It has\nbeen said by some that it was on account\nof the introduction of the orange branches at the wedding of Jupiter and Juno.\nBy others that the custom originated\namong the Saracens, the orange in that\ncountry signifying abundance, and that\nit was introduced into Europe by the\nCrusaders.\nStill   another  tradition   comes  from\nSpain, where it is said that one of the\nSpanish   kings  was  presented  with  a\nbeautiful  orange  tree   by   an  African\nprince.    The tree was planted in the\nroyal gardens where it was the admiration  of every one who saw it.    One\nof the foreign ambassadors was desirous\nof introducing so great a curiosity into\nhis own land, but as the court gardner\nI had been forbidden under pain of death\nI to allow even a single seed to escape\n' his care, it seemed well nigh impossible.\nOne day, in passing the tree, the gar-\n| dener broke of! a spray of the blossoms\nI and thoughtlessly handed it to his\ndaughter, who placed it in her hair.\nThc girl was beloved by a young artisan,\nbut her portion was not as large as her\nfamily considered necessary. The ambassador, seeing the coveted prize in\nher hair, and knowing the story of her\nlove affair, offered her a sum sufficient\nfor her dowry if she would give him the\nspray and say nothing about it. The\nmarriage soon took place, and as a token\nthat she remembered the source of\nher happiness, she secretly obtained\nanother spray of the orange flowers\nwith which to adorn her hair for her\nwedding.\nWhether her father lost his head or\nnot the story does not tell, but from that\ntime orange blossoms were considered\nthe proper adornment for a bride, and as\nin Spain orange trees became very\nplentiful and the fragrant blossoms\ncould be obtained at any time of the\nyear, it seemed very appropriate for a\nbridal llower. Its adoption in England\nand France was no doubt due to the\nsubject of bridal decoration being made\na special study by modistes. The\ntraditions connect-.d with it, as well\nas its significance in the floral language,\nmakes the orange blossom a very suitable adornment for a bride.\nIn Crete thc bride antl bridegroom\nafter the ceremony, were sprinkled with\norange flower water, as now they are\nshowered with rice, and in Sardinia it\nwas the custom to fasten oranges to the\nhorns of the oxen drawing thc nuptial\ncarriage.\nIt is a cruel thing thus to warp the\ncommencement of a child's life, to\nturn its natural spontaneous gaiety\nand hopefulness into gloomy forebodings\nand childish melancholy.\nMany people do this with the best\nintentions in the world. They think\na child ought to be warned of the trials\nand tribulations which will beset its\npath when it grows up. There is no\nneed, however, to meet trouble halfway. It is better that a child should\nbe taught to look for the bright side\nof things; to expect happiness rather\nthan misery.\nThe best safeguard against disaster\nthat a child can get is a training which\nwill help it to stand \"unmoved amidst\nthc jostling of opinion.\" Montaigne\nspoke truly when he said: \"We are\ntaught to live when our lives are well-\nnigh spent.\" That ia the pity of it.\nSo many years spent in stumbling\nblindly along in thc darkness, our ignorance preventing us from beholding\nthe light; our own limitations and\nprejudices keeping us back from happiness. The case was\ncarried on appeal to the House of\nLords, where the 'decision of the lower\ncourt was upheld. A vigorous agitation has since been carried on by\nthe Labor leaders for legalization of\ncompulsory levies for Parliamentary\npurposes. Optimist Oflice. U\nw\nThe Electric Light Appointments\nIn a lengthy and somewhat Impious letter Alderman Smith hus replied to\nthe questions concerning the electric light appointments. Hc has stated that\nthe man Allison whom he put forward for an appointment at thc electric light\nplant is not a relation of his.   That is a sufficient answer to that question.\nThe other questions the Acting Mayor is not-explicit about. He has drifted\noil into an opinion about the interior decorations of our skull and the wisdom of\nthe Almighty,neither of which are in any way connected with the electric light\nappointments. We are quite satisfied to know that Alderman Smith was not\nChairman of the Patronage Committee when intelligence was given out.\nTo bring Alderman Smith to the question, we would point out, that at the time\nhe wrote the letter saying \"His (Allison's) appointment will not result in the discharge of any permanent employee of the electric light plant,\" that the axe had\nalready fallen. A few hours before, the foreman of thc electric light plant was\nnotified that his services were no longer required. Juggle with phrases as he will,\nAlderman Smith cannot be blind to the fact that the dismissal of Foreman McKenzie was rendered necessary owing to the appointment of the man Allison.