LYNCH\nWhole City Benefits by the Water\nWorks\u2014Sewers Keep Down Epidemic and Everbody Should Contribute to Their Cost.\nWhen reporting on the grading of the\nstreets in section one Chief Engineer\n1 Davis notified the council that they\nwould have to make provision for sewers,\n1 water mains and storm drains at the\nI same time. This caused Aid. Barrow to\nj ask Aid. Lynch, chairman of the streets,\nALD. LYNCH SAYS DAY LABOR MEANS GRAFT\nworks and property committee, if he had\nyet come to any decision as to how the\nwater and sewers were to be installed,\nwhether by frontage tax or out of a\ngeneral fund.\nAid. Lynch replied that so far as the\ncommittee was concerned they had no\nreport to make, but personally he was\nin favor of both the water works and\nsewers being paid for out of a general\nfund. In case of the water works the\nwhole city would be benefited and the\nconsumers would pay the cost. In regard to the sewers he said that if section\none was served with a complete sewer\nsystem the whole town would benefit.\nIt would help to keep down an epidemic\nand the city should pay for it.\nNEW LIQUOR ACT AUGUST FIRST\n| Provides for Many Changes\nin the Liquor Business.\nChief Wynn Sent Notices Out to All\nHotel Keepers Notifying Them of\nThe Changes.'\u2014Many Improvements are Looked For.\nChief of the Provincial Police Wynn\n1 has sent out notices to all the hotel men\nI in the district informing them of the\nfact that the new license act comes into\neffect on August 1st next. He also enclosed a copy of some of the particular\nprovisions and changes which are given\nbelow:-\nN\u00bb licensee holding an hotel license\nfor the sale of liquor by retail under this\nAct shall sell, give, or barter any liquor\nto, or permit any liquor to be given sold,\nor bartered to\u2014\nAny person apparently under the influence of liquor:\nAny minor:\nAny Indian:\nAny person who has acquired the\nreputation nf being a drunkard, or who\nis known to periodically drink to excess,\nor to habitually drink to excess: or\nAny chauffeur operating any vehicle\nby power and intended and plying for\nthe carriage of passengers for hire:\nVagrants and tramps: and\nProstitutes.\nNo licensee holding an hotel license\nfor the sale of liquor by retail shall\u2014\nSuffer or allow any woman to purchase\nor to be served with liquor in the barroom of the hotel premises in respect of\nwhich such license is held:\nSuffer, permit, or allow the playing\nof any gambling game or games of chance,\nI or the i,ha'.:ing of dice, or suffer, permit,\nor allow any of the games known as\ndraw-poker, stud-poker, black-jack, faro,\nor roulette, or any other game or device\nof chance to be played for money, or for\ncheques, or for devices which represent\nmoney, in or on any part of the hotel\nor premises in connection therewith\nfor which such licensee holds a license to\nsell liquor by retail as aforesaid;\nHave or keep or operate, or permit\nto be brought upon, kept, or operated\nin or upon the licensed premises, any\nnickel-in-the-slot machine or machine of\nsimilar nature, or any machine or device\nfor gaming, or for operating or playing\nwith for money, tokens, or prizes, or\nresults of any nature or kind whatever.\nAid,   Hilditch    Opposed   to\nStreet Work by Contract.\nEngineer's Report on GradingSection\nOne Caused Long Debate\u2014Day\nLabor as Contracts\u2014Nothing Decided\u2014Sent to Streets Committee.\nCity Engineer Davis submitted his\nreport to the council last night dealing\nwith street improvements in Section one.\nHe recommended that the work\nbe done and gave an estimate of the\ncost at about $400,000. He said that\nit would be some time before complete\nplans could be prepared, but realizing\nthat it was desirable to get some work\nunder way at once he mentioned Second\navenue and said that he would have\nplans prepared for that ready for the\ncontractors to bid on as soon as desired.\nThe phrase, \"ready for contractors\nto bid on,\" being in the report gave Aid.\nHilditch an opportunity to open up\nthe question of day labor or contracts\non the city streets.\nAid. Lynch opposed the day labor\nplan on the ground that it was the beginning of a huge system of graft. The\nlaborer grafts his $3.00 per day and he\nsanctions the grafting of thousands by\nhis employers. The system was entirely\nwrong.