REPORT OF THE LIQUOR CONTROL BOARD.\nINTRODUCTION.\nThe Board presents the Twelfth Annual Report, covering the operations from April 1st,\n1932, to March 31st, 1933.\nOn May 31st, 1932, a change occurred in the constitution of the Liquor Control Board,\nwhereby Mr. Henry Broughton Thomson, Chairman, and Mr. AArilliam Joseph Baird, member,\nresigned therefrom, and pursuant to the provisions of section 102 of the \" Government Liquor\nAct,\" as enacted by section 10 of the \" Government Liquor Act Amendment Act, 1932,\"\nMr. AVilliam Farris Kennedy was appointed Chairman of the Board as from June 1st, 1932.\nThe accounts of the Board, certified to by the Comptroller-General, as required by section\n116 of the \" Government Liquor Act,\" and the statistical data as required by section 111 are\nshown in the Appendices as follows:\u2014\nAPPENDIX A.\u2014ACCOUNTS.\nBalance-sheet 1 Statement of Accounts for the periods April 1st,\nTrading Account -        1932. to September 30th, 1932, and October\nProfit and Loss Account J 1st, 1932, to March 31st, 1933.\nAPPENDIX B.\u2014LAW ENFORCEMENT.\nStatement of Prosecutions, April 1st, 1932, to March 31st, 1933.\nAPPENDIX C\u2014ADMINISTRATION.\nRegulations and Amendments thereto.\nAmendments and Additions to Price-lists.\nStatement of Premises owned, leased, and rented.\nStatement of Prescriptions for Liquor issued by Physicians.\nStatement of Permits issued from April 1st, 1932, to March 31st, 1933.\nChart illustrating by Electoral Districts the Sale of Liquor and the Administration of the\n\" Government Liquor Act.\"\n\" GOVERNMENT LIQUOR ACT AMENDMENT ACT, 1933.\"\nAt the 1933 session of the Legislature amendments to the \" Government Liquor Act\" were\npassed in respect of the following sections:\u2014\nSection 11 was amended to provide for a fee of 25 cents for an individual liquor permit\ninstead of $2.    This amendment became effective on April 18th, 1933.\nSection 27 was amended to make further provision for the sale of beer by the unopened\nbottle in premises covered by a beer licence for consumption elsewhere than on the licensed\npremises.\nSection 51 was amended to enable the holder of a beer licence to maintain in or on the\noutside of the premises specified in the licence a sign displaying the words \" Licensed Premises.\"\nSection 115 was amended in conformity to the amendment to section 118. This amendment\nbecame effective on April 1st, 1933.\nSection 118 was amended by striking out subsections (2), (3), and (4), thereby discontinuing the provisions for the payment of a portion of the profits derived under the \" Government\nLiquor Act\" to various municipalities.    This amendment became effective on April 1st, 1933.\nGOVERNMENT LIQUOR STORES.\nDuring the period under review arrangements were made to vacate the premises occupied\nas Government Liquor Stores at Greenwood and Michel. At Greenwood the Government Liquor\nStore was transferred to premises situate in the Provincial Court-house, and at Michel more\nsuitable and up-to-date premises were obtained. BRITISH COLUMBIA.\nOn June 1st, 1932, the Board established a Government Liquor Store at Coalmont, and on\nJune 20th a store was established at Parksville. In each instance the Board occupied premises\nwhich had previously been used as a Government Liquor Store.\nOn December 28th, 1932, the Board purchased the premises occupied and used as a Government Liquor Store in the City of Kamloops. These premises were specially erected for the\nBoard in 1930 and were particularly adapted for the purpose of a Government Liquor Store.\nThe Board obtained a number of reductions in rentals in respect of premises occupied, such\nreductions during the period under review amounting in the aggregate to $3,660 per annum.\nFor particulars in regard to leases, rentals, etc., see Appendix C.\nSTAFF.\nOwing to the great decrease in the volume of sales at Government Liquor Stores, the Board\nfound itself with a great number of employees in Government Liquor AArarehouses and Stores\nthroughout the Province in excess of those actually required, and to meet this situation a\nnumber of members of the staff were placed on part-time employment. This policy has been\nfound to be very satisfactory, as, although the salaries paid in consequence have been small,\nit has nevertheless afforded a large number of persons employment whose services might otherwise have been dispensed with and considerable hardship caused thereby. The Board takes this\nopportunity of expressing its appreciation of the co-operation and loyalty of the members of the\nstaff during a period of economic depression, and when many difficulties had to be overcome.\nSTOCKS.