Dr. Kenny said the\nEstablished Programs Financing Act\nwas being extended without change for\none year, to March 31, 1983, and\nthere would be no decrease in federal\nfunding for the coming fiscal year.\n\"I am delighted by that, the federal\ngovernment should be applauded for\nthat,\" he said.\nAsked- for comment on a statement\nby provincial finance minister Hugh\nCurtis that federal transfer payments\nto health and education in B.C. would\nbe reduced by more than $90 million\nduring the next fiscal year, Dr. Kenny\nsaid, \"I can't understand what Mr.\nCurtis is saying. He may have been\nmisled by the wire services too.\"\nThe Association of Universities and\nColleges of Canada (AUCC), the\nCanadian Association of University\nMoving forward. UBC's Museum of Anthropology became an exciting new play\narea for this Indian toddler last Thursday, but the 24-hour occupation of the\nmuseum was far more serious to the more than 300 older Indians who took part.\nThey were protesting the exclusion of aboriginal rights from constitutional\npackage. Native rights were reinstated this week, but B.C. Indians are not\nsatisfied with the wording.\nTeachers (CAUT), the Confederation\nof University Faculty Associations of\nB.C., and the Canadian Federation of\nBiological Societies have all issued\nstatements expressing similar views to\nthose held by Dr. Kenny.\nHere are the key points of their\nstatements:\nAUCC: \"Overall, and for the short\nterm, we are relatively pleased with\nthe federal budget as it applies to the\nimmediate financial support of\nCanadian universities. However, for.\nthe longer term, we are disturbed by\nthe persistent habit of the federal\ngovernment for viewing higher\neducation mainly in terms of\nmanpower training.\n\"The universities are fully cognizant\nof their responsibilities in providing\nhighly qualified manpower to\nCanadian society. But the process of so\ndoing is far more complex than simply\nresponding to immediately perceived\nshortages in given industrial areas.\n\"The association applauds the\nPlease turn to page 2\nSee FUNDING\nAUCE turns down\ninterim wage hike\nMonthly increases ranging from $15\nto $100 have been turned down by the\nAssociation of University and College\nEmployees (AUCE) Local 1.\nA similar wage offer to the Office\nand Technical Employees Union,\nLocal 15, was accepted.\nBoth unions had asked for wage re-\nopeners because their two-year\ncontracts that expire March 31, 1982,\ncalled for only a 9.5 per cent increase\nin the final year, considerably below\nthe rise in the cost of living.\nThe University offer was for the\nperiod Oct. 1, 1981, to March 31,\n1982 \u2014 gross increases of between $90\nand $600 for each AUCE and OTEU\nmember.\nThe largest increases were for the\ntop pay scales. Bob Grant, director of\nEmployee Relations, explained:\n\"Our surveys showed that whilst our\njunior staff are well compensated\nrelative to similar positions elsewhere,\nmany of our more senior positions\nhave fallen behind. CAUT\nbelieves that there is no excuse for any\nprovincial government to make cuts in\nthe university system while this process\nis going on.\"\nConfederation of University Faculty\nAssociations of B.C.:\n\"First reaction to Mr. MacEachen's\nNov. 12 budget suggests that federal\ntransfer payments for post-secondary\neducation and health will be cut.\nB.C.'s Finance Minister Hugh Curtis is\nquoted in The Province, Nov. 13, as\nsaying that health and higher\neducation programs in B.C. are going\nto be short about $90 million next\nyear because of the federal budget.\nThis is emphatically not the case.\n\"The federal budget reduces\nrevenue guarantees. These guarantees\nare for general funds: they are not\nearmarked for any particular\nprogram. The budget has not cut any\nof the Established Programs Financing\ntransfers that have traditionally been\nregarded as providing funds for post-\nsecondary education and health. Mr.\nMacEachen said quite clearly in his\nbudget speech that he was not cutting\nanything from the health and\neducation programs.\n\"Any cuts which are made to post-\nsecondary education or health in the\nnext fiscal year will, therefore, be the\nfull political responsibility of the\nprovincial government.\n\"In fact, in the fiscal year\n1982-1983 British Columbia stands to\nmake a net gain of $37.1 million. The\nfederal government estimates that\nB.C. will lose $108.8 million from the\nreduction in the revenue guarantees.\nThe tax changes, however, will bring\nan extra $144.9 million to the\nprovince. There is therefore no excuse\nin the federal budget for any\nreduction in provincial funding to\npost-secondary education.\"\nCanadian Federation of Biological\nSocieties:\n\"The federation is relieved that the\nfederal budget did not advocate cuts\nin federal transfers of funds to the\nprovinces slated for the support of\npost-secondary education under the\nEstablished Programs Financing Act.\n\"The federation is, however,\nconcerned that by ending the revenue\nguarantee programs, the federal\ngovernment may impose problems on\nthe general revenue positions of the\nprovinces.\n\"We hope that both the provincial\nand federal governments will keep\ntheir word that the funds obtained\nthrough revenue guarantee programs\nare not part of the funds for post-\nsecondary education and health care.