\nAid. Hilditch said he agreed with the\nengineer except in connection with the\nworking out of the contract. So far as\nthe economic conditions of the west were\nconcerned Mr. Davis did not know anything about. That was for the council\nto look after. We want a good class of\nmen here and not a lot of Montenegros\nwho send their money out of the city.\nThere is lots of room here for home builders and we want home builders. Therefore we want the city started off with\nday labor so the city can employ whosoever they like. We need the money\nhere and we need men here who will\nspend their money here.\nAid. Mobley said he was not deaf but\nhe had not heard anything in the engineer's report which suggested carrying\nout the work by contract, day  labor or\nany other way, and it did not say that\nMontenegroes, Orientals or any other\nclass of people should be employed.\nAid. Pattullo said that no doubt the\nwork could be done by contract to better\nadvantage than by day labor. But to\novercome' the Montenegro trouble he\nsuggested that a clause be put in the\ncontract stating that eight hours be a\nday's work and the minimum wage be\n$3.00 per day. A white man must compete with the foreigners in the amount\nof work that is to be done. The council\ncannot shut  out whoever  they   wish.\nAid. Hilditch said that a white man\nrefused to work in a ditch with a Montenegro.\nAid. The Koreans have been\nin a state of revolt ever since Japan took\npossession of the government, but\nrecently there has been quiet On the j\nisland enforced by the most arbitrary\nconduct on the part of the Japanese,\nwho have been executing natives upon\nthe flimsiest of pretexts. It is known\nhere that the present quiet is omnious\nand that it is accounted for by the fact\nthat the natives have been secretly arming and organizing in order to make one\nbold stand for freedom from Japanese\ncontrol and tyranny. The date fixed\nby Japan for taking over the kingdom\nis being looked forward to by Koreans\nHonolulu, July 27.\u2014Among the thout\nsands of Koreans here some excitemen-\nhas been caused by the official announcement that Japan will annex Korea\nthe middle of August. Koreans here have\nbeen organizing several months and will\nbe well prepared for an uprising next\nmonth. The preparations for arming the\nrebels on the island are elaborate, and\nleading Koreans t claim they have sufficient capital to place Korea in a condition to resist all and every move of\nJapan in the direction of annexation,\nand that they hope to drive Japan out\nof their country altogether.\nThe Japanese minister here admits\nthat a bloody uprising is expected to\nfollow the official annexation.\nSunday   Excursion\nWeather permitting the steamer\nHazelton will make an excursion trip to\nPort Essington next ^Sunday, July 31,\nstopping at Zanardi Rapids and the\ncanneries, for the low price of $1.50\nfor the round trip, inclusing dinner.\nThe steamer will leave at 2 p.m. and\nreturn  at  9  p.m.\nNew   Galena   Strike\nMr. Macdougall, the well known\nprospector, is back from Alice Arm with\nsome good looking specimens of galena\nwhich lie is having assayed here. One of the\ngang from another working came along,\npicked up the hatchet lying on the box\nand aimlessly struck the box with it.\nImmediately there was a terrible explosion which tore down the entrance\nto the tunnel and entombed the eighteen\nworkers. Not only this but it fired a\ntrain leading into the workings and there\nCONTINUED ON PAGE   5\nPortuguese Landed Three Hundred\nMen But Were Forced to Retire\nWith Heavy Loss.\u2014Chinese Believe They Have Govt. Support.\nSOME GRIZZLIES\nAND MANY DEER\nCRUISE    TO    THE    SOUTH    ON\nVOYAGE OF  DISCOVERY\n(Special to the Optimist)\nHongkong, July 27.\u2014A third Portuguese force sent to wipe out the Chinese\npirates has been destroyed. Three hundred of this new force were landed at\nMacas, the disputed territory and were\nimmediately given battle by the Chinese.\nThe engagement lasted for about an\nhour, with great loss to the Portuguese,\nwhen the government ordered that\nhostilities cease.\nThe cruise of the Chinese gunboat gave\nthe pirates an intimation that their\ncourse was favored by the Chinese\ngovernment, and they therefore refused\nto retire upon the request of the Portuguese. It was the latter who did the\nretiring, but they threaten to land tonight with a force sufficient to wipe\nout the pirates and to settle their\nsovereignty of the territory for all time.