As I stated\nthere, I am strongly in favor of tbe\nCrown Grant system, or rather Crown\nMineral Grants as distinguished from\nan agricultural Crown Grant. This\nsystem, properly restricted will, I am\nsatisfied, suit both prospector and investor and maito tbo country a prosperous mining district in a short time.\nThe main difficulty, as you are aware-\nis tbe Indefinite holding aud tying up\nof mining property so acquired. My\ndefinition of tbo Crown Mineral Grant\ntn my discussion would first be, till\ntbe ground is worked out or abandoned.\n2nd, After grant is acquired charge\nan annual tax of S'io wben the ground\nIs being worked and 8120 when it is\nnot being worked. The latter boing in\ncash,\n3rd. Tbe land shall not renrtin tin-\nworked for a longer period nt ouo timo\nthan three years, if it does it sball revert to the Crown. Tbis latter condition I consider practically covers\nand solves tbe dlffiulty.\nSo far the advocators of the Crown\nGrant system differ only in the amount\nof the annual tax and annual expenditure In work, and details suoh as these\noan be reoanoeled and arranged. Tbe\nWater grant should go with tbe Grown\nGrant and be held upon tho same conditions by paying an annual-tax. Tbat\nIs to say as long as lbe conditions of\nthe Crown Grant are complied with\nthe water grant shall hold so long as\ntbe annual tax is paid up dp away with\nthe present restrictions as to when\nditoh, eto,, shall be oommeuced, As a\nmatter ot faot when a capitalist acquires placer mining land restrictions\nare useless. Such people are not going to hold land Indefinitely; they tost\nthe ground at onoe, if it is good thoy\nwork it and If not they abandon it, and\nthat Is the end of It so far ns tbey are\nconcerned,\nRegarding tbe now wator rates I oan\nonly say that I think it is a great mistake to put llic wholo tax on iu one\nsam to be paid the first year. Wo all know thai\nfew people in the oountry oan afford\nto do this.\nI also consider thai as shallow placers\nare practically exhausted throughout\nthis Cariboo district that tho ordinary\nplaoer mining boundaries should be\nenlarged.\nQuesnel Forks, Nov. 20th.\nULLOOET.\nThe recent sales of tbe Lome, the\nWoodobuck and the Albambra groups\nof mines on Bridge river will give the\nLillooet section a great advance as a\nmining distriot. The Lome group sold\nfor 8150,000, tho Woodohuok for $75,000\nand the Albambra for 830,000, and large\ncash payments were made on each\ngroup of claims. Mr. John Dunlop, of\nLillooet, is to be credited witb tbe two\nformer sales and only after bard and\npersistent work. Tbey are groat properties nud tho fortunate owners are it\nseems almost certain to get tbe balance of their monoy when the time arrives. The tidy sum of 822,500 has been\nalready paid on theso properties and it\nsbould be borno in mind that outsido\nof tbe Lo Roi and War Eagle mines,\nand they woll developed, uo suoh prioe\nhas been paid for any properties iu\nBritish Columbia, or if for any others\nthoy are uot reported. C\u201e has closed down for the seasou\nnntl Its Init.sL product, ?\u00bb-_l,()87, tbe result of tbo last 2.. days work, was this\nweek shipped from Ashoroft to New\nVork, via Toronto.\nThe first clean-up of tliis season was\nearly in August and amounted to 8135-\n275, tho product of 62 days washing.\nThe second clean-up, 68 days later,\nproduced 8154, 765, Tlia total output\nof this great gold mino for lho season\nof 1900 Is therefore $358,287.00 and this\nhas been saved In 158 days, an average\nof 82.230 every day the water was turned on,\nIt must be remembered, however,\nthat piping was suspended 24 days in\nthe last part of lho soason owing\" to\ntbe lade of supplies, which It was Impossible to get in because of tbe bad\ncondition of the roadti. The 2-1 days\nlost would have added $53,520 more of\ntbe precious stuff and made tbe sam\ntotal 8106,643.00.\nSinco the Consolidated cariboo Hydraulic Mining Company have owned\ntbis property tbey have recovered\n8528.000,00,in addition to the835.%127.00\nrecovered this season making the total\noutput of the mine to tho end of the\nseason 1900 8881,127.00.\nWe quote from .Manager J, B. Hob-\nson's report of 1890:\n'The total quantity of olay, gravel,\nbouldors, etc., washed from thi 'jy-\ndraulic excavation of Fit No. 1, by the\nCariboo and Consolidated Cariboo\nHydraulio Mining Companies and\ntheir Chinese' predecessors, amounts\nto about 5,750,000 cubio yards. Iu consequence of the grounds\nboing so tied up somo of the mining\ncamps arc almost deserted and forgotten\nand still they wait.\nIt worked somewhat the samo in Cariboo, Tho ground tbat was acquired as\nCrown Grants some yearn ago has novor\nhad a pick stuck in it by those wbo got\nit, nor does anyone claim that it was acquired for mining purposes, neither is\nthoro a piece of ground so held now tbat\nanybody van think will ever bo worked\nby its owners. Sucli an objection' wns\nmade to the working of the law giving\nCrown Grants by the people of tho mining districts of the province, that tho\nlaw makers of tho province undid tholr\nwork so far ns it was possiblo to undo it.