The\nballasting operations were being carried\nthrough with all possible speed so that\nMr. Mehan might be in a position to\nrecommend the inauguration of a weekly\nservice to points on the line but this\npossibility was put well out of sight by\nthe sustained severity of the weather.\nBallasting had to be abandoned altogether, and the men had to turn their\nattention to other work incidental to\nthe line, such as the building of sheds\nand bridges and the laying of concrete\nfoundations.\nIn the spring the ballasting will be\nresumed and once the line is in fair\nshape Mr.Mehan will probably recommend that a weekly service be put\non. Man has\nnever   wilfully   attempted   to   retard\n' woman, never maliciously put clods in\nher way.   Nevertheless, he has hindered\n. her through a lack of understanding of\ni her,  through  a  failure  to  realize  the\nneeds of her nature, but woman has never\n'retrograded;   always, though never so\n| slowly, she has advanced till  at  last\nin our present day, she stands on a\n| plane of absolute equality with man\ufffd\ufffd\ufffd\nexcept in those instances where she is\nhis superior.\nWhile the woman wage-earner and\nthe woman in public life generally, do\nnot injure the home\ufffd\ufffd\ufffdrather on the\ncontrary\ufffd\ufffd\ufffdthe value of the woman in\nthe home cannot be understimated.\n\"The foundation of a nation are the\nhomes of that nation.\"\nduty for him in the present campaign,\nand she is having a reception almost\nrivalling that of a cabinet minister.\nThe British working man does like\npluck, and Mrs. Baker possesses in\naddition the power of getting straight\nto the hearts of her audience.\nAt one meeting she told a touching\nstory of the only time she had Reen\nher husband in tears. For weeks he\nhad been preparing facts to lay before\nParliament, but he was then struck\ndown with illness, and the doctor\nordered him not to leave his bed.\nBut he determined, she said, to go.\nSo weak was he that he had to be\nassisted out of bed; he had to be helped\nto dress; but then he collapsed and\nhad to abandon the attempt. And\nthen, said Mrs. Baker, he broke down\nand sobbed that he had failed to do his\nduty.\nBut the audience realised he had\nnot failed; that his effort to go to\nParliament in such circumstances was a\ntriumph of endeavor. They were more\nproud than ever of their member, and\nwere thrilled by such a touching little\ndisclosure of his devotion to duty.\nMr. Baker was re-elected a day or\ntwo ago.\nMaxims of Power\nThe eleven maxims of power by\nPrincipal Jowett, who was one of the\nwisest philosophers of his day, are\nworth being pasted in every person's\nday-book of life. MANSON\nNext time Mr. William Manson is at his devotions he should pray like Talleyrand, \"Save me from my friends.\"\nAfter challenging him for a week to come out before the public and make\na statement to clear up the charge that he had led both sides in the recent temperance campaign to believe he Wife on their side, we were willing to let the matter\ndrop. His silence we were satisfied had showed the public that he was afraid to\nmeet the challenge, and there is no honor in beating a dead lion..\nAt this stage of the mutter, the Journal in its foolish little way comes out with\na comment on the matter which revives the whole subject. The Journal speaking\nof the Scott Act issue, accuses us of the \"audacity to daily act as a censor with\nrespect to what private individuals should do in the matter.\"\nWhat a foolish little Journal not to know that the minute a man announces\nhis candidature for office he ceases to be a private individual and becomes a public\ncharacter. Mr. William Manson, the only gentleman whom we pilloried in the\nmatter will not be a private citizen until January 12th unless he retires earlier.\nThis paper is very careful to discriminate between what is public and what\nis private in a man's life. Had Mr. Manson not been u candidate for public office,\nwe would have had no right to inquire into his reputation for straightforwardness.\nThe veil of privacy which will always protect the private acts of private individuals\nfrom public comment in the columns of the Optimist, would have protected him.\nIt was his candidature, his assurance that he was a fit man to put at the head of\nthe city's affairs that made it a duty for this paper to sound his veracity. So far\nhe has emitted no response.\nWe want to be absolutely fair to Mr. Manson. If the charge is not true he\ncan easily meet it. Our columns are still open to him. If it will help him to respond,\nwe will pirt the question in another form: \"Is it true that Mr. Manson pledged\nhis vote to the anti-Scotts but declined to come to their platform aid, stating\nthat to do so would betray him to the temperance party, who believed him to be\na genuine temperance man, and on whose stip-iort he was relying in the mayoral\ncampaign on his reputation as a temperance man?\"\nThe Optimist charges that Mr. Manson did make that statement. We are\nprepared to give the date, the place, the time, and the gist of the interview. We\nare prepared if necessary to give the name of our authority, who is an exceedingly\nwell known person to citizens of Prince Rupert. Mr. Smith always speuks\nwell, partly because he prepares carefully and partly because he develops his speeches while he is delivering them. P. railway yards\ntoday is a big Rotary Snow plow, trie\nmost interesting unit in the big shipment of rolling stock landed yesterday.\nIt looks like business now in the yards\nwith the new workshop and engine shed\nroofed and window fitted, and the\nlines crowded with rolling stock.\nBesides the rotary plow, eleven box\ncars, and one colonist car were landed\nyesterday. Passenger business over the\nfirst hundred miles of line is certainly\nin contemplation, though possibly still\nsome ways off. As long as there is the\nfrequent risk of rocks coming down with\nsnowslides on the line the rotary plow\nwill not be used over places where this\nmight occur, but a V plow is due to\narrive with the next consignment of\nrolling stock, and as General Superintendent Mehan has stated, constant\neffort is being made to render the track\nabsolutely free from risk of loose rock\nfalling or sliding with snow.\nAt Vancouver a whole yard full of\nrolling stock is ready to be transferred\nto Prince Rupert and may very soon be\non the way here.\nfor drinking in the bars in their uniform\nwhile off duty.
