Correspondence\u2014Census of 1891. 567\nRETURN\nTo an Address presented to His Honour the Lieutenant-Governor requesting him to\ncause to be sent down to this House copies of all correspondence, not printed in the\nSessional Papers of 1802, between the Government of this Province and the\nGovernment of the Dominion relative to the Census of 1891.\nBy Command.\nJAMES BAKER,\nProvincial Secretary.\nProvincial Secretary's Office,\n20th February, 1893.\nDepartment of Agriculture,\nOttawa, 1st February, 1892.\nHonourable Hugh Nelson,\nLieutenant-Governor,\nGovernment House,  Victoria.\nDear Sir,\u2014A memorandum, being a copy of the Report of the Committee of the Executive\nCouncil of the Province of British Columbia, relating to the recent Census of that Province,\nhas been referred to me for comment.\nOn examining the document I fail to find a copy of the Census of the City of Victoria,\ntaken by the local authorities referred to therein.\nIt will be impossible for me to deal intelligently with the questions submitted until I have\nfull details of that Census of the City of Victoria, also a full statement of the instructions\ngiven to the Enumerators.    Will you kindly have these sent to me?\nI may state for your own information that the population of British Columbia, by the\nreturns sent and now in process of tabulation, is very considerably in excess of the estimate\ngiven in Bulletin No. 1.\nI may also state that if the Cariboo region had shown increase at all in proportion to the\nincrease of 1881 over 1871, the population would have been very much larger than your\nestimate. The fact is that the population of Cariboo shows very considerable decrease. On\ndiscovering this I requested the Commissioner to make a report to me giving his views on the\ncauses of the decrease.\nI have, See.,\n(Signed)        Geo. C, 10th February, 1892.\nSir,\u2014I am instructed to send you the enclosed printed copy of papers relating to the\npopulation of British Columbia, as represented by Bulletin No. 1, of the Census of Canada, 1891.\nA copy of the Report and Schedules mentioned therein were forwarded to Ottawa and\nreferred to the Department of Agriculture.\nIn connexion therewith, Mr. George Johnson, of the said Department, Statistician, writes\nas follows:\u2014\n\"On examining the documents I fail to find a copy of the Census of the City of Victoria,\n\"taken by the local authorities referred to therein. 568 Correspondence\u2014Census of 1891. 1893\n\"It will be impossible for me to deal intelligently with the questious submitted until I\n\"have full details of that Census of the City of Victoria, also a full statement of the instructions given to the Enumerators.    Will you kiudly have these sent to me?\"\nTo enable the Government to comply with Mr. Johnson's request, I have to ask you to\nbe good enough to furnish this office with copies of the documents named in the above extract.\nI have, &c,\n(Signed)        A. Campbell Reddie, Esq.,\nDeputy Provincial Secretary, City.\nSir,\u2014Apropos to your request as expressed in your letter of the 10th instant, re Census\nReturns of the City of Victoria, as taken by the City Council of 1891, and instructions to\nEnumerators in connection therewith, I have the honour to forward to your office herewith a\ncopy of said Census and instructions.\nI have, &c,\n(Signed)        W.