\nTwo of the pieces of ground held under\nthe Crown Grant Aet in this section,\nworo sold for quito lnrgo amounts, tho\nparties wbo bought requiring thom,sinco\nthey were the key to adjoining grounds\nthey wished towork. Was not tbia so\nmany thousands of dollars in the way of\ndevelopment work; and without reflection on the vendors, so much authorized\nlegal obstruction of which there is too\nmuch already? Even without the observation as above, it does not seem\nto tho writer to require any great\namount of penetration to foresee the results that would follow tho enactment of\nsuch a law as the suggested amendments to tbe Placer Mining Act necessary to encourago the exploration and\nexploitations of deep placer mines ete.\"\nWhy necessary, nnd how would it encourage? Surely tho author of tbo rec-\nomondations can not have known tbo effect such a law has had on the mining\nindustry in some parts of llio United\nor considered the abuse lo which\nit could, and surely would, bo put.\nIs not a twenty years lease, that curries with it all the rights and privileges\na title tbat would givo long enough and\nbe good enough for anyone who wishes\nto mine or bold ground for mining purposes only? Would not almost nil the\ndesirable ground, of which there is a\nlimited amount in Cariboo, be acquired\nby capitalists or organized capital and\nheld for speculation, till somo of the development work now iu progress bus\nstruck such ground ns was formerly\nworked iu Williams, Lightning und oth-\nand\ntax on eapilnliznfion, followed by a tax\non output.\nMiners, like all people, nro governed\nbest when governed least, milling will\nthrive best with the least restrictions,\nand the freer miners are to moke their\nselections of ground unoccupied, and the\nuso of nil the natural resources of a\ncountry the more inviting to miners and\nInvestors. Miners have always made the\nbest mining laws, the complicatibflS\nhave only been mude sinco the making\nif those laws has gone into the hands of\nhen, tho majority of whom Uo not nnd\ncunnol know wlmt is mostly required to\nojioourugo that industry, nnd it is not\ninappropriate here to suggest that, more\ndiscretionary powers be given to the\nGold Commissioners or the powers tbnt\nwore taken from ihem bo restored. They\nmostly or all, hnvo the reputation of being lu.non.bJQ men, some have been\nminers, autl living in the miuing districts,tlmv nre hatter able to judge many\nif the written and unwritten requirements of minors, nnd it goes without\nsaying Ihat Ihey are HOl.citious of tho\nprosperity of their districts,\nCnirboo, which has had for the past\nthirty years tbo finest record tor continuously rich plncor ground in the world,\nlias apparently been forgotten by the\nworld until, relatively ..peaking, lately.\nIn the meantime gold mining has largely been looked on by capitalists as a\ngambling and disreputable business, only recently has it been recognized as legitimate ns nny other, nud in general\nmore profitable. Since then capital has\ninvested and a number of companies\nnre doing substantial development work.\nSome of them are sure to strike it rich,\nas rich as (lie ground worked by the old\ntlmo miners, its reputation will return\nand miners and investors will be seeking\nground for development ami many en-\ntorprlsos of the kind will be muttr-\ntnkon. Tbo gold mining interest is inseparably connected with the prosperity of all Iiritish Columbia.\nTho question is; Shall investors be.\nobliged to buy the grounds  they would\nWork from (ho holders of Crown  Grants\nor obtoin them as leases from the Government, or shall such key to the prosp*\norily of the country he placed in private\nhands?\nSAVONA MINING NOTES.\nTho Tenderfoot at Copper Creek baa\nrecently struck the vein at the W it.\nlevel ttiiiliiexpected to\\\\a_H30 feet uf\nore. This does not\ninclude the Mersey mine which is owu-\nod by this company, The nigh assays\nreceived from this latter claim have recently been confirmed by other testa,\nand the erection of a plant to treat th*\nore on tlie spot is under consideration.\nThe tests so fur mnde point to a profit ot\n$16.00 per ton if such a plant is constructed.\nTho coppor mine at Cherry Creek is\nabout to recommence operations. This\nclaim shipped some good ore and may\ndo well if properly handled. A large\nhotly of low grade oro strongly resembling tho Cherry Creek property occurs\non the Trent elulm opposite Cberrv\nCreok, where a considerable amount of\nwork lias been done with good results.\nA. J, Colquiiocn, M. K,\nHon. V, O, Cornwall hns received a\ntelegram stating that his sou Temple,\nwbo went to South Africa with tbe B. C.\ncontingent, is in England.