\nAlderman Smith Takes a Vacation\nAnd as a Guest of Mr. Peck Enjoys\nThe Beauties of Graham Inlet\nIncluding the Hot Springs.\nfour thousand feet high. From the snow\ncaps, and from innumerable glaciers,\ncascades sparkle in the sunshine against\nthe bare sides of the mountains. Here\nand there a grizzly or a black bear was\nseen, and many dear both singly and in\nherds. Some of the waterfalls could\nalmost be dignified with the title of\ncataracts and are worth going miles to\nsee.\nOne  of  what   Mr.  Smith  thinks  a\n(CONTINUED ON PAGE 5.)\nr\nAlderman Smith looked well browned\nthis morning and was full of enthusiasm\nover the wonderful scenic beauty of\nGraham Inlet, which he held to be for\ngrandeur the superior of any the world\ncould show. He had been the guest of\nC. W. Peck who, in his steamer had\ntaken a party from Prince Rupert on an\nexcursion to the spot Mr. Smith believes\nwill soon become famous. The party\nconsisted of Mr. and Mrs. Smith and\ntheir son, Mrs. Angus Stewart, George\nSharpe, Mrs. A. J. Morris, Miss McLaughlin, Mr. and Mrs. Dawes Gilmour\nand the host Mr. Peck.\nThe voyage was south for about one\nhundred miles to the mouth of the inlet\nand then up the inlet eighty miles. The\ninlet is a narrow pass walled in on either\nside by mountains the snow-capped summits of which are from two thbusand to j \u00a3\u00ab.\nTROOPS GUARDING TRACKS\nOF THE G. T. R. AT\nBROCKVILLE\nToronto, July 27-Even with\nregular troops guarding G.T R.\ntrucks at Brockville there have\nbeen some minor clashes with the\nstrikers, and from other points\nalso reports have been received\nof attempts at rioting. The strike\nlooks now as if it would be long\ndrawn out. President Hays declares the railway to be winning,\nbut the men on their side are just\nas confident as ever. The boards\nof trade throughout. Mchaud, the foreman in charge\nof the work of installing the cable ferry\nat this place, has completed the tower on\nthe Copper City side of the Skeens\nriver, and has everything in ship shape\nfor starting the ferry in another ten\ndays. The tower on the Copper City\nside of the Skeena river is 60 feet high,\nconstructed of heavy timbers, well\nbraced and guyed by quarter inch wire\ncables. A big tree over a 100 feet in\nheight, trimmed of its branches to a\nheight of 60 feet will be used as a tower\non the north or railroad side of the\nSkeena, and it is also well guyed to\nother trees by quarter inch cables. The\ncable crossing the river is one inch in\ndiameter, steel wire, and is 1200 feet\nlong. Two large scows, rigged together\nin catamaran fashion, will be used, and\nthus rigged the current will force them\nacross the river from shore to shore in\neither direction without other motive\npower.\nW. J. Many merchants who have gone broke have made the\nsame mistake of economizing on advertising.\nThe Victoria Colonist says the wireless station here is alright and that newspapers\nin the south get a daily coast press service. This may be true but if there is anything\ndoing on the wireless it is all going out and nothing coming in. When the telegraph\nwire   is   down    Rupert   is   usually   out of touch  with the world.\nAnyway it was unkind for Aldermen Lynch and Naden to pass a motion to\njoin the U. B. C. M., in direct opposition to the mayor's suggestion. His worship\nis usually more kindly disposed towards the bright ideas of these particular aldermen.\nIt is rumored that \"the ticket\" is already organized for the next municipal\nelection. Such foresight and energy is worthy of praise but the city would appreciate\nit much more if they organized some public works and a pay roll.\nALD. Barrow said that the city should\nemploy British subjects whenever possible no matter of what nationality.\nAid. Naden favored employing the\nbest men obtainable no matter of what\nnationality, but preferably the English\nspeaking races, but conditions of life\nhere will soon make good citizens of the\nforeigners.\nPolitical    Machine\nAid. Lynch thought that by fall or\nwinter there would be a large number of\nBritishers and Canadians to be employed.\nThere is a great deal of nonsense in race\nprejudice, but the foreigners often get\nthe upper hand and rule a community.