\nThe value of the stocks of liquor on hand at March 31st, 1933, amounted to $769,802.54,\nbeing a decrease of $393,597.14 under the inventory figure of the fiscal year immediately\npreceding.\nSALES.\nThe total sales of $8,607,316.70 show a decrease under the previous period of $3,146,625.69.\nClassification of Sales.\nWines and Spirits\u2014\nSpirits:   Rye   AVhisky,   Bourbon   Whisky,   Scotch\nWhisky,   Irish   Whisky,   Brandy,   Gin,   Rum,\nAlcohol      $4,340,467.15\nLiqueurs :  Cocktails, Vermouth, and Bitters         112,092.45\n    $4,452,559.60\nPort, Sherry, and Still Burgundy        $110,065.25\nChampagnes and Sparkling AVines   52,645.75\nClarets and Sauternes   25,695.25\n        188,406.25\nBritish Empire AArines\u2014\nBritish Columbia       $258,456.95\nAustralia  46,423.40\nOntario   15,705.40\nSouth Africa   33,390.60\n 353,976.35\nOriental Liquors          185,937.55\nMalt Liquor\u2014\nBritish Columbia Beer, Ale, and Stout\u2014\nTo Licensees    $2,179,469.70\nTo Permit-holders       1,085,331.30\nEastern Canadian Beer and Ale, and Dutch Lager\nBeer  (Imported)     60,615.45\nBritish (Imported) Ale and Stout          101,020.50\n      3,426,436.95\nTotal    $8,607,316.70 REPORT OF LIQUOR CONTROL BOARD, 1932-33. I 7\nDue to the economic depression the volume of sales show considerable decrease under the\nyear immediately preceding. The purchasing-power of the public was lessened to a considerable\nextent and the total sales show a decrease of 26.77 per cent.\nBritish Columbia wines continue to meet with popular demand in the stores throughout the\nProvince.\nIt is interesting to note that British Empire wines decreased \u25a0 only 10.41 per cent, as\ncompared with the previous year.\nA revision of the Board's Price-list No. 1 (Wines, Spirits, and Liqueurs) became effective\non December 1st, 1932, and the benefits obtained by various reductions in costs were passed on\nto the public.\nDUTY, EXCISE, AND SALES TAX.\nThe duty, excise, and sales tax paid to the Federal Government for the period under review\namounted to $1,763,741.84, the details of which are as follows:\u2014\nDuty    $1,197,441.25\nExcise         317,333.57\nSales tax        248,967.02\nTotal  $1,763,741.84\nThe Convention of the 15th day of December, 1932, between Canada and France, called\n\"The Franco-Canadian Convention of 1932,\" was abrogated on June 15th, 1932, and in consequence the duties on brandies, wines, etc., from Prance were increased on and after that date.\nINSURANCE.\nFire. .\nDuring the period under review a very serious fire occurred in the town of Stewart, and due\nto the efforts of the Fire Brigade and the citizens the Government Liquor Store was saved;\nhowever, a small loss from the fire amounting to $50.74 occurred. The loss was covered by\ninsurance.\nBurglaries.\nBurglaries and attempted burglaries at the following Government Liquor Stores occurred\nduring the period under review:\u2014\nValue, including Cash,\nDate. I 10\nBRITISH COLUMBIA.\nPENALTIES AND PROCEDURE.\nDestruction of liquor forfeited to the Crown and held by the Liquor Control Board was\nauthorized by the following Orders in Council:\u2014\nOrder in Council. Approved.\nNo. 449 April 22, 1932.\nNo. 942 Aug. 17, 1932.\nNo. 1258 : Nov. 9, 1932.\nNo. 98 Jan. 26, 1933.\nINSPECTION DEPARTMENT.\nDuring the period under review the Inspection Department has given efficient service in\nassisting the holders of beer licences, club licences, and veterans' club licences in the proper\nconduct and management of their premises. The Department has been able to advise licensees\nin the matter of enlargement or alterations of their premises, and wherever possible improvements have been made in those hotels in which beer licences have been granted, in improving\nthe buildings and furnishing thereof, thereby giving better service in regard to accommodation\nto the travelling public. The following inspections of licensed premises have been carried out\nduring the period :\u2014\nPremises covered by beer licences   1,278\nPremises covered by club licences      158\nPremises covered by veterans' club licences      228\nThe Department has been able to co-operate with the Municipal,  Provincial,  and Royal,\nCanadian Mounted Police Forces in regard to the enforcement of the provisions of the \" Government Liquor Act,\" and in many instances in regard to giving information which has come\nto hand in regard to infractions of the Federal Statutes in respect to the manufacture and\ntraffic in illicit liquor.\nThe Board wishes to take this opportunity of expressing its thanks for the co-operation\nand good-will which exists between the Board and the various police forces.\nACCOUNTING.\nAppendix A contains the financial statements for the six-monthly periods ended September\n30th, 1932, and March 31st, 1933, as required by the Statute.
