Prisons Report. 485\nVICTORIA GAOL.\nVictoria Gaol, 31st October, 1888.\nSir,\u2014I have the honour to submit my report, with the necessary returns, of the Victoria\nGaol for the year ending 31st October, 1888.\nDuring the year 219 prisoners were committed to this gaol for the following offences:\u2014\nLarceny, 33; infraction of the Indian Liquor Act, 32; vagrancy, 31; breach of Merchant\nShipping Act, 22; breach of Naval Discipline Act, 20; assault, 16; possession of intoxicants and\ndisorderly, 14; safekeeping, 10; receiving stolen property, 3; in possession of stolen property,\n3; evading Chinese Restriction Act, 3; obstructing railway, 3; false pretences, 1; seduction, 1;\nnecessary witnesses, 3; debtors, 4; manslaughter, 3; indecent exposure, 2; deserting, 1;\ncarrying concealed weapon, 1; conspiracy, 2; contempt of Court, 2; embezzlement, 1; forgery, 1;\nprocuring, 1; attempt to poison,  1; murder, 1; arson, 1; unlawful entry, 1; housebreaking, 2.\nNationalities\u2014England, 44; Ireland, 4; Scotland, 2; British Columbia, 50; Canada, 11;\nUnited States, 26; China, 52; Germany, 7; France, 4; Norway and Sweden, 5; other\ncountries, 14.\nNo. of prisoners in custody November 1st,  1887      89\nReceived during the year ending October 31st, 1888    219\n 308\nDischarged from gaol during the year ending October 31st,  1888 274\nIn custody October 31st, 1888  34\nBoth the gaol yards have been improved during the past month, making it much better\nfor committed prisoners and others who have occasion to use the yards to walk on.\nThe drainage from the gaol has been greatly improved during the past summer, vitrified\ndrain-pipes having been extended a considerable distance, and the cesspool, which was such\nan abominable nuisance, covered in. It is only proper to remark that the outlet of the drain\ncauses no annoyance (nor is there any likelihood of its doing so) to any of the neighbouring\nresidents.\nThe balcony for the inside guard has been extended so as to overlook the eastern yard,\nand is found to be a great convenience to the guard on duty, as from it the guard commands a\nview of the yard below, whilst prisoners are out, and also of the entrance door leading to the\ngaol corridors.\nThe water supply is not what it should be, the supply being very irregular and causing\nmuch inconvenience; there is scarcely any hot water for bathing or cleaning purposes, for the\nreason that the water does not run into the tanks during the day time when the fires are going.\nThe only remedy for this would be a larger supply pipe. As the cleanliness and health of\nprisoners depends, to a great extent, on a sufficiency of good water, I trust that a larger supply\npipe will be laid to the gaol early in the coming year.\nIf the gaol was furnished with a hot air furnace the building would be much better heated\nand the temperature kept more even than by stoves, besides, there would be a considerable\nsaving in fuel.\nGas is now used for lighting purposes; it is, perhaps, more expensive than the old system\nof coal oil and lamps, but more convenient and safer, as a number of lamps have exploded in\nthis prison since its construction.\nA considerable amount of work has been done during the year by the chain-gang in im \u25a0\nproving government grounds and repairing roads in the vicinity of the gaol, besides work done\nin the gaol garden, which will, I hope, in the coming year supply the institution with all the\nvegetables required.\nI am, Sir,\nYour obedient servant,\nR.
