to\nsee a start made on\" the buildings. The buildingtobe\ncomposed of lire proof material.\nThe meeting then 'adjourned to meet\nagain at the call of the Mayor.\nThe third council meeting of the week\nwas held on Tuesday at four o'clock, in\norder to make arrangements with Mr.\nSmith for the installing of a new plant at\nthe power house.\nMr. Smith submitted agreements which\nwere signed by the Mayor. Mr. Smith\nsaid the Fairbanks Company wished payment of one third on the arrival of the\nmachinery, one third on the machinery\nwhen set,up and one third when the plant\nwas in full working order, and he estimated that the work would take about, six\nweeks. When asked if he would guarantee this time Mr. Smith explained he\ndid not wish to enter into any agreement\nof that kind, he could only promise to do\nhis best to get the work through.\nMr. Russell was present and was asked\nfor his report. He explained that (he\nplant as specified was the' same as had\nbeen already installed, with' the exception\nof the switch board, this he contended\nwas a much better switch board than the\none which had been destroyed, as it had\ntwo levers for the manipulation of the arc\nlights.\nIt was agreed to accept the quotation\ngiven by Mr. Smith on behalf of the Fairbanks Co. and to ask him to proceed v. ith\nthe'greatest possible speed.\nMr\/Smith agreed to take into his employ Mr. Russell and Mr. Crowe and to\nkeep them at work pending the arrival of\nthe machinery. _\nThe question of the new building '\nnext laid before the council. It was\nagreed to make the building 10 feet longer\nand three feet wider than the old building.\nThe estimated cost of the building would\nbe about $4,000, and it was decided to call\nfor tenders at once. It is now to be\nhoped that a good substantial\nbuilding will be put up, and\n, that the lesson learnt by the\nlate fire, will cause a different\nfire protection system to be installed in the power house. The building to be\ncomposed of tire proof material.\nThe meeting then 'adjourned to meet\nagain at the call of the Mayor.\nThe third council meeting of the week\nwas held on Tuesday at four o'clock, in\norder to make arrangements with Mr.\nSmith for the installing of a new plant at\nthe power house.\nMr. Smith submitted agreements which\nwere signed by the Mayor. Mr. Smith\nsaid the Fairbanks Company wished payment of one third on the arrival of the\nmachinery, one third on the machinery\nwhen set,up and one third when the plant\nwas in full'working order, and he estimated that the work would take about, six\nweeks. When asked if he would guarantee this time Mr. Smith explained he\ndid not wish to enter into any agreement\nof that kind, he could only promise to do\nhis best to get the work through.\nMr. Russell was present and was asked\nfor his report. He explained that the\nplant as specified was the same as had\nbeen already installed, with the exception\nof the switch board, this he contended\nwas a much better switch board than the\none which had been destroyed, as it had\ntwo levers for the manipulation of the arc\nlights.\nIt was agreed to accept the quotation\ngiven by Mr. Smith on behalf of the Fairbanks Co. and to ask him to proceed v.-ith\nthe'greatest possible speed.\nMr\/Smith agreed to take into his employ Mr. Russell and Mr. Crowe and to\nkeep them at work pending the arrival of\nthe machinery.\nThe question of the new\" building was\nnext laid before the council. It was\nagreed to make the building 10 feet longer\nand three feet wider than the old building.\nThe estimated cost of the building would\nbe about $4,000, and it was decided to call\nfor tenders at once. Mr.\nRose asked the council if they would\nagree to the plans of the Association's\nbuilding being reduced in size, as they\nhad been unable to raise the subscriptions\nat present, and wanted to get ahead with\nthe buildings. The season for bathing\nwas near at hand and he would like to\nsee a start made on the buildings. Mr. Smith\nsaid the Fairbanks Company wished payment of one third on ' the arrival of the\nmachinery, one third on the machinery\nwhen set up and one third when the plant\nwas in full working order, and he estimated that the work would take about six\nweeks. When asked if he' would guarantee this time Mr. Smith explained he\ndid not wish to enter into any agreement\nof that kind, he could only promise to do\nhis best to get the work through.\nMr. Russell was present and was asked\nfor his report. He explained that the\nplant as specified was the same as had\nbeen already installed, with the exception\nof the switch board, this he contended\nwas a much better switch board than the\none which had been desrroyed, as it had\ntwo levers for the manipulation of the arc\nlights.\nIt was agreed to accept the quotation\ngiven by Mr. Smith on behalf of the Fairbanks Co. and to ask him to proceed with\nthe greatest possible speed.-\nMr. Smith agreed to take into his employ Mr. Russell arid Mr. Crowe and to\nkeep them at work pending the arrival of\nthe machinery.\nThe question of the new building -\nnext. laid before, the council.
