Government House,\nFebruary 27th, 1878.\nSir,\u2014I have the honour to enclose you herewith a copy of a Minute of my Executive Council, dated 22nd instant, representing that the offer of my Government to grant\nto the Imperial Government the Dry Dock site, plant and material, and work done at\nEsquimalt, has been unanimously sanctioned by the Legislature, and embodying a\ntelegram to that effect, to be sent to the Secretary of State for the Colonies through the\nDominion Government; and I have the honour to inform you that, on the 23rd instant,\nI sent you the said telegram to be forwarded to the Imperial Government, and I beg to\nrequest that the enclosed copy of Minute in Council may also be forwarded, through\nthe proper channel, to the Secretary of State for the Colonies, for the consideration of\nthe Imperial Government. Richards.\nCopy of a Report of a Committee of the Honourable the Executive Council, approved by His\nHonour the Lieutenant-Governor on the 22nd February, 1878.\nOn a Memorandum from the Honourable the Attorney-General, dated the 22nd day\nof February, 1878, reporting that the offer of the Government to grant to the Imperial\nGovernment the Dry Dock site, plant, material, and work done, has been unanimously\nsanctioned by the Legislature, and recommending that the following telegram be sent\nby His Honour the Lieutenant-Governor, through the Secretary of State for Canada, to\nthe Secretary of State for the Colonies without delay:\u2014\n\"Offer of Government to grant to Imperial Government Esquimalt Dry Dock site,\n\" plant and material, and work done, on terms of alternative proposition forwarded in\n\" Minute of Council (21st July) unanimously sanctioned by Legislature.\"\nThe Committee advise that the recommendation be approved.\nCertified,\n(Signed) T. B. Humphreys,\nClerk, Executive Council.\nTelegram No. 6.\n(Sent to Ottawa 23rd February, 1878.)\nTo Hon. R. W. O,\nApril 12th, 1878.\nSir,\u2014I have the honour to enclose you herewith a copy of an Address from the\nLegislative Assembly of this Province to me, dated 18th of last February, praying me\nto inform Her Majesty's Principal Secretary of State for the Colonies of the approval of\nthis House of the determination of the Provincial Government to grant to the Imperial\nGovernment the Esquimalt Dock as it now stands, with the plant and material now in\nhand, upon certain conditions therein stated.\nI have also the honour to enclose you a copy of a Minute of my Executive Council,\ndated 28th ultimo, approving of the said Address, and I have to request that the\nenclosed copies of Address and Minute of Council may be forwarded through to the\nPrincipal Secretary of State for the Colonies, for the consideration of the Imperial\nGovernment. 1 have, &c,\n(Signed) A. Richards.\nCopy of a Report of a Committee of the Honourable the Executive Council, approved by His\nHonour the Lieutenant-Governor on the 28th day of March, 1878.\nOn a Memorandum from the Honourable the Provincial Secretary, dated the 25th\nday of March, 1878, recommending the approval by His Honour the Lieutenant-\nGovernor of an Address of the Legislative Assembly requesting His Honour to take\ninto consideration the following Resolution of the House:\u2014\n\" Whereas on the 1st day of October, 1877, Rear-Admiral A. F. R. DeHorsey, Com-\n\" mander-in-Chief of Her Majesty's Pacific Squadron, communicated with His Honour\n\"the Lieutenant-Governor with the object of ascertaining whether\u2014in the event of the\n\" Imperial Government entertaining the alternative proposition submitted by the Pro-\n\" vincial Government's Minute of 21st July last, viz., that the Imperial Government\n\" should take over the Dock and complete it as an Imperial work\u2014the Province would\n\"contribute the site and work already done, together with the plant and material now\n\"in hand, as a gift, so that the Dock and its site would become Admiralty property:\n\" And whereas on the 8th of October last, His Honour answered that the Govern-\n\"ment of the Province were not prepared to take upon themselves the responsibility of\n\" disposing of so large an amount of Provincial capital without first consulting the\n\" Legislature, but that they would engage to recommend to Parliament a gift of the site,\n\" &c, on the condition that merchant vessels shall be permitted to be docked on payment\n\"of expenses, whenever the ships of Her Majesty's Squadron do not require its use:\n\" Be it therefore resolved, that in view of the desirableness of ensuring the eomple-\n\"tion of the Esquimalt Graving Dock at an early date, without further cost to the Pro-\n\"vince, this House is of opinion that it is advisable, in the event of the Imperial\n\" Government agreeing to complete the Dock as an Imperial work without loss of time,\n\" to grant to the Admiralty the site, plant and material on hand, and work already\n\"done, subject to the condition that merchant vessels shall be permitted to be docked\n\" on payment of expenses, whenever the ships of Her Majesty's Navy do not require its\n\"use; and that a respectful Address be presented to His Honour the Lieutenant-\n\" Governor, praying that he will be pleased to inform Her Majesty's Principal Secretary\n\" of State for the Colonies of the determination of this House upon the subject.\"\nThe Committee advise that the recommendation be approved.\nCertified,\n(Signed) T.