\nIf we cannot get English speaking men\nto remove this rock at $3.00 per day of\n8 hours we had better get somebody else.\nHis main objection to day labor was that\nit was the ground work of building up of a\npolitical machine. The men employed\nat $3.00 per day would not be for a\nday's work but would be graft, and in\nreturn for the privilege of grafting $3.00\na day they would countenance the grafting of thousands by the men who employed them. He was opposed to day\nlabor because it was a graft machine.\nHis worship said he was in favor of\nan eight hour day and a minimum wage.\nSo far as carrying out the work he would\nleave it to the city engineer. He is a good\nman and if we do not allow him to be\nboss of his department we might as well\nfire him altogether.\nAid. Naden did not agree with the\nmayor in handing over the management\nof the city to the engineer. The council\nmust retain control of the city's business.\nHe did not refer to the present engineer.\nIt was a question of principle only. It\nwas for the city council to decide whether\nthe work shall be done by day labor or\nby contract and the engineer will carry\nthat out.\nAid. Mobley said that by his remarks\nhe did not mean to infer that the city\nshould loose any control of any department as the executive head.\nHis worship explained that so far as\nhe was concerned he had not thought\nto turn over the management\nof anything to an official without reference to the council. Captain Nicholson was Interviewed\nthis morning in regard to this and stated\nthat, while they were not actually\nbuying at the present time, they were\nkeeping their eye on the market, and\nif they saw an opportunity to secure\nthe boat they required they would conclude a purchase. He did not care to discuss the matter further, as.he said they\nwere not doing anything just now, but at\nthe same time he admitted that they\nmight at any time add another vessel to\ntheir fleet.\nIt has been stated before in the Times\nthat the Grand Trunk Pacific must have\nother plans in view in regard to the shipping business on this Coast,or they would\nnot have erected such extensive docks\nboth here and at Seattle as has been done.\nThe statement of Captain Nicholson confirms this view. It is the intention of the\nGrand Trunk to play an important part\nin transportation on this Coast. Whether\nthey will enter the ferry business between\nhere and Vancouver does not appear, but\nit is certain that the Grand Trunk Pacific\nfleet of steamers will soon be materially\nincreased.\nIt has been suggested, and with some\nBhow of probability, that the Grand Trunk\nPacific Steamship Company will purchase\nthe steamer St. Denis, which for the past\nyear has been under charter to the Boscowitz Steamship Co., but which is to be\nreleased at the close of this month.\nNegotiations between the local company\nand the owners of the steamer have been\nunder way, and may be concluded in the\nnear future. He admitted there had been some slight cause\nof complaint but it was solely due to the\nfact that a new service could not be organized at a moment's notice, and the\ntravelling public must have a little\npatience and confidence that the company was doing its very best.\nCaptain Nicholson knows the catering\nbusiness from A to Izzard, and is determined there shall be no ocean boats\nsuperior in this respect to those of the\nGrand Trunk Pacific.\n\"With the Prince Rupert we started\nout under disadvantages,\" he said last\nnight. \"In the first place it was only\nthree days from the time the steamer\ngot in from her long voyage around the\nCape until the first reception meal was\ngiven. Not only in regard to the table\nbut the vessel generally that was the\nmost wonderful record ever made. It\ngenerally takes weeks to get a boat in\norder. Why it took the steamer Venture\nover a couple of months. With the Prince\nGeorge we were more fortunate. We had\neight days in which to get her ready\nand although her table service is by no\nmeans up to what we shall have it there\nis no doubt it is a great improvement\non the Prince Rupert.\n\"On the Rupert we have the best\nplanned kitchen entirely on the most\nmodern lines, fine ranges, fine steam\ntables, electric dish washer, electric\negg boiler and so on. But the staff,\nits organization and systematizing, is\nthe important point. With only three\ndays at our disposal in which to do everything there is little wonder we fell down on\nsome minor but important points. It is\nthe little things that count in arranging\na table service.