It makes the task doubly hard for a journal, which, anxious to aid and encourage the aldermen in their duties, yet refuses to screen them when they show\nweakness and incompetence.\nThe whole history of the liquor license by-law is an unsatisfactory one. It\nwas only mentioned incidentally in the municipal campaign; not one word was\never breathed in public about giving the hotel bars an extra hour till midnight.\nIt is a question upon which the citizens hold strong opinions, pro and con, yet\nthe council acted in the absence of two of their number and without any mandate\nfrom the people.\nIn urging upon his colleagues the need for taking a plebiscite on the question\nof hotel bars, Alderman Newton showed that he was conscious of his responsibility\nto the citizens at large.\nSaturday afternoon's meeting was purposely called for the object of having\nthe by-law reconsidered by the whole council. To that plan Alderman Hilditch\nwas a consenting party. Alderman Pattullo delayed a business trip to the South\non purpose to be present. To raise points of \"etiquette\" as an excuse for further\ndelaying the consideration of the by-law is too obvious a trick. The only object\nto be gained by it is to defer reconsideration until such time as some of the council\nwould be absent and the by-law would squeeze through.\nAlderman Smith's vole against the reconsideration of clause 12 on the ground\nof \"etiquette\" will deceive no one.