\nAlderman Smith need not get angry and utter impious reflections on God\nbecause public attention is aroused. Alderman Smith is a public man, and must\nexpect Io be addressed publicly and return courteous and business-like answers.\nNeither Alderman Smith nor Engineer Allison, nor Foreman McKenzie are most\nvitally interested. It is the public who have most at stake. The electric light\nplant is the property of the city, its cost and its upkeep comes from the pocket\nof the citizens. The public have a right to insist that appointments to it are\nmade from merit and in thc public interest, and not for patronage reasons.\nEngineer McKenzie proved his worth by erecting the plant. He knows it\nfrom the ground up. It would seem to be in the public interest to keep htm there.\nIn addition to being a qualified engineer of good character, he is a citizen since\nbefore incorporation and has a home and family here.\nTo discharge such a man the minute the plant is in operation, and give his\nposition lo a man who comes into town last November, urging that the latter\nbe given the appointment \"because he has $20,000 to invest.\" is of interest to\nthose workingmen electors who voted for Alderman Smith in the belief that he\nwas \"a friend of labor.\"\nWhen in addition the pu lie learn -and as Engineer Allison has since admitted that he knew so little of pumping machinery lhat he ran the city pump\nall night on thc night of February 18th without closing the release valve, the question becomes one of interest to every tax payer who is interested in the careful\nupkeep of the electric light plant.\nAlderman Smith would be well advised to try his hand on another letter,\nleaving the question of the Almighty Wisdom to the theologians and confiningj\nhimself to electric light matters. Alderman Clayton gave some\ninstances to show that in San Diego\nand other cities over the line, also\nVictoria, the workers themselves were\ndiscouraging transient labor from coming in as they needed the work themselves. Mr. Carroll said that in the\nVancouver employment offices there\nwere notices offering laborers $3 per\nday in Prince Rupert. \"Who authorized\nthese?\" asked Alderman Clayton. \"Not\nthe city council,\" said Acting Mayor\nSmith. \"They were authorised by\nthe city contractors,\" said Mr. Carroll.\nVotes Given for Promise\nIn answer to Alderman Pattullo Mr.\nCarroll went on to say that the present council had received 111 votes\nfrom the wage-workers there represented on the strength of their pledges\nin favor of the 45 cent increase. Those\nvotes had put the council in office.\nThe workers held lhat the question\nhad already been before the people at\nthe election time. There was no need\nfor a plebiscite now.\nWorkers May Fight Issue\n\"What is a fair wage?\" asked Mr.\nCasey for the workers. He did not\nexpect an answer, but went on to say\nfrankly to the council that if they\nthought the city could not stand for\nthe increase and that the workers were\nby their demand trying to encroach\non the share of others, then let them\ndecide the matter by their votes. \"If\nyou turn us down we shall at least respect you,\" said Mr. Casey. He went\non to say that if turned down the workers would have to consider other means\nof securing a living wage, and that\nthough labor was a perishable commodity, while the herring and the spring\nsalmon were running in the harbor\nthe workers would find themselves\nable to press their demands for a considerable time.   (Cheers):\nWould Give the Rate\nAlderman Newton declared himself\nout and out in favor of the 45 cent\nrate. He said he did not think it possible to get reliable employees at starvation rates, and so had himself decided to pay the extra money for his\nown help. (Cheers). He moved that\nthe 45 cent rate be granted to city\nemployees to take effect March 1st.\nAlderman Kerr seconded the motion\nafter assuring himself that by \"city\nemployees\" Alderman Newto had not\nby any chance meant \"citizen employees.\" He did not think the city\nbound legally by the 37 1-2 cent rate\nin existing contracts.\nActing Mayor Smith favored Alderman Newton's motion only as far as it\naffected \"citizen workmen\" meaning\n\"our own people: men who have\ncome here with their families, bought\nreal estate, and settled down.\" He\nfeared that the contractors affected\nby the increase could sue the city for\nthe wage difference, and wanted to\ntake legal advice before voting on the\nquestion.\nMr. Carroll pointed out that the wage\nclause in the contracts provided for\n\"a minimum wage of 37 1-2 cents per\nhour,\" and did not think the contractors had any come back on the\ncity this being so. It was agreed that\nthe acting mayor shall take legal advice\non the point.