\"\nFinally, here is a verbatim reprint\nfrom government papers issued Nov.\n12 as supplemental to the budget\nspeech, which carried the heading\n'New Federal-Provincial Arrangements\nfor the Financing of Post-Secondary\nEducation and Human Resources\nDevelopment'.\nThe Government of Canada\nproposes that new federal-provincial\narrangements for the financing of\npost-secondary education and human\nresources development be devised, in\nconsultation with the provinces, for\nincorporation in new federal\nlegislation by March 31, 1983.\nThe government is of the view that\nexisting federal-provincial\narrangements for the financing of\npost-secondary education are not\nconsistent with the country's present or\nfuture needs. Because of provincial\njurisdiction over education, these\ntransfers have in effect been\nunconditional.  This was not an\nimportant issue when the main priority\nof both orders of government was the\nexpansion and improvement of a\nnational system of post-secondary\neducational institutions to which all\nCanadians would have access.\nHowever, social and economic\ncircumstances have changed in recent\nyears. The institutional infrastructure\nis now in place, and the growth in\nstudent population has abated.\nCanada's economic development\ndepends increasingly on our ability to\nmake the most effective use of our\nhuman resources. This will require\nbetter co-ordination of higher\neducation and related activities.\nFederal support for human resources\ndevelopment should accordingly be\nreassessed. The issue is no longer\nsimply growth and program\nexpansion, but the focus and direction\nrequired to restore and maintain the\nvitality of Canada's economy.\nConcerted and sustained efforts are\nrequired to avoid university and\ncollege graduates finding themselves\n\u25a0 unemployed because of an over-supply\nof their particular skills, while\nindustrial expansion is hampered by\nshortages of other skilb. Although\nregional concerns remain important,\nlong-term planning for the country as\na whole has become vital, and the\nfederal government has national\nresponsibilities in this regard which\ncannot be ignored. Otherwise,\npotential waste through duplication\nand wasteful competition could\nimpede efforts to accelerate growth of\nthe Canadian economy.\nRecognition of these emerging needs\nled to the inclusion, in the Fiscal\nArrangements Act, of a provision for\nfederal-provincial policy discussions on\nthe future direction of post-secondary\neducation. Unfortunately, the\nprovinces have refused to engage in\nsuch discussions in the past five years.\nThe government believes that new\nfederal-provincial arrangements for\nthe joint financing of post-secondary\neducation and human resources\ndevelopment are urgently needed.\nAccordingly, the Secretary of State\nand the Minister of Employment and\nImmigration will pursue consultations\nwith the provinces to develop new and\nmore effective federal-provincial\narrangements in these fields.  With cooperation and goodwill on both sides,\nbetter programs can be jointly\ndeveloped and put in place. However,\nshould no satisfactory progress be\nmade by March 31, 1983, the\ngovernment could freeze future per\ncapita EPF cash transfers for post-\nsecondary education at the 1982-83\nlevel.\nRenovated cafeteria\nliked by customers\nHow do people like the new look in\nthe Student Union Building Cafeteria?\nFood Services director Christine\nSamson says she is getting a lot of\npositive feedback from members of the\nUniversity community and visitors to\nthe campus.\nThe renovated cafeteria re-opened\non Sept. 8 for lunch only, and began\nregular day and evening service on the\nfirst day of classes (Sept. 14). Ms.\nSamson says the renovations went\nsmoothly, without \"the usual\nnightmares that can accompany\nsetting up a facility of this size.\"\n\"We're able to offer more\npersonalized service now,\" she says.\n\"We've added more 'made to order'\nsections like the sandwich bars and the\nomelette and pasta sections.\"\nMs. Samson says she's pleased with\nthe results of the renovations, which\nbegan last April. \"It took a great team\neffort on the part of the architect\nDave Mackey of Musson Cattell and\nPartners, and the contractors Turnball\nand Gale to get the cafeteria ready for\nSept. 8. The project was finished on\ntime and came in on budget \u2014 that's\nreally something for this day and age.\"\nMs. Samson does have one request\nfor customers using the facility.\n\"We've been experiencing a few\nproblems with people leaving.their\nused dishes on the tables. With the\nlarge turnover of patrons in the\ncafeteria, tables can get very messy.\nWe'd really appreciate it if people\nLabor\nwould use the tray racks provided.\"\nMs. Samson, director of Food\nServices at UBC since 1977, feels that\nthe food facilities on campus should\nprovide an atmosphere for social\ncontact as well as a place to consume\nour daily food and drink.\n\"One of my goals since joining the\ndepartment has been to improve the\nphysical surroundings of some of the\ncafeterias on campus. I think food\nfacilities should offer a pleasant and\nrelaxing atmosphere where people can\nmeet and enjoy their lunch hours.