I look ba.
with pri lo and satisfaction to the purl
which I took iu connection with that
work.
Tho members of tho government
continued apparently to work together
iu tho most hurmoulous manner until
tho Deadmau's Island dispulo arose.
Iu connection witb that mutter you
will remember Ihat 1 put myself iu
your hands. My colleagues, Messrs.
McPberson and Tisdall, nlso agreed to
bo guide i in that dispute by the wishes
of their constituents,
Mr. Cotton, on lbo olher hand, took
a firm stand against uny settlement or
agreement of th.; matter until tho
question of the ownership of the laud
bad boon decided by lho courts.
Tho vory slight progress made iu tho
suit then instituted shows that the
litigation would probably not be com
ploted fi).' u number of years.
This difference between Mr. Cotton
and mysolf produced some friction in
tbo government, but, apart from this
dispute, I never had the slightest iu-
timiitiou from Mr, Semliu or any of
my other oolluuguos of uuy dissalisfac
tion whatover with reyard to my aelions until tho Is', day of July, 1800,
when Mr. Semlin peremptorily asked
ror my rcslguutlou, 'giving three rou-
souo, all of whioh I onu safely say were
regarded by tho public nt largo as ex-
tremely frivolous, I refused to resign
nnd usked for it caucus of tho government supporters 10 consider whut
should bo douo uuder the olroumstau-
ces,
Last session it wns stated by Mr.
Cotton in tho lions,; that I hud tacitly
agreed to be bound by tho decision of
this caucus, ami should have continued
to support the government when the
decision was agulust me. This statement is very wido indeed from tho
truth. Ths gentlemen who wero present at tho caucus will remember
tbat 1 stated most distinctly lhut If
tlio decision weut against mu I could
no longer support the goverumont aud
would deem it iny duty lo tuko every
means in my powor to bring nbout,
thoir defeat.
Ah the caucus, wilh a very Slight
majority, sided with Mr. Semliu, 1 at
oneo tendered my resignation and announced publicly that 1 must bo con-
Bidorod an opponent of the government.
Just prior to the meeting of tbo
houso you will remember that 1 called
a meeting of my supporters in lbo olty
of Vancouver and Bubmlttod my position to thom, I stated lhut it was my
Intention, if possible, to defeat tbo
governmont with ft view to bringing
about a general election, I gnve my
reasons for this oourse and also slated
that if my supporters disagreed wiih
my proposed action, I would nt oneo
rosigu and allow thom tu choose a rep
resentntivo who would act iu occur
danoe with their wishes, Tbe meeting
was very large and representative, and
a resolution was passed without a dis
sontlug voice, expressing entiro appro
val of my intended opposition to thu
government.
I luul [ilreudy tnformod membeis of
llio Opposition in the house.that wliili
my principles wore lho samo us the;
bad been, nml I had no sympathy wilh
thoir views upon political questions
still I hud a common objeot with them
In trying to Lrlug about the defeat ol
Mr, Semlln's governmont utid I had us
suro'l Ihem that if they stood togetboi
1 would bo found working harmonious
ly with them for that purpose only.
The co:.sequo:il. defeat of lho govornmont and tho Invitation of His
Honor, tho Lieutenant-Governor
myself to form u government, uro fresh
in your minds. I accepted the tus1,
from His Honor on condition tbat I
should be gruntod a disolution of lho
present house, and, in acaordnuoo
with th' understanding, a general
election will lake plao us soon us it
can conveniently be held.
It husbeeti charged 1 lint my action iu
opposing Mr. Sunlit/., government,
ufter my expulsion from it, was actuated by persouul reelings against Mr
Cotton. There is no truth whatover iu
the -.nggostioii. I bavo opposed and
helped to oereat r. !-_ mlin's govern
mentbeciius i.olatiger represented
the principles which I hud espoused,
shown what these reasons were. I
1 attribute Mr, Semlin.s action, not
to his own desiro but to Mr. Cotton. 1
am satisfied that iu his heart Mr. Cotton did not agreo with tho thorough
manner in which tho governmont and
the house curried out ihelr pledges in
tbe sossion of 1890 ; und ho know full
well that as long ns 1 remained n member of tho govornmont, similar action
would bo takon wih regard 10 ovory
question thnt cam _ before it.
At tho Umo tha trouble ooeurrod
thero wero two matters or vital importance to this provinc. pending boforo
tho government,as lo which, iho oourso
to bo adopted was clearly pointed out
by reforoncu lo iho principles wliich it
wus supposed to represent.
Theso mutters woro, Ilrst, the tlisal-
lownnee of tho Labor Regulation Acl,
IS',).., which prohibited compuuies holding franchises from tho province employing Mongoliau labor, uud second,
tho application of lho Brilish Columbia Southern Railway Co. I quite admit tbat no
mutter how improper tbo action of the
Legislature muy haveb>eu in granting
lo tho B. C\\ S. If tbey have not done so then it
appears lo me clear ihat it is tbe duty
of tbe government to stand by the
rights of tho province,
I reported to the governmont my
opinion that tho conditions of the
statute hud not beeu complied with,
uud suggested lhut, us tbe amount involved wus extremely large, it would be
advisable lo obtaiu tho best legal advice available, I was author.zed by
ihc government to do so and submitted
tho cuso to Mr, Haldauo. Q. C, of Lou*
duu, Eug,, and to .Messrs. Christopher
Robinson, Q. C„ uud Q. B. Osier, Q. C,
of Toronto. Mr. Haldane's opinion
was inclined to be against my contention but he stated tbat he thought the
case was a proper one to be brought
before the court. Messrs Osier and
Robiusou on the contrary, gave u very
strong opinion that my contention
was correct, and that the government
were not compelled, even if they wero
permitted, to issue lhe town grant
uuder tbe circumstances.
It may bo tbat their opinion is not
cor.cct, but my contention is tbat, iu
the face of my opinion as Attorney
General, supported bv lawyers of their
eminence, the only course open to the
government -if it was to bo guided by
thu principles which it was chosen to
represent—was to refer tho matter to
the courts, uud, afler tbe highest court
of appeal hud decided, uct strictly iu
accordance with that decision.
As soou us I had been got out of the
wuy, aud before a now Attorney-General had been appointed, Mr. Cottou
ut oneo proceeded to ignore lhe abovo
considerations, aud issued a crown
grant for some 000,000 acres, including
about liiU.OOO acres uf coal lands, whicli
I am informed, are worth mauy millions of dollars.
With regard to the Mougollan labor
question, the govornmout refused to
adopt tho policy which I advocated
nud met the houso without any proposition as to a reenactraout of the disallowed stututo.
Tho ai.iionof the government after 1
lefj it. with regard to lho matters 10-
lerred to lu His Honor's letter of dis
missal of Mr. Semliu,alsouIFord strong
proof that I was right In niy opinion
lliat 1 had beon removed from Iho gov
ernment in order to enable Mr. Cotton
to carry out his reactionary ideas, and
practically nullify Die legislation
which we hud enacted iu lh« session
of 1890.
One of the most im; orliint acts lhut
wus pussed in 1891) was tho Torrens Registry Act.