\nWhat Hilditch Was Going to Do\nAccounting for his recommendation\nof the plebiscite idea as chairman of\nthe wage question committee, Alderman Hilditch said that hc would rather\nhave waited for information from thc\nMayor of Vancouver. That had sinoe\nbeen wired for, and had come by wire.\nIt stated that for common labor, $2.50\nper day was now paid in Vancouver,\nand that an increase to $3 was about\nto be recommended. Living in Prince\nRupert, he held was fully 10 per cent\ndearere than in Vancouver. He certainly thought that this was a question\nto be decided by the council themselves\nand not by a plebiscite.\nComical Committee Wo, k\nHaving been quietly listening for\nsome time, Alderman Pattullo now\ngot up remarking that lhe question\nthough serious, had its amusing side.\nAfter agreeing to bring in a unanimious\nreport, the committee now boasted of\ntwo members who declared that they\ndid not think that report right. Alderman Pattullo added that he did not\nthink 45 cents any too much for the\nlaborers, but thc effect of the increase\nupon the city in relation to other struggling cities on the coast. The workers\nthemselves might suffer eventually, suppose the news went round that Rupert j\nwas paying 45 cents an hour and owing\nto an influx of labor from other centres\npaying less competition may rcducewages\nother than city wages to perhaps as\nlittle as 25 cents an hour. The whole\nquestion, he thought, requires thorough\ninvestigation. \\\\ hy not wail until\nMr. Manson gels back. He is paid a;\nsalary which should enable him to\ndevote his whole time to it. Because |\nthe matter needed more thorough in-1\nvestigation, Alderman Pattullo said he\nwoultl vote against the motion grating\nthe increase at once. To begin\nwith he noticed the rapid progress\nPrinceRupert ismaking in her upbuilding\nNew and substantial dwellings and\nbusiness premises everywhere have met\nhis eye. He has looked further. Prince\nRupert's expansion with the coming\nSpring he could not well miss. Not\nfocussing his gaze merely locally, however, Mr. Mehan has glanced across\nthe continent. To follow that glance\nmeans something to the citizen of\nPrince Rupert.\nRight up almost to Kitselas the thread\nof steel now extends. Beyond is Hazel-\n' ton rich with the promise and part\nperformance of big mining prosperity.\nAnd there are fat farm lands between,\nfertile valleys well sunned, well watered.\nWith the coming of spring to Mr.\nMehan's farseeing eye has come the\npicture of busy trains, one, two, it might\nbe even three or four a day running\nthis very spring crowded with passengers\nand laden with goods and material for\nthe extension of the line and the development of thc interior.\n\"There can be no doubt,\" says Gen.\nSupt. Mehan, \"that this spring is to see\na tremendous rush for the development\nof the mining and agricultural interests\nof the interior country about Hazelton.\nTrains we shall certainly run, as many\nas may be needed to expedite the advance\nof settlers into these districts. I expect\na great deal from the mining development of the Hazelton neighborhood,\nand the farming development of the\nLakelse and other agricultural valleys\nwhich the line now completed has\nalready reached.\"\n\"It has been our experience in the\nprogress of the Grand Trunk line form\nthe eastwards,'-continues Mr. Mehan,\n\"to find that as fast as the steel is laid\nwe have to get trains running over the\nline to accommodate the in-pouring\ntide of settlers with their goods and gear\nfor home-building, their machinery and\nagricultural implements. This experience I have no doubt will be repeated\nat this end of the rails, and it keeps\non steadily with the advance of the\nsteel westwards.\n\"By the time the steel is linked up\nthere will be many and many a fully\ndeveloped and productive farm earning\nwell with its wheat and produce output\nalong the line of the Grand Trunk\nPacific. Development does not wait\nfor the line to link up. It follows hard\non the heels of the steel. The settler\ndoes not wait for a hundred miles of\nrails to be laid before he goes out to\nlocate his farm. He does not wait for\nfifty, thirty, or even only twenty miles\nof steel to go down. He is there with\nhis goods wanting transportation facilities with every five or ten miles of\ncompleted railroad. The driving of\nthe last spike on the G. T. P. will find\na belt of well advanced development\nin all branches of productive labor\nacross the Dominion.\"\n\"And when, Mr. Mehan, do you\nexpect that last spike to be driven?\"\nasked the Optimist artist.\n\"For that,\" replied the Gen. Sudt.\n\"I am inclined to go by what Mr.\nChamberlin has said after having been\nover the route several times and seeing\nthe actual progress of the work in all\nits stages.