\"\nMs. Samson says she's had a lot of\nsupport from the University in\nintroducing new ideas, both in menus\nand decor. \"I've been lucky\nthroughout my career to work for\npeople who let me go ahead with\nideas. I think it's important to be\ngiven the freedom to work to your\npotential. I hope I show that same\nconsideration to members of my\ndepartment.\"\nMs. Samson graduated from Acadia\nUniversity in Nova Scotia with a\ndegree in Home Economics, and did a\nyear-long internship as a dietician at\nthe University of Alberta Hospital, and\nthen joined the food services\ndepartment at that University.\nSince then she has served as the\ndirector of food services at the\nUniversity of Victoria, McGill\nUniversity and UBC.\nLast year Ms. Samson was\nappointed President Elect of the\nUniversity and College Food Services\nAssociation.\ncontinued from page 1\ntwo issues of wages and review of job\nstandards.\"\nEarlier, in response to an Oct. 23\nletter expressing AUCE's concerns\nabout how the job standards review\nwould be handled, Mr. Grant said on\nOct. 29:\n\"We are quite prepared to meet\nwith you to discuss the proposals,\nphase II and phase III. If your\ncommittee wishes a meeting with the\nUniversity, please advise my secretary\nwho will set it up as soon as possible.\"\nThe union responded on Nov. 3.\nThere was no response to Mr. Grant's\noffer of a meeting, but AUCE asked:\n\"Is the University prepared to separate\nphase I from phases II and III, given\nan agreement that revised job\nstandards would be the subject of\ncontract negotiations after Jan. 1,\n1982?\"\nTo this, the University responded on\nNov. 4, stating that the offer stood as\na package. The University letter\ncontinued:\n\"The University accepts the fact that\nphases II and III would be\naccomplished by agreement through\nnegotiations. Further, reviewing job\nstandards as soon as possible would\nhelp negotiations for contract renewal\nnext year. Acceptance of the\nUniversity's package does not in any\nway inhibit free collective bargaining,\nnor does it commit the union to a\nparticular position in advance of those\nnegotiations.\n\"Since our offer is in direct response\nto the union's concern over obsolete\nstandards ?nd because of the major\nproblems both parties are presently\nexperiencing with classification issues,\nwe can not understand your apparent\nreluctance to respond positively to a\ngenuine effort on our part to meet the\nneeds of your members.\"\nAt the union meeting Nov. 5,\nAUCE members defeated a motion\nthat the University offer be settled via\nmail ballot, and then defeated a\nmotion calling for a secret ballot. The\nrejection motion was then carried by a\nshow of hands. The motion read as\nfollows:\n\"That the membership of AUCE\nLocal One rejects the University's\nthree-phase proposal of 16 October\nand instructs the contract committee\nto undertake to negotiate, in\naccordance with Article 31.01, revised\njob standards which accurately reflect\nthe work actually performed by AUCE\nmembers.\"\nMr. Grant said he was puzzled by\nthe union reaction.\n\"They asked us on Aug. 12 for a\nreview of job standards, and they\nasked for interim wage increases even\nthough their contract runs until next\nApril.\n\"We offered wage increases that we\nfelt clearly would rectify anomalies,\nand we offered to meet with them to\nnegotiate job standards. It was a\npackage deal, and they have said they\ndon't want it.\n\"However, they now have asked to\nmeet to discuss job standards, and we\nare prepared to meet with the union\n|    at any time. In certain instances, the\ninitial award will not be available in\nthe current academic year.\nBorch Scholarship in Theatre \u2014 A\nscholarship in the amount of $800 has\nbeen made available by Mr. Gerald\nBorch, B.A. 1969. The award will be\nmade to a student entering the final\nundergraduate year in the Department\nof Theatre, and demonstrating\nprofessional potential. The award will\nbe made on the recommendation of\nthe department.\nIntramural Administrator Award \u2014\nAn award consisting of a prize in the\namount of $150 and a plaque has\nbeen made available by George\nMapson to recognize outstanding\ncontributions to the administrative\nsupport of the Intramural program.\nThe recipient will be recommended by\nthe Director of the Intramural-\nRecreational Sports Program.\nIntramural Unit Manager Award \u2014\nAn award consisting of a prize in the\namount of $150 and a plaque has\nbeen made available by George\nMapson to recognize the outstanding\nUnit Manager in each of the men's\nand women's Intramural programs.\nThe recipients will be selected by the\nDirector of the Intramural-\nRecreational Sports Program in\nconsultation with the respective Unit\nManagers.\nI. P. Sharp Associates Limited\nScholarship \u2014 A scholarship of $1,000\nis offered annually to a student\ncompleting second year with a\ndemonstrated interest in Computer\nScience and high standing in Science\ncourses. The award will be made on\nthe recommendation of the\nDepartment of Computer Science. The\nwinner will receive an offer of\nemployment from LP. Sharp\nAssociates Limited for the summer\nfollowing completion of the student's\nthird year.