\n\"Our steward, of course, was selected\nwith great care. He was a first class man\nfrom the White Star line but somehow\ndid not fit in and we had to let him out.\nWe have now a shore steward until we\ncan get one of the best available with\nexperience on Atlantic liners. We have\nchanged the kitchen crew entirely and\nI shall keep weeding them out until the\nservice is what it ought to be. In the\nPrince George staff we begun more\nfortunately. The two commissioners met in Smith's inlet in June,\nand together visited every salmon cannery in Northern British Columbia.\nThey investigated fish supply conditions\nand matters affecting the industry generally, with a view to complying with\nthe request of the federal minister of\nmarine and fisheries, who visited there\nto prepare a boat-rating schedule for\npermanent adoption fixing the number of\nboats to be allowed on each river and\nto be assigned to the various canneries.\nAs a result of their investigations\nthey have practically completed a report\nthat will shortly be transmitted to the\ndepartment of marine and fisheries. Its\ncontents cannot be made known until\nthe minister shall decide.\nMr. Babcock speaks with enthusiasm\nof the great salmon run in the north\nthis season. \"It is something phenomenal,\" he declares. \"This run on the\nSkeena is greater than any of the old\nmanagers can remember. I heard only\none experienced manager venture a\ncomparison, and he remarked that this\nyear's run was the heaviest since 1882.\nThe pack of all the canneries on the\nSkeena is more than double that of last\nyear at this time. In fact, it is satisfactory at all points throughout the\nnorth, though along the Skeena there is\na shortage of fishermen, and some\ncannerymen find it difficult to secure\nsufficient indoor help. In other parts,\nthe labor supply appears to be adequate.\n\"I may say that while in the provincial rating 850 fishermen's licenses are\navailable for the Skeena, up to July 14\nonly 770 had been issued. I understand\nthat railway construction and the numerous government works under way in\nthe district have absorbed all the labor\navailable, and so have seriously interfered with the canners' regular supply.\nIn addition to this, few Indians have\ncome down the Skeena to the fishing\ngrounds, and less than the usual num\nber  of   Haidas  have  come  over from\nQueen Charlotte Islands.\"\nThe commissioner added that the fish\ncaught in the north were larger and in\nbetter condition than usual. This year\na case averages less then twelve fish,\nwhereas in former years fourteen was\ncodsidered a fair average.\nBUILD   A   THEATRE\nTOURISTS TO LAND\nCONTINUED FROM PAGE 1\nthe people who patronize this boat are\nclamoring to have a call made at Prince\nRupert.\nThe management was desirous of\naccommodating its patrons but was\nafraid there might be trouble with the\nimmigration law at this Canadian port,\nas the new regulations have seriously\ninterfered with passenger traffic generally. They agreed to call at Prince Rupert\nif first officially assured there would\nbe no trouble at this port.\nThe secretary of the Publicity club\ntook the matter up and interviewed\nDr. Reddie, the immigration agent at\nthis port. He was assured that all\nthrough passengers on board this excursion steamer would be allowed to\nland, after due inspection, but not to\ncarry their baggage ashore. Upon this\nthe secretary wired the Pacific Coast\nSteamship company at Seattle\u2014\"Immigration agent assures me Spokane\ntourists will be allowed to land at Prince\nRupert.\"\nThere was necessity for haste as the\nSpokane was booked to leave Seattle\nlast night. She has one hundred and\nforty seven tourists on this trip and will\nmake several more trips during the summer. The tourists will be able to spend\nfour hours looking over the growth of\nPrince Rupert, and this should prove\nto be an advertisement for the city\nof the very best kind.\nNew Knox Hotel\nA. B. The building\nis 60 x 90 feet, two stories in front and\none at the back. It is built of heavy\ntimber and clap boards, and the stage\nand lights were all in. This is a record\nand the proprietor, M.
