FORREST,\nCommissioner of Municipal Superannuation.\nJanuary 8,1968.\n Municipal Superannuation Report, 1966\/67\nReport of the Business Done in Pursuance of the Municipal Superannuation Act during the Fiscal Year Ended March 31, 1967\nSection 3 (1).\u2014The Act applied to the following employers under the provisions of clause (b), (c), (d), (\/), (f), (m), or (n) of this subsection, effective\nfrom the date shown:\u2014\nEmployer Effective Date\nDistrict of Mackenzie May 19, 1966\nDistrict of Port Hardy October 1, 1966\nVillage of Fraser Lake September 27, 1966\nVillage of Port Edward June 29, 1966\nVillage of Port McNeill February 18, 1966\nNechako Improvement District January 1, 1967\nRegional District of Central Kootenay January 7, 1966\nRegional District of Columbia-Shuswap April 1, 1966\nRegional District of East Kootenay August 1, 1966\nRegional District of Kootenay-Boundary January 1, 1967\nMount St. Mary Hospital, Victoria January 1, 1967\n100 Mile House Hospital January 1, 1967\nSchool District No. 59 (Peace River South) September 1, 1966\nSchool District No. 51 (Portland Canal) January 1, 1967\nAs at March 31, 1967, there were 298 active employer accounts in the Fund.\nSection 5.\u2014A statement of all moneys received and paid out under the provisions of this Act, and the assets and liabilities appertaining to the granting of superannuation allowances under its provisions, is given in the statement of revenue and\nexpenditure and the balance-sheet appended.\nSection 6.\u2014Basic employee contributions amounted to $4,437,720, and employee voluntary and special agreement contributions amounted to $884,134. As\nat March 31, 1967, there were 22,896 active contributors.\nSection 8.\u2014(1) Employer contributions amounted to $4,549,069 in respect\nof current service and $1,526,300 in respect of past service. An amount of $4,170\nwas refunded to sundry employers to adjust contributions made in error.\n(2) In accordance with the provisions of individual special agreements with\n53 employers under the Act, a total of $280,842 was paid out in supplementing\nsuperannuation allowance payments. Of this amount, $146,119 was reimbursed\nto the Fund by the 53 employers and $134,723 was paid from the Reserve Account,\nderived from interest earnings of the Fund in excess of 4 per cent, as authorized by\nsection 10 (6) and Order in Council No. 1502, approved on June 7, 1962.\nSection 10.\u2014(1) The Minister of Finance paid $60,000 into the Fund, which\npayment was in lieu of interest on certificates of loan under the former Act.\n(3) The net rate of interest earned during the year after charging administration expenses was 5.1794 per cent. After distributing interest for the year to the\nBasic Account at the guaranteed rate of 4 per cent, amounting to $3,925,489, and\nto the Retirement Annuity Account at the net earned rate of 5.1794 per cent,\namounting to $1,025,449, the excess net interest earned during the year, amounting\nto $1,186,560, was transferred to the Reserve Account. For analysis, see schedules of comparative statistics appended.\nSection 16.\u2014Superannuation allowances were granted to 14 contributors under\nthe total and permanent disability provisions.\nSection 17.\u2014Superannuation allowances were granted to the dependent in the\ncase of 27 contributors who died while still in service. Refunds totalling $80,901\nwere made in the case of 42 contributors who died while still in service.\nSection 18.\u2014Refunds totalling $1,735,968 were made to 2,671 former contributors who left the service of their employers, including 42 with more than 10\nyears' countable service who elected to receive a refund rather than leave their\ncredits in the Fund in order to receive a deferred superannuation allowance after\nreaching minimum retirement age. Refunds totalling $2,566 were made to sundry\nemployees to adjust contributions made in error.\nSection 22. \u2014 Actuarial and administration expenses paid from the Fund\namounted to $125,992. The total administration expenses of the Superannuation\nBranch are distributed among the various funds administered on the basis of contributors and pensioners. A comparison of the annual unit cost per contributor and\npensioner for the last six years is as follows:\u2014\n1961\/62 $2.72 1964\/65 $2.96\n1962\/63   2.73 1965\/66    3.08\n1963\/64    2.87 1966\/67    3.23\nSection 27.\u2014The securities held by the trustees on March 31, 1967, are set\nout in Schedule No. 2 of this Report. During the year $ 17,255,000 par value bonds\nwere purchased, the average yield being 6.18 per cent, and $4,825,650 par value\nbonds were redeemed, resulting in a net increase of $12,429,850 par value bonds\nheld by the trustees between April 1, 1966, and March 31, 1967. The prices paid\nfor securities bought or sold are determined by market conditions at the time of\ntransfer. Every effort is made to invest the funds as soon as they become available\nat the maximum yield possible at the time of purchase.\n MUNICIPAL SUPERANNUATION REPORT,  1966\/67\nR 7\nThe employees of the University Endowment Lands, formerly under the\nMunicipal Superannuation Act, were brought under the Civil Service Superannuation\nAct, effective July 1, 1